A Study on Direction of Authority Control by Surveying the Authority Control in University Libraries (대학도서관 전거제어 현황분석을 통한 전거제어 방안 모색)

  • This study is to find the new method for authority control in Korea by surveying status of authority control in university libraries and by analyzing international conceptual model of authority control and VIAF. 2 kinds of survey were done: one is for libraries having authority records and the other is for libraries not having authority records. In survey result, libraries that have authority records want to sustain their own forms of authorized access points and libraries that have no authority records want the rules related to authority and the national cooperative authority control system to be constructed. Based on ICP 2009, FRAD conceptual model, VIAF and this survey result, new authority control is to respect the diversity of forms of the authorized access points. New authority control is to permit authority records that reflect provision for linguistic or cultural environments of each library, confirming to the national cataloging code. Therefore, authorized access points will be displayed according to user preferred forms. For this new authority control, it is needed to make national authority rule, to build the authority records according to library's own rules, and to construct the cooperative authority control system. Also for user preferred authority control, it is needed to describe detailed elements for authority control and relation data between authorized access points, between authorized access points and variant forms. This study could contribute to suggest new authority control that could accept all kinds of authorized access points preferred by nation, libraries, and users.

A Study on the Functional Elements for Long-term Preservation of Electronic Records (전자기록물의 장기보존을 위한 기능요소 연구)

  • This study proposes the functional elements for long-term preservation of electronic records, which are parts of nation's important records and information assets. For this purpose, We compared the international standard ISO 14721 with international research projects and digital archives systems from multi-nations. We identified 18 functional elements for long-term preservation of electronic records. They can be used as the basis to strengthen authenticity and usability when building new digital archive systems or upgrading existing systems at the Archival Institutions.

A Study of Archival Authority Records for Corporate Bodies (기록물을 위한 단체 전거레코드 연구)

  • Many problems of archival description in new environments can be solved by building archival authority databases. This study examines function and structure of archival authority records comparing with library authority records, and analyses the archival authority records in NARA system and Australian CRS System which accepts dynamic description process for archival records. Based on these investigations, some development directions for national archival authority database are recommended.

Two New Species and Four New Records of holothuroidea from Korea

  • Two new species, Pentathyone kojinensis n. sp. and Pseudocnus pawsoni n. sp. belonging to the families Sclerodactylidae and Cucumariidae are described. In addition, four species, Thyone bicornis, Thyone fusus chinensis, Thyone micra, and Molpadia changi, are reported as new records from Korea. Pentathyone kojinensis n. sp. closely resembles Cucumaria mirabilis Theel and C. constrica Ohshima in ossicle form, but the latter two species are clearly distinguished from the new species in having the posterior processes of the calcareous ring in several fragments, rather than stout and entire. Pseudocnus pawsoni n. sp. is similar to Cucumaria koraeensis Ostergren in general features and ossicle morphology though it has not biscuit-shaped plates. However, Cucumaria koraeensis has ten tentacles of the same size, unlike Pseudocnus pawsoni n. sp. in which the two ventral tentacles are much smaller than the remaining eight.

One New Species of Freshwater Anisogammaridae(Crustacea, Amphipoda, Anisogammaridae) from South Korea (한국 담수산 Jesogammarus (Crustacea , AMphipoda , Anisogammaridae)의 1 신종)

  • This study deals with 8 species in 6 genera including 5 new species and 2 new records from Taiwan. The new ones are Neanura kentingensis n.sp., Womersleya formosana n.sp., Crossodinthina montana n.sp., Vitronura tubercula sp., Lobella nana n.sp., and 2 new records are Pseudachorucina nepalica Yosii, 1966 and Lobella perfusa Denis., 1934. The Neanuridae fauna of Taiwan accordingly is listed as 13 species in 7 genera. The biogeographic affinities with the Japan, Vietnam and adjacent countries are discussed.

New Records of Marine Rhodophyta from the Pacific Coast of Mexico

  • Two species of marine red algae, Jania ungulata (Yendo) Yendo f. brevior (Yendo) Yendo and Peyssonnelia japonica (Segawa) Yoneshigue (Rhodophyta) were collected for the first time from Mexican Pacific coast. Their vegetative and reproductive structures are described, as well as the habitat where they were found and their geographical distribution along the Pacific coasts of Mexico. Jania ungulata f. brevior is a commonly growing epiphytic and Peyssonnelia japonica is epiphyte. The fact that we found this new records in Mexican coast is noteworthy, due that this species are originally described in Japanese coast. The absence of records of this species in the Mexican coast is likely related in part to the lack of specific collections and the fact that the specimens are small and delicate, and may commonly be unnoticed during samplings.

New record of Eumonopyta Moriuti, 1977 (Lepidoptera, Yponomeutidae) from Korea

  • An yponomeutid genus Eumonopyta Moriuti, 1977 is recorded for the first time from Korea, based on the species Eumonopyta unicornis Moriuti, 1977. Eumonopyta is distinguished from Yponomeuta by the lack of the areole in the forewing, the presence of the hindwing veins, Sc and R1 completely fused, the lack of the spinules on the gnathal processes, and the presence of three spiniform cornuti in the phallus. Eumonopyta unicornis is characterized by the presence of greenish irrotation on the forewings. The Korean records of E. unicornis are based on two male specimens from the islands, Geojedo (Gyeongsangnam-do) and Jejudo (Jeju-do) and one female specimen from the island Dolsando (Jeollanam-do). External appearance and genitalia of E. unicornis are redescribed and illustrated. The occurrence status of E. unicornis in Korea is briefly discussed. With our records from Korea, the distributional range of E. unicornis is expanded from Japan and Taiwan.

A Study on the Process of Semicurrent Records Management in the United States: A Focus on Records Transfer and Appraisal in the Federal Records Center (미국 준현용 기록관리 프로세스에 관한 연구: 연방레코드센터의 기록 이관과 평가를 중심으로)

  • Semicurrent records are documents that are stored and managed in a separate section because they are infrequently referred to in work. The semicurrent records management stage is when records from the processing department are collected for the first time, serving as a bridge between the current and noncurrent records. For systematic records management, records management at the semicurrent stage is vital. Although Korea has established numerous records centers, various problems remain in the records management environment. In response, this study examines the United States' semicurrent records management system and discusses the features that are different from that of Korea. For this purpose, the records management system of the United States was selected as the scope of research and is analyzed through its records schedule, transfer, and appraisal. The data for the research were obtained through the relevant records management law, guidelines compiled by related agencies, and written inquiries for the records management officer. Through these methods, this study was able to identify the relationship between the federal agency and the Federal Records Center, the introduction of new technology in the aspect of transfers, the privatization of records preservation, and the status of the Federal Records Center as a passive appraisal entity.

The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.
