Sustainable Development of Reclaimed Area in Lake Shihwa by Integrated Coastal Management (연안통합관리를 통한 시화호 간척지의 지속가능한 개발)

  • This article is based on the findings of problems and limits in implementing integrated coastal management strategy in Shihwa Lake area to develop management framework, mechanisms and processes that insure the participation of various stakeholders in making decisions for sustainable development of reclaimed land. The project performance of the Shihwa Comprehensive Management Plan for Water Quality and Environment Restoration formulated in 2001 was evaluated and reviewed to give some valuable guidance for reducing the wide gap between integrated planning and implementation. Managing inter-sectoral conflicts among future land uses in Shihwa reclaimed area is one of the most important issues to make progress in integrated coastal management. There is a urgent need of developing scientific decision-supporting tools for evaluating the alternative scenarios as well as capacity building programs for local stakeholders.

Development of Monitoring Site Selection Criteria of the Korean Soil Quality Monitoring Network to Meet its Purposes (토양측정망 운영목적에 따른 토양측정망 지점 선정 방안 연구)

  • This study developed the classification of National Soil Quality Monitoring Network (NSQM) and its site selection criteria to meet the recently established purposes of the NSQM. The NSQM were suggested by this study to classify into the six-purposes site groups from the current classification of land uses. The six purposes site groups were 1) intensive observation sites, 2) contaminant loading sites, 3) human activity sites, 4) background sites, 5) river soil sites, and 6) sites near the groundwater quality monitoring wells. Furthermore, this study developed the site selection criteria of NSQM utilizing the accumulated NSQM data, road traffic data, chemical emission data, census, soil information, and the literature related to soil quality variation due to contaminant loads. For selecting suitable sites for NSQM, this study used road traffic, chemical emission, the distance from the contaminant sources, and population information as specific criteria. The suggested site classification and criteria were appled for the current 100 NSQM sites for evaluation. Forty sites were met to the criteria suggested by this study, but sixty sites were not met to the criteria. However, some of the sixty sites also included the obscure sites that their addresses were not apparent to find them.

A Study on the Better Development Plan of Housing Estates for National Rental Housing in Development Restricted Zones (개발제한구역내 국민임대주택단지의 합리적 개발방안 연구)

  • Government uses some sections of intended areas of abolition in Development Restricted Zones(DRZ) to construct a million national rental houses. It has been opposed by environmental NGOs, local governments and land owners. Therefore, government carried out a questionnaire survey to make plans for the better development of housing estates for national rental houses in DRZ. The results of the survey are as follows: First, using abolished DRZ has to be kept to a minimum, though the continued construction of this kind of houses is inevitable. Second, it has to be designed using pro-environmental techniques. Third, the discussion between the interested groups was not enough. Fourth, residents were dissatisfied with the compensation package. The policies based on this research, are as follows: First, meetings for projects presentation and public hearings have to be held on a regular basis. In addition, the consultative council with residents, local NGOs, and local governments should be combined. Second, The plan should promote social integration through the mixing of rental and owner-occupied houses. Third, a compensation policy, which offers land or houses, and not only cash, needs to be introduced.

A Study on Institutional Types of Residents Support Project for the Vitalization of Locating Locally Unwanted Land Uses in the Metropolitan Area

  • In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government's best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.

Measurements of Impervious Surfaces - per-pixel, sub-pixel, and object-oriented classification -

  • The objectives of this paper are to measure surface imperviousness using three different classification methods: per-pixel, sub-pixel, and object-oriented classification. They are tested on high-spatial resolution QuickBird data at 2.4 meters (four spectral bands and three principal component bands) as well as a medium-spatial resolution Landsat TM image at 30 meters. To measure impervious surfaces, we selected 30 sample sites with different land uses and residential densities across image representing the city of Phoenix, Arizona, USA. For per-pixel an unsupervised classification is first conducted to provide prior knowledge on the possible candidate spectral classes, and then a supervised classification is performed using the maximum-likelihood rule. For sub-pixel classification, a Linear Spectral Mixture Analysis (LSMA) is used to disentangle land cover information from mixed pixels. For object-oriented classification several different sets of scale parameters and expert decision rules are implemented, including a nearest neighbor classifier. The results from these three methods show that the object-oriented approach (accuracy of 91%) provides more accurate results than those achieved by per-pixel algorithm (accuracy of 67% and 83% using Landsat TM and QuickBird, respectively). It is also clear that sub-pixel algorithm gives more accurate results (accuracy of 87%) in case of intensive and dense urban areas using medium-resolution imagery.

A Conceptual Data Model for a 3D Cadastre in Korea

  • Because of most current cadastral systems maintain 2D geometric descriptions of parcels linked to administrative records, the system may not reflect current tendency to use space above and under the surface. The land has been used in multi-levels, e.g. constructions of multi-used complex buildings, subways and infrastructure above/under the ground. This cadastre situation of multilevel use of lands cannot be defined as cadastre objects (2D parcel-based) in the cadastre systems. This trend has requested a new system in which right to land is clearly and indisputably recorded because a right of ownership on a parcel relates to a space in 3D, not any more relates to 2D surface area. Therefore, this article proposes a 3D spatial data model to represent geometrical and topological data of 3D (property) situation on multilevel uses of lands in 3D cadastre systems, and a conceptual 3D cadastral model in Korea to design a conceptual schema for a 3D cadastre. Lastly, this paper presents the results of an experimental implementation of the 3D Cadastre to perform topological analyses based on 3D Network Data Model to identify spatial neighbors.

Change of Social Aspect Resulting from the Physical Changes of the Urban Traditional Housing (도시형 한옥주거지의 물리적 변화에 따른 사회적 특성변화)

  • Korean urban traditional housing abandoned by the social apathy promptly disappearing form our sight, or ruining. It tells that the strategies we are using today are impossible to fulfill socio-economic needs of residents here. So it needed to find out the strategies which can change this place better to live in. Consolidating the street parking lots fer cars can be one of the important solutions to the area. By using cul-de-sac, after setting up small unit of communities, we will have chance to have a small public space, and at the same time it can help to set up our tradition of people's intimacy inside the community. Most people have their own cars, and the need of parking lots becomes more serious. So, a meeting place like public well in the past must replace parking lots. On the other hand, it is important to re-consolidate existing land to obtain appropriate land size for other uses. Today, the use of private space (house, private lots, etc..)and public space(streets, local offices) is very important. NIMBY (Not In My Back Yard) attitude should also be reconsidered. All these negative social aspects come from negative social relationship, thus we should consider them with care and deep understandings. The traditional housing of Korea should not be abandoned as slum, but this should be transformed in terms of the conservation since it is superior in its ecological and energy conservation aspect.

Estimation of Pollutant Loadings from Watershed into Lakes of Ganwol and Boonam (간월호 및 부남호의 유입 오염부하량 산정)

  • The water of rivers and lakes in Korea is the main sources for drinking, industrial and agricultural purposes. However, various pollutants washed-off from watershed area make worse and worse the water quality. Particularly, the changes of land uses in watershed area is the main pollutant sources in many cases in Korea, it is usually called to nonpoint pollution sources. In this reason, the Ministry of Environment are programing the total maximum daily load for four major large rivers in order to improve the water quality by controlling the watershed area. Therefore, this research was performed to estimate the total pollutant input from watershed areas to lakes of Ganwol and Boonam located in Chungnamdo. The AGNPS water quality model and monitoring were used to estimate the pollutant loading rates with unit pollutant concentration of each land use. The main landuse of the research area are forest, wet and dry paddy field and small urban area. The research shows that the pollutant sources in Ganwol and Boonam lakes are from the various landuses. In this manuscripts, the results will provide important informations for mitigating the pollutants to the lakes.

Groundwater Management Pradigm Shift and Policy Directions for Integrated Water Management in Korea (통합 물관리를 위한 우리나라 지하수 관리 패러다임 전환과 정책방향)

  • This paper aims to develop a new paradigm for groundwater management which is compatible with integrated water management policies in Korea. Three key roles of groundwater are defined for addressing water cycle distortion, high water stress, water quality degradation, aquatic ecosystems deterioration, and water-related hazards. Firstly, groundwater plays an important role in contributing soundness of water cycle as a component of water cycle. Secondly, it is a local water resource to ensure water supply sustainability. Thirdly, groundwater is an essential water resource for drought and emergencies. In order to support the groundwater roles, we propose a paradigm shift for groundwater management and policy directions towards integrated water management. The new paradigm consists of managements for sound water cycle on a watershed scale and groundwater environment(quantity, quality, and groundwater dependent ecosystems) managements for both human and nature. A prospective management also constitutes the new paradigm. In addition, this paper proposes four policy directions in groundwater management. The policies emphasize the integrated management of groundwater and surface water, management of groundwater environment(quantity, quality, and groundwater dependent ecosystems), management of groundwater uses for water sustainability and security, and enhancement of groundwater publicity.

Defining the Boundary of Estuarine Management Zone for Estuarine Environmental Management (하구 환경관리를 위한 관리구역 경계 설정방안)

  • Definition of estuary and its administrative boundaries is needed for the practical management of estuarine environment. However, the majority of Korean estuaries are lack of scientific data required for defining the administrative boundaries. For this reason, a systematic way to set the boundaries has not been developed so far. This study proposed adaptive and comprehensive criteria in defining the boundary of an estuary based on the available data which includes physiochemical, geographical and topographical characteristics and regional data such as land uses and socio-economic conditions. An estuary boundary is defined with a sequential manner. First of all, according to the estuarine circulation pattern, 463 estuaries in Korea were classified into open estuaries and closed estuaries. Then an individual belonging to each type of estuary is defined an water zone boundary considering the physiochemical, geographical and topographical characteristics and land uses. Finally, a land zone boundary is set along the catchment. According to the proposed criteria, we have delineated 274 estuarine management zones in Korea on a trial basis and found that it was possible to set a boundary reasonably considering the difference of level of available data and regional characteristics in each estuary.
