Analysis of the Librarian Certification System in Korea and Measures for Improvement

  • Half a century has passed since the academic field of library and information science, which was born at the end of the 19th Century in the Western world, was introduced to Korea. Despite years of quantitative growth and qualitative maturation, the field has been facing the inconvenient truths of discrepancies in education levels arising from varying education providers, and weakened public confidence in librarian certification. Based on analysis of librarian training and education programs and the certification system, this research seeks to point out the limitations of the national librarian certification system, which is losing public confidence, and present a model for improvement. Library and information science education has expanded from universities to the academy of librarian education and lifelong education centers, and the librarian certification system has emerged as a target of reform. This research presents measures to improve the librarian certification system to government bodies and the Committee on Library and Information Policy with the purpose of providing grounds for policy enforcement.

Legal Issues and Legalization of Librarian Placement for Public Library (도서관 사서배치의 법리적 쟁점과 법제화)

  • Since 1988, the librarian standards prescribed in the "Enforcement Decree of the Library Act" have not been revised at all and they have many weaknesses and limitations. This study proposed revision of librarian standard and legislation based on legal and application issues. It is desirable to revise the structure of 1988 prospectively and to establish new standards for local representative library. In the case of basic personnel, it is desirable to have three librarians in all public libraries or considering the fact that the library's non-professional work is about 30-40%, it is also necessary to consider a plan consisting of two librarians (professional + para-professional) and one non-professional. The local representative library should apply the librarian standard of the public library serving a community of 300,000 people and establish a standard to add non-librarian equivalent to one-third of librarians. In the case of additional personnel, it is desirable for public libraries to increase one librarian whenever the service target population exceeds 10,000, and the local representative library to increase one librarian whenever the service target population exceeds 100,000. And each library needs to add a other full-time staff equivalent to one-third of the librarian.

A Study on the Teaching Competency Model of Teacher Librarian (사서교사의 교수역량 구성 모형에 관한 연구)

  • The purpose of this study is to suggest the construct model of teaching competency in teacher librarian. For this purpose, this study compares and analysis the existing literature of which teaching competency of subject teacher and teacher librarian competency standard. The teaching competency model of teacher librarian was designed with the result of compares and analysis. The suggested model composed of 3 process: (1) instructional design, (2) Instruction Implementation, (3) Instruction evaluation. It is also suggested that construct of isolated instruction and cooperative instruction. This study can be helpful to development a in-service program of teacher librarian and curriculum of Teacher librarian education.

A Study of the Roles of the Teacher-Librarians as Perceived by Supervisors, Principals, Teachers and Teacher-Librarians in Korea (사서교사의 역할에 대한 인식연구)

  • The school library plays very important and central role for the fullfillment of educational objective in the process of implementing the school curriculum. And the media specialist known as teacher-librarian is. primarily responsible for the successful operation and effective management of the media center. It is true that effectiveness of the school library depends greatly on the cooperative coordination among teacher-librarian, teacher and principal in addition to the strong support and effective supervision of school district authority, specifically, supervisor of school library program. The successful program therefore is influenced by their perception of the teacher-librarian's role. The purpose of this study was to investigate the teacher-librarian's. educational role perceived by teacher-librarian, teacher, principal and school district supervisor. A standard task model describing both the management and educational functions and expectations of teacher-librarian was proposed after studying the relevant current standards of four countries. Serveral hypotheses were made regarding role perception and a survey instrument was designed based on this proposed task model and the results of the literature review to validate the hypotheses. The questionnaires were mailed out and the returned questionaires were analyzed by SPSS computer routine. The major findings are summarized as follows: 1) There was difference of the role perception among teacher-librarian, teacher, principal and district supervisor at the significance level of p<0.001 for both management and educational functions of teacher­librarian. The mean score of the teacher-librarian was highest among four groups and the score for the educational function tasks were lower than that of management function tasks. 2) The positive correlation exists at the significance level of p<0.001 between the role perception and the attitude toward changing social trends such as acceptance of new technology, need for better communication and information. 3) The positive correlation exists at the significance level of p<0.001 between the role perception and the view on the curriculum and teaching method.

  • The purpose of this paper based on the preliminary research is to dove)or the standard job models for children's service of public and children libraries in Korea. To do so, the author surveyed and analysed the perception of library staff of current jobs for children's service using the online questionnaire. And author proposed the standard models(importance difficulty, professionalism, and performance requirements) of library jobs for strengthening children's services. In addition, the this study suggested a plans to enhance professionalism of children's librarian and to introduce its qualification system.

  • This paper is a preliminary study to develop the standard job model for strengthening children services in Korean public libraries. To do so, the researchers reviewed and analysed the current status, features, and job of children's services of sample public libraries in the United States, United Kingdom, Japan, and Korea. As a result. library management, development and preservation of childrens' materials, technical services and database management, public services, program services related to book and reading, cooperation activities with the relevant agencies and facilities revealed as a key job of children's librarian. Based on these results, subsequent research will be to develop a standard job model for children's services of public library in Korea.

  • The international standard for the school library suggests that school librarians qualified for librarian and teacher should run the school library. And library assistants should support the teacher librarian to carry out a role as a teacher. Despite the difference of requirements, librarians without teachers' license are under the human resources for school library administration. Furthermore, the job description between the school librarian and librarian is not well-defined in Korea. The different requirements in the library standards and the school library related laws have led to weaken professionalism and social status of librarianship. The condition that teacher librarians are not in the school library have brought the pressure to overcome imperfect functions of the school library and unfairness of educational services. In order to solve these problems, it is necessary to strengthen teacher librarians' qualification system to improve their identity as educational subject specialist librarians. We ought to also build proper foundations of social recognition about librarianship through classifying the types of human resources in the school library into the teacher librarian, library paraprofessional and volunteers. Especially we should hold the job analysis based on administrator, teacher, service, leader, collaboration, and partner.

An Analysis on Librarian Competencies and Job Type in the Organization of Information (정보조직 사서직 역량 및 직무 유형 분석)

  • This study analysed the librarian competencies and job type to identify the present state of required librarians and to suggest the direction for education in the organization of information. As the result of investigation 278 job announcement, the traditional qualifications and the knowledge of new standard and S/W related electronic resources are required. The job type divided between cluster for the traditional demands and cluster for electronic resources and information technology. It proposed the expansion of education related electronic resources and information technology, the balance of theory and practice, and the adoption of new teaching method for education in the organization of information.

A Study on the Development of a Standard Curriculum for Education of Library and Information Science in Korea (한국의 문헌정보학 교육을 위한 표준교육과정 개발에 관한 연구)

  • Since the curriculum of the department of library and information science for nurturing librarians and teacher-librarians is not standardized and the education scope and content of subjects for each exam to recruit librarians and teacher-librarians is also not standardized, the objectivity and credibility required for national exam are not guaranteed. This study is for developing a standard curriculum as one of the solutions regarding the foregoing problem. To achieve the goal of this study, first of all, the requirements for librarians and teacher-librarians and a national exam related to Teacher Certification Examination, regulation, and implementation rules were reviewed. Secondly, the justification of the suggested subjects through analyzing prior studies for developing a curriculum for library and information science was reviewed. Thirdly, the subjects resulted from the two foregoing methods were confirmed as a standard curriculum for library and information science through a focus group discussion among practicing librarians.

A Study on the Evaluation Standards and Tools of the Performance of School Librarians in the United States (미국의 사서교사 전문성 평가기준과 도구에 관한 연구)

  • This study is to examine the basic structure of the professional development of school librarians and to analyze the national evaluation standards, and the states' evaluation tools and self-assessment tool currently used in the United States. The result is as follows: the structure of the school librarians' professional development processes, such as curriculum, certificate, and evaluation, have been affected by the national school library standards published by AASL. NBPTS's Library Media Standards and AASL's Learning4Life evaluation system are proposed as the representative national standards. Many states have developed their standards and tools to evaluate school librarians' performance, these standards are related to the national standards. AASL published A 21st-Century Approach to School Librarian Evaluation for school librarians' self-assessment in 2012, this workbook shows a specific way of developing their expertise.
