Rural areas and rural environment is our valuable heritage. And it is necessary for us to conserve of the rural environment. But we have to pay due regard to development and urbanization. The harmony between conservation and development is a question which demands our serious consideration. Measuring economical values of rural environment is an essential prerequisite of harmony between conservation and development of rural environment. We examined valuation methods of environment for measuring economical values of rural environment. It is useful to understand economical values of rural environment and acquire well balanced viewpoint between conserve and development. It is also useful acquire persuasive power an legitimacy to conserve the rural environment.

After the adoption of the Lisbon Treaty, the European Union's Common Commercial Policy now belongs to the exclusive competence area of the EU, including the foreign direct investment (FDI) policy. Regarding the bilateral investment protection treaties (BITs) between the EU Member States, the European Commission is of the view that such BITs should be discarded. On March 6, 2018, the Court of Justice of the European Union (CJEU) held in the Achmea BV v. Slovakia case that a BIT between the EU Member States, as well as arbitral awards based on that BIT, is not subject to request for preliminary rulings under the Treaty on the Functioning of the European Union (TFEU), and thus they are not compatible with the EU law. However, the judgment did not silence the controversy. Instead, many people questioned the legal reasoning and the legitimacy of judgment, and therefore the problem is still ongoing.

The free vibration of functionally graded material (FGM) beams on an elastic foundation and spring supports is investigated. Young's modulus, mass density and width of the beam are assumed to vary in thickness and axial directions respectively following the exponential law. The spring supports are also taken into account at both ends of the beam. An analytical formulation is suggested to obtain eigen solutions of the FGM beams. Numerical analyses, based on finite element method by using a beam finite element developed in this study, are performed in order to show the legitimacy of the analytical solutions. Some results for the natural frequencies of the FGM beams are given considering the effect of various structural parameters. It is also shown that the spring supports show the greatest effect on the natural frequencies of FGM beams.

The controversies that have surrounded the negotiation of both the Comprehensive Economic and Trade Agreement (CETA) and the Transatlantic Trade and Investment Partnership (TTIP) have underlined the difficulties arising out from the adoption of a truly common EU investment policy. Non-governmental organizations have called into question transparency and legitimacy of international investment arbitration during the negotiations. The article presents a reflection about current developments of the EU investment policy addressing, in particular, the criticisms towards the whole investor-to-State system and the EU's efforts in developing a "tailor-made" investment agreement and Investor-to-State Dispute resolution system. Along these lines, the article critically assesses the recently announced proposal for the establishment of an 'Investment Court System' put forward by the EU during the TTIP negotiations.

To get legitimacy of a security investment, the analysis of ROI about the security investment is required. In this paper, we suggest a practical quantitative model with considering factors that do decision-making of optimized security investment difficult. This model makes use of the value of a residual risk to decide the best information security solution and considers a corelation of response techniques of the information security solution against each threat to do exact decision-making.

This paper aims to analyze the recent consolidation of Xi Jinping's power in the context of political reform of the Chinese Communist Party (CCP), and reason out its implications. After Reform and Opening Up, the CCP needed to adapt to the changing society, secure its legitimacy and reinforce its ruling power. Therefore, the CCP has practiced political reform focused on intra-democracy since 16th Party Congress in 2002. Intra-democracy in the CCP's collective leadership consists of two parts: a stable power succession, based on term limits and age limits, and a democratic management system, based on checks and compromises between political factions. Those mechanisms of intra-democracy are still functioning in the Xi Jinping era, which explains that the consolidation of Xi's power is the result of the agreement in the CCP. In other words, it is a short-term change to efficiently deal with challenges the CCP is facing.

Though crowdfunding has emerged as a cost-effective means to market innovative products and a channel for financial resource acquisition, our understanding about what makes a successful crowdfunding is still limited. This study is motivated by the presence of the inconsistency that both entrepreneurs and investors pay more attention to capabilities required for developing prototype products rather than capabilities needed to deliver the promised products in crowdfunding. By drawing insights from studies about liability of newness and legitimacy in institutional theory, this study argues that startups can overcome the liability of newness, earn investor trust, and successfully complete crowdfunding campaigns by effectively presenting visible and invisible capabilities. This study presents a set of testable propositions predicting the likelihood of crowdfunding success and explains the theoretical and practical value of the proposed conceptualization of startup capabilities.

Previous our numerical results in computing point kinetics equations show a possibility in developing approximations to estimate sensitivity responses of nuclear reactor We recalculate sensitivity responses by maintaining the corrections with first order of sensitivity parameter. We present a method for computing sensitivity responses of nuclear reactor based on an approximation derived from point kinetics equations. Exploiting this approximation, we found that the first order approximation works to estimate variations in the time to reach peak power because of their linear dependence on a sensitivity parameter, and that there are errors in estimating the peak power in the first order approximation for larger sensitivity parameters. To confirm legitimacy of our approximation, these approximate results are compared with exact results obtained from our previous numerical study.

Southeast Asians participate in elections eagerly, a fact indexed by the high electoral participation rates across a range of political conditions in the region. What gives elections in Southeast Asia such high legitimacy? Using data from Indonesia and the Philippines, this article emphasizes the need to understand peoples' rationalities, which are informed by meanings generated by prevailing cultural practices. From this perspective, electoralism can be understood as a cultural phenomenon that conforms to the structure of a ritual. Despite the democratic deficit in many electoral exercises, elections share the attractiveness and fun of traditional community festivities. Voters participate in elections as a testament to membership in a community. Although they do not always transform the existing social arrangements, elections embed contradictory impulses in the same way that cockfights do. A procedure of formal democracy authored elsewhere, electoralism has been localized in Southeast Asia and invested with indigenous significance.

Although Euclidean plane geometry is implemented in the middle school course, there are three major problems in high school space geometry that can be intuitively taken for granted or misinterpreted as circular arguments. In order to solve this problem, this study proved three major problems using sets, Euclidean plane geometry, and parallel line postulates. This corresponds to a logical sequence and has mathematical and mathematical educational values. Furthermore, it will be possible to configure spatial geometry using sets, and by giving legitimacy to non-Euclidean spatial geometry, it will open the possibility of future research.
