  • A new law, the Urban and Living Environment Improvement Act, was established, promulgated, and entered into by the Ministry of Construction and Transportation as of 1st July 2003. This system under this law, which improves currently executed consulting process and upgrade its level, is to execute the legal process and procedures that are necessarily required for housing reconstruction/renewal project.. This system requires to be supplemented with addition of reasonable, logical, and systemized tools of system. Through concurrent application of professional management of renewal business(PMRB), more benefit will be provided to housing renewal associations that are constituted with residences concerned for execution of CM project.

  • An analysis of the courses from American architectural institutions during the period of $1890^{\sim}1950$ reveals an emergence of a distinction between a purely architectural and an architectural engineering discipline. A reflection of the economic growth, industrialization and urbanization of a nation; the education of the American architect during that period assumed a professional character. In contrast to European technical institutions which concentrate on the engineering aspects of architecture, American institutions developed a more comprehensive, design oriented curriculum within the framework of the American university system. The establishment of a system of formal education for architects and architectural engineers, replacing the tradition of apprenticeship, made it possible to train future professionals according to their ideals. But the objectives, contents and products of these curricula took on divergent characteristics from institution to institution. The growth of legal regulations( ie. ACSA, NAAB, NCARB, ASEE, etc.) governing the registration of architects and engineers, emphasized the legitimate concern within the profession to determine an acceptable standard of professional education. Such regulatory standards influenced the transition of architectural engineering education in institutions including the case of MIT. As a result, the ambivalence in architectural engineering programs found specific resolution in programs, such as architectural engineering, building engineering, construction or civil engineering.

A Rating Method for the Estimation of the Additional Overhead Expenses incurred by Schedule Extension in Public Construction Projects (공공건설공사의 공기연장에 따른 추가간접비 산출을 위한 요율방식 제안)

  • In domestic public construction, disputes are increasing due to differences among stakeholders regarding contract price adjustment. In particular, the actual cost-plus fee for overhead costs due to the schedule extension cannot be agreed upon at the administrative phase, and most of them seek judicial judgment. Thus, this study aims to propose a 'sufficiently satisfactory' alternative to reach an agreement before disputes in order to minimize disputes related to the calculation of additional overhead costs. To this end, this study proposes three alternatives based on the rate method. Firstly, when calculating additional overhead costs, it is not calculated as an actual cost-plus-fee method, but as a rate compared to direct labor costs among net direct costs. Secondly, the calculated indirect labor costs are compensated for up to the legal maximum of legal limit costs such as general management costs, profits and so on. Thirdly, it reflects overhead costs increased or decreased due to change orders. Risks were analyzed by collecting expert opinions on the proposed methods and applying actual cases. Finally, as a result of investigating the level of consensus for each stakeholder, it was confirmed that all stakeholders could agree regardless of the size of the company. The result of this study is expected to as a useful tool among stakeholders in the construction fields that can be able to easily agreed upon.

Advances on heat pump applications for electric vehicles

  • A detailed literature review is presented for the applications of the heat pump technologies on the electric vehicles Heating, Ventilation and Air Conditioning (HVAC) system. Due to legal regulations, automotive manufacturers have to produce more efficient and low carbon emission vehicles. Electric vehicles can be provided these requirements but the battery technologies and energy managements systems are still developing considering battery life and vehicle range. On the other hand, energy consumption for HVAC units has an important role on the energy management of these vehicles. Moreover, the energy requirement of HVAC processes for different environmental conditions are significantly affect the total energy consumption of these vehicles. For the heating process, the coolant of internal combustion (IC) engine can be utilized but in electric vehicles, we have not got any adequate waste heat source for this process. The heat pump technology is one of the alternative choices for the industry due to having high coefficient of performance (COP), but these systems have some disadvantages which can be improved with the other technologies. In this study, a literature review is performed considering alternative refrigerants, performance characteristics of different heat pump systems for electric vehicles and thermal management systems of electric vehicles.

Comparison of Noise Abatement Policies in Advanced Countries and Korea (선진국과 한국의 소음저감정책 비교)

  • One of the main objectives of noise control act is to define and ensure application and respect of noise exposure limits. Most advanced countries have prepared a legal framework for noise limits either by national laws, ordinances or municipal by-laws. A large number of advaced countries have adopted the Leq index for the main sources of noise(road, railway, industry). The exception is aircraft noise for which regulatory practice is highly disparate. These differences in the indices adopted, the periods and areas to which regulations apply, definitions of measurement conditions and ways in which noise levels are calculated make it difficult to compare the current advanced countries standards. This study presents the current noise abatement policy of the advanced countries and proposes the improvement of the current noise abatement policy of Korea to catch up with it of the advanced countries.

  • In this paper, we discuss decentralized optimal fault tolerant supervisory control issues on the basis of failure analysis and diagnosis from the angle of discrete event dynamic system. We address the detectability and the observability problems, and develope fault tolerant supervisory control system upon the failure analysis and diagnosis schemes. A complete min-cut is introduced and the procedure for finding the achievable or nonachievable layered optimal legal sublanguages is suggested for a preferential option among the reachable states in the controlled plant. A layered optimal supervisory control framework is proposed upon these. We extend the concept of decentralized supervisory control by considering the problem of combination of decentralized with centralized control in case pure decentralized control happens to be inadequate. We introduce the concept of locally controllable pair and present a hybrid decentralized supervisory control framework. Finally, we propose the analytical framework for a decentralized optimal fault tolerant supervisory control systems.

  • Product Liability(PL) is a legal policy to deal with global competition by improving domestic industrial competitive power and to reduce the cost of defect products. The purpose of this paper is to address the state of the art solutions to dispute on PL, in reality of a frequent occurrence of global product exchange focussing on product safety that is one of the most important functions of PL and to improve solution of the product safety and reliability responsive to PL. To minimize PL exposure, manufacturers should reflect comprehensive product safety and reliability concepts in establishing PL prevention policies. PL prevention policies are composed of administration system, product safety management system, and total quality management system in respect of prevention, safety, and defence.

Assessment of Can Factory working noise and its reduction (산업현장의 소음.진동 원인분석 및 저감방안 연구)

  • The purpose of this study is to obtain an effective enclosing method for noise reduction of press machine operating in a manufacturing company located in Korea. Noise level of the machine is about $90{\sim}105dB$ which is higher than legal standards by industrial safety and health law. This study has predicted the level of noise reduction according to a step by step prevention plan by considering the characteristics of the cause of noise, the permitted limit of noise levels, problems and economical efficiency attendant upon the noise prevention measures. The predicted level of noise at the plant in accordance with the first step is $71.5{\sim}89.5dB(A)$, and can satisfy the permitted limit of noise in a time period of the day. Based on these results, enclosing method adequate for the selected plant's noise characteristics were suggested.

  • By analyzing logs in computer systems, we can find early various threats and discover answers to respond against them. Also logs can help to collect digital evidences for cybercrimes and to be legal effects for investigation. In this paper, we intend to develop a secure logging in computer systems. Therefore we propose a new secure logging scheme and improve it to apply various environments. The proposed scheme will helps to develop a better logging of collection for digital evidences in computer systems.

Technical Specifications for Manufacturer Approval in Railway Safety Law (철도안전법의 제작자 승인 기술기준에 대한 연구)

  • The amended law of railway safety in Korea has recently come into effect in order to strengthen the railway safety management system. The new law, which took effect March 1, 2014, will implement stricter oversight of railway companies. As a result, a company that manufactures railroad system or components for domestic use must obtain an approval in accordance with the technical specifications of manufacturer approval. Although Korea had established the legal system in enforcing railway safety, the government wants the companies continue to develop the more improved safety systems until they gain competitive edge on the world class railway manufacturers. This paper presents an in-depth analysis of the technical specifications for manufacturer approval in International Railway Industry Standard (IRIS), which is the global standard. This paper also proposes measures and guidelines that would help Korean manufacturers those who want further develop their safety management systems, as a prerequisite for them to obtain the manufacturer approval.
