집회현장에서의 경찰의 물리력 사용현황과 개선방안: 차벽과 물포 사용을 중심으로 (A Study on the Use of Police Force in the Public Assembly: Focused on the Vehicle-wall-blocking and water cannon)

  • 집회의 자유는 헌법에서 보장하고 있는 기본권적 자유이다. 우리의 현실을 보면 집회의 자유는 경찰의 관리통제 하에 있을 때에만 보장되고, 그렇지 않을 때는 진압해야 할 대상으로 인식되고 있다. 심지어 경찰은 '깨진 유리창 이론(broken window theory)'을 거론하면서 조그만 불법이 심각한 불법․폭력시위로 변질될 수 있다는 이유로 집회의 평화성 보다는 '준법'여부에 집착하고 있는 듯한 태도를 보여주고 있다. 이러한 태도는 집회에 참여하는 시민을 진압해야 할 대상으로 내몰게 되는 결과를 초래하고 있다. 이 글은 최근 문제되고 있는 경찰물리력 사용수단으로서 차벽과 물포를 중심으로 물리력 사용요건과 현황을 분석하고, 그 개선방안을 제시하였다. 우선, 차벽의 설치는 집회장소를 항의의 대상으로부터 분리시킴으로써 집회가 갖는 본질적인 소통의 기능을 차단하고 있다. 따라서 차벽설치는 불법행위에 직면하여 예방을 위한 경고에도 불구하고 차벽설치 이외 다른 방법으로는 '사람의 생명 신체에 위해를 끼치거나 재산에 중대한 손해를 끼칠 우려가 있는 긴급한 경우'에 한하여 허용되어야 할 것이다. 이러한 긴급성이 없다면 차벽은 사전예방적 차원뿐만 아니라 사후예방적 차원에서도 허용되어서는 안된다. 물포는 사람의 생명․신체에 위해를 가할 우려가 있는 경찰장비로서 기본권의 중대한 제한을 가져오는 강제조치이다. 따라서 사람의 신체에 중대한 위험을 초래할 수 있는 조준 직사살수는 원칙적으로 금지되어야 한다. 다만 그 위험성을 고려하여 타인의 법익이나 공공의 안녕질서에 직접적인 위험이 '명백하게 초래'된 경우에 한하여 다른 대안이 없는 경우에 보충적으로 사용하여야 한다. 아울러 그 사용기준 등에 대해서는 물포가 위해성 경찰장비인 점을 고려하여 법률로 명시해야 한다.

소규모 시설물의 안전관리 강화방안 (The Reinforcement Plan of Safety Management for the Small-sized Facility)

  • While large-sized facilities (type I II) have been managed systematically after the establishment of the Special Law for Safety Management on Facility, the management of small-sized facilities is relatively poor. The small-sized facilities have been managed by The Basic Law for Disaster and Safety Management, however, it is hard to manage them systematically as related standards are not established. Therefore, this study proposed the management plans for including the facilities such as some road tunnels and utility tunnels, which have the definite manager and a high possibility to harm the public, into type I and II facilities. In addition, it proposed the reinforcement plans of safety management for small-sized and vulnerable facilities such as breast wall and cut slopes, traditional markets and pedestrian bridges, which are fundamental facilities closely related to people's life, although a budget and a man-power are not enough.

An Experimental Study on Velocity Profiles and Turbulence Intensity of Developing Turbulent Pulsating Flows in the Entrance Region of a Square Duct

  • The flow characteristics of developing turbulent pulsating flows are investigated experimentally in the entrance region of a square duct ($40mm{\times}40mm$ and 4,000mm). Mean velocity profiles, turbulence intensity and entrance length are measured by using a hot-wire anemometer system together with data acquisition and processing systems. It is found that the velocity waveforms are not changed in the fully developed flow region where that $x/Dh{\geq}40$. For turbulent pulsating flow, the turbulent components in the velocity waveforms increase as the dimensionless transverse position approaches the wall. Mean velocity profiles of the turbulent steady flows follow the one-seventh power law profile in the fully developed flow region. Turbulence intensity increases as the dimensionless transverse position increases from the center to the wall of the duct, and is slightly smaller in the accelerating phase than in the decelerating phase for the turbulent pulsating flows. The entrance length of the turbulent pulsating flow is about 40 times as large as the hydraulic diameter under the present experimental conditions.

  • Shaking table model tests are performed to reproduce the dynamic behavior of a gravity quay wall and a pile-supported wharf damaged by Kobe earthquake in 1995. Using the scaling relations suggested by Scott and Iai(1989), the results of the model tests are compared with field measurements as well as with those of the model tests previously executed. The displacements of the gravity quay wall predicted by the current model tests are, at most, one third of the measured displacements, while the displacements of the model pile-supported wharf are about two thirds of the measured values. One possibility for the discrepancy is speculated to be the use of too big scaling factor, i.e., too small size of model.

배추의 압축탈수특성에 관한 연구 (Compression and Dewatering of Chinese Cabbage)

  • An experiment on the expression and dewatering of chinese cabbage was conducted in order to investigate its dewatering behavior. Chopped cabbage was packed into cylinder and pressed by piston upto the predetermined pressure on Instron-1000. The rates of dewatering were affected domintantly by the applied pressure, but not significantly by the packed amount of cabbage in the cylinder. The pressure effect was increased very abruptly at first, but the increase rate was very low at high pressure greater than 20 MPa, showing great deviation from linear dependence of flow rate on pressure in Darcy's Law. Therefore, water expression from cabbage was not Newtonian flow of water through cell wall. In fact, the squeezed water contained a lot of solid particles, about 3% of solid cabbage particles, showing destruction of cell wall. It appeared that compression and dewatering of vegetable wastes in the low pressure. under 20 MPa, is more desirable for later treatment of the dewater. More researches are needed in order to develop a treatment method for the solid particles in the expressed water before an expeller treatment system can be applied to vegetable wastes.

난류 경계층의 표면 마찰력 감소화 (Reduction of Skin Friction Force for Turbulent Boundary Layer)

  • This paper presents a new concept to reduce turbulent frictional drag by injecting micro-bubble into buffer layer of turbulent boundary layer on flat plate. The buffer layer of boundary was specified by minus velocity gradient of law of the wall. When the buffer layer region of turbulent boundary layer is filled with micro-bubble of air and viscous of the region is kept low, the velocity profile in the region should be changed substantially. Then the Reynolds stress in the buffer layer region becomes less, which guide to higher velocity gradient there. It results in reduction of velocity gradient at the viscous sublayer, which gives the reduction of shear stress at the wall.

  • We developed eco-friendly lightweight concrete in order to apply eco-friendly lightweight concrete into structural wall or slab of shallow depth urban railway system. However, since lightweight aggregate has different structural feature of porous and it has been overvalued at current KS standard when applied, we did compare the characteristics of freezing and thawing of normal weight aggregate concrete by comparative test method(KS, ASTM). According to test method, there was a big difference of dynamic elastic modulus in lightweight concrete rather than in normal weight aggregate concrete. The big absorption factor in lightweight aggregate is main reason for that. For more detail, in KS law in which only 14 days water curing is carried out, the big amount of moisture in lightweight aggregate is frozen and high heaving pressure occurs and finally that lead to destruction of lightweight concrete. Therefore, it is considered that in case of lightweight concrete, resistibility against freezing and thawing has been undervalued in domestic KS law compared to ASTM law, which is overseas standard. So, a variety of examination about testing criteria and rule would be necessary for exact assessment of lightweight concrete.

  • A Compuressible turbulent boundary layer effect of the high temperature, accelerating gas flow through the De-Laval nozzle on combustion chamber pressure is numerically investigated. For this purpose, the coupled momentum integral equation and energy integral equation are solved by the Bartz method, and 1/7 power law for both the turbulent boundary layer velocity distribution and temperature distribution is assumed. As far as the boundary layer thicknesses are concerned, we can obtain reasonable solutions even if relatively simple approximations to the skin friction coefficient and stanton number have been used. The effects of nozzle wall cooling and/or mass flow rate on the boundary layer thicknesses and the combustion chamber pressure are studied. Specifically, negative displacement thickness is appeared as the ratio of the nozzle wall temperature to the stagnation temperature of the free stream decreases, and, consequently, it makes the combustion chamber pressure low.

액막형성을 고려한 분무-벽 상호작용에 대한 모델 (Modeling of Spray-Wall Interactions Considering Liquid Film Formation)

  • The main purpose of this article is to propose and assess a new spray impingement model considering film formation, which is capable of describing the droplet distribution and film flows in direct injection diesel engines. The spray-wall interaction model includes several mathematical formulae, newly made by the energy conservation law and some experimental results. The model consists of three representative regimes, rebound, deposition and splash. In addition, the film flow is described in the present model by solving the continuity and momentum equations for film flows using the integral method. To assess the new spray impingement model, the calculated results using the new model are compared with several experimental data for the normally impinging diesel sprays. The film model is also validated through comparing film radius and thickness against experimental data. The results show that the new model is generally in better agreement with experimental data and acceptable for prediction of the film radius and thickness.
