A Network redesigning methodology for LLU system (가입자선로 세분화를 위한 가입자망 재설계방법)

  • A LLU system is developed for efficient use of existing local loop. By this system, new entrant ran use the local loop indifferently comparing with incumbent telecommunications operator. To implement the LLU, bottom-up typed LRIC model by network redesigning was accepted for costing system in Korea. In this paper, local loop redesigning methodology is presented to build a bottom-up typed LRIC model.

  • EC(European Commission)는 유럽의 이동전화시장에서 전반적으로 경쟁이 이루어지고 있지만 호착신시장과 같은 상호접속시장에서는 경쟁이 불충분하다고 판단하고 있다. 이로 인하여 착신접속료를 설정하는데 있어서 경쟁인센티브가 결여된다는 입장이다. 따라서 EC는 이동망 비용규제 방안을 모색하고 비용산정에 관한 지침을 마련하기 위하여 활발히 연구진행중이며 이의 일환으로 EE(Europe Economics)에게 Bottom-up 방식의 이동망 LRIC 모형 개발을 위탁하였다. 본 연구에서는 유럽 각국의 상호접속시장 비용규제 현황을 파악하고 EE에서 개발한 LRIC 비용산정모형을 살펴보고 모형 개발과정에서 발생하는 쟁점이 되는 사항들을 파악하여 국내 이동망 LRIC 비용모형개발에 대한 시사점을 살펴보고자 한다.

A Study for the Effects of Interconnection Charge Policy on Consumer Welfare in the Mobile Telecommunications Market (이동통신시장의 상호접속료 정책이 소득분위별 후생에 미치는 영향 연구)

  • This paper analyses the effects of mobile telecommunications market's interconnection charge on consumer welfare between 2000 and 2010 by estimating price elasticity of demand with using log linear model and augmented Alexander et al(2000)'s model. The results show that consumer welfare is about 6 trillion won in 2009 and an upward trend. In the 2nd analysis, the decline in interconnection charge raise consumer welfare but, asymmetric interconnection and current TD-BU LRIC system have negative(-) relation with consumer welfare. Hence we need to revise interconnection policy frame.

  • It is only natural, given that the competition environment and policy priorities in the telecommunications market vary from one country to another, that methods for assessing the cost of universal service obligations differ as well. In Korea, with the introduction in 2004 of LRIC for assessing the universal service cost, the national telecommunications authority is preparing for a substantial revision of the current cost assessment method, and discussions on details of changes to be introduced are in full swing. This paper will study estimation methods for universal service costs adopted by countries around the world and compare practices concerning two of the major issues surrounding the assessment of universal service obligation cost - universal service cost ceiling and intangible benefits - to provide directions for changes to be introduced to Korea's own cost estimation model.
