A Study on Spatial Distribution of Villages in Border Region according to Change in Civilian Control Line (민간인통제선 변화에 따른 접경지역 마을의 공간적 분포에 관한 연구)

  • This study attempted to conduct the study from a macro perspective more specifically through the temporal and spatial analysis of Minbuk villages according to a change in a Civilian Control Line, such as a social and spatial distribution and a change of the existing Minbuk villages. To this end, this study conducted the spatial analysis for the change in the Minbuk villages according to the adjustment of the Civilian Control Line in time series by using a map of the Armistice Agreement Vol. 2, Google Earth, a digital cadastral map, an administrative district map, and the like are used as spatial data, and summarizing and constructing, as attribute data, a statistical yearbook, Ministry of Defense and Cheorwon-Gun notification data, a Land Use Regulation Information System, and cadastral map attribute information. After the enactment of the Military Facility Protection Act, the analysis was performed on a 20-year basis based on the 1976 statistical yearbook of which the Civilian Control Line was drawn. As a result, the total area of the Civilian Control Zone in Cheorwon from 1975 to 2015 decreased by 105.8 km2, and 9 of 14 Minbuk villages were released and only 6 villages existed. The unoccupied villages were analyzed as 14 villages, 10 fewer than the existing surveyed or statistical villages. The movement of the Civilian Control Line to the north may disappear the unique characteristics of the Minbuk villages but should be done carefully as it is closely related to the lives of the current residents, and policies should be established in terms of sustainable development and conservation of the villages. This study is significant in conducting the temporal and spatial analysis, which is the basis of the Minbuk regions and the Minbuk villages, and may be used as basic data necessary for subsequent analysis study.

A Study on the Problem Analysis of Designation and Management of the Zone of Urban Nature Park (도시자연공원구역 지정 및 관리상의 문제점 분석)

  • This study was performed with the purpose of providing basic data for the improvement of zoning regulations of urban nature park by analyzing the present problem which occurred during last 6 years from the year of 2005 when the program was introduced for the first time. The study was processed first by the analysis of the cases of problems evoked by citizens, second the other problems was delineated by interviews of officials, at last the validity of all of the problems was verified by a group of professionals through delphi method. The results can be summarized as follows. 1. In relation to the designation and management of urban national park areas, designation criteria, designation process, maintenance, laws and regulations and 20 other items were found to be problematic. After Delphi method, 5 items were removed and 2 added. The results showed that there were 17 problematic items in total. 2. Regarding the problem of criteria for designation, which are, lack of priority(weights), lack of objectivity due to the difficulty to use quantitative evaluation method, incompatibility for contaminated land environmental impact assessment, incompatibility of land suitability assessment, lack of detailed field survey standards, lack of national park area standards, and 6 other items. 3. Regarding the problem of designation process, which are, the occurrence of civil appeals for designating a new national park, the needs of feasibility study on the urban national park areas constructed before urban national park guidelines came out, lack of a comprehensive review of the boundaries set when determining national park area management plan, poor temporal and financial conditions for an accurate field survey, and 4 other items. 4. Regarding the problem of maintenance management, which are, lack of management system in each space, lack of effectiveness of Urban Nature Park Area Management Plan among master plans for park and green areas, the occurrence of dual managers due to dual natures such as purpose area and city park, lack of professional manpower to manage park areas, and 4 other items. 5. Regarding the problems of regulation guidelines, which are, lack of separate urban park area management plan, incompatibility of the permitted facilities in the park to the park area standards, lack of feasibility study on urban park areas, and 3 other items.

Combustion Characteristics of Cow Manure Pellet as a Solid Fuel Source (고체연료원으로서의 우분 펠릿 연소특성)

  • In Korea, 51,013 thousand tons of livestock manure was generated in 2018. A total of 46,530 thousand tons, which is 91.2% of the total amount of livestock manure generated, was treated by composting(40,647 thousand tons) or liquid fertilization(5,884 thousand tons) method. At present, the policy of livestock manure treatment in Korea is to make livestock manure into organic fertilizer(compost, liquid fertilizer) and then to applicate it on agricultural land. And this policy is very effective in terms of livestock manure treatment and nutrient recycling. However, considering the steadily declining farmland area for decades, the use of livestock manure compost could be limited in the future. There is also concern that local nutrient overloading, nutrient management regulation, and restrictions on the number of livestock may become serious problem for livestock manure treatment. In addition, there are some opinions that nutrient derived from livestock manure may flow into tributaries of major dams. In recent years, there has been a suspicion that fine dust may be generated from livestock manure compost. In recent years, the use of livestock manure fertilizer has been rapidly increasing, there is a growing demand of the development of new technologies for livestock manure treatment. Especially, cow excretes a larger amount of manure than other livestock, so that the efficiency of development of new technology for cow manure treatment will be high. Therefore, in this study, the combustion characteristics of cow manure pellet were investigated in order to analyzed whether cow manure could be used as source of solid fuel. During the combustion test, the weight loss of the cow manure pellet began to increase when the temperature of the combustion chamber reached $300^{\circ}C$. The ratio of $H_2$, $CH_4$, CO in the pyrolysis gas produced in the pyrolysis process of cow manure pellet were 6.65~11.62%, 0.58~1.54 and 11.47~14.07%, respectively.

A Basic Study on the Establishment of Preservation and Management for Natural Monument(No.374) Pyeongdae-ri Torreya nucifera forest of Jeju (천연기념물 제374호 제주 평대리 비자나무 숲의 보존·관리방향 설정을 위한 기초연구)

  • In this study, Analyze environment of location, investigation into vegetation resources, survey management status and establish to classify the management area for Natural monument No.374 Pyengdae-ri Torreya nucifera forest. The results were as follows: First, Torreya nucifera forest is concerned about influence of development caused by utilization of land changes to agricultural region. Thus, establish to preservation management plan for preservation of prototypical and should be excluded development activity to cause the change of terrain that Gotjawal in the Torreya nucifera forest is factor of base for generating species diversity. Secondly, Torreya nucifera forest summarized as 402 taxa composed 91 familly 263 genus, 353 species, 41 varieties and 8 forms. The distribution of plants for the first grade & second grade appear of endangered plant to Ministry of Environment specify. But, critically endangered in forest by changes in habitat, diseases and illegal overcatching. Therefore, when establishing forest management plan should be considered for put priority on protection. Thirdly, Torreya nucifera representing the upper layer of the vegetation structure. But, old tree oriented management and conservation strategy result in poor age structure. Furthermore, desiccation of forest on artificial management and decline in Torreya nucifera habitat on ecological succession can indicate a problem in forest. Therefore, establish plan such as regulation of population density and sapling tree proliferation for sustainable characteristics of the Torreya nucifera forest. Fourth, Appear to damaged of trails caused by use. Especially, Scoria way occurs a lot of damaged and higher than the share ratio of each section. Therefore, share ratio reduction Plan should be considered through the additional development of tourism routes rather than the replacement of Scoria. Fifth, Representing high preference of the Torreya nucifera forest tourist factor confirmed the plant elements. It is sensitive to usage pressure. And requires continuous monitoring by characteristic of Non-permanent. In addition, need an additional plan such as additional development of tourism elements and active utilizing an element of high preference. Sixth, Strength of protected should be differently accordance with importance. First grade area have to maintenance of plant population and natural habitats. Set the direction of the management. Second grade areas focus on annual regeneration of the forest. Third grade area should be utilized demonstration forest or set to the area for proliferate sapling. Fourth grade areas require the introduced of partial rest system that disturbance are often found in proper vegetation. Fifth grade area appropriate to the service area for promoting tourism by utilizing natural resources in Torreya nucifera forest. Furthermore, installation of a buffer zone in relatively low ratings area and periodic monitoring to the improvement of edge effect that adjacent areas of different class.
