This study is to investigate to the problems of school libraries in order to develop to a school media center from the place to circulate material to students, and provide the suggestion of a school library management for increasing student's productive ability. Inculding suggestions are: school library facilities and budgets, school librarian's recruit and policy, school librarian's professional role, cooperation instruction with teachers, cooperation instruction methods. This result can render development to school library.

Serials subscription prices continue to escalate but university library budgets of those have not grown concurrently at the same rate. In fact, library budgets of serials subscription have decreased as a percentage of total library expenditure. Also titles with little or no use should be cancelled to make room for new serials that might be needed to reflect new research interests or changes in curriculum. This study includes overview of the serials cancellation and substitute solutions for subscriptions in university library. Taking into account costs and coverages, availability of cancelled serials through interlibrary loan is high in general. There is a potential for considerable savings by providing access to low-use titles, and that is a combination of commercial document delivery and pay per view based on e-business could be a viable alternative to subscription in many cases.

This study attempts to compare Jeonju Municipal Library(JML) and RCPL(Richland County Public Library). It was expected that the comparison would give public librarians some suggestions as to their libraries' strengths and weaknesses. JML has shown some weaknesses compared to RCPL, specially, in the quality and quantity sections of resources, budgets, areas of library, public relations, circulations, reading club enrollment are strengths of RCPL, compared to JML. However, JML has the strength in the participation of a lot of volunteers and visitors to the library. JML should extend and publicize the high service quality as the citizens' library.

Academic libraries have been facing threats and opportunities at the same time because of a successful combination of information and communication technologies such as the internet. This study presented the need for library development in academic libraries, to assist with increasing costs and declining budgets and fulfilling users' expectations of additional information services. It suggested as a guide for library development of academic libraries in Korea through providing examples of various methods and cases for library development. As a result of research, this study provided the basic ideas of academic library development, which includes forming a community of friends of library and developing fundraising and fee-based information services.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.

This study aims to conduct a big data analysis of public library operations and uses of 16 metropolitan local government of Korea by using the Chernoff face method. This study is the first to use the Chernoff face method for big data analysis of library services in library and information research. The association of variables and human facial features was decided by survey. The study reveals that in general the provincial governments in Korea operate more libraries, invest more budgets, allocate more staff and hold more collections than metropolitan cities. This administration resulted in more use of libraries in provincial governments than metropolitan cities.

This study examined whether there is a correlation between the degree of the financial independence and the establishment and operation of public libraries in 25 local governments in Seoul. It was revealed that there is an inverse correlation between them. According to the results, differently than expected, the local governments with low degree of financial independence generally built and operate more public libraries and assign more library budgets than the local governments with high degree of financial independence. It can be concluded that the local governments with low degree of financial independence show more interest in building and operating public libraries.

To address these financial problems, library administrators need to find ways to supplement their budgets through existing as well as new creative external funding strategies including grants, fundraising. sponsorship. resource sharing fees and others. This paper is drawing fundraising and sponsorship. But this financial aid is not an Aladin's lamp which, if rubbed three times, will give you three wishes and all the money you want. So this study is reviewed the history of fundraising, environmental situation in connecting with library law, status-quo, practical process for fundraising and existing sponsorship methods.

This study tried to identify the reading and library use and requirements of children and young adults with disabilities in school age, and to suggest improvements in library policy, centered on the National Library for the Disabled Unlike the library policy centered on the creation of alternative materials and the establishment of an integrated cataloging system for alternative materials, children and young adults with disabilities mainly use paper books, and 80% of them hardly use the library. This study established a system centered on the special school library and proposed to establish a foundation for enjoying reading culture through curation of books by disability type and developmental age. In addition, based on the development of international standardization of multimedia collections, cooperation with the National Library for Children and Young Adults, and the expansion of librarian, collections, and budgets of special school libraries, linkage with students with disabilities in special classes of general schools was suggested.
