A Study on the Improvement of Safety Management for Preventing Laboratory Accidents (연구실 사고 예방을 위한 안전관리 개선방안 연구)

  • The Act on the Establishment of Laboratory Safety Environment was enacted in 2015 to prevent safety accidents occurring in laboratories. However, it is time for fundamental and comprehensive safety management measures since various systems for laboratory safety are operated at the same time. The purpose of this study is to propose effective improvement methods in terms of the safety management inspection system. The laboratory's safety management statutes were investigated and compared, and problems arising from differences in inspection systems were derived. Further, specific inspection items were compared separately from the facility aspect and the management aspect. The improvement method was proposed. As a result, although it was the same lab, it was managed by different tests at different times. There were differences in inspection items that focused on the structure and performance of chemical facilities, or on the management criteria such as storage of reagents and management of toxic materials. The problems and suggestions considered in this study are expected to help develop the safety management system for preventing laboratory accidents.

  • Safety accidents in university laboratories are constantly occurring due to various chemical, physical, and biohazard risk factors. In this study, the trend of accident occurrence and correlations between factors were derived through statistical and cross-analysis of 192 accident cases in university labs between 2016 and 2020. Directions and strategies were prepared from the correlations of major factors, and guidelines for improvement of the laboratory safety management system were suggested by comparing and analyzing existing policy directions for laboratory accidents.

  • In spite of lab safety act for over 10 years, over 100 safety accidents in the laboratory have been constantly occurring. The ideal safety management system is to prevent accidents by differential classifying and managing laboratory regulatory materials according to the risk level. In order to approach this system, in-depth interviews with safety managers were first conducted to identify the current status of safety management in domestic university laboratories. And then through comparative analysis of safety management systems in domestic and foreign laboratories, a new regulatory substance classification standard based on the analysis of the hazards and the classification of risk grades, and a safety management system are proposed. From this study, it will contribute to the creation of a safe laboratory environment by differential classification and management laboratory regulatory materials based on the risk level.

  • In this study, actual status of safety management for the objects of 173 university, government research institution, and corporate affiliated research center was carried out through questionnaires. For unexpected accident status according to kinds, scale, and types of laboratories, frequency analysis using cross analysis and multiple replies analysis was used. The result of this study is judged to be used for laboratory safety education prevention programs, laboratory environment improvement, investment or improvement of laboratories through the actual safety management status of laboratories such as vulnerable works for generation of unexpected sudden accidents according to kind, scale, and type of laboratories, period of occurrence, prevention education, necessity for preliminary test, and cause of laboratory accidents.

A Study on the Safety and Improvement of Small Theatres in Korea (소규모 공연장 안전실태 및 개선방안에 대한 연구)

  • The market of performance arts industry such as concert, musical and opera etc is now expanding in Korea. However, the inadequate safety management in theatres often causes some accidents. The guarantee of safety in theatres is very important since the accidents in theaters can lead to many casualties and serious property damages. In particular, the small theatres which have no obligation of safety inspection by law are very vulnerable to safety mattes. This study has done the research into the improvement of safety in small theaters through the inspection and analysis of their safety status. For the purpose, this study has inspected and analyzed the safety status of small theaters over 120 in the field of theater management and operation, fire protection, electrical facilities, ceiling structure and etc. Moreover, this study had investigated the law and technical standards related to theatre safety. This study shows that the essentials to make sure of the safety in small theaters are (1) the education to improve the sense of security of people who work in theaters (2) the training to strengthen the operating skills of the facilities in theaters (3) the cooperation and support of the related organization such as technical research center, central and local government.

A Study on the Improvement of the Safety Insurance for the Laboratory at the Korean Worker's Compensation Insurance - Focusing on Disability Benefit Pension Type Payment - (산재보험 수준의 연구실안전보험 보장성강화 방안 - 장해보험금 연금형태 지급을 중심으로 -)

  • Background: Due to the diversification and advancement of research, researchers have become to deal with a variety of chemical and biological harmful materials in the laboratories of universities and research institutes and the risk has increased as well. Therefore, it is necessary to strengthen the social safety net for laboratory accidents by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service, when the researchers become physically disabled by laboratory accidents. The purpose of this study is to secure researchers' health rights and to create a research environment where researchers can work with confidence by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service. Method: We analyzed the laboratory accidents by year, injury type, severity of accident and disability grade with the 6 year data from 2011 to 2016, provided by Laboratory Safety Insurance. Based on the analysis result, we predicted the financial impact on Laboratory Safety Insurance if we introduce a compensation annuity by disability grade which is similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service. Result :As of 2011, the insured number of Laboratory Safety Insurance was approximately 700,000. The Average premium per insured was KRW 3,339 and there were 158 claims. Total claim amount was KRW 130 million, whereas the premium was about KRW 2.3 billion. The loss ratio was very low at 5.75%. If we introduce a compensation annuity by disability grade similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service, the expected benefit amount for 1 case of disability grade 1 would be KRW 1.6 billion, assuming 2% of interest rate. Given current premium, the loss ratio, the ratio of premium income to claim payment, is expected 41.4% in 2017 and 151.6% in 2026. The increased loss ratio due to the introduce of the compensation annuity by disability grade is estimated to be 11.0% in 2017 and 40.4% in 2026. Conclusion: Currently, laboratories can purchase insurance companies' laboratory safety insurance that meets the standards prescribed by Act on the Establishment of Safe Laboratory Environment. However, if a compensation annuity is introduced, it would be difficult for insurance companies to operate the laboratory safety insurance due to financial losses from a large-scale accident. Therefore, it is desirable that one or designated entities operate laboratory safety insurance. We think that it is more desirable for laboratory safety insurance to be operated by a public entity rather than private entities.

Therefore, it is most imperative to secure safety in the laboratory. This study proposes a method to improve safety in the laboratory.

  • To prevent the electrical accidents in the laboratory, we identify problems for periodic inspections of the electric field and develop a fuzzy inference system that can be practically applied to check items. Focusing on electrical safety in the lab environment, we draw check items that can be applied in common and develop a standard checklist that is consistent with the laboratory electrical safety and the periodic inspections. Using the standard checklist we select the items that may contain a linguistic ambiguity and define the membership functions for these items. We also have a safety rating defined by the membership function. Using these fuzzy variables we form the fuzzy rules in the form of 'If-Then' and develop a fuzzy inference system through the fuzzy engine. From this, electrical accidents could be prevented in advance continuously by managing the intelligent and efficient inspection and electrical safety to prevent the electrical accidents in the laboratory.

  • The continuous fatal accidents like explosion or fire cause huge losses of both life and property in laboratories even though safety management system has been built and periodical checkups and safety diagnosis have been implementing in universities and enterprise-affiliated research institutes since Act on the Establishment of Safe Laboratory Environment was enacted in 2005 to prevent accidents in research laboratories. Cause analysis and safety management measures to prevent recurrence of accidents are urgently needed because accidents in research laboratories occur repeatedly with similar contents. This study will show results of analysis on incidents and accidents occurred in laboratories in universities and enterprise-affiliated research institutes using Root Cause Analysis Method and propose classified map of cause investigation and improvements so as to improve safety management in research laboratories.
