  • This thesis reviews the process in which the regulation systems against ownership concentration of newspapers established with the opportunity of legislation of the periodical act in 1987 was reinforced as they were all amended to the newspaper act in 2005 and as they were again amended in 2009 it came to confront crisis in the aspect of press law legislation history. The regulation systems against ownership concentration of newspapers established based on the principle of legality of newspaper function in the Clause 3, the Article 21 of Constitution was reinforced as the newspaper act in 2005 and in 2006 they began to shrink following the Constitution Court decision against newspaper act. As newspaper act and broadcast act are revised in 2009, regulation against combining the management of newspapers with broadcast and regulation against owning multiple number of newspapers came not to exist. Because in this process, the opposition party also allowed limited cross-ownership of newspaper and broadcast, it can be said that the system of newspaper ownership regulation confronted the crisis of dissolution. The instruction of regulation alleviation in a short period of time in spite of the fact that regulation alleviation which allows cross-ownership of newspaper and broadcast is the matter of policy that should be decided after long-term review of the change of media environment and the progress of the power of domination of public opinion is dangerous. Newspapers are strong media with terrestrial broadcast in formation of public opinion on politics. It's because it is difficult to ignore the worry that the power of domination of public opinion of the newspapers which are in oligopoly of newspaper public opinion market can be spreaded to the territory of report broadcast. From the point of view that there is probability for democracy to be ultimately threatened due to the shrink of political Darwinism caused by concentration of media ownership, the alleviation of ownership concentration of newspapers should have premise of long-term social discussion.

  • Because most of feminist researches on the media have been primarily concerned with women's roles and representations in main scream mass media, women's media as alternative media remain remarkably understudied. Thus this study explores women's media in relation to women's movement during the period of US military Government in Korea. There were five women's newspapers which were means of women's movement in this period. However, failing to attract enough appropriate revenues and resort to fund-raising, women's newspapers could nor be published a long time. And women's newspapers as means of women's movement had the defects in women's representations because women's movement lacked a certain degree of autonomy from the male-dominated political activities. In other words, women's newspapers maintained women's participation in political areas, but on the other hand they emphasized the women's role as mother and housewife.

Just after the May 16th coup Military Government enforced the press merger and abolition and in 1962 announced the direction of the media policy and its implementation standards. These standards had a serious impact on local newspapers. It had resulted in weakening the reporting activities and aggravating the financial difficulties of the local newspapers. The media policy in 1971, which was in the form of self-purification resolutions of media corporations limited the dissemination and weakened the activities of local newspapers. By these measures the centralizing to Seoul of the media had to be deepened. The industrialization policy promoted by the Third Republic exacerbated this centralizing process.

In order to meet the purpose that was mentioned above, we analyzed data items based on the level of newspapers and articles and discussed how the FRBR model may be applied. In terms of the level of a newspaper, each of newspapers, morning/evening paper, issue and edition are regarded as an individual work, and the relationship among them are considered to be the 'whole-part relationship'. Each article on the level of article basis was considered to be a work and was in a relationship of 'whole-part relationship' with the edition of each level of newspapers. Newspaper articles can be represented as texts, photographs, graphics, and tables, etc., and regarded as an individual work. Each work can be a part of the article on a newspaper or can be an independent article itself. Moreover, a uniform heading of each boxed article and running story is included in the work of each article and is forming a 'whole-part relationship'. Because of the changes of the newspaper name, the uniform title of each name regarded as a single binding. It is called the superwork and it is forming 'whole-part relationship' with each name.
