Korean Highway Capacity Manual (KHCM) has been used when we analyze the pedestrian Level of Service (LOS) of a pedestrian facility. However, the pedestrian LOS by KHCM is largely insensitive to pedestrian congestion levels. The objective of this study is to identify the source of this problem within the KHCM calculation method, and to propose an improved method using the case study from Seoul. Based on KHCM results, the pedestrian LOS is A for more than 90% of the Seoul region, which seems to be unrealistic. On the other hand, this study includes an effective adjustment parameter using the absolute value of effective sidewalk width. Using this method, results shows some changes including newly identified areas of LOS C and LOS D. The analysis of pedestrian LOS is carried out for the entire metropolitan region of Seoul in order to evaluate area wide pedestrian level of service in Seoul.

Generally, density is used as a measure of effectiveness (MOE) of the level of service (LOS) for the basic segment of the roadway facility, but can not express the operational condition of the roadway facility properly because there can be an error in the computed density compared with the density measured in the field. Thus, the purpose of this study is to investigate the real-time traffic characteristic data (traffic flow, speed, occupancy, headway, spacing, etc.) from the detectors installed on the mainline section of urban freeway under the study, analyze the maximum flow rate from the relationship between the real-time traffic characteristics collected, and evaluate the LOS criteria within the basic segment of the urban freeway based on the relationship between the occupancy and the v/c ratio depending on the level of service.
This paper suggests a new Level of Service (LOS) for a pedestrian facility in a transportation transfer center. They include the road, stair, and waiting place for a pedestrian. A current situation of several pedestrian facility was surveyed for the existing transportation transfer center at both Seoul and Pusan metropolitan cities. A new LOS was developed based on the output according to foreign criteria as well as an interview of pedestrians for their satisfaction.

This paper presents how LOS (Level of Service) of connectivity at railway stations is developed. Based on interview surveys to railway users at 56 railway stations, the catchment areas for railway is defined and MOE (Measures of Effectiveness) is also developed. The MOE is determined to be the weighted access time (min) and LOS "D" was set up between 45 mins and 60 mins. The 56 railway stations is evaluated based on this MOE and most of them is found to be below LOS "E". Finally some guideline for improving the LOS of accessibility. They are an expansions of accessibility facility, an expansion of bus route, an improvement of congestion roads, and expansions of parking lots for automobile users.
Pedestrians and vehicle users should be treated with equal importance in urban street design. However, current street design suggests that the design criteria for sidewalks is based on the functional hierarchy of the vehicles, therefore it is necessary to develop sidewalk design standards that give more weight to pedestrians rather than vehicles. For this, this study suggests that the level of service of pedestrians should be considered in the process of designing sidewalks. Currently, level of service (LOS) criteria for pedestrians in the Korean Highway Capacity Manual are based on pedestrian volume, but the volume of pedestrians is seldomly estimated in practice. So, the current LOS criteria has limitations in terms of practical use. Also, the study assumes that the pedestrian flow rate is hardly the dominant factor that could affect the LOS of pedestrians at most urban sidewalks. In this context, the study considers a new LOS for sidewalk design based on the comfort of pedestrians while passing pedestrians coming from the opposite direction. Then the study attempts to link the new LOS criteria to the land use patterns using data of pedestrian traffic characteristics acquired from the field. In addition to this, the scope in which the suggested criteria can be applied is suggested.
The level of service (LOS) evaluation method of the Highway Capacity Manual (HCM) is limited to intersections with pre-timed signal operation, while advanced real-time traffic control systems have been expending in the field. This paper proposes a preliminary framework for LOS analysis at isolated intersections controlled by COSMOS, the real-time traffic control systems robustly utilizing the degree of saturation as basic inputs. The proposed LOS evaluation framework was devised with a pilot model developed to estimate the average cycle length and green times of COSMOS. The validation test showed that the proposed framework was able to accurately project the LOS, which was separately evaluated based upon field data.
LOS(Level of Service) concept are popularly used in many countries as the MOEs to evaluate the road construction and operation plans. However, MOEs such as travel time and delay only measure quantitative factors describing traffic flow, although qualitative factors such as scenic, comfort and reliable factors are very important for roadway drivers to define the LOS. Therefore, this paper are focusing on verifying the difference between perceived LOS and LOS in KHCM, and proving qualitative factors affecting Drivers' Perceived LOS in Urban Arterial. Bridges, which constitute one of the key facilities in a social infrastructure, are easily accessed and used by users, so that keeping their performance above a certain level is essential. According to various cases in the U.S., Japan and Europe with a long construction history, it is expected that the maintenance cost of bridges in Korea will increase continuously in the future, so a rational decision making system based on engineering factors is necessary to optimize the performance of and maintain them by allocating the limited budget efficiently. This study is a preliminary basic study for the purpose of developing a common asset management system for managing all of the bridges and maintaining the level of service provided by them. The scope of this preliminary study is limited to bridges in urban areas. The bridge asset management system for bridges in urban areas, their level of service (LOS) and performance measure (PM) were developed by carrying out a workshop consisting of both experts and stakeholders. The analysis on the weights of the value and performance measure for each performance indicator was carried out by using the multi-attribute utility theory and the AHP method. In order to confirm the application of the weight of the performance measure and value of the performance indicator, six bridges in an example city were selected, LOS analysis was applied and its results were reviewed.
This study describes an improved model for estimating pedestrian LOS (Level of Service) by utilizing the space occupied by pedestrians. The method introduced the concept of conflict along the bi-directional pedestrian flow which enables calculating conflict area and average travel time in walking. Especially, the method incorporates the idea of generalized density concept which can consider effective walking area and pedestrian flow rates that might vary during the analysis period. After establishing methodology, adjustments of pedestrian LOS criteria in term of walking space occupied by pedestrians were performed. As a result, walking-occupied space at capacity level is 0.68 and corresponding pedestrian flow rate was calculated as 80 persons/min/m, while different pedestrian-occupied spaces were ordered to classify LOS at the points where the gradient changes. Furthermore, the statistical verification of service levels has shown that there is significant difference among all LOS categories at 5% significance level.
PURPOSES : This paper aims to improve the evaluation method of the Level of Service(LOS) for urban streets presented by the current Korean Highway Capacity Manual(KHCM) and suggest its utilization plan as a part of the methods to evaluate the sustainability of a transportation policy. METHODS : This paper carried out a research in 3 steps to develop a new evaluation method. First of all, this paper reviewed the previous studies related to the LOS of urban streets and the socially requested items for a sustainable transportation system. Then this paper derived an index and weight through expert questions to select an evaluation index. Lastly, this paper compared the results according to the existing evaluation methods with the new evaluation methods through case studies. This paper used an Analytic Hierarchy Process(AHP) for importance analysis and weight selection between new evaluation items and indices, and applied a Grey System Theory(GST) for a synthetic and integrated evaluation between the selected evaluation indices. RESULTS : As a result of evaluating the LOS according to the existing evaluation methods and the integrated evaluation methods using a GST through case studies, it was analyzed that new methods' results are less than or equal to the existing evaluation methods; and as a result of applying a weight between evaluation indices according to AHP, it was noticed that the total score seems to rise more when the LOS in the existing evaluation is calculated lower. It was analyzed that the LOS calculated by reflecting the newly established evaluation items and the importance between indices in this study has difference from the LOS of the existing urban streets. CONCLUSIONS : It is expected that this evaluation method can diagnose the current conditions when establishing a future sustainable traffic system and can be used for the measurement of the sustainability effects of the improvement plans and so on.
