An Empirical Study on the Effect of GVC Participation and Governance Type on Export Performance in Korean Manufacturing Companies (한국 제조기업의 GVC참여와 거버넌스 유형이 수출성과에 미치는 영향에 관한 실증적 연구)

  • This study is an empirical analysis of export performance according to the type of GVC participation and governance of Korean manufacturing companies. Based on panel data from KOSPI listed firms, it was analyzed that relational investment, information exchange, and innovation affect the level of supply chain integration and corporate performance with the moderating role of trust. In addition, it was found that the degree of integration of the supply chain affects GSCM's performance and export performance. In case of the type of GVC governance, it was analyzed that the higher the integration strength, the higher the performance compared to other types. This result shows that trust-based supply chain integration and continuous GVC investment are very important. This explains that high levels of GVC governance, along with high integration strength, can lead to successful GSCM performance. Innovative investment strategies based on the relationship capabilities and trust levels of GVC participating companies can have a positive effect on the degree of global partnership formation and integration.

  • The purpose of the study is to explore the relationship between the type of reporting weaknesses in the Internal Accounting Control System and executive compensation, and then analyze whether such relevance varies depending on the characteristics of governance structure. The analysis data used 6,343 KOSPI&KOSDAQ companies excluding the financial industry from 2011 to 2016. As a results of the study, First, executive compensation decreased in companies reporting the weaknesses of CL. Second, this relevance was further strengthened according to the governance structure. This study confirms that information on the operation results of system is an important factor in determining manager compensation. It implies that it is necessary to study reasonable compensation policies and governance structures suitable for companies. If an internal control system that affects executive compensation is added, the basis for stronger support of the research results can be prepared.

  • As an industry that serves as a greater catalyst for social and cultural exchange than any other industry, the tourism industry has a strong responsibility toward sustainable management in economic, social, and environmental respects. However, there is a low level of awareness for ESG(environmental, social, governance), and as of now, only companies whose parent company is a large corporation are interested in ESG. Moreover, tourism companies taking part in ESG only focus on the environmental field of ESG. Thus, the present study attempted to understand the current status of ESG research in the tourism field and, based on this understanding, offer a field of research urgently in need. Based on the research results, the study found that awareness studies on the type of ESG management that stakeholder groups take into consideration must take place in advance in order to understand and develop ESG for the tourism industry. Additionally, ESG evaluation variables that reflect the characteristics of the tourism industry must be developed. Lastly, strategies and techniques that objectively disclose ESG management activities are necessary based on a disclosure strategy presented by GRI(Global Reporting Initiative).

  • During the recent decades in democratic and industrialized countries, government policies for governing technological innovation and risks to environment and human health have undergone significant changes. The shift from a top-down legislative approach to a more inclusive and deliberative atmosphere is, putatively the most prominent change. Such a move is often described as a move from government to governance. In the governance of technology and risk, public engagement has been a major strategy in technology decision-making process. This article aims to look into the changes in the procedural modes of technology decision-making process. It discusses the main viewpoints that have been placed on the basis of such a move. Also, it further relates the changes in local decision-making process to science and technology decision-making at global level. It argues that the democratic and reflexive trends in local science and technology decision-making will be the basis upon which to shape and respond to global governance system: while international decision-making process would require accountability in integrating different values and rationalities, such accountability may be sustained and reinforced depending on the robustness of the local decisions and social choices.

Study on the Classification Guideline for the Korean Presidential Records (우리나라 대통령기록물의 분류기준에 관한 연구)

  • This study is to describe the principles and outcome of the development for a classification scheme of presidential records to manage efficiently and provide them as archival information service productively. First, this scheme accommodates a management aspect, taking consideration into the aspect of archival records as the results of government administrative duties. Additionally, governance aspects are embraced into this scheme since presidential records can be seen as the results of governing purpose. We are considering the functional aspects of the public records too. As a result, this scheme adopts both management and governance aspect. Focusing on reflecting both functional and governance aspects, first analyzes existing classification systems in domestic and abroad. Finally, this study proposes 24 first-level, 114 second-level, and 179 third-level classification categories. Archivists and classification experts examined the classification scheme for verification by advisory meetings.

A Study on Community Governance of Public Sector and Service Agencies : Focusing Differences of Perceptions Between Local Officials and Workers in Social Service Agencies Working for Poor Female-headed Households (빈곤여성가장을 위한 서비스 제공에 대한 민-관 인식 차이에 관한 연구: 지역사회 거버넌스 실현의 현실적 간격을 중심으로)

  • The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.

The Relationship Between Corporate Governance and Underpricing: A Case Study in Ho Chi Minh Stock Exchange

  • Underpricing signifies that IPO share prices do not reflect the fundamental value of the listed company. Corporate governance plays an essential role in IPOs where the board of directors, the independent board of directors, and the board of supervisors are significant elements of accurate share pricing. The study investigates the underpricing phenomena and short-term performance of the IPO companies during the listing process in the Ho Chi Minh Stock Exchange (HOSE). The work outcomes illustrate the role of the corporate organizational structure in the period of the IPO process that may attract potential investors. The hypothesis testing is conducted with a multiple regression model including 100 observations from enterprises doing IPO listed on HOSE. The study results generate signals for the investors and regulators that the board of directors holds a strong negative influence on the underpricing process. Secondly, the level of the independent board of directors and stock exchange in itself has no significant impact on the underpricing process. Underpricing is one of the many anomalies of the stock exchanges that provide wrong signals for the market participants. Identifying stock prices that reflect their intrinsic value is an ongoing debate among scholars, investors, and other market participants.

  • The purpose of this study is to enhance the competitiveness of the city through utilize of cultural content in region. To achieve the purpose, the study empirically analyzed the regional comic governance. The analysis is assessed through survey measurements of the level of cognition of citizens (n=493) in Bucheon city. According to the conceptual framework, the study measures value of comics, comic city policy, cartoonists activity, and utilize effect of the comic & support. Also, we analyzed the significant differences of cognition by respondent characteristics. Lastly, this study used structural equation modeling (SEM) to test the relationships between value of comics and utilize effect of the comic & support.

Antecedents and Consequence of Governance Characteristics, Earnings Management, and Company Performance: An Empirical Study in Iraq

  • The outbreak of the financial crisis, the lack of corporate governance practices in Iraqi companies, the high level of earnings management (EM), and weak firm performance (FP) have all encouraged the purpose of this study. This study proposes to achieve the following objectives: (I) to investigate the influence of governance mechanisms on the earnings management practices, (II) to investigate the consequence of EM on FP. The study sample includes 65 Iraqi firms listed on the Iraqi stock exchange for six years from 2012 to 2018, with 390 firm-year observations. The hypotheses were tested using panel data regression. According to the findings, Iraqi companies prefer to use real EM rather than accruals EM to avoid reporting losses. Discretionary cash flow, production costs, and cash flow from operation are examples of actual operations employed to undertake EM. Furthermore, according to the findings of this study, board meeting frequency and female onboard have a significant and negative influence on EM. Besides, the internal audit function was found not to affect EM. On the other hand, results revealed a significant and negative relationship between EM and FP. According to the study, management prefers to minimize cash and accrual expenditure during the economic downturn.

Unlocking the Future of a Prosperous Green Globe: With a Focus on the G-20 STI Summit

  • Energy consumption is the largest contributing factor for the increase of $CO_2$ emissions and amounts for almost 85% of all emissions. The future energy consumption of Korea is projected to grow exponentially despite its heavy dependence on imported energy that represents 97% of its total energy supply. According to a recent OECD report the carbon emission level of Korea is currently ranked 9th in $CO_2$ emissions, and is growing by almost 3% every year. Against this background, the Korean government introduced the "low carbon green growth" policy in 2008. As the global challenges intensified in the wake of the world economic crisis, Korea has been working hard in raising the visibility of its efforts at the club governance meetings, in particular the G-20 summit. Because of cooperative efforts with major member countries, the G-20 summit agenda has been significantly diversified to include long-term issues such as climate change, development issues, and global health. To achieve an effective green recovery for a new green world economic order, the G-20 summit leaders should concentrate on a strategy of establishing green governance for a global STI cooperation. Korea as the host country is poised to leverage the Seoul G-20 summit to catalyze global efforts toward a new green economic order.
