This paper empirically studies the effect of public procurement on small and medium-sized enterprises (SMEs) in the Republic of Korea using firm-level data. Public procurement, the purchase of goods and services from private firms by the public sector, is regarded as an important policy measure for providing support to firms, particularly SMEs. This study uses establishment-level panel data of the mining and manufacturing sectors from the Korean National Bureau of Statistics (Statistics Korea) and procurement history from the Korean Public Procurement Service to empirically estimate the effects of public procurement on firms' productivity (total factor productivity) and survivability. Using a propensity score matching estimation method, we find that participating firms showed higher productivity than non-participating ones in the control group only for the year of participation, that is, 2009. After two years, in 2011, they exhibited significantly lower productivity. In contrast, establishments that participated in public procurement for SMEs in 2009 were more likely to survive than those that did not do so in 2011. These results can be interpreted as the negative consequences of government intervention. The market's efficiency enhancement is hindered if underserving companies survive owing to government intervention but fail to improve efficiency.
The purpose of this paper is to analysis sectoral patterns of technological innovation in Korean manufacturing sector. Pavitt(1984) put forward a well-known taxonomy that industries three groups of industries characterized by markedly different innovative modes, namely science-based, production-intensive and supplier-dominated industries. Using Pavitt's taxonomy as a framework, we try to explain similarities and differences among sectors in the sources and impact of innovations. Based on a sample of 2,371 firms in manufacturing industry, this paper investigated its relevance to explain the sources and directions of innovative activities in Korean industries. Empirical study shows that in supplier dominated firms most process innovations come from suppliers of equipment and materials. In science-based firms product innovation is produced internally, based on the rapid development of the underlying sciences in the universities and research institutes. It also shows that production-intensive firms have a positive association between innovativeness and customer collaboration. This explanation has implications for our understanding of the sources and directions of technical changes, the formation of technological advantages at the level of both region and country.
Research interest in TQM has recently begun extending beyond manufacturing to moreinnovative R&D activities. Despite numerous studies of the relationship between TQM and organizational performance, little are known about the relationship between TQM and R&D performance. This is especially true for manufacturing-based R&D performance. The objective of this study is to examine the relationship between TQM and R&D, and also explore several contingencies that moderate the relationship. The study uses data from 133 R&D divisions of Korean manufacturing firms to test hypotheses regarding the relation of TQM with R&D. TQM measures are aligned with the six criteria of Malcolm Baldrige National Quality Award, and the R&D performance measures consist of incremental and innovative R&D aspects. The findings from structural equation modeling show that TQM practices contribute to R&D performance significantly in aggregate, and their specific contributions vary according to the contingencies, which provide further understanding of the relationship between TQM and R&D in the manufacturing sector. Therefore, the results could offer firms a better strategy for their R&D management. This study is, however, exploratory in nature; the conclusion is tentative and may thus be different in other research settings.

The compressor is used for many fields not only in the industrial sector, but also as a general household product. The energy consumption required for the compressor operation is very large. The reciprocation compressor is widely used as an air compressor. Regarding the reciprocating air compressor, the discharge of the gas compacted by the method of compressing the gas by using the oscillation of the piston is generated by the piston reciprocation 1 church 1 number. When compressing after compressing the air by the oscillation of the piston, the marine reciprocating air compressor is the vibration generated in the compressor and surrounding structure due to the energy of the generated inertia. If the effect of these harmful elements can be reduced, it supports the service of the vessel. In addition, accidents generated by the noise of the vibration can be prevented. Therefore, in this research, firstly, the structural analysis of the piston part was performed, the safety factor in all results was drawn based upon this, and the reliability of the interpretation was examined in order to create the optimal design for the air compressor.

Cars are inspected in the transport sector for their ability to achieve the greenhouse gas reduction targets. A vehicle (automobile) inspection broadly consists of regular and total checks, and both the safety level and the amount of exhaust gas are checked simultaneously during a vehicle inspection. This study deals with the efficiency of a soot probe to measure soot emissions from diesel vehicles. When the vehicle exhaust gas measurement is performed, there may be a difference between the exhaust gas temperature and the soot suction amount because of the different shape and angle of the exhaust port for each vehicle type. This may result in some incidents where the correct inspection nonconforming vehicle is not selected. Therefore, in this study, the shape of the probe was improved to increase the soot measurement efficiency under the condition of the exhaust pipe angle change.

In this study, systems and procedures for improving the research and development and purchasing projects for defense specifications were investigated, and the current situation was analyzed in terms of the disclosure and establishment of defense specifications. I would like to discuss the measures that need to be taken to improve the specification affairs of our defense sector in order to improve the production quality of military supplies. It should be noted that it is necessary to establish specifications and procedures for improving the quality of domestically purchased military supplies. Therefore, it is highly imperative to systematically establish detailed performance, and miscellaneous specifications in order to actively respond to the rapid development of superior private technologies. In addition, the barriers in the entry of the defense industry should be removed through active disclosure of the specification data, and the opportunities for participation should be expanded to promote a smooth follow-up logistics support and to improve the quality of military supplies
The Internet is now an ubiquitous technology in business and possesses the potential to make the concept of value chain into an attainable reality. We posit that the way the Internet is utilized, the extent of the Internet's impact on business performance, and the extent the firms are prepared to take advantage of the Internet varies from country to country and from industry to industry. Based on data collected from 54 firms in the U.S. and 135 in South Korea, we compared the two countries (U.S. and South Korea) and two major industry groups (manufacturing and service) regarding the pattern of Internet utilization on the Internet from a value chain perspective. The findings show that U.S. companies utilize the Internet more extensively in such areas as human resources management, automation, sales, and advertising than the South Korean counterparts. However, we did not find a statistically significant difference in the way the two countries use the Internet within a value chain model. We also compared Internet practices by industry sector (i.e., service vs. manufacturing) within each country. The results show that firms in the service sector tend to use the Internet more extensively than the manufacturing counterparts in both countries. Particularly in Korea the difference between the sectors was significant in the extent to which they utilized the Internet to support such business activities as inter-organizational alliance, communication, and marketing.
Market instability offers opportunities as well as the need for careful innovation strategies and learning for a company's survival. Companies that find new opportunities decide to carry out innovation and decide on the size of their investments by considering their position in the market they are aiming for and the intensity of competition. This study was conducted to check whether obstacles to innovation face by SMEs in the manufacturing sector vary depending on the stage of corporate growth and to identify the impact of the government support system on the decision-making process on the performance of innovation. According to the analysis, there were differences in obstacles to innovation depending on the stage of corporate growth. It was found that more innovative SMEs are, more obstacles they face, and to overcome such obstacles, they try to access government support systems more. In addition, the use of a government support system eliminated obstacles to innovation, and the positive and significant effects of investing in innovation were identified. This study is meaningful in that it explicitly approached these hypotheses by applying a multistage model to the process of innovation carried out by SMEs in the manufacturing sector.
This study attempts to integrate causal model with competitiveness evaluation model, both of which have developed independently of each other, in connection with many studies on PMES (performance measurement and evaluation system) including the BSC (balanced scorecard) of Kaplan and Norton (1992, 1996). For this attempt, this study is composed of four analyses : First, this study develops a structural model for evaluating and diagnosing corporate ‘comprehensive’ competitiveness including quality competitiveness, derive CCI (comprehensive competitiveness index) and QCI (quality competitiveness index) ; Second, this study analyzes the determinants of quality competitiveness, the impacts of quality competitiveness, on product design and product reliability, and the impacts of product design and product reliability on quality competitiveness in the comprehensive competitiveness evaluation model of this study. Third, this study empirically identifies the positioning of product design in the quality competitiveness evaluation model of this study and the functional relationship between product design and other functions : product development, manufacturing, marketing, and marketing, and sales in the same comprehensive competitiveness evaluation model, estimate the determinants of product design and its impacts, thereby providing some empirical findings for the foundation of design management theory, and Fourth, this study identifies the positioning of product reliability in the same quality competitiveness evaluation model, estimate the reliability function and the functional relationship between product reliability and other dimensions of product quality, and tests the hypotheses on the causality of product reliability.
Continuous quality improvement through process refinement is a must for survival of all industries in the contemporary market place. This is true for both manufacturing and service sectors. While manufacturing has spearheaded quality efforts, the service sector has lagged behind primarily because of inherent difficulties. Customer satisfaction is perhaps the most important performance measure for service quality. There are a number of quality dimensions in service quality, such as reliability, responsiveness, assurance, empathy, and tangibles. An issue of concern is ‘how can one have a unified measure of service quality across all the dimensions?' The intent of this paper is to determine if the Analytical Hierarchy Process (AHP) method could be used to derive a single quality index. AHP is a quantitative technique that structures a multi-attribute, multi-person and multi-period problem hierarchically so that solutions are facilitated. This paper presents the development of an AHP model and the derivation of a Quality Index through it. The model is used in a hypothetical case and a quality index was developed. The advantages of using such a technique are discussed.
