A Study on the Aviation Safety Policy and Enhancement of Aviation Safety for Low Cost Carriers in Korea (한국의 저비용항공사 안전 향상을 위한 안전정책 연구)

  • This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.

A Value Analysis of Ecological Restoration Construction Considering Life Cycle Cost and Performance - Focusing on the Wet Media for Slope Revegetation - (생애주기비용과 성능을 고려한 생태복원 공법 가치분석 - 습식 비탈면 기반재를 사례로 -)

  • In order to save costs and enhance quality in construction without damaging the environment, the VE/LCC analysis method is increasingly used. This study was carried out to conduct a value analysis for the ecological restoration of a slope considering life cycle cost and performance. The construction conditions were classified into three types(A, B, C) according to the condition of each base. Three construction methods for slope ecological restoration were selected by each condition. Eventually, a value analysis was conducted for total nine conditions by analyzing the life cycle cost and performance. The gradient of slope and base of Condition 1 were below 1:1.2 and general soil, while condition 2 and 3 were below 1:1.0(reaping rock) and below 1:0.7(soft rock, blasted rock), respectively. A value analysis was conducted based on the value estimated via life cycle cost and performance analysis. The result showed that the B construction method had the highest value in Condition 1 as it showed 108.4, while A and C showed 90.3 and 45.8, respectively. When it comes to Condition 2, Construction Method A indicated the highest value as it showed 89.1(B: 47.5, C: 47.0). In Condition 3, Construction Method A(89.1) was the highest, while B and C showed 55.4 and 40.2, respectively. Based on the result of this study, in order to make a reasonable decision that can enhance quality and reduce costs in slope ecological restoration, the slope ecological restoration method must be reviewed in consideration of life cycle cost and performance.

  • In Korea construction project case, architectural construction project is curtailed production because information network process within multidisciplinary isn't smooth. Particularly, the construction is not insufficient about performance, cost and material, construction process, etc. in result various question arises because of design error in construction step. And various mistake is made because communication path within multidisciplinary isn't smooth in architectural design and design change process. This research proposed the optimization method of building system which is satisfied with performance of building, cost, constructability, and proposed the information management plan which is connected with that. And The construction information in this research is restricted to design/construction information which is considerate in design step.

  • In this study, it is suggested that it has to reliability-based design methodology with respect to bridge structure-rail longitudinal interaction and bridge structure-vehicle interaction. For the structural analysis, commercial package, ABAQUS, are used for a three-dimensional finite element analysis. The optimization process utilizes a well-known optimizer, ADS(Automated Design Synthesis). Optimization technique is utilized the ALM-BFGS method for global area search and Golden Section Method for 1-D search. In general, ALM-BFGS method don't need the 1-D search, and that algorithm converge a 0.1~0.2 of Push-Off factor. But in this study, value of Push-Off factor is used 90, therefore 1-D search should be needed for effective convergency. That algorithm contains the "heuristic decision method". As a result of optimum design of 2-main steel girder birdge with 5${\times}$(1@50m), design methodology suggested in this study was demonstrated more economic and efficient than existing design and LCC optimization not considering bridge-rail longitudinal interaction and bridge-vehicle interaction.

Evaluation of Environmental and Economic Impacts of Advanced Wastewater Treatment Plants with Life Cycle Assessment (고도 하수처리장의 전과정평가에 따른 환경성 및 경제성 평가)

  • A lot of existing wastewater treatment plants (WWTPs) are rebuilt or retrofitted for advanced wastewater treatment processes to cope with reinforced effluent criteria of nitrogen and phosphorous. Moreover, how to treat the wasted sludge from WWTPs has been also issued since the discharge of the wasted sludge into ocean is impossible from 2011 due to the London Convention 97 protocol. These trend changes of WWTPs get a motivation to assess environmental and economic impacts from the construction stage to the waste stage in WWTPs. Therefore, this study focuses on evaluation of environmental and economic impacts of the advanced wastewater treatment processes and waste sludge treatment process by using life cycle assessment. Four advanced wastewater treatment processes of Anaerobic/Anoxic/Oxic ($A_2O$), 5 stages-Bamard Denitrification Phosphate (Bardenpho), Virginia Initiative Plant (VIP), and Modified University of Cape Town (MUCT) are chosen to compare the conventional activated sludge (CAS) and three waste sludge treatment methods of land fill, incineration, and composting are used. To evaluate environmental and economic impacts of each advanced wastewater treatment processes, life cycle assessment (LCA) and life cycle cost (LCC) are conducted based on International organization for standardization (ISO) guidelines. The results clearly represent that the $A_2O$ process with composting shows 52% reduction in the environmental impact than the CAS process with landfill. On the other hand, the MUCT process with composting is able to save 62% of the life cycle cost comparing with the CAS process with landfill. This result suggested the qualitative and quantitative criteria for evaluating eco-environmental and economic technologies of advanced treatment processes and also sludge treatment method, where their main influence factors on environmental and economic impacts are analyzed, respectively. The proposed method could be useful for selecting the most efficient and eco-friendly wastewater treatment process and sludge treatment method when retrofitting the existing WWTPs to advanced treatments.

Reliability-Optimal Design Method of High-Speed Railway Bridges Based upon Expected Life-Cycle Cost (기대생애주기비용에 기초한 고속철도교량의 신뢰성-최적설계 방안)

  • The reliability evaluation may be a efficient method for estimating of the quantitative structural safety considering the effect of uncertainties included in high-speed railway bridges. The expected life-cycle cost(LCC) based upon the reliability evaluation will reasonably offer the safety level and design criteria of high-speed railway bridges. Therefore, this study determined the expected life-cycle cost and optimal design method of high-speed railway bridges on the basis of the result of the numerical analysis and reliability evaluation. For this, after creating various design method based upon the standard design of high-speed railway bridges, the numerical analysis is conducted on each of the alternative design methods. The reliability evaluation by the design strength limit state function is conducted considering the effect of external uncertainties on the basis of the numerical analysis result. The expected life-cycle cost of high-speed railway bridges is calculated on the basis of the reliability evaluation result by each of the alternative design methods. Also, the optimal design method is determined using the calculated expected life-cycle cost. In addition, The result of reliability evaluation and expected life-cycle cost of optimal design method are examined considering the effect of internal uncertainties. It is expected that the result of this study can be used as a basic information for the systematic safety evaluation and optimal structure design of high-speed railway bridges.

Anti-inflammatory Effect of Alum to Experimental Paranasal Sinusitis of Rabbit (가토(家兎)의 녹농균성 부비동염에 대한 백반(白礬)의 항염증(抗炎症) 효과)

  • Objective : In order to investigate anti-inflammatory effect of Alum objectively which is traditional remedy applicated by external preparation frequently, especially in Rhinologic field. Materials and Method : We studied the histopathologic and hematologic features, serum transaminase activities in the experimentally induced maxillary sinusitis in rabbits. 9 rabbits was divided into normal, control anti sample group(each 3 rabbits). We inoculated $10^{10}$ P. aeruginosa for experimental maxillary sinusitis to control group and sample group. Sample group was treated with aim solution(l0g/100cc) lcc via both nasal cavity (each 0.5cc) after 24hrs everyday for 14days. Results and Conclusion : 1. We confirmed that maxillary sinusitis was well induced by P. aeruginosa without occlusion of maxillary ostium. 2. There was no abnormal findings in serum transaminase(AST/ALT) activities even though application of Alum solution on nasal mucosa for 14days continuously. 3. Alum has evident anti-inflammatory effect of recovering mucosal surface injury, reduction of goblet cell, lymphocyte infiltration, edema and expansion of glandular tissue, dilatation and congestion of blood vessels and so on. 4. Alum has the effect that recover glandular tissue injury and decrease goblet cell increase by the result of dermal PAS staining increase and epidermal AB staining decrease in the qualitative analysis of epidermal and dermal mucopolysaccharide

  • The development of a Pay Adjustment (PA) procedure for implementing Performance-related Specifications (PRS) is known to be a difficult task faced by most State Highway Agencies (SHAs) due to the difficulty in such areas as selecting pay factor items, modeling the relationship between stochastic variability of pay factor items and pavement performance, and determining an overall lot pay adjustment. This led to the need for an effective way of developing a scientific pay adjustment procedure by incorporating Life Cycle Cost Analysis (LCCA) embedded Monte Carlo approach. In this work, we propose a prototype system to determine a PA specifically using the data in the pavement management information systems at Wisconsin Department of Transportation (WisDOT) as an exemplary to other SHAs. It is believed that the PRS methodology demonstrated in this study can be used in real projects by incorporating the more accurate and reliable performance prediction models and LCC model.

  • It has taken a growing interest about environmental problems such as global warming and water pollution. Because of intensified environmental problems, it would be going on the research about environmental preservation and harmful factor reduction. Also, it makes ISO to show the quantitative data about LCA analysis. The research of LCA method in the domestic construction industry has advanced stealing from a national point of view. In this study, it would be possible to confirm the feasibility of a plan by LCA analysis. Moreover, the result of life cycle cost which deliberate the influence cost of environment in the steps of material production, construction, maintenance, and disposal has made to be 74,819,560,776 won in a plan and 78,979.469,602won in alternative. That is, it would analysis for a plan to reduce 4,159,908,826 won for alternative.

  • The vehicle of urban transit is a complex system that consists of various electric, electronic, and mechanical equipments, and the maintenance cost of this complex and large-scale system generally occupies sixty percent of the LCC (Life Cycle Cost). For reasonable establishing of maintenance strategies, safety security and cost limitation must be considered at the same time. The concept of system reliability has been introduced and optimized as the key of reasonable maintenance strategies. For optimization, three preceding studies were accomplished; standardizing a maintenance classification, constructing RBD (Reliability Block Diagram) of VVVF (Variable Voltage Variable Frequency) urban transit, and developing a web based reliability evaluation system. Historical maintenance data in terms of reliability index can be derived from the web based reliability evaluation system. In this paper, we propose applying inverse problem analysis method and hybrid neuro-genetic algorithm to system reliability optimization for using historical maintenance data in database of web based system. Feed-forward multi-layer neural networks trained by back propagation are used to find out the relationship between several component reliability (input) and system reliability (output) of structural system. The inverse problem can be formulated by using neural network. One of the neural network training algorithms, the back propagation algorithm, can attain stable and quick convergence during training process. Genetic algorithm is used to find the minimum square error.
