병원급 의료기관 의료부대사업의 경제적 파급효과 (Economic Effects of Subsidiary Services in Hospitals)

  • This study is conducted to estimate economic ripple effects of subsidiary services of hospitals. Using the Input/Output Analysis, this study analyzes production inducement effect, added value inducement effect, and labor inducement effect. Also, it assesses potential economic effects of the subsidiary services of which the scope is expanded as the government's proposed in 2014. Data regarding hospital subsidiary services and economic effects are obtained from the hospitals' financial statements on the National Tax Services and the Bank of Korea. The major results of this study are summarized as follows; subsidiary service profits of hospitals are 466 billion won and rent profits of hospitals are 152 billion won. Of these, the rate of subsidiary service profits in tertiary hospitals is about 66% of total subsidiary service profits. Producement inducement effect of subsidiary services of hospitals is higher than that of total industry, service industry and medical service industry. Added value inducement effect of subsidiary services of hospitals is higher than that of total industry, manufacturing industry, service industry and medical service industry. Job position inducement effect of subsidiary service in hospitals is higher than that of total industry, service industry and medical service industry. Also, employment inducement effect of subsidiary service in hospitals is higher than that of total industry and medical service industry. The results may suggest that subsidiary services revenue in medical institutions contribute to improving operating profits. Facing with intense market competition and pressures to control health care costs, hospitals may need to determine whether subsidiary services help boost their profitability and improve customer satisfaction.

중소기업의 기술능력 제고를 위한 기술하부구조정책: 미국의 MEP와 한국의 중진공을 중심으로 한 사례 비교

  • This study analyzes the development of technological infrastructure(TI) and technological infrastructure policy(TIP) to enhance the technological capabilities of small and mid-sized manufacturing enterprises(SMEs) in the U.S. and Korea in terms of the technological system(TS) concept, which is composed of technological infrastructure, industrial organization, and institutional infrastructure. In order to analyze the internal dynamics of the system, such as incentive mechanisms, the interaction among economic actors, and the policy implementation process, we compare the MEP(Manufacturing Extension Partnership) system of the U.S. and the Joong-Jin-Gong system of Korea. Among many similarities, contrasts, and insights from each country's effort to construct TI and TS, the main findings are as follows. (1) Both the MEP system and the Joong-Jin-Cong system are TI-led or government-led type TS. However, the nation-wide picture is different: in the U.S., most TSs including the MEP system., are classified as TI-led type; in Korea, many TI-assisted or private sector-led TSs have been developed since the early 1960s. (2) the MEP system, as a representative case of the U.S., is less stable than the Joong-Jin-Gong system of Korea in terms of financing and political cycle. (3) The MEP system is a more complex and cooperative network than the Joong-Jin-Gong system. NIST, as a critical mass, generates the system, bridges various institutions, and influences the development of the system by providing funding. (4) Regarding TI components, TSs in both countries focus on utilizing off-the-shelf technologies rather than advanced technologies. However, the direction of movement is different: in the U.S., TSs have come to emphasize existing technologies to counterbalance an innovation system that has been highly focused toward new technologies; in Korea, TSs have been moving from focusing on a higher diffusion rate of imported process technologies to stressing new technology development. (5) Personnel and staffing, embodying technological capability, is an important concern in both countries. But the human capital infrastructure of the U.S. system is more efficient and industry-oriented than that of the Korean system due to a more flexible labor market. (6) While the U.S. has a strong tradition of state and local autonomy in constructing TI and TS to fit SMEs's specific need, Korea has a centralized and bureaucratically-led policy implementation process.

대학의 재정 안정화를 위한 재정확보에 관한 연구 (A Study of Securing various Financial Resources for the Financial Stability of the Private Colleges)

  • The private college education plays a crucial role both in training and supplying manpower needed for national economic growth and in increasing employability and personal labor earnings of individual workers. In oder for private college education to effectively respond to the rapid changes in industrial and occupational structures, it is necessary to secure appropriate level of investment funds and manage them efficiently. For this, it is required to discuss the structure, magnitude and management mechanism of the current private college education finance, changes in future demand for private college education and resultant changes in budget estimates, and new financial resources and allocation schemes. This study attempted to analyze current status and problems of private college education finance in Korea and, based on this analysis, to suggest future policy directions to improve private college education finance system. In order to make the private college education system in Korea competent and competitive enough to survive in international market, it is prerequisite to provide enough budget for the private college education and to manage the private college education finance in more efficient ways. First, for securing the adequacy and stability of investment budget for the private college education, it is recommended to 1) increase the government budget and put emphasis on the private college education; 2) diversify financial resources and induce financial contribution from private sector such as school juridical persons and enterprises. Second, for higher efficiency of financial management, it is recommended 1) make valid allocation standards and mechanism; 2) introduce competition system; 3) develop and utilize evaluation mechanism for the private college education finance to check adequacy, efficiency, accountability, and effectiveness; 4) apply consumer-oriented financial management scheme. In addition to the above policy measures, it is necessary to 1) make scientific forecasts of industrial and occupational structures periodically and apply these analyses to medium & long-term the private college education planning; and 2) redesign budget accounting system and develop the private college education performance indicators for the evaluation of accountability of the private college education institutions and administration institutes.

  • The article reveals and theoretically substantiates the trends of foreign language teachers' professional training in universities of Ukraine in terms of European integration, which are systematized in three areas: macro-level (system of education), meso-level (universities) and micro-level (subjects of educational process). The article aims to substantiate the trends of foreign language teacher training in the context of European integration and the main directions of creative use of constructive ideas of European experience in the innovative development of education. The article lights up the system for improving foreign language teacher training in universities, which is based on updated goals, content and approaches to the implementation of basic concepts, principles and features of teacher training in European experience, enable us to improve the quality of teacher training, its competitiveness in the European labor market. In the article developed the conceptual model of strategic development of the university in the conditions of European integration. It is emphasized that information technologies provide great opportunities for the development of professional skills and intellectual potential of future professionals. At present, the computerization of the educational process in higher education institutions is considered as one of the first and most promising areas for improving the quality of education. The article offered directions of internationalization of educational activity of university in the conditions of European integration. Diagnostic tools for the development of the university in terms of integration into the European educational space, individual rating and ranking of structural units of the university have been developed; main directions of activity of the laboratory of the skill of the teacher of higher school and methodical recommendations on the creation and the organization of work of scientific laboratories.

  • In modern society, the organization of the educational process plays an important role in education. Traditionally, it is through communication and dialogue between the teacher and the student that professional competence is acquired. As society develops, the demand in the global labor market changes and the requirements and criteria for specialists increase. Therefore, a new approach to managing the pedagogical interaction between a teacher and a student in the process of education in a higher educational institution allows a positive impact on the system of training specialists and opens up new prospects for the formation of competitive specialists. The issue of the quality of education is a key one and is covered in the documents regulating the process of educational activities. Also an important problem today is the transition to qualitatively new and innovative systems of training specialists and the departure from outdated models of managing pedagogical interaction in higher education institutions. The process of managing the pedagogical interaction between a teacher and a student is one of the most important for studying in the context of higher education. Thus, the main task of the study is to analyze the role of communication and dialogue during studies in higher education. Professional Mobility as a Factor of Professional Success of a Modern Specialist in the Conditions of Distance Learning

  • The article considers the training, competitiveness of specialists, professional mobility, professionalism and competence of specialists in the context of distance learning. The advantages of distance learning are shown. The characteristic features of distance learning in the preparation of students and in the implementation of these technologies in the educational process of higher educational institutions are determined. Competitiveness, professional mobility, professionalism and competence of a specialist are qualities that determine a person's life and work success. Professional mobility is interpreted as a systemic quality of a specialist's personality, which includes a whole range of knowledge, skills, abilities, personal qualities, value orientations, and so on. The vision of mobility of specialists by foreign scientists is presented. It is noted that the classification of professional mobility presented in the article makes it possible to organize various movements from a single position, to present them as separate manifestations of the general process of professional and pedagogical mobility, to determine which type of mobility ensures the performance of certain social functions. It was found that mobility can be differentiated into differentiated and intergeneration. According to the subject, individual and group mobility are distinguished; according to the direction - internal and external. The classification of employees according to their attitude to mobility is shown, which can be divided into the following groups: actually mobile; potentially mobile; actually stable; potentially stable.

사용자 니즈 기반의 챗봇 개발 프로세스: 디자인 사고방법론을 중심으로 (Development Process for User Needs-based Chatbot: Focusing on Design Thinking Methodology)

  • 최근, 기업 및 공공기관에서는 고객 상담과 응대 분야에 챗봇(Chatbot)서비스를 적극적으로 도입하고 있다. 챗봇 서비스의 도입은 기업이나 기관에게 있어서 인건비 절감 효과를 가져올 뿐만 아니라 고객과의 빠른 커뮤니케이션 효과를 기대할 수 있다. 데이터 분석 기술의 발전과 인공지능 기술의 고도화는 이런 챗봇 서비스의 성장을 견인하고 있다. 하지만 기술중심으로 개발된 챗봇은 사용자가 내재적으로 원하는 바와 괴리가 있을 수 있으므로, 챗봇이 단순히 기술의 영역이 아닌 사용자 경험의 영역에서 다루어질 필요가 있다. 본 연구는 사용자 경험 분야의 대표적 방법론인 디자인 사고 접근법을 챗봇 개발에 적용하여, 사용자 니즈 기반의 챗봇 개발 프로세스를 제안하고자 한다. 사용자 관찰을 통해 팩트(Fact) 수집을 시작으로, 인사이트(Insight)를 도출하고 기회영역(Opportunity)을 발굴하는 추상화의 과정을 수행한다. 이어서 사용자의 멘탈모델에 맞는 기능을 제공하고 원하는 정보를 구조화하는 구체화의 과정을 통해, 사용자의 니즈에 부합하는 챗봇을 개발할 수 있을 것으로 기대한다. 본 연구에서는 제안한 프로세스의 실효성을 확인하기 위하여 국내 화장품 시장을 대상으로 실제 구축 사례를 함께 제시한다. 본 연구는 챗봇 개발 프로세스에 사용자 경험을 접목한 점에서 이론적 시사점을 가지며, 기업이나 기관이 바로 적용 가능한 현실적인 방법을 제안한다는 면에서 실무적 시사점을 가진다.

서울대 창업생태계의 형성과정과 허브 대학으로의 변화 (Building the University Entrepreneurial Ecosystem towards Hub University at Seoul National University in Korea)

  • 본 연구는 서울대 창업생태계의 형성과정을 밝히고, 각 시기별 서울대의 역할 변화와 그 원인에 대해 탐구하였다. 서울대 창업 관련 2차자료를 검토하고, 서울대 학생 창업가 및 관계자 17인에 대한 반구조화된 심층인터뷰를 진행하여 3세대에 걸친 서울대 창업생태계 형성과정과 허브 대학으로의 변화를 포착하였다. 첫째, 서울대 1세대 창업생태계는 1990년대 말 제1벤처붐과 산학연계 정책에 의해 태동하였고, 2010년 제2벤처붐의 시작과 함께 2세대로 진입하였으며, 2017년 정부 창업지원정책의 확대개편 및 벤처 투자시장의 활성화를 토대로 3세대가 나타났다. 둘째, 서울대는 각 시기별로 학문의 상아탑에서 부터 지식 및 노동력 공급자적 대학, 그리고 네트워크 허브 대학으로 역할이 변화하였다. 셋째, 서울대 창업생태계의 허브 기관 및 조직은 정부 정책의 지원을 받았으며, 서울대 창업생태계 네트워크는 이들 기관 및 조직에 착근되어 있다. 또한 내부적으로 학생 창업가들의 자발적인 창업문화 형성, 대학 차원의 지원, 대학이 입지한 지역과의 연계 구축을 통해 허브 대학으로서 창업생태계의 진화가 이루어지고 있다.

특성화고등학교 진학 결정에 영향을 미치는 중학교 3학년 담임교사 특성 연구 - 대전지역 중심으로 (A study on the characteristics of 3rd grade teachers in charge in middle school affecting their students'decision to enter specialized high school - around the Daejon metropolitan area)

  • 급격한 산업 성장 시기 전문기능·기술인을 양성하던 특성화고등학교가 학령인구의 감소, 노동시장의 인력수요 변화, 기능직에 대한 차별 등으로 인해 입시경쟁에서 밀려난 하위권 학생들이 진학하는 고등학교로 변하였다. 중학생들이 특성화고등학교에 진학을 결정하는데 타인의 영향을 받았을 때 중학교 교사의 영향(23.69%)을 가장 크게 받는다고 선행 연구에서 밝히고 있다. 즉, 중학교 3학년 담임교사들의 조기 진로지도를 통하여 성적이 아니라 적성과 소질에 따라서 특성화고등학교 진학을 결정할 수 있도록 도울 수 있다. 이를 위해 중학교 3학년 담임교사의 일반적인 특성과 인식에 따른 학생의 특성화 고등학교 진학 결정률의 관계를 조사하였으며, 2018년 대전광역시에 있는 중학교 3학년 담임교사를 대상으로 조사 연구를 하였다. 그 결과 담임교사가 남자일 때 21.01%(M=.2101)의 학생들이 특성화고등학교에 진학하는 것으로 나타났으며, 남녀 교사 간에도 학생들의 특성화고 진학률에 통계적으로 유의미한 차이가 있었다. 그리고 비사범대 출신(M=.2110), 박사인 경우(M=.3064) 상대적으로 특성화고등학교에 진학을 결정할 확률이 높았다. 교사의 인식에 따라서는 '특성화고등학교 학과에 대한 이해(β1)'와 '고졸 취업에 대한 긍정적 인식(β2)'이 같이 높아질 때 '특성화고등학교 진학 결정(y)'에 긍정적인 영향을 미치는 것으로 나타났으며 그 설명력은 10.1%이고, 이를 바탕으로 도출한 회귀식은 y = -0.56 + 0.037*β1 + 0.025*β2 10.1%(R2=0.101)이었다.

국제 비교를 통한 소매업 소상공인 현황과 정책적 시사점 (Policy Study on Korean Retail Micro Business)

  • 한국에서 소매업은 소상공인 및 자영업 비중이 매우 높아 공급과잉 및 과당경쟁으로 인한 경영 악화 문제가 첨예하게 발생하고 있을 뿐만 아니라 대형마트 및 기업형 슈퍼마켓(Super Supermarket; SSM), 편의점 등 기업형 유통의 확대 등으로 위기가 심화되고 있다. 이에 더하여 최근에는 상당기간 지속되고 있는 경기침체로 인해 부실 위험성이 더욱 커지는 문제까지 직면하고 있다. 소상공인 및 자영업의 경영악화 및 그로 인한 상당한 규모의 비자발적 퇴출은 막대한 사회적 비용을 초래할 수 있다. 한국의 소매업 자영업 비중은 국제 비교를 통해 보더라도 매우 높은 수준이다. 이는 OECD 평균과 비교해보거나, 개별 국가 중에서는 유럽 및 미국 등 서방국가에 비해 경제발전 과정 및 문화와 환경 측면에서 우리나라와 유사한 측면이 많은 일본과 비교해 보더라도 상당히 높은 수준이며, 또한 산업구조도 매우 영세한 편이다. 우리나라 소매업에서 생계형 자영업의 공급과잉으로 인한 경영 악화 문제는 향후 베이비붐 세대의 은퇴로 인해 더욱 심화될 것으로 전망된다. 이에 본 연구에서는 국내 소매업 소상공인 현황 분석 및 국제 비교 분석을 수행하고, 이에 기초하여 자영업의 유입 및 퇴출 관리 방안을 제안한다. 구체적으로 베이비붐 세대에 대한 퇴직지원 프로그램 강화, 퇴출의 용이성 제고, 정책자금 흐름의 재구성 등 세 가지 정책 방안을 제안한다.
