Study on Disaster Response Strategies Using Multi-Sensors Satellite Imagery (다종 위성영상을 활용한 재난대응 방안 연구)

  • Due to recent severe climate change, abnormal weather phenomena, and other factors, the frequency and magnitude of natural disasters are increasing. The need for disaster management using artificial satellites is growing, especially during large-scale disasters due to time and economic constraints. In this study, we have summarized the current status of next-generation medium-sized satellites and microsatellites in operation and under development, as well as trends in satellite imagery analysis techniques using a large volume of satellite imagery driven by the advancement of the space industry. Furthermore, by utilizing satellite imagery, particularly focusing on recent major disasters such as floods, landslides, droughts, and wildfires, we have confirmed how satellite imagery can be employed for damage analysis, thereby establishing its potential for disaster management. Through this study, we have presented satellite development and operational statuses, recent trends in satellite imagery analysis technology, and proposed disaster response strategies that utilize various types of satellite imagery. It was observed that during the stages of disaster progression, the utilization of satellite imagery is more prominent in the response and recovery stages than in the prevention and preparedness stages. In the future, with the availability of diverse imagery, we plan to research the fusion of cutting-edge technologies like artificial intelligence and deep learning, and their applicability for effective disaster management.

  • About 50% of the population and 75% of the properties concentrate on the flood plain in Japan. The rivers have intimate relationship with our lives. Those conditions have been seen after modern river improvement projects that began about a century ago. The technology which was introduced from foreign countries was improved in conformity with geographical features and the climate condition of our nation, and has redeveloped as a Japanese original technology. In 1940's, Japan had serious natural disasters that were caused by large- scale typhoons. Those typhoons wiped out everything completely. Even though the government realized the importance of flood control and management after those natural disasters, civil work still aimed to economic development. Those construction works have become the one of factors for concentrating population and degrading natural environment in urban areas. Deterioration of river environment has become serious issue in urban development and main cause of pollution. The approaches for environmental restorations which were started about 30 years ago aimed to harmonize with nature environment and cities and human lives. There have been going on many projects called 'river environmental improvement projects', the 'nature friendly river works' and 'natural restoration projects.' The society has tried to find a way to live in harmony with nature. As for societies symbiotic with habitats will form the safe country in the history and the spectacle. Such as the symbiotic of the river or the basin where discharge, water quality, nature, the history, landscape, the local society and also for culture were built in is achieved. Examples of working, applied to restoration technologies and the one to describe the mechanism construction are been shown in the paper. Furthermore, write for an international spread of the river technology of Japan to attempt.

  • Large-scale natural disasters such as typhoon and localized torrential downpour cause widespread human and property damages. Recently, management systems using GIS are being developed to manage such disasters from various angles. Integrated disaster management encompasses diverse areas such as prediction through the computation of disaster information and field support for response. The development of disaster information systems must also consider the installation of various computation modules. Furthermore, GIS is generally included for realistic description of the field situation and for spatial operations. This study aims to develop the core module of a visualization platform for the 3D GIS services of integrated disaster information using Unity engine This system will enable integrated disaster management from various angles, encompassing disaster prevention experts, field support personnel, and citizens.

  • Globally, the actual circumstance is that local downpours are occurring and the droughts are extensively continuing on and the occurrence of large-scale earthquakes is increasing as a result of changes in nature environment. It is being pointed out also in the case of Korea for the urgent countermeasures against the situation of repeated occurrence of disasters in the regions where the concept of disaster prevention has not been applied. Accordingly, the National Emergency Management Agency has been implementing the formation of disaster prevention trial towns since 2009 for the regions vulnerable to disasters and searching for plans to improve disaster prevention measures. Therefore, the concept of disaster prevention town and the program type were summarized in this study, and the development strategy for developing disaster prevention town was presented through the related laws and policies and the case analysis of domestic and international trial programs, and the basic concept of forming disaster prevention town was presented to present basic information for developing disaster prevention town.

A Study on the Current State Analysis of the Korean and Japanese Residence Evacuation Plans (한일 주민대피계획의 실태분석에 관한 연구)

  • To protect the life and property of the residence from diverse disasters, we have collected and analyzed the domestic and foreign residence evacuation plans. The results and proposals from the study can be summarized as in following. First, the contents and items in civil defense emergency evacuation plan guidelines should be stipulated more clearly and its' application should be extended. Second, uniformity must be established in non-coherent contents between cities and counties. Third, disaster-prone people are not considered in the evacuation plans. The disaster-prone people must be accounted by each cities and counties and an evacuation plan for them must be established. Fourth, most of the rooms for residence evacuations are second to third level, and they are defenseless against disasters like CBRNE. Considering these conditions, deploying transportation means that can support large-scale evacuations, quickly and effectively, must also be considered.

  • Recently, due to global warming, the average temperature of the earth has risen, and the glaciers in the Antarctic and Arctic melt, leading to a rise in sea level, which is accompanied by powerful natural disasters such as strong typhoons and tsunamis around the world. Accordingly, a precipitation in summer in Korea also increased, and changes in the form of precipitation were showed with the increase. Compared to the past, the frequency of localized heavy rain is increasing, and the damage from flooding and flooding is increasing day by day. In this study, based on the precipitation data measured in hours from May to September from 2016 to 2021 according to the change in the precipitation form, according to the nature of the torrential rain investigated the change in the summer precipitation form. In addition, the trend of localized heavy rain from 2016 to 2021 was confirmed by classifying them into two types: localized heavy rains caused by cyclones and weather front, and by typhoons and large-scale cyclones. Through this, the change in precipitation due to the climate crisis should not be viewed as a single phenomenon, it should be reflected and discussed on our life focused on scientific and technological development, and it should be used as a stepping stone for realizing a humanistic.

  • In the case of 'MAEMI', the Typhoon which formed in September, 2003, the largest-scale damage of tidal wave was caused by the co-occurrence of Typhoon surge and full tide. Until now Korea has been focusing on the calculating the amount of damage and its restoration to cope with these sea and harbor disasters. It is essential to establish some systematic counterplans to diminish such damages of large-scale tidal invasion on coastal lowlands considering the recent weather conditions of growing scale of typhoons. Therefore, the purpose of this research is to make the counterplans for prevention against disasters fulfilled effectively based on the data conducted by comparing and analyzing the accuracy between observation values and the results of estimating the greatest overflow area according to abnormal tidal levels centered on Masan area where there was the severest damage from tidal wave at that time. It's necessary utilize data like high-resolution satellite image and LiDAR(etc.) for correct analysis data considering geographical characteristics of dangerous area from the storm surge. And we must make a solution to minimize the damage by making data of dangerous section of flood into GIS Database using those data (as stated above) and drawing correcter damage function.

Strategy Prospects of Environmental Restoration of Stream Side in Japan(V) -With a Special Reference to the Application of Korean Style- (일본(日本)에서 계류변(溪流邊)의 환경복원(環境復元) 발전전략(發展戰略)(V) -한국적(韓國的) 적용(適用)을 중심(中心)으로-)

  • The objective of this study was to introduce the current status and development strategy for the environmental restoration of stream side in Japan, and to consider the methodology which could be effectively applied to the environmental restoration of stream side in Korea. 1. We should establish a new paradigm of forest conservation and erosion control which can emphasize the restoration of the stream side ecosystem and reduce soil movement in the areas. Also, in the past, the objective of forest conservation and erosion control was to fix soil by constructing permanent structures. The direction of future forest conservation and erosion control needs to be new forest conservation and erosion control technology to prevent large scale soil movement but allow small scale soil movement to conserve sound ecosystem and biotic habitats. 2. In the past, the goal of forest conservation and erosion control planning was to fix the amount of soil movement by constructing permanent facilities. Forest conservation and erosion control planning in the future needs to change the techniques which could prevent soil movement from large scale of soil disasters, but allow soil movement effectively to a small and middle scale's soil movement. Also, it is considered to change erosion control dams from non passing type to passing type. 3. In the point of ecological conservation aspects, we should evaluate the effects of new forest conservation and erosion control methods which are emphasized on the restoration of the stream side ecosystem. Also, forest conservation and erosion control construction projects for restoring stream and river ecosystem should be planned for perfectly restorating their ecosystems by the way of sustainable maintenance and management. 4. The restoration direction of stream and river ecosystems needs to be restoring the diversity of small geographies such as waterway, shoal and puddles rather than flattening stream bed. And the restoration of the stream side ecosystem should provide continuity of the stream side environment which allows desirable biological habitats, and environmentally sound facilities to harmonize with the environment.

  • Recently, the National Emergency Management Agency of Korea has been operating the National Disaster Management System. Nevertheless, there are numerous difficulties in systematic controlling the steep slope DB promptly, because the system's functions in input and control for steep slope information are merely simple. Futhermore, the hazard degrees of steep slope lands nowadays have risen suddenly in accordance with the increase rate of large scale landslides such as the landslide cases of Umyeonmountain, Chuncheon province and others or sever rain storm cases. these lead to rapid increases in frequencies of nature disasters nationally. therefore, it is needed to develop the GIS-based integrated management system for steep slope information in order to manage disasters in advance or high-degree control. This study shows the national GIS-based integrated management system to prevent the disasters that caused by steep slope lands. The integrated management system developed in this study consists of surface information input modules, realtime DB liaison modules of integrated underground information, V-world background map-based GIS, integrated management system for steep slope information user modules, realtime liaison interface modules designed for utilizing steep slope information. Also, tests about stability of data storage, system stability and consistency of processing speed were performed.
