독일의 LULUCF 정책 분석을 통한 국내 정책 및 전략에의 시사점 (Strategic Review of Germany's LULUCF Policy Development Process: Implications for Korea)

  • 글로벌 기후변화는 국제적 협력을 통해서만 해결 방안을 모색할 수 있다. 기후변화는 자연적 및 인위적 원인에 의하여 발생할 수 있으며, 그중에서 인위적 원인에 의한 기후변화 영향물질의 배출량을 줄이는 정책은 중요한 대응 정책이다. 본 연구는 문헌 연구를 통하여 유럽연합(EU)의 온실가스 감축 대응 정책 수립에 좋은 사례에 해당하는 독일의 토지이용 및 산림(Land Use-Land Use Change and Forestry:LULUCF) 정책을 한국의 정책과 비교함으로써 한국의 LULUCF 정책방향을 제시하고자 수행되었다. 독일의 LULUCF 정책은 시너지 효과를 위하여 다양한 정책분야에 초점을 맞추고 있는 반면 한국의 LULUCF 정책은 산림 부문에 편향되어 있다. 한국의 LULUCF 정책은 산림에 초점을 맞추고 있음에도 불구하고 기초 연구는 다소 미흡한 실정이며, 기존 환경정책과의 연계성도 낮은 것으로 나타났다. 따라서 한국의 LULUCF 정책은 농업정책, 환경정책 및 타 분야로의 확장이 필요한 것으로 평가되었다.

  • This paper analyzes three theories for land degradation assessment and internationl/domestic methods for land degradation monitoring and assessment. Under the guidance of absolute degradation thought, this paper proposes the technological framework for monitoring and appraising cultivated land degradation based on the 3S technique. We can apply 3S technique and analyze the nature, the environmental, the social, and the economic elements which influence the land utilization and degradation synthetically, to set up the indicator system of the cultivated land degradation monitoring and assessment based on 3S technique; to propose the degradation information extraction methods based on 3S technique; to create the quantitative assessment model and method for land degradation; to analyze the ecological environment response of land use and degradation quantitatively; and to propose the measure, policy and suggestion for solving the land degradation problem from the point of view of land utilization.

  • The purpose of this study was to analyze the school location decision direction for land use planning of public land development. And this research proposed the school location decision direction for urban amenity. So this research present the implication on urban planning and design for architecture, park-school complex. This study perform the relationship with land use planning out side environment of school land. This research proved the fact that the school land relationship with the park, the other school land etc. And this result will be used in decision-making-process of land use planning, public land development construction, urban design and city policy.

What Kinds of Lands Have Been Converted into the Urban Uses?: the Characteristics of Urban Land Development in the Case of Daegu Region

  • The primary purposes of this study are to identify the characteristics of land development in urban area through GIS and remote sensing techniques and to provide useful implications for urban spatial policy. To perform these tasks, Daegu metropolitan city and its vicinities were selected as a study area, and remote sensing data and attributed data were collected, organized and analyzed. This study focuses on the following three steps. First, it identifies the characteristics of land development in urban areas by utilizing multi-temporal satellite image data (Landsat TM, 1980, 1985, 1990, 1995, 2000 and 2005). Second, it tries to find an answer on a critical question concerning land use conversion, i.e., which land use leads expansion of urban area? Third, it derives implications for urban spatial policies based on these findings. The characteristics of the urban extents tell us that the main land use converted into urban use from non-urban uses is green areas. The public sector, central and local governments, leads the land use conversions of suburban lands as exclusive legal body to issue permission of land use change. Based on these findings, this study concludes that the more systematic and technically advanced management tools should be utilized for more effective spatial management for urban growth.

무방류시스템 도입에 따른 환경규제효율화 방안 (Reformation of Environmental Regulation through introduction of the Zero Liquid Discharge System)

  • It is difficult to examine the causal relation of pollution damages because the time gap between pollution cause and effect is large and new pollutants are continuously being produced. Their many environmental effects are not promptly studied. As both the study of causal relation about pollution and the pollutant treatment are becoming highly advanced by the development of science and environmental technology, both the economy and balance on environmental regulation may be discussed. It is reasonable to decide environmental policy in consideration of close relation between both the generation and resolution of environmental problems and of technological developments because environmental problems are related to complicated social problems and scientific technologies. First item in policy decision about environmental control and management is preferentially to consider the way of prevention. It is necessary to prevent pollution by regulating the installment of environmental pollution facility into the environmentally sensitive areas, like water supply source and to regulate land utilization as a method to achieve pollution prevention. Second is a consideration of environmental technology development. This is a solution which can accomplish the development of environmental technology and the reinforcement of economic competition. Third is the coexistence of environment and economy. It is necessary to consider economy in connection with environmental problems and environment in economic problem. Then, we can enjoy a healthy life as well as economic affluence. Fourth is the enlargement of environmental management means. Environmental management means must be diversified because environmental cause and effect are varied. For Improving the land use regulation system, it is necessary to consider both land use regulation status and pollutant toxicity with the development of environmental technology. Land use must be approached by classifying land to 3 levels; water source protection zone and water front zone, special zone 1 and 2, rancus and other zones. Land regulation policy to prevent any accident in water source protection zone, waterfront zone, and special zone must be continuously upgraded. However, economical consideration in other zones is required by the development of environmental technology.

자연공원의 보호계획을 위한 광역적토지자연의 분석에 관한 연구 (I) -잠재자연의 분석에 관한 고찰- (Fundamental Studies on Regional Analysis of Land Potentiality for Conservation of Natural Park(I))

  • The purpose of this study was to suggest basic natural park planning guidelines which have to be considered before conservation plan. For this purpose, land potentiality was analyzed in the regional context. Natural parks in Tokyo Province were chosen as study areas because park systems in Japan and Korea are similar and lots of information are available in Japan. Land capabilities of study areas were analyzed, then the results were utilized to discuss how the natural parks. Land potentiality was analyzed by the degree of location quotient of land use allowance in homogeneous bio-physical land units, then comprehensive potentiality of bio-physical land units was revealed from existing and historical land use allowance. These 2 allowances, also, were utilized to find the limit of land use intensity, and the results were used for qualitative identification of the land potentiality and the land capability. As a results, the land use allowance and characteristics of 6 groups were identified as shown in Table 3 and Figure 6. Qualitative analysis of land potentiality in this study enabled to disscus the conservation and/or preservation of natural parks, based upon elements of land, and the guidelines of natural park conservation policy were suggested from the characteristics of land potentiality and regional relationship. This discussed land potentiality, and existing natural resources which were stressed from conservational view point need to be combined for comprhensive understanding of land resources.

지구단위에서 CO2 배출량 최소화를 위한 토지이용-교통모형에 관한 연구 (A Study on Land Use-Transportation Model for Minimization of CO2 Emission Volumes in District)

  • 지구(district)는 도시를 형성하는 기본 단위로 모든 도시활동이 시작되는 장소이다. 따라서 본 연구에서는 지구단위에서의 교통과 토지이용패턴의 결합 형태에 따른 270개의 시나리오를 가정하고 $CO_2$ 배출량을 분석한 후 $CO_2$ 배출량을 최소화하는 토지이용-교통모형을 작성하고자 하였다. 그 결과 균등 또는 외곽을 고밀도로 개발하는 토지이용패턴이 지구의 중간부나 1개 중앙존만을 개발하는 것보다 $CO_2$ 배출량 감소에 유리한 것으로 파악되었다. $CO_2$ 배출량 감소에 가장 영향을 많이 주는 것은 교통수요관리정책으로, 특히 개발밀도가 높은 상태일수록 $CO_2$를 감소시키기 위해서 교통수요관리는 필수적인 것으로 판단되었다. 고밀개발이 아닌 경우에 주어진 가상 네트워크에서는 2차로도로에 차량통행금지를 시키고 보행자도로로 전환시킬 경우 $CO_2$ 배출량을 감소시킬 수 있음을 알게 되었다. 한편, 제시된 토지이용-교통 회귀모델은 지구설계시 $CO_2$ 배출량을 줄이기 위한 최적대안 선정시 도움을 줄 수 있을 것으로 사료된다.

1980년대 후반 이후 중국 농촌 토지제도의 변화 (Changes of Land-Use Policy in Rural China)

  • 1978년 이후 중국은 농촌지역의 개혁을 통해 개혁. 개방이 시작되었다. 인민공사의 집체경제 체제에서, 농가를 단위로 하는 '가정연산승포제'로 변화하여 노동 의욕이 고취되고 생산성의 증가를 이루었다. 하지만 1980년대 이후 생산의욕 유인 효과가 줄어들고, 보다 확대된 시장 메카니즘에 적합하지 못한 토지이용 방식으로 농업생산의 정체와 노동력의 비농업으로의 이전 과정을 겪었다. 이에 농가의 수요에 맞춘 새로운 토지제도가 필요하게 되어, 流轉의 확대, 토지의 생활보호 기능과 상업적 기능을 동시에 만족시키는 兩田制, 토지의 분산성을 극복하여 토지 생산의 능률을 높이려는 規模經營, 토지 소유관계의 불명확성을 극복하려는 股役合作制(주식제), 열등한 토지의 개간과 이용을 위한 '四荒' 경매 등의 제도가 시행되었다. 이러한 정책은 중국의 전반적인 시장경제의 도입으로 인한 농촌지역의 적응과정으로 이해할 수 있다. 그 시행으로 급격한 변화를 피하면서도 기존의 모순을 해결할 수 있었으며, 특히 지역적 차이에 따라 정책은 상이하게 전개된 것이 특징이다.

An Empirical Study on Impacts Caused by Excessive Profits Tax on Land of Korea and Counterproposal

  • The Korean government has introduced land policy reform measures recently, in order to stabilize the circulating system of land, without a parent law involving effective land use. The measures aim to change the pattern of land market rather than the pattern of land use. Expecially, the excessive profits tax on land intends to redistribute the owernership of residential land, and to recapture windfall gains on an accrual basis. However, it may incur secondary gains in macro economics and an unintended reduction of urban land supply in the land market. This paper aims to study empirically the impact caused by the excessive profits tax on land, and to promote urban land supply. Ultimately, this paper can be regarded as an interim report on outcome of research projects which aim to propose a method of urban land supply suitable to an advanced society.

토지피복변화 예측을 위한 CLUE 모델의 확률지도 생성 (A Probability Mapping for Land Cover Change Prediction using CLUE Model)

  • Land cover and land use change data are important in many studies including climate change and hydrological studies. Although the various theories and models have been developed, it is difficult to identify the driving factors of the land use change because land use change is related to policy options and natural and socio-economic conditions. This study is to attempt to simulate the land cover change using the CLUE model based on a statistical analysis of land-use change. CLUE model has dynamic modeling tools from the competition among land use change in between driving force and land use, so that this model depends on statistical relations between land use change and driving factors. In this study, Yongin, Icheon and Anseong were selected for the study areas, and binary logistic regression and factor analysis were performed verifying with ROC curve. Land cover probability map was also prepared to compare with the land cover data and higher probability areas are well matched with the present land cover demonstrating CLUE model applicability.
