Integrated Project Delivery (IPD) is a procurement method that has been proved to improve construction project performance. However, in China implementation of IPD practices in construction projects is unknown though some researchers have studied the problems and constraints in adoption IPD. The purpose of this study was to explore IPD adoption in Chinese construction industry. Critical components of IPD implementation were reviewed, and questionnaires were distributed to collect industry views. The results revealed that IPD uptake is still low. In particular, the liability waiver and shared risks and rewards have been rarely used. In addition, co-location, value engineering method and the new compensation approach have also been hardly adopted. Some practices related to early involvement of key parties were adopted. Surprisingly, the findings indicate that the client has been continuously involved in the projects. The findings may imply that the legal issues and problems of contractual frameworks are still constraining IPD implementation in Chinese construction industry.

This study is to develop a mathematical analysis model to grasp the behaviors of cartels. Cartels are formed tacitly and cause tremendous damage to consumers in modern society which is composed of advanced industry structure. The government authorities have instituted the leniency programs to respond cartels. However, cartels will continue unless there are legal sanctions against cartels based on an accurate analysis of leniency programs. The proposed cartel equilibrium analysis model is a mathematical behavior model which is based on the existing methods and the prison's dilemma of game theory. Therefore, the model has a form of pay off matrix of two players. We use a iterated polymatrix approximation (IPA) method to deduct a Nash equilibrium point. The model is validated by an empirical analysis as well.

The use of unmanned combat systems is of interest for future battlefield. Advanced techniques are being actively studied to build fully autonomous unmanned systems. However, there are technical, ethical and legal limitations for the fully autonomous unmanned combat systems. In addition, a remote controlled system is necessary so far in order to prepare for situations where fully autonomous unmanned systems fail to function properly. Thus, a procedure of developing operational requirements in system level is proposed and interface requirements of unmanned combat vehicles for remote control are described in this study.

With drastic change in the market and technology of medical devices, a comparative analysis is necessary in advanced systems internationally in order to prepare domestically applicable plans for improvement in classification and differential grade management for items of medical devices. This research examines and analyzes the differences of definition and legal systems of medical devices among Korea, United States, EU, Japan and China, and investigates classification and grading system of each country to identify disadvantages of classification and grading structures for medical device in Korea. This research suggests ways to supplement the disadvantages of domestic classification and grading system of medical devices, and elicits differential management plans for medical devices.

Instrumentation and Control systems (I&C) play a significant role in nuclear power plants (NPP) and other safety critical systems (SCS). We have conducted a rigorous study and discussions with experienced practitioners worldwide the strategy for the development of I&C systems to investigate the several aspects related to their dependability. We discussed with experienced practitioners that work on nuclear domain with the intention of knowing their approach, they use day-to-day for the development of such systems. The aim of this research is to obtain to provide guidance to those building I&C systems of NPP and have implications on state engineering licensure boards, in the determination of legal liability, and in risk assessment for policymakers, corporate governors, and insurance executives.

This paper proposes a method to protect the copyright of creators' content shared through an online sharing platform in a legal battle. When creators upload their independent creation content to the online sharing platform, it automatically upload information necessary for copyright effect to this system. The data warehouse of this system is as a private blockchain for to ensure non-repudiation and transparency of the information. We present that the data warehouse is to build as Hyperledger Fabric in this paper. And We present the transaction data structure of the blockchain to prevent orphan works. We also dealt with how to build a website where users can conveniently check the data (copyright related information) of this blockchain.

Contract design plays a key role in the life cycle of BOT project. All project management activities and operation processes are arranged in consistence with the document of BOT contract which the public sector ensures that the respective roles and responsibilities set out in the contract are fully understood and fulfilled to the contracted performance criteria. With limited theories to deal with some fundamental issues of BOT contract design, we try to collect data from case studies and formulate several practical principles. The conclusions presented in this paper are analyzed from two cases, one is based on an early case in the United Kingdom, and the other based on the Taiwan High Speed Railway case. The purpose of this paper is not about covering all legal issues about BOT contract design, but rather, our work provides common considerations applicable to the contract parties of a broad range of BOT contracts. The results in this paper shall propose some fundamental principles of the BOT contract design.

The governmental attitude toward private investment and financing for infrastructure projects has changed from the initial prohibition to the current encouragement in China, which has been embodied in the legal documents and administrative process. However, the problem of identification, bidding, and approval procedure for privately financed infrastructure projects has been observed in policies and administrative measures promulgated by different or even the same government branches, which is prohibitive factors for smooth project implementation. After analysis of the identification, bidding, and approval process of infrastructure projects, the authors proposed a simplified and alternative procedure and clarified the key points of relevant project documents.

이 연구에서는 국내 재난문자와 미국 WEA의 법령과 표준의 관계를 비교하였다. 국내 재난문자 재난 및 안전관리 기본법을 상위법으로 두는 법령이 있으나 기술적 내용은 대부분 민간 표준단체(TTA)의 표준으로만 제정되어 있다. 따라서 이동통신사와 단말기 제조사는 의무적으로 준수해야 하는 법적 근거가 없다. 한편, 미국은 WEA 연방 규칙에서 기술적 내용을 포함하고 있어서 이동통신사와 단말기 제조사는 의무적으로 해당 내용을 준수해야 한다. 이에, 국내는 이동통신사와 단말기 기종별로 재난문자 서비스의 차이가 발생하고 있지만 미국에서는 이러한 차이를 발견하기 어렵다.
