This article examines the existing literature on the intersection of care and migration in Europe and the potential contributions of the Korean case. The paper reviews the three bodies of research: care, migration and their intersections. When defined as social reproductive labour, the concept of care not only captures individual/family level of experiences but it can also be an effective tool to analyse the diversity of the welfare state and the path of its evolution. Furthermore, in the context of globalisation and international migration, the concept of care can help overcome so-called 'the methodological nationalism' in the welfare state research. Accumulated evidence shows that only by applying a transnational perspective to the relationship between such social realities as class, gender and race, can we properly examine the dynamics of care distribution. Existing care-migration nexus research has found a widely observed trend of the 'migrantisation of care' in European welfare states; however, the actual modality of care-migration intersection varies reflecting historical and institutional contexts. This is why care-migration nexus research must go beyond the well-known welfare regime types. The Korean case can expand the geographical coverage and theoretical applicability of the intersection research by including a new welfare state regime type (productivist or developmental welfare states) and new patterns of migration (co-ethnic migration and marriage migration) which were rarely dealt with in this scholarship.
The purpose of this study is to monitor the implementation of UN Convention on the Rights of the Children (CRC) and to find out new directions for the promotion on the children's rights in Korea. Based on the module of International Save the Children Alliance (1993) about the children's rights and the Indicators of Korean Children's Wellbeing (Korean Council for Children's Rights, 1999), the revised Korean child welfare law (2000) as a related domestic law has compared with the 54 articles of CRC (1989). The results of this study are analyzed as follows: The Korean child welfare law has only 2 articles on the civil and political rights of the children in special need and neglects the economic, social and cultural rights of the general children at home. In consequence the Korean law has few survival rights of the general children for securing their adequate living standards and supplementing their parents' role. And it limits only to the development rights of the children in special need, therefore, it neglects the genera: children's rights to information, play and leisure, cultural activities. Above all, it has only 2 articles on the participation rights of the children in special circumstances. On the other hand, based on the indicators of Korean Children's Wellbeing, the collected data say that the budget for the child welfare is only 1.12% of the total budget of the ministry of the health and welfare and its 96.28% is for the children in substitutional care. Based on the results, implications for practice and future research are discussed, and new directions for the promotion of the children's rights are also suggested.
Objectives : The purpose of this study is to examine senior citizens' perception of medical welfare service in Daejeon, and to investigate the level of Korean Medicine University students' satisfaction about medical services that they have done. Methods : We visited Daejeon city hall and Dae jeon Seo-gu community health center, and interviewed them. After that we select two population and did two different surveys. First, to investigate the current state of medical services and medical welfare in Daejeon, we select neglected class senior citizens who were serviced at social welfare center. Second, we select Daejeon Korean Medicine University student to investigate the level of satisfaction about medical services and pre-education. In first population, we random select 25 of 34 senior citizen who visits mere social welfare center. In second population, we random select 78 of 115 Korean Medicine University student who belongs to medical welfare club. Results : We found some advantages and problems in medical services. A lot of senior citizen who were serviced at social welfare center showed high level of satisfaction about medical service. But there were few citizens who knows about health & medical welfare. And most Korean Medicine University student who services medical service to neglected class senior citizens showed high level of satisfaction. Conclusion : We concluded that medical welfare for senior citizen needs more publicizing. Because result of our survey, many senior citizens showed not only low level of recognition in medical welfare service, also showed low utilization rate in public health center. And most Korean Medicine University students were satisfied with themselves about medical service that they have done, it seemed medical service gives beneficial influence to not only senior citizen but also Korean Medicine University student.
Cancer is a disease that threatens the individual's life. This is why the cancer patient goes through psychosocial pain in the form of a trauma. Thus, the previous researches have only focused on the cancer patient's psychosocial distress. However, the cancer patients who have grown more mature and brought upon positive changes in their lives have been clinically observed. Because of this, researches regarding the ways that social welfare can intervene in order to examine the cancer patients' positive changes and growth which breaks away from the previous pathological point of view of the cancer patients are being actively conducted in other countries. But it turns out that there aren't enough basic researches related to this topic and thereby the need to lay out the basis for social welfare intervention. Therefore, this research examines positive changes and growth that may result from the traumatic experience of having a cancer. The predictable factors regarding this are analyzed in order to provide the basic information that may promote clinical intervention for cancer patient's posttraumatic growth. For this, the information from 206 cancer patients who have agreed to participate in the research have been used to predict and evaluate the predictable factors for the cancer patient's post-traumatic growth and hierarchy multiple regression haven been analyzed. As the result of the research, main factor of the post-traumatic growth is found to be social support and coping. The positive reconstruction of coping has been discovered to be the strongest predictable factor for cancer patient's posttraumatic growth. Based on this result, the advice for further research and implications for social welfare have been given.
The following study was done to investigate foodservice management practice. Total subjects were 18 foodservices in social welfare facilities in Seoul. Among studied facilities, nine were the welfare facilities for children, five were the welfare facilities for elderly, two were the welfare facilities for a mentally and physically disabled person and the remaining two were vagabond care facilities. Methods used were mainly questionaires. These questionaires were answered by manager and interviews were also done for a same person. Equipments were evaluated by investigators using the evaluation form. The results of the study were summarized as follows. Number of cooks and assistant cooks among employee in foodservice establishment were about 2-6 persons. One dietitian is stationed in 2 places among 18 places. Food purchasing and menu plannings were mainly practiced by manager, secretary and other personnels, in more than 50% of social welfare facilities. The type of the menu in most facilities was the set menu. The period of turn over for cycle menu was a week in 50% of facilities. Seventy seven point eight percentage of the welfare facilities were used the weekly or monthly cycle. For the food preparation, there was almost no place using standard recipes. Foodstuffs were purchased in local market. Moreover, the preference test of served foods were done for residence of each facilities. But it was not applicated effectively. Conditions of most equipments in the kitchen were defective specially in dishwashing and sterilization step.
As the institutions of the Day Care services in Korea have merely focused on developing the issues for caring and education of children, however, other principles in the Day Care services have not been properly delivered. So, it is necessary for the institutions delivering Day Care services to approach inclusively above four perspectives to the broad sense of the child welfare because the institutions for Day care services are dealing with the groups of the parents, who are in difficulty to take care of their children, and the needs of the parents in terms of caring for their children. The study focuses to research the groups of children, which have various and mixed needs and the problems. On the other hand, the socio-economic attributes, the needs and the problems of the groups of the parents are looked for in the research. As the result of the research, the needs for Day Care services are differentiated from the different socio-economic backgrounds of the parents group. The data indicates that the low class families demands more needs than those of the middle class in the research of the categories. Analyzing from the result, the categories of caring, health care, nutritional supplements, extracurricular activities, emotional supports, providing information and referrals and community social services are hard to be defined as the necessary services based on the ages of the children. It is better to be defined as the necessary services demanding from the social needs of the parent group. Thus, the target groups such as the working couple and the low income families should be primarily considered as the beneficiary groups receiving the comprehensive day care services.
Today, the public assistance program in Korea is provided mainly for the livelihood protection beneficiary in urban area. The fact that the urban community-centered program is also applied to the livelihood protection beneficiary in rural area brings about some problems in fitness and effectiveness of resource distribution. The purpose of my study is to present my opinion that the public assistance program for the rural community should be put in practice after being fully distinguished from the urban program for the effective distribution of limited social welfare resources to insure the minimum standard of living and seek the self-support contribution which is the purpose of the public assistance program. The subject for this study were livelihood protection beneficiaries living in both rural and urban area. And the study was carried out in this parts: first, the way of life in them, second, the contents of 6 main public assistance programs being carried out. Total number of the livelihood protection beneficiaries are 279 case: 143 case from 15 Dong in 5 cities, and 136 case from 15 Myun in 5 counties. And the social worker who are performing the public assistance programare consisted of 50 case: 25 case from 5 Dong in 5 cities, and 25 case from 5 Myun in 5 counties. This research reach the result that the differentiate performance of the public assistance program in rural community would be an effective device for self-support to be freed from the vicious circle of poverty.
This study is to explore the contents and interaction of residents voluntary network and propose the strategies to promote residents voluntary network. The grounded theory was utilized to attain our object. Total of seven social worker and 17 residents participated in the study. Data were collected through in-depth interviews and documents. The data were analyzed by using Strauss and Corbin's method. Results are the followings. In open coding 13 categories, 32 subcategories and 133 concepts were constructed. In axial coding causal conditions were qualitative ascent of needs, emergence of the right welfare consumer. Phenomenon was agitation of praxis ground and grope of exist. Contextual conditions were crisis resources, skepticism of welfare. Intervention conditions were maturation of welfare cognition and proliferation of the sense of community responsibility. Strategy were resocialization of voluntary organization and construction of field related service delivery system. Consequence were grass routing welfare strategic fitting service system. In selective coding we constructed the core category: The praxis revolution from bottom for break social welfare environment.
The purpose of this study was to identify the effect of living cost reduction through social welfare services and programs and to suggest the further ways of saving living cost for low-income households. For the research purpose, low-income household type was divided into three representative groups such as senior household, household with school-aged children, and household with the disabled based on the literature review. Four case households which live in permanent rental apartment in Seoul were selected as research subjects. During March 14~April 10, 2010, each household was interviewed to examine the details of monthly income and expenditure structure and types of welfare services receiving. Although some differences exist among cases, there was a definite living cost reduction effect through welfare services and programs from 12% to 150%. Household with school-aged children required diversified education programs corresponding to the children's age. Meanwhile, households including senior and the disabled indicated the necessity of convenient transportation system.
This study aims at attempting to make a new interpretation of Mencius from the point of social welfare. The thoughts of social welfare, found from Mencius, are temporal and humanistic and near to those in nowadays. Social welfare began under the name of philanthropic work, relief work, charitable work or social work from the Industrial Revolution in the 18th century on. Welfare means the whole social activities such as satisfying the fundamental desires of the social members, ensuring the conditions of their lives, and ultimately achieving social integration and stability. It means the conditions of their lives and wellbeing. Wellbeing means the minimal physical desires and psychological stability. The realization of the economic system through concept of steady livelihood and steady mind, tax system and well-field system, proposed by Mencius, can be ensured by the whole social activities such as ensuring the stable lives of the social members, enriching and satisfying their happiness and ultimately achieving social integration and stability. The thoughts of Mencius include people-as-root idea, which regards people as most important and tries to solve the instability and inequality that are the structural vulnerabilities in modern capitalist society. His concept of Way of the king means promoting people's sense of happiness through education of morality, based upon the people-as-root idea and filial and fraternal responsibilities. The main ideas of social welfare include living like a human being, ensuring minimal physical and psychological stabilities through social welfare system and welfare policy, enriching human dignity and freedom and enhancing the quality of lives. The thoughts of Mencius include all the above ideas. In particular, he desired to establish ethically and morally stable society by economically implementing the well-field system in Zhou dynasty, based upon politically benevolent governance of the politicians. That society was the people-as-root society, the realization of which was the ideal society Mencius desired to establish, and the goal of his thoughts on social welfare. This study, among the thoughts of Mencius, investigated his ideas on social welfare and the practical ethics for applying them to real society. In addition, to understand his ideas on social welfare, not only the social and economic backgrounds and conditions but also the political ideas at that time were also investigated. This will provide the opportunity to make more in-depth research of the elements of social welfare intrinsically contained in his thoughts.
