Development of Korea-China Train Ferry System An Example of Short Sea Shipping in Northeast Asia

  • The train ferry, accommodating trains roll on and off, is often called as 'Railway on the Sea' or 'Blue High-way' since she can connect the railways or roads segregated by the sea and improve the accessibility and continuity of land transport systems. The ferry is especially appropriate to the intermodal transport routes mostly passing through the land but have relatively short sea segment. As the train ferry can considerably reduce the cost and time for cargo handling and modal shift and unnecessitates excessive initial investment on infrastructures such as large harbor cranes or vast container yards, introduction of train Ro-Ro ferries lessen the total transport cost for door-to-door transportation with full exploitation of the existing railway system. All the ports placed in Shandong, Liaoning and Jiangsu provinces of China are connected to the hinterlands via well developed railway and road systems. Therefore, realization of the Incheon-Yantai train ferry system will link Korea railways to TCR and the 4,131-kilometer-long Longhai-Lanxin Railway, along the famous Eurasian Continental Bridge. In the present paper, the Incheon-Yantai train ferry will be introduced as a good example of an efficient multimodal short sea shipping system for Northeast Asia.

토지이용-교통 통합 모형을 활용한 도시 환경 영향 예측 방법론 개발 (Developing a Method for Estimating Urban Environmental Impact Using an Integrated Land Use-Transport Model)

  • 이 논문은 도시의 장래 탄소 배출량과 환경적 영향을 예측하는 방법론에 대하여 설명하고 있다. 다양한 저탄소 도시/교통정책의 시행으로 인한 장래의 토지이용과 교통의 변화를 예측하기 위하여 토지이용 통합 모형인 DELTA, OmniTRANS 조합을 적용하였다. 또한, 이러한 모형과 통합하기에 적합한 배출량 산정 모형과 확산모형을 선정하여 사용하였다. 개발 방법론의 결과 값인 토지이용과 통행 활동으로 인한 이산화탄소 및 대기오염 물질의 배출량, 오염 물질의 농도, 통합 대기질 지수 등이 GIS 기반의 지도에 표출되도록 하였다. 수원시를 대상으로 프로토타입을 개발하고 결과 값의 표출 사례를 논문에 예시하였다. 개발 방법론은 환경 친화적인 도시 정책의 효과를 알고자 하는 정책 결정자들에게 유용하게 사용될 수 있을 것으로 기대된다.

  • The purpose of this paper is to introduce the limitation of liabilities of multimodal transport operators(MTO) in Korea. Also, this paper reviews the revised draft of Korean Commercial Code in 2015. This paper analyzes Korean multimodal transport systemand the limitation of liabilities of MTO by analyzing articles, regulations and practices of Korean Commercial Code and it's the draft in 2015. The paper, also, studies multimodal transport rules by comparing specifically international treaty, rules, or practices. In Korea, Article 816 of Commercial Code treats multimodal transportation adopting the network liability regime. The Article describes only the case of the multimodal transportation where the maritime carriage is engaged. Korea proposed the draft of multimodal transport regulation of Commercial Code in 2015 because present law could not apply for the multimodal transportation involved in the air or land carriage. This paper support the draft of Korean Commercial Code in 2015 because it is necessary to make a predictable legal system of multimodal transport and the limitation of liability reflecting practices or customs.

항공교통업무증명제도 도입과 운영 방안에 대한 연구: 소규모 비행장을 중심으로 (A study on introduction and operation plan of air traffic services operating certification system: Centered on small airfields)

  • In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

PMS 연계를 통한 EA 현행화 개선 사례 연구: 국토해양부 정보화프로젝트 관리시스템을 중심으로 (A Case Study of Improving EA Updating by Connecting PMS)

  • EA(Enterprise Architecture)는 정보화를 체계적으로 추진하고 관리하기 위하여 정보화 구성요소와 이들 간의 상호관계 구조를 보여주는 정보화체계(종합설계도)이다. EA는 정보화사업 전반에서 활용될 수 있어, 정보화사업이 대규모화되고 복잡해지면서 더욱 중요해 지고 있다. 현재 우리나라 중앙행정기관과 광역자치단체의 약 95%가 EA를 도입하였으나 그 활용률은 저조한 실정이다. 그 원인중의 하나는 EA 현행화 수준이 낮기 때문이며, 낮은 EA 현행화 수준에는 낮은 현행화 빈도와 인력부족이라는 문제점이 있었다. 따라서, EA 현행화의 빈도를 높이고 사업담당자들의 업무 부담을 경감시키기 위해, 국토해양부는 정보화사업의 공정과 산출문서를 표준화하고 전체 정보화사업을 통합적으로 관리할 수 있도록, EA시스템과 연계된 PMS(정보화프로젝트 관리시스템)를 도입하였다. EA와 PMS의 연계를 통해, EA 정보의 최신성이 향상되고 EA 활용도가 제고되며, 정보화사업 성과물의 품질개선이 기대된다.

Analysis of interaction between river and groundwaterin Kurobe river fan by a grid-based hydrological model

  • The Kurobe river, which runs through eastern Toyama Prefecture is one of the most famous rivers for wild water because of its steep slope in the range from 1/5 to 1/120. This river forms an alluvial fan in the range up to 13 kilometers from the sea. In this region, significant seepage flow occurs and thus the stream sometimes been intermitted. Moreover, the amount of seepage flow seems to vary with the groundwater level of the region. To keep the river environment healthy for flora and fauna, especially to conserve good condition for spawning of fishes, an appropriate environmental flow should be maintained in the river. To achieve this target, controlling of the upstream reservoir has to be studied in depth. One of the major problems to decide the amount of water to be released from the reservoir to maintain the environmental flow is to estimate the amount of water leaked into the groundwater from the river. This phenomenon is affected by the river flow rate as well as the groundwater level in the alluvial fan and the conditions vary in space and time. Thus, a grid-based hydrological cycle analysis model NK-GHM has been applied to clarify the hydrological cycle componentsin this area including seepage/discharge from/to the river. The model was tested by comparing with river flow rate, groundwater levels and other observations and found that the model described those observations well. Consequently, the seepage from the Kurobe river was found significant but it was also found that the groundwater in this region has been preserved by the recharge from the irrigation water supply into paddy fields in the alluvial fan.

신재생 발전 연료전환에 따른 영동1호기 발전기/제어계 특성시험 및 모델정수 도출 (Characteristics Test and Model Parameter Determination of Generator/Excitation System of Yeongdong Unit 1 due to Conversion of Renewable Generation Fuel)

  • 본 논문은 초미세먼지 증가를 억제하고자 1972년 건설된 국내무연탄과 유류를 혼소하는 발전설비를 2017년 국내최초, 최대 용량의 신재생 발전 연료 중 하나인 순수 목재를 가공한 친환경 고형연료인 바이오매스[우드팰릿] 발전방식으로 변경하였다. 발전기 제어계 중요 설비 교체에 따른 산업부 고시 "전력계통 신뢰도 및 전기품질 유지기준" 제 32조 발전설비 신/증설 시 발전설비 특성자료를 제출에 의거 발전기 기술특성시험을 실시하였으며, 시험을 통하여 발전기/제어계 모델정수 도출 및 검증을 수행하였다. 발전기 연료변경에도 해당 발전기 설비의 성능 및 여자시스템의 전압제어특성이 양호함을 재확인하였다. 차후 화석연료를 신재생 연료로 교체하고자 하는 발전소에서 참고하는데 기여할 수 있다.

Implementation of Sensor Observation Service Prototype for Interoperable Geo-Sensor Networks in Korean Land Spatialization Program

  • Korean Land Spatialization Program (KLSP) is an R&D program of the National GIS Project for developing ubiquitous GIS technologies under the control of the M inistry of Land, Transport and Maritime Affairs (M LTM). The first program of the KLSP, which lasts from 2006 to 2012, initiated with $132 million of national funds and $42 million of private matching funds. Aiming to develop the 'Innovation of GIS technology for ubiquitous Korean land', the KLSP consists of five core research projects and one research coordination project to practically utilize and commercialize the results of core research projects. The Korean Land Spatialization Group (KLSG) is planning the KLSP Test-Bed for testing, integrating, and exhibiting the KLSP's outcomes. About 40% of the outcomes are related products to geo-sensor and wireless sensor network (W SN). Thus, interoperable, scalable and web accessible frameworks like an OGC SWE (Open Geospatial Consortium Sensor Web Enablement) are mandatory because some of the products must be connected to each other in a KLSG Test-Bed. The main objective of this paper is to introduce the KLSP Test-Bed and the SWE SOS (Sensor Observation Service) prototype, which is developed for interoperable geo-sensor networks of the KLSP.

  • This paper elaborates on difficulties when ones tried to apply domestically developed technology to other countries from both technical and sociological aspects. Next, the author proposes possible solutions to expand the applicability of domestic technology. The main one is breaking down a technology to smaller components so that anybody can clarify the applicability of each component. The author presents an example of this methodology to flood hazard mapping.
