Possible Ways to Facilitate Land Banking System (토지비축제도의 활성화 방안에 관한 연구)

  • Recently, ever-growing land price has caused public projects to come to considerable deadlocks. Up to date, project principals have relied upon mandatory expropriation policy or other relevant policies in order to procure land sites required for public projects in a short period, but these policies have brought about collective resistances and civil appeals from land owners and cause land compensation price to rise, resulting in delayed progress of public projects. Therefore, land banking system is enforced to resolve these issues. Successful implementation of land banking system requires purchase of sufficient land sites at affordable price so as to execute public projects and control real estate market. However, current version of Land Banking Act reveals several questions as contrary to public expectations in the days of its introduction. This study sought to make further analysis on the whole content of current legal system concerning land banking system. And based on the analysis, this study explored possible solutions for problems that hinder land banking system from its stable operations, so that this land banking system could contribute to resolving land problems by active promotion of public projects as originally intended and by the stabilization of land market based on balance control between supply and demand of land.

  • The purpose of the study is to show the possibility of the enlargement of land banking types through employment of the French land bank case. For sustainable urban regeneration projects, it is necessary to improve the land banking system with comprehensive land banking types. There are a total of 35 land banking agencies in France, which are made according to the needs of the municipality. The main function of these institutions is to perform functions such as land acquisition, management, division, land maintenance(decontamination, etc.), land use plan review and so on. In the 1960s and 1970s, mainly purchase and maintenance of land mainly focused on Brownfield and idle land, but since 2000 the land purchase business is mainly for the supply of social rental housing which is missing It was. The use of land banks is most frequently mentioned as a way of how to supply land at a low price in urban renewal projects. To that end, it is necessary to revise related laws, even if the law is revised so that land for urban regeneration projects can be secured, due to the limit of financial resources, land for the urban regeneration project nationwide secured It will not be easy without policy judgment of a positive nation. Therefore, securing land reserve resources for urban regeneration projects utilizing residential district funds and municipal maintenance funds is essential. In addition, even on a small scale, it is necessary to consider the banking of land for regional capitalization at the local government level.

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.

Land Bank Bond for the Diversification of Land Bank Financing Resources: Comparative Case Study and the Improvement of Legal, Accounting System (토지비축의 안정적 재원조달을 위한 토지은행채권 도입방안: 사례 비교를 통한 법·제도·회계처리 개선방안을 중심으로)

  • The financial resources for public land banking enacted by Public Land Banking Act (2009) are LH (Korea Land and Housing Corporation) contributions, LH Bond, Land Bank revenues, etc. But, in real, the efficient funding resource is mainly LH bond. In these days, LH has experienced deep financial distress, and difficulties in issuing it's bond. Therefore, Land Banking project also has been inactivated because of poor financial resources. As Land Banking project depending its financial resources mainly on LH Bond does not have financial sustainability, it is necessary to reform the fundamental funding structure. This is the starting point for the topic of this paper. This paper suggests to reform the funding structure, and to introduce Land Bank Bond guaranteed by Government, and also to modify the accounting method of Land Bank to separate the Land Bank accounts with LH accounts. The funding structure reform can be summarized as follows; In early stage of the Land Banking project, sufficient government support by guaranteeing the Land Bank Bond is necessary. Gradually, the portion of LH's contribution can be increased in company with LH's financial distress being solved and administration being normalized. When the project reached on the stage of maturity, cash inflows by selling the reserved land can exceed the cash outflows for reserve new land. To introduce the Land Bank Bond guaranteed by government, the Public Land Banking Act (2009) should be revised. Along with this, to modify the accounting method of Land Bank, the rule for public enterprise accounting system must be partially revised.

A Case Study on the Management Models and the Management Mechanism of the Land Storage System of China (중국의 토지비축제도 운영 메커니즘과 운영모델 사례연구)

  • The purpose of this study is to explore an implication for new perspectives and concrete approaches to Korean Land Banking by analyzing the role of the Land Bank and the Land Storage System in the formation of Chinese Land Market, Land Management, and City Management. Time scope of this research focused on Chinese reform and opening since 1978, when study of land bank began to be actively performed in China. Research targets were Land Bank and Land Storage System related to Chinese Land System, and this research targeted Chinese Land Storage System as research object, which seem to have similar tendency to Korean Land Banking System, after examining the concept of Land Bank and Land Storage System. As the research method, this research arranged the contents and changes of policy based on discussed research documents over Chinese Land Bank and Land Storage System till today since the foundation of the nation. Later, this research investigated the realistic reflection and in-depth investigation of the problems through the operational mechanism and concrete case study of Chinese Land Storage System, a similar policy to Korean land bank, the researchers will look into the reality reflected and will carry out a in-depth study of the problems. China has established its characteristic socialistic market economy system, partly adopting the concept of capitalism, supporting socialism. This way, the researcher considers that such socialistic economic factors with strong welfare aspects can be adopted also in Korea, where capitalistic market economy system is maintained, and be utilized as a new measure for development strategy.

The Dissolution Process of Dongnae-bu Dongheon Block under the Rule of Japanese (일제강점기 동래부 동헌 일곽의 해체 과정)

  • The purpose of this paper is to examine the dissolution process of Dongnae-bu Dongheon Block(東萊府 東軒 一廓) under the Rule of Japanese. The results of this study are summarized as follows. First, the space orgnization of Dongnae-bu Dongheon Block(東萊府 東軒 一廓) proved to be clear on the basis of Dongnae-bu Eupji(東萊府 邑誌), the ficture of Dongnae-bu(東萊府) and the Original Land Registration Map(地籍原圖) at the end of Joseon Dynasty. Second, the old government offices, as well as Chungsin-dang(忠信堂), were converted into the local government office for the sake of Japanese colonialism. Third, the old government office and its land were transferred to the banking system(金融組合) and the educational foundation(學校組合) in the interests of Japanese colonist. Finally, the transfer land of civilian industry association forced Mangmi-ru(望美樓) and Dokjin-daeamun(獨鎭大衙門) to remove to another site and the private lots-subdivision assisted space taking to pieces.

A Study on Efficient Utilization of the Idle & Marginal Farm Land for Farm Household Income Increase - With Respect to Conservation of Farm Land and Sustainable Environment - (농가소득(農家所得) 증대(增大)를 위한 한계농지(限界農地)의 효율적(效率的) 이용방안(利用方案) - 농지(農地) 및 환경보존(環境保存)을 중심으로-)

  • Korean economy has been developed successfully in the course of implementing the five year economic development plans since 1962. The gap of incomes and quality of life between rural and urban area has been widened and it made rural farm laborers drain to urban areas. Therefore the prevailing situation of labor shortage and wage hike in rural area has made farm management deteriorate in recent years. Under the internal and international unfavorable economic conditions, marginal farm land of 66.5 thousand ha has been idled as of end of 1993. The total area outside agricultural development zone with bad farming conditions including irrigation and drainage, and land consolidation for mechanization were estimated at 360.4thousand ha equivalent to 17.5% of the total farm land area in Korea. Considering the topographical conditions of marginal lands, the effective use of marginal lands should be studied from the view point of public interest rather than from the view point of individual economic conditions. Considering the present agricultural economic settings, such as price decrease, unfavourable benefits of farm products, labour shrotage, free trade of farm products and poor physical condition of marginal lands, the institutional and realistical measures for the effective utilization of idle and marginal land should be studied as soon as possible. Detail land use pattern should be surveyed in the areas outside agricultural development zone and have to be classified as orchard farms, grass land, fish culture farms, lawn and ornamental tree farm, sight seeing and leisure farms for urban peoples, special crops production farms and common farms to be developed for farm mechanization. According to the surveyed results, the expected utilization patterns of the idle and marginal lands could be considerd as village common use, farm land base development, leisure farm development, mutual complementary utilization between urban and rural areas, G't purchase and management, credit supply and new extension services, improvement of cropping patterns and sight seeing and leisure farm patterns. For the successful and reasonable management of the marginal lands, the actions such as institutional improvement, prohibition of idle marginal land, enforcement of activities of farm management committee members and land banking system of RDC including development and utilization systems should be included.

Application and Policy Direction of Blockchain in Logistics and Distribution Industry (물류 및 유통산업의 블록체인 활용과 정책 방향)

  • Purpose - The purpose of this study is to subdivide trade transaction-centered structure in a logistics/distribution industry system to apply blockchain, to establish and resolve with which types of technology, and to provide policy direction of government institution and technology to apply blockchain in this kind of industry. Research design, data, and methodology - This study was conducted with previous researches centered on cases applied in various industry sectors on the basis of blockchain technology. Results - General fields of blockchain application include digital contents distribution, IoT platform, e-Commerce, real-estate transaction, decentralized app. development(storage), certification service, smart contract, P2P network infrastructure, publication/storage of public documents, smart voting, money exchange, payment/settlement, banking security platform, actual asset storage, stock transaction and crowd funding. Blockchain is being applied in various fields home and abroad and its application cases can be explained in the banking industry, public sector, e-Commerce, medical industry, distribution and supply chain management, copyright protection. As examined in the blockchain application cases, it is expected to establish blockchain that can secure safety through distributed ledger in trade transaction because blockchain is established and applied in various sectors of industries home and abroad. Parties concerned of trade transaction can secure visibility even in interrupted specific section when they provide it as a base for distributed ledger application in trade and establish trade transaction model by applying blockchain. In case of interrupted specific section by using distributed ledger, blockchain model of trade transaction needs to be formed to make it possible for parties concerned involved in trade transaction to secure visibility and real-time tracking. Additionally, management should be possible from the time of contract until payment, freight transfer to buyers through land, air and maritime transportation. Conclusions - In order to boost blockchain-based logistics/distribution industry, the government, institutionally, needs to back up adding legal plan of shipping, logistics and distribution, reviewing standardization of electronic switching system and coming up with blockchain-based industrial road maps. In addition, the government, technologically, has to support R&D for integration with other high technology, standardization of distribution industry's blockchain technology and manpower training to expand technology development.

Case study: Runoff analysis of a mountain wetland using water balance method (물수지 방법을 이용한 산지습지의 유출 변동성 분석 - 금정산 장군습지를 대상으로 -)

  • It is very important to analyze water balance in the mountain wetland for the sustainable management of the wetland. In this study, the SWAT model was used to analyze the water balance of Janggun wetland located in Geumjeong mountain of Gyungnam province, Korea. The data such as rainfall and water level measured in Janggun wetland were used for water balance analysis and from the analysis we have known that the rainfall of 10mm within 8 days is required for maintaining an appropriate water level in Janggun wetland. Also, water balance analysis in the wetland for the period of 2009 to 2017 was performed by using hydro-meteorological data obtained from Yangsan weather station which is located around Janggun wetland. From the analysis results, we have known that the amount of rainfall was relatively small in 2010, 2012 and 2015 and water shortage was occurred in the wetland. Especially, water shortage was occurred during the summer that we had intensive rainfall for very short time and faster removal of the runoff from the wetland. Therefore, we may need extend water courses from a wetland watershed to the wetland for preventing land-forming of the wetland and also store water by banking up the wetland for preventing the decrease of water level in the wetland.
