The External Benefits of Research and Development Investment in Waste-to-Energy Technology in Korea

  • The Korean government considers expanding the WtE share of total energy from 1% to 5% by 2020 through research and development (R&D) in waste-to-energy (WtE) technologies. This study attempts to measure the external benefits of investing in R&D in these technologies. To this end, a contingent valuation (CV) is employed. More specifically, a 2016 national survey of randomly selected 1,000 households was carried out across the nation to gauge the willingness to pay (WTP) for the investment. One-and-one-half-bounded dichotomous choice question was used in the CV survey, and the spike model was applied to dealing with zero WTP responses. The mean yearly WTP is estimated to be KRW 4,175 (USD 3.57) per household, which is statistically significant at the 1% level. Expanding the value to the entire nation translates into an investment of about KRW 79.1 billion (USD 67.6 million), which can be interpreted as the annual external benefit of the R&D investment in WtE technology.

Stay or Return?: Key Decision Factors of Foreign STEM Talents in Korea

  • Korea has pursued an aggressive policy of inviting more foreign-born students to its universities since the late 1990s in the wake of the globalization of education markets and its changing demographic structure. While increasingly more students from Asia come to Korea for study, more than half of the graduates return home upon graduation. Given the issues of brain drain, brain circulation, and knowledge transfer that are raised by such a high return rate, this paper examines the factors that frame the foreign students' decision on their post-graduation careers. By analyzing survey data, we report that Asian students majoring in science, technology, engineering, and mathematics (STEM) are more likely to return than non-STEM majors. This suggests that Korea's aggressive policies of inviting foreign-born students have contributed to brain circulation and knowledge transfer between Korea and the other Asian countries. We also find that scholarships from Korean sources and positive attitudes toward Korean culture and life increase their inclination to stay in the country upon graduation. These findings, however, raise more questions than answers, since it becomes obvious that their post-graduation decisions are highly affected by what Korea as a society provides.

Order-level Inventory Policy with Two Suppliers

  • This paper studies the two supplier inventory system in which order-level inventory policy with constant leadtimes is adopted. An optimal ordering policy to achieve the expected minimum total inventory cost is found by utilizing the concepts of the equivalence relation. Sensitivity analysis of the system parameters, the replenishment cost and the unit price, is done through a numerical example.

Identifying success factors in inter-Korean cooperation projects: the World Vision "Seed Potato Project"

  • During the 1990s, North Korea suffered from severe economic hardships in the aftermath of the collapse of the Soviet bloc and massive floods; North Korea is still has not escaped this suffering. South Korea has pursued various inter-Korean cooperation projects to help North Korea open and develop its economy; however, there are limited successful cases for improvement in North Korea. It is imperative to define a long-term strategy through analysis of key success factors for inter-Korean cooperation in order to develop more successful cases of inter-Korean cooperation; however, limited studies have been conducted to analyze successful inter-Korean cooperation projects. This study selects the "Seed Potato Project" (implemented by the World Vision) as a successful case to be analyzed and identifies key success factors for inter-Korean cooperation. As illustrated in previous studies, the results of the analysis of success factors of a "Seed Potato Project" from a trust-building perspective has revealed that this project follows key success factors like openness, integrity, consistency, and benevolence. In the last section of this report, this study also presents important policy implications to develop future successful cases for inter-Korean cooperation.

Secure and Efficient Conjunctive Keyword Search Scheme without Secure Channel

  • Conjunctive keyword search encryption is an important technique for protecting sensitive data that is outsourced to cloud servers. However, the process of searching outsourced data may facilitate the leakage of sensitive data. Thus, an efficient data search approach with high security is critical. To solve this problem, an efficient conjunctive keyword search scheme based on ciphertext-policy attribute-based encryption is proposed for cloud storage environment. This paper proposes an efficient mechanism for removing the secure channel and resisting off-line keyword-guessing attacks. The storage overhead and the computational complexity are regardless of the number of keywords. This scheme is proved adaptively secure based on the decisional bilinear Diffie-Hellman assumption in the standard model. Finally, the results of theoretical analysis and experimental simulation show that the proposed scheme has advantages in security, storage overhead and efficiency, and it is more suitable for practical applications.

Joint Optimal Production-Delivery Policy for Multiple Products with a Single Production Facility

  • The synchronization of production-delivery artivities is one of crucial factors to get competitive collaboration benefits between the manufacturer and the retailor(s). There were several researches to study on He optimal delivery policy to minimize the total cost of integrated system of both manufacturer and retailor(s). In this research, we investigate the joint optimal shipment policy in case that a manufacturer produces multiple products sharing a single production facility in the manufacturer side and retailor(s) deploys JIT delivery pattern with equal-size shipment policy. We formulate this problem as a form of 'Common Cycle Approach' in classical ELSP (Economic Lot Scheduling Problem) and provide simple optimal solution procedure.

Dynamic Task Scheduling Via Policy Iteration Scheduling Approach for Cloud Computing

  • Dynamic task scheduling is one of the most popular research topics in the cloud computing field. The cloud scheduler dynamically provides VM resources to variable cloud tasks with different scheduling strategies in cloud computing. In this study, we utilized a valid model to describe the dynamic changes of both computing facilities (such as hardware updating) and request task queuing. We built a novel approach called Policy Iteration Scheduling (PIS) to globally optimize the independent task scheduling scheme and minimize the total execution time of priority tasks. We performed experiments with randomly generated cloud task sets and varied the performance of VM resources using Poisson distributions. The results show that PIS outperforms other popular schedulers in a typical cloud computing environment.

A Heuristic Time Sharing Policy for Backup Resources in Cloud System

  • Cloud computing promises high performance and cost-efficiency. However, most cloud infrastructures operate at a low utilization, which greatly adheres cost effectiveness. Previous works focus on seeking efficient virtual machine (VM) consolidation strategies to increase the utilization of virtual resources in production environment, but overlook the under-utilization of backup virtual resources. We propose a heuristic time sharing policy of backup VMs derived from the restless multi-armed bandit problem. The proposed policy achieves increasing backup virtual resources utilization and providing high availability. Both the results in simulation and prototype system experiments show that the traditional 1:1 backup provision can be extended to 1:M (M≫1) between the backup VMs and the service VMs, and the utilization of backup VMs can be enhanced significantly.
