This study aims to design and implement individual complete learning system based on IPI(Individually Prescribed Instruction) model. Most of current web based learning systems do not consider individual students' ability and just follow the sequence of instructing contents $\rightarrow$ providing problems $\rightarrow$ presenting the result of evaluating. However, this system focuses on individual ability prior to studying subjects. In individual complete learning system, it is acknowledged that a period and a pace to complete each task will differ from students to students, therefore until they complete the whole unit, they are not allowed to move onto the next unit. After completing each unit, there will be a process of evaluating students' performance. It is necessary to show the correct completion of 80% of the evaluation to move onto next step; for those who are evaluated as inadequate to move on, an individual supplementary instruction will be provided. Therefore, this study intends to supplement the deficit of prior learning and provide feedback dependent on individual's learning ability so that the goal of Individual Whole Complete Learning could be accomplished.

This study was about design and development of the Mobile Learning Evaluation Announced Systems, which could operate the e-learning and send the result of that to the parents. From this, teachers and parent can communicate with each other dynamically. Especially, this system does not simply present results of student' learning but provide the extra learning which can make up for student' wrong questions in the base of the evaluation standard. this paper suggests this total learning solution so that parents can perceive the state of their children's learning under the mobile learning environment.

The teaching and learning environment in medical schools is significantly different from that of other academic fields. An educational information system specifically designed for medical education could be an important solution for the unique context of medical education. In this study, the concept of the educational information system has been reviewed, and how such a system can be utilized effectively for medical education has also been explored. This paper also addresses how learning management systems for online learning could be made more effective through educational information systems. The application of flipped learning, which has been developing rapidly to improve teaching and learning, for medical education was also investigated. In conclusion, it was found that educational information systems could be a solution to various teaching and learning issues in medical schools. In particular, given that high performing students tend to enter medical schools, using educational information systems to improve the teaching and learning environment in medical school should be investigated further.

In this paper, we notice the fact that a human learning process is characterized by a process under a natural language environment, and discuss an approach of learning based on indirect linguistic instructions. An instruction is interpreted through some meaning elements and each trend. Fuzzy evaluation rule are constructed for the searched meaning elements of the given instruction, and the performance of a system to be learned is improved by the evaluation rules. In this paper, we propose a framework of learning based on indirect linguistic instruction based learning using fuzzy theory: FULLINS(FUzzy-Learning based on Linguistic IN-Struction). The validity of FULLINS is shown by applying it to helicopter flight control.

In this research, we proposed a learner tailoring question recommendation system for web based learning evaluation system. For teaming evaluation process, this system used the item difficulty Each question was stored and managed to the question bank. Item difficulty was recalculated during teaming process and feedback in next course. For learner tailoring question recommendation, learner could choice the teaming part and set the learning difficulty. In application result of proposal method, almost learner could improve learning score by controling teaming difficulty.

The aim of this study is to find a way to improve the effectiveness of feedback that can contribute to the development of government work evaluation through comparison of systems between Korea and the United States. To this end, this study compared and analyzed the cases of Korea and the United States in relation to the feedback system of political affairs evaluation. In the case of the United States, it was confirmed that it was linked to a relatively high level of the learning dimension of the feedback system of achieving and improving policy goals, while in Korea, such linkage was segmented and controlled. In the case of Korea, it was confirmed that the government work evaluation system was in power, and its purpose was to improve policies and to control the evaluation target rather than learning for it. In the case of the United States, it is noteworthy that the autonomy of its own ministries is guaranteed as much as possible, the clarity and achievement of the goals presented by the ministries are prioritized, and the feedback also has a support and learning system as a regular system, not an ex post system. It is necessary to focus on policy improvement that can be linked to the achievement of policy goals in government work evaluation. It is also necessary to take a quarterly monitoring system, but to transform the ex post evaluation system into a learning and supportive system that can achieve policy goals, not control.

In recent years, a variety of learning content construction utilizing the smart phone is coming. In this paper, we investigate on overall trends and movements in e-learning performance at University. And system developed a e-learning platform consisting of smart phone portal, learning management system(LMS), and learning content management system(LCMS). Throughout the experiment, each of the components of the e-learning were implemented. LMS was implemented more efficiently using a user profile evaluation system for qualification.

Campus-based universities have provided face-to-face instruction traditionally. But recently, it is becoming a trend that they provide blended learning which combines e-learning and f2f instruction. Therefore, traditional university has been installing the ICT related convenience for the faculty and students to use easily to their classes. The purpose of this study is to develop quality indicators of ICT-related support for proper blended learning in traditional campus-based universities. This indicators are used for measuring the quality of ICT-related services at university level for quality education. To this end, first, we reviewed literature about quality indicators of university evaluation and e-learning. Second,we did case study. We selected and analyzed one university for a case, And we identified what elements are perceived important to faculty for more efficient use of technology to their class. Third, we summarized all this data and established the quality indicators framework of ICT-related components for blended learning in campus-based universities. Then, these indicators were revised after the expert evaluation. And then 10 experts and practitioners scored importance rating. Finally, we sum them up to 17 indicators and 48 sub-indicators in three phases (input, process, output). Among them, e-learning related organization or body, usability of Learning Management System, and quality assessment system got the highest scores. These indicators are supposed to contribute to measure the quality of ICT-related environment for blended learning and to provide informations about what is required for efficient blended learning in the campus-based universities.

This paper presents a model for R&D project selection and evaluation system design developed through literature review. The model emphasizes the fitness between the five elements of the system : evaluation phase and purpose, personnel and organization, evaluation critiria and decision model, evaluation form and procedure, and projects. The model was applied in real situation as a test case. The important findings are that a good project selection and evaluation model contributes only partially to the effectiveness of the project selection and that system development and implementation activity is a dynamic and multi-facetted learning process.

In this paper, we designed and implemented the web-based instruction system to improve quality of education and achieve efficient instruction-learning throughout the WBI. This web-based evaluation system lets learners make up their lesson in a self-oriented and effective way, by letting instructors diagnose learners level of understanding trigonometric function and letting learners take part in evaluation as well. The system also lets instructors easily make out items for evaluation by using 한글(Korean Language Word processor) and present them on the Web.
