Highway design speed is a very important design element which determines highway design level. When determining highway design speed, one would estimate it utilizing the most likelihood of design speed and vehicle operating speed relationship. Existing operating speed prediction models only include highway geometric characteristics and their impacts on speed, which usually can not consider the impact of highway design speed on surrounding roadway environment and land use pattern. If this happens, excessive highway construction cost and huge environmental impact can occur. In this research project, a new vehicle operating speed prediction model was developed which can reflect the effect of surrounding roadway environment into vehicle speed prediction. The followings are the research findings : Firstly, highway terrain types and land use pattern on national roads were classified and integrated into drivers' visual recognition pattern. This was performed using a data management software. Secondly, the developed highway terrain types and land use pattern were related to vehicle speeds and it was found that there were significant statistical differences among vehicle speed for each different terrain and land use pattern. Thirdly. the General Linear Model analysis was employed to analyze the effects of highway geometric features, terrain types, and land use patterns. For two-lane highway and four-lane highway tested in this research project, it was found that R squares were 0.67 and 0.85, respectively. Additionally an optimal highway design speed range table, based on this research project. was proposed for practical use. This table can be reliably used on South Korean national road design, but discretion is required for applying this table to other types of highways including provincial roads and municipal roads.
To designate rural landscape spatially, land use and topographic features for 383 of "Ri"s or "Dong", which is a basic administrative unit in Korea, were analyzed using GIS application. We have categorized rural landscape into three types such as agricultural, natural and urban landscape by land use. On the basis of spatial landscape pattern, rural area could be classified into 6 groups of Mountainous area (MA), Mountainous village area (MV), Developing mountainous village area (DM), Plain agricultural area (PA), Developing plain village area (DP) and Urbanized area (UA) according to the ratios of land for agricultural and urban use as the criteria. In MA, the ratio of upland area including orchard was slightly larger than that of paddy, while that of paddy was about 1.5 times larger than upland in other groups. Forested area was distributed more than two-thirds among natural landscape area in MA, MV and DM. In plain types (PA and DP), the ratio of irrigated paddy was extremely larger than partially irrigated paddy and the ratio of water body area among the natural landscape area was two times as large as that of forested area. The ratio of land for industrial and livestock facilities among urban landscape area were 20% or more in MV, DM and DP, and it means that these facilities are mainly distributed in the developing ru ral area where residents and industry are closely related each other. According to the relative ratio of sloped land of 6 categorized areas, the MA area have lots of land with E and F slopes and MV and DM have all grades of sloped land evenly distributed in relative to other types of rural landscape. It has been showed that PA, DP and UA occupied more than two-thirds of land with A or B slope. In case of the analysis of topological distribution in 6 types of rural landscape, there were overwhelmingly lager highland areas in MA. Conclusively, we have confirmed that 6 types of rural landscape classified by land use pattern in 3 categorized areas such as agricultural, natural and urban landscape area would be useful for the management of rural area. For development of sustainable agriculture and the preservation of rural amenity, proper management ways should be properly applied according to rural landscape patterns.
The purpose of this study is to explain the types and causes of errors in zoning data that occur in the topographic map notification procedure, and to prepare a data maintenance plan. In Korea, like the United States, law-based land use regulation is dominant. In other words, according to the land use regulation method in the Act, the government designates zoning for all lots in the country, and landowners check the land use regulations of their land through the Korea Land use Information System. The land use plan confirmation document is important land information that affects the results of administrative dispositions such as land transactions between individuals or permission for development activities. However, there are data errors that occur during the current topographic map notification procedure and data construction process. Therefore, four local governments that can verify data by type were selected in consideration of local government conditions. A number of errors are first, errors in data construction and management in the Korea Land use Information System, and second, errors in lack of expertise that occur while the local government officials maintain data. Third, it was analyzed as an error from the relationship between the serial cadastral map and the zoning DB. Based on the above results, it is hoped that the results of this study will be reflected in the establishment of the KLIP and the reform of the legal system, which is currently underway after the establishment of the 「3rd the Korea Land use Information System Construction Plan」.

The mixed-use concept definition, this study reveals, is that the mixing three or more major types of urban uses implements for economical, social and environmental values in our urban space. With this definition the study explores Seoul's mixed-use phenomenon. The quantification method, the study uses, is the relative entropy which calculate the balance of each urban use in a certain area. The relative entropy method, also known as the LUM(land-use mix score), uses three urban-use categories which is derived from the mixed-use concept definition. Hundreds of building-use types in the building regulations are categorized and calculate the LUM of Seoul's legal-status neighborhoods. The result interpreted as the criteria of Seoul's mixed-use phenomenon and categorize mixed land-use status in a certain value: 'non mixed-use' category has a value 0.631 and below, 'unbalanced mixed-use' category has a value between 0.631 and 0.884, 'balanced mixed-use' category has a value between 0.884 and 0.991 and 'complete mixed-use' category has a value 0.991 and over.

Land use and land cover change (LULCC) due to human activities directly affects natural systems and contributes to changes in carbon exchange and climate through a range of feedbacks. How land use and land cover changes affect carbon exchanges can be assessed using multiyear measurement data from micrometeorological flux towers. The objective of the research is to assess the impact of land use and land cover change on carbon exchange in a heterogeneous cropland area. The heterogeneous cropland area in Haenam, South Korea is also subjected to a land conversion due to rural development. Therefore, the impact of the change in land utilization in this area on carbon exchange should be assessed to monitor the cycle of energy, water, and carbon dioxide between this key agricultural ecosystem and the atmosphere. We are currently conducting the research based on 10 years flux measurement data from Haenam Koflux site and examining the LULCC patterns in the same temporal scale to evaluate whether the LULCC in the surrounding site and the resulting heterogeneity (or diversity) have a significant impact on carbon exchange. Haenam cropland is located near the southwestern coast of the Korean Peninsula with land cover types consisting of scattered rice paddies and various croplands (seasonally cultivated crops). The LULCC will be identified and quantified using remote sensing satellite data and then analyzing the relationships between LULCC and flux footprint of $CO_2$ from tower flux measurement. We plan to calculate annual flux footprint climatology map from 2003 to 2012 from the 10 years flux observation database. Eventually, these results will be used to quantify how the system's effective performance and reserve capacity contribute to moving the system towards more sustainable configuration. Broader significance of this research is to understand the co-evolution of the Haenam agricultural ecosystem and its societal counterpart which are assumed to be self-organizing hierarchical open systems.
The influence of land-use type on surrounding temperature was studied the relationships between land-use types and the air condition analyzing AWS (Automatic Weather Station) data of Seoul from KMA (Korea Meteorological Administration). The distribution of air temperature by land-use type has been influenced by the different heating and cooling rates. The difference of heating rates depending on the land-use type was largest at 2~3hours after sunrise and the difference of cooling rates was largest from 2hours before sunset to 2hours after sunset with its maximum at sunset. The difference of cooling rates is greatest in a clear and calm weather situation and the large difference in cooling rates between the green areas and built-up area is up to $1.5^{\circ}C/h$. By season, the difference of cooling rates is largest in fall and in turn spring, winter and summer. In a cloudy or rainy day, the difference in heating and cooling rates on land-use type is not distinct but the tendency is similar to a clear day. In all seasons, the rate of difference occurrence of the daily range of temperature between the green areas and built-up area was large, especially fall. In a fall with a clear and calm day, the magnitude of the daily range of temperature between the green areas and built-up area was largest.
The purpose of this study is to analyze the impact of land-use and population change in rural area by new expressway. Chungbu expressway constructed in 1987, going through the south area of Kyunggi province from Seoul, was selected as a case expressway, and also 2 cities and 18 subdivisions of county in its surrounding area, as a case study area. To analyze the change characteristics before and after the construction, land-use maps of 1986 and 1996 were collected, including the census data for the years in cities and counties yearbooks. Remote sensing technology was applied to classify the land-use maps with six types of land use. Geographic information system was also used for spatial analysis, such as the land-use and accessibility changes. A 5 km buffer zone from interchange of the expressway showed about two times increase of urbanized built-up area than a 5 km buffer zone from the expressway. Accessibility from Seoul and cities was improved in most areas, which is accessing to Seoul through existing Youngdong expressway. Ten rural areas showed increased population with accessibility of average 52 minutes to Seoul and 19 minutes to cities, while eight areas showed decreased population with average 73 minutes to Seoul and 35 minutes to cities. This shows that the threshold value, which is time distance to Seoul and cities for population increase or decrease, one and half hours, respectively. Urbanized area was increased in most areas, even in population decrease areas, so this indicates that there are thinning rural areas, increasing urbanized area while decreasing population.

The object of this study was to presented regression equations for obtaining simply and quickly values of water quality items, BOD, COD, T-N, and T-P. Regression equations obtained to analyze relationships for water quality items to land use types in agricultural reservoir watersheds. In order to derive regression equations, a multiple linear regression analysis was used in this studying reservoirs. In this regression analysis, a independent values used land used types and dependent values used BOD, COD, T-N, T-P values in water quality items. The results showed that numbers of regression equation ranging above 0.90 in a multiple correlation coefficient (MCC) was not found, ranging from 0.70 to 0.90 in the MCC was 6, ranging from 0.40 to 0.70 in the MCC was 20, and ranging from 0.20 to 0.40 in the MCC was 4. The results of this study can be used as a basic information for evaluating simply and quickly water quality for proposing and designing steps in water quality policy.
In this study, visible and near infrared channels of NOAA/AVHRR data were used to classify land use and vegetation types over Korean peninsula. Analyzing forest stand structures and prediction of forest productivity using satellite data were also reviewed. Land use and land cover classification was made by unsupervised clustering methods. After monthly Normalized Difference Vegetation Index (NDVI) composite images were derived from April to November 1998, the derived composite images were used as temporal feature vector's in this clustering analysis. Visually interpreted, the classification result was satisfactory in overall for it matched well with the general land cover patterns. But subclassification of forests into coniferous, deciduous, and mixed forests were much confused due to the effects of low ground resolution of AVHRR data and without defined classification scheme. To investigate into the forest stand structures, digital forest type maps were used as an ancillary data. Forest type maps, which were compiled and digitalized by Forestry Research Institute, were registered to AVHRR image coordinates. Two data sets were compared and percent forest cover over whole region was estimated by multiple regression analysis. Using this method, other forest stand structure characteristics within the primary data pixels are expected to be extracted and estimated.
Population growth and rapid urbanization has been converting large amounts of rural vegetation into urbanized areas. This human induced change has increased temperature in urban areas in comparison to adjacent rural regions. Various studies regarding to urban heat island have been conducted in different disciplines in order to analyze the environmental issue. Especially, different types of thermal infrared remote sensing data are applied to urban heat island research. This article reviews research focusing on thermal infrared remote sensing for urban heat island and urban planning studies. Seven studies of analyses for the relationships between urban heat island and other dependent indicators in urban planning discipline are reviewed. Despite of different types of thermal infrared remote sensing data, units of analysis, land use and land cover, and other dependent variable, each study results in meaningful outputs which can be implemented in urban planning strategies. As the application of thermal infrared remote sensing data is critical to measure urban heat island, it is important to understand its advantages and disadvantages for better analyses of urban heat island based on this review. Despite of its limitations - spatial resolution, overpass time, and revisiting cycle, it is meaningful to conduct future research on urban heat island with thermal infrared remote sensing data as well as its application to urban planning disciplines. Based on the results from this review, future research with remotely sensed data of urban heat island and urban planning could be modified and better results and mitigation strategies could be developed.
