This study surveyed the actual status of reclamation areas in South Pyongan Province, North Korea, using satellite images and literature to survey the creation date, area, and length of the embankment of the reclamation areas. The reclamation areas in South Pyongan Province were created in three stages, with the first stage completed in the late 1970s or early 1980s, the second stage in the late 1980s or early 1990s, and the third stage in the 2000s. The total area of the reclamation areas is 105,570 hectares. The land cover of the reclamation areas is as follows: agriculture (50.5%), saltern (29.5%), water bodies (13.6%), foreshore (12.4%), grasslands (3.0%), bare land (0.4%), facility (0.1%), and forests (0.1%). The study also found that the NDVI values of the reclamation areas vary depending on the location. The NDVI values of the Gwiseong and Namyang reclamation areas are low, while the NDVI values of the Samcheonpo and Jigdongbaedali reclamation areas are high. The study found that the NDVI values of the reclamation areas are correlated with the land cover of the reclamation areas. The study's findings can be used to understand the development direction and regional characteristics of the reclamation areas in South Pyongan Province. The study's findings can also be used to develop policies and plans for the sustainable development and utilization of the reclamation areas in South Pyongan Province.

In Korea, It was natural and inevitable to reclaim tidal land for farming due to over-population in small territory. Looking back upon the history of tidal land reclamation in Korea, We can find the first case of it in 13th century KangHwaDo(Island), and also find several records of small scale reclamations of western sea-coast from Korea dynasty to Chosun dynasty. A lot of wide fertile agricultural areas on western sea-coast have been developed through tidal land reclamation for about 1000-year after Korea dynasty. and on these areas, we have produced rice which we live on. An average areas of farming land per capital in korea is only 0.04ha, which is one sixth of global average. For water resources, similarly, capacity of water resources alloted to one person is $11{\%}$ of global average. So, without supplementary water development, we will have suffered from a severe deficiency of water Therefore we must prepare for these predictable short water and food problems. and tidal land reclamation may be suitable alternative to settle these problems. However, tidal land reclamation is a work of closing estuary, intercepting sea water inflow, developing a freshened estuary lake and farming lands etc. therefore it apparently causes a change of ecosystem, water quality and littoral environment. Nowadays, widely recognized the importance of environmental preservation, it is desirable or requested to make phil-environmental and sustainable development minimizing the environmental influence due to tidal land reclamation project. In this paper, the role of tidal land reclamation project in the development process of Korean agriculture was reviewed and the direction of afterwards tidal land reclamation project was suggested.
The most limited production resource in Korea is land. During the period from 1995 to 2002, annual farm land area of 17,600ha have been converted to urban and industrial land. The self-sufficiency rate of rice, Korean staple food, is expected to be decreased from 97.5% in 2003 to 60-70% in 2020. Under such conditions, this study is aimed at first identifying multi-functional benefits of the reclamation projects such as agricultural production, industrial water supply, urban land supply, transportation effects, sightseeing effects and environmental values with and without the projects. To carry out the objectives, three existing tideland reclamation projects such as Daeho, Kumgang and Yongsangang irrigation project stage II were evaluated and Saemangeum tideland reclamation project which was jointly revaluated by environmental NGO and Govn't appointed specialists in 2000 was reviewed. According to this study results, tide land reclamation projects were showed financially and economically feasible and environmentally sustainable. The joint cost like estuary dam should be allocated based on the multi-functional benefits of the projects. To allocate the joint cost, legal and institutional improvement should adapt the joint cost allocation method as the specific cost-remaining benefit method. Korea has more than 402,000 ha of tidal flat of which 76,396ha have been reclaimed in 2003. To meet food security and to cope with shortage of land, phil-environmental reclamation projects should be continuously implemented and necessary tidal flats for protecting environmental ecosystem should be remained according to the detail survey results of reclaimable resources.
This study is aimed at identifying the socio-economic value of the total area of 23,500ha of paddy field which will be reclaimed in year 2003. In Korea, tidal land reclamation projects has been carried out not only for paddy field expansion to meet national food security but also for national land expansion to cope with the shortage of land supply in implementing urbanization and industrialization. As of end of 1999, 75,738ha of tidal land reclamation, 48.3%, out of 156,666ha has been carried out in Korea. In spite of continuous implementation of tidal land reclamation, 48.3%, out of 156,666ha has been carried out in Korea. In spite of continuous implementation of tidal land reclamation projects, the appraisal of the national land expansion value has not been made even though the severe competitiveness of land use in economic development. Agricultural land about 20,000 - 30,000ha per year has been converted to urban and industrial land and the converted areas have been produced higher added value than that of the farm land. Accordingly, farm land expansion equivalent to the converted area have to be reclaimed to cope with the food shortage and security in the future. In relation to the study, demand and supply of rice, the staple food of Korean, has been projected up to year 2025. The study results are as follows: 1. Under the assumption of continuing the present tendencies of rice consumption, population increase, farming practices and farm land conversion, paddy area requirement to meet self sufficiency of rice were forecasted as 136,950ha in 2015, 193,460ha in 2020 and 218,482ha in 2025 respectively. 2. The average converted price of paddy per pyeong in Kimje city, Puna Gun and Gunsan city was estimated at 241,150won and average farm land price was amounted to 63,760won. The differential rent was estimated at 177,400won per pyeong which was used as a criteria for valuation of national land expansion effect of the tidal land reclaimed by Saemangeum project. The total land rent of 23,250ha expanded by tidal land reclamation was amounted to 12,361 billion won. Annual expected value of the expanded national land was estimated at 988.9 billion won considering 8% of annual discount rate in Korea. 3. Tidal land resource for paddy area development is limited comparing with the future requirement of paddy area to cope with self sufficiency of rice consumption. Accordingly farm land conversion to urban and industrial land should be regulated and protected in the sense of sustainable development in the future.
Only 22.7% of total land area is arable land in Korea, it is anticipated that the increased land utilization of present arable land and enlargement of arable land through the reclamation of hillside and tidal land will be of great importance for the support of increased population in the future. Followings are the prediction of increased land utilization ratios, increased arable land through the reclamation of hillside and tidal land, and the increase] in fertilizer demand up to the year of 2000. 1. On the assumption that irrigation facilities, farm mechanization, and cropping systems would be improved remarkably by the year of 2000, the land utilization ratios of paddy land and upland are estimated to be 179% and 193% respectively. 2. Increments of fertilizer demand due to increased land utilization ratios, are estimated to be 2, 290 M/T in 1980, 70, 611 M/T in 1990, and 153, 619 M/T in 2000, when the amounts of fertilizers per unit area are fixed at present lrevels. 3. Increments of fertilizer demand due to the expansion of arable land through the reclamation of 516,330 ha of hillside land and 160,568 ha of tidal land, which are the present estimation of the reclaimable areas, are estimated as 32,960 M/T in 1980, 136,320 M/T in 1990, and 366,861 M/T in 2000. 4. Total increments of fertilizer demand due to the increased land utilization of arable land and the expansion of arable land through the reclamation of hillside and tidal lands in 2000's are estimated as 196,285 M/T for N, 147,351 M/T for $P_2O_5$, and 176,844 M/T for $K_2O$.
Saemangeum reclamation project was started in 1991 with the purpose of eco-friendly reclamation, but without clear definition of eco-friendliness. This study was carried out to find out the environmental indicators to define and evaluate the eco-friendliness of Saemangeum project. The methodology to identify the indicators included the analysis of similar reclamation projects, professional discussions, and Delphi survey. The eco-friendly indicators are theoretically based on the five elements of eco-friendliness; 1) resource consumption, 2) energy consumption, 3) pollution emission, 4) bio-diversity, 5) social amenity. The 69 indicators were explained in detail for the convenient use of the indicators by the potential users. The 69 indicators were classified into three categories such as pre-evaluation, process evaluation, and post-evaluation. In terms of spatial consideration, the 69 indicators were classified into two categories such as direct influence area and indirect influence area. Also the 69 indicators were classified into 7 categories: 1) sea, 2) lake, 3) agricultural land use, 4) industrial land use, 5) residential land use, 6) tourism land use, and 7) environmental land use. Twenty core indicators were selected from the 69 indicators by surveying the importance of each indicator. The core indicators are recommended in case of time and budget strain. When there are few quantitative data accumulated for the reclamation project, 5 macro indicators are recommended to be used. Macro indicators are qualitative in nature, and may be used in order to evaluate the overall eco-friendliness of a reclamation project.
The purpose of this study was to determine the problems of reclamation sites and the prospects of farming in reclamation areas seen by local governments and the KRC branches in Chungnam, Jeonbuk, and Jeonnam provinces. A mail survey method was used. The survey items were set for 15 items regarding the reclamation site situation, problems, and prospects. Seventy-five copies of the questionnaire were distributed to the local government, and 90 copies were sent to the KRC 165 copies in total. In response to the questionnaire, 72 recipients of the local governments responded, showing a 96% response rate, and 74 (82.2%) of the KRC responded. The overall response rate was 88.5%. The opinions on the rental method of the reclaimed land were found to differ according to the geographic conditions of the reclaimed land, the construction conditions, and the time. Regarding the survey on crops preferred for cultivation, rice was highest in both local governments (61%) and KRC (46%). When cultivating field crops in reclaimed land, 56% of local governments and 57% of KRC considered salinity as the most problematic or resolvable problem. Regarding growing other field crops in reclaimed land, salt and drainage problems were recognized as the biggest obstacles in all reclaimed land. As for technologies that need to be applied first for the future agriculture of reclamation land, KRC responded with automatic water management (48%) and local governments responded with unmanned agricultural machinery (32%). In order to diversify the land use in the reclamation area, it is necessary to reduce salt damage and ensure systematic maintenance, employing, for example, automatic water management facilities and drainage improvement methods. The results of this study can set a land use direction for reclamation sites and provide useful information for use in various forms.
This study aims at examining the change of the urban space of the original Masan Area during the Japanese-forced colonial era of Korea(1910-1945) after circa 1912. That year is very important because the modern map of land was introduced. The land area of the original Masan was about $17,000m^2$ composed of small houses and shops. Colonial era could be divided into 3 periods according to the change of colonial policies. And the change of the urban space is examined according to these 3 periods. During the 1st period(1911-1920) the following 3 development occurred. 1. Land was reclaimed along the coast line by a Japanese civilian named 'Bakgan'. And his ownership of land continued until 1945. 2. A government ware house(Cho-Chang), which was the symbol of Masan harbor, was demolished and the land was divided into small lots. 3. Main artery and trunk roads(14-15m wide) were built replacing 2-3m wide narrow roads and connected to the reclamation land. During the 2nd period(1921-1930), also land reclamation and road making was more frequently carried out. And the infrastructure of the city was developed gradually. Also public buildings began to be built. Modern roads were constructed city-wide not only in the center of the city. In the 3rd period reclamation was at its peak. Especially Sinpo-Dong area located at the middle of New and original parts of Masan was reclaimed connecting 2 parts and making of a central Masan. During that time original Masan was enlarged because of reclamation. The coast line of Masan became straight from e original organic shape. Roads were constructed in the outskirts also. The size of land lots were more or less the same during the colonial era. But gradually lots were divided into smaller lots. Japanese entrepreneurs gradually occupied the central area of the original Masan until the liberation day. But Chinese ownership of land gradually diminished.

In order to investigate the effect of land reclamation on the life of local fishermen, a survey was conducted with the 246 people living in 12 different adjacent villages located in Hwasung District. It was found that income of residents decreased, while the amount of debts increased after reclamation. 65% of the people surveyed answered that their economic situation became worse than before and they blamed the decrease of fishery resources as the main cause. It further led to the loss of the family's means of livelihood. 40% of the people surveyed claimed that they wanted to leave the fishing village and believed that reclamation divested them of all their hope for the future. Regarding to the effect of reclamation project on the image of Hwasung District, most of the respondents have a negative view on the reclamation project. They have negative views even on the tourism, regional welfare, employment of community residents and local infrastructure. Therefore, it can be concluded that local community residents thought that reclamation project had negatively influenced their overall quality of life.
The purpose of this study is to calculate agricultural water demand as considering landuse plan of the farm land on the Saemangeum tidal land reclamation project. This study based on the farm landuse plan(2012) and considered some items which did not included previous work like prevention water for resalinization for paddy and upland and muli-purpose water for upland. This study showed that the agricultural water demand estimated $145.123Mm^3/yr$, which is needed as much $14.792Mm^3/yr$ as more water than previous work. The difference comes from the change of unit water demand. Water demand is possible to be changed if guidelines are improved and detailed design work is completed through further study. Especially, the more studies for prevention water for resalinization in a tidal reclaimed farmland and water demand for a horticulture are needed.
