A Study on the Maintenance of the Library of Unified Germany and Its Information Service System (통일독일의 도서관 및 정보서비스체계 정비에 관한 연구)

  • The purpose of this paper is to review concerns and activities related to the library of Germany as well as to look over recent trends referred to the maintenance of the library and its information service system since the unification of Germany in 1990. In fact, since the unification, many libraries in old East Germany have been closed with some precious books being lost. Also since most of libraries are short of funds and proper materials, it is real situation that they can not actively respond to the demand of information by library users who want to adapt themselves to changes, while only urgently requesting some support from old West Germany. In the meantime, the new government and libraries of Germany are giving a great effort to building an efficient document delivery system through financial support for the expansion of books and the purchase of urgently necessary library equipments in the poor libraries of old East Germany and support for the course to re-educate the in-service or unemployeed librarians, and also systematic organization between similar libraries, integration of national bibliographies, and maintenance of the interlibrary loan system. The nationwide interlibrary loan system, an expanded form of the system of old West Germany, allows the delivery of document to be easily performed, centered on both central cataloues for East Germany and West. However, in order to build an efficient information service system which covers whole Germany, it seems there needs more time required.

Work and Family Characteristics of Family Business in Germany -based on the interview with female business manager in the family businesses- (독일의 가족기업 실태 및 특성 분석 -가족기업종사 기혼여성과의 면접조사를 중심으로-)

  • The purpose of this study is twofold: to document the current research trends, significance, and actual situation of family business in Germany, and to describe the characteristics of family business work, workers, and interactions influencing work and family functioning in Germany. For this purpose, this study reviewed the sate of family business in Germany through out theoretical approach and secondary national data. In addition, this study collected in 1998 data through face-to-face interviews with female family business managers in Germany. Results of the present study indicate that family business plays a very important role in the economy of Germany. More than 85% of all companies are family businesses, which produce over 60% of GDP in Germany. The notable characteristics of family business households were the high proportion of home owners, high education level of the family business manager, high involvement of family members in family business. Also the high work sati faction among the family members who worked in family business, the effect of family business work on family life, and effect of the family on business success were extremely positive.

  • A refuse incineration plant is a complex process, whose multi-variable control problems can not be solved conventionally by deriving an exact mathematical model of the process. The usage of advanced fuzzy technologies within the suitable development methodology is demonstrated by a controller implemented for the refuse incineration plant in Hamburg-Stapelfeld, Germany.

Overseas Expansion Support to Small and Medium Enterprises: The Case of Japan and Germany (중소기업 해외진출지원에 관한 연구: 일본과 독일의 지원정책사례를 중심으로)

  • Purpose - This research analyzes overseas expansion support systems for small- and medium-sized enterprises in Germany and Japan. Germany and Japan have developed overseas expansion support policies for such enterprises. The study then explores the implications for Korea and its local governments. Research design, data, and methodology - We did a comparative analysis of Japan and Germany and their support for overseas expansion of small and medium companies. Data were mainly collected from the Ministry of Economy, Trade and Industry (Japan) and the Germany Trade and Invest (Germany) agency through statistics and literature surveys, and analysis studies. Results - First, human resources cultivation and funding support policies, which both Germany and Japan use as part of small- and medium-sized enterprise policies, should be modified to Korean circumstances and to reflect its own small- and medium-sized enterprise support needs. Second, both the German policies that support overseas expansion of small- and medium-sized enterprises and those of Japan's include the philosophy and methods that put an emphasis on these enterprises, despite the fact that there are big differences in the overseas policies in these two countries. Third, German and Japanese governments are embracing the idea that small- and medium-sized enterprises are key to their national economies and implementing policies based on the ratio occupied by these enterprises in the domestic consumption or GDP. In other words, Germany and Japan consider small- and medium-sized enterprises as central to their nation's industry, and assess them as economic industry that should definitely exist for the continued survival of big businesses, and not just as merely supplemental to big business. Fourth, whereas Germany emphasizes support to product exhibition in its overseas expansion support policies, Japan is providing integrated support containing foreign direct investment to small- and medium-sized enterprises. Fifth, there are differences in the overseas expansion support in Germany and Japan in terms of their support to big business. Whereas Germany considers support to big business unnecessary, Japan is implementing active support policies to areas corresponding to big business. Korea will have to benchmark the policies of Germany and Japan, and decide whether or not to give full support to small- and medium-sized enterprises, while excluding areas supporting big business. Conclusions - Based on this analysis of German and Japanese overseas expansion support policies, we need to choose the policies that will engender a solid outcome and derive modified policies for the circumstances of Korea. Additionally, we can use the comparison of the overseas support policies of Japan and Germany to choose small- and medium-sized enterprise overseas expansion support policies for Korea. However, we cannot provide specific overseas support policies by industry. This point will be referenced as a limitation of this study. In future research, we expect that some researchers will take an empirical approach to exploring Korean overseas expansion support through collecting cases of overseas support policies and interviewing policy authorities.

  • The rapidly aging trend of Korea is a major factor that threatens the sustainability of the long-term care insurance system. Therefore, looking at how Japan and Germany mitigated the financial burden when they managed similar long-term care insurance systems will provide important implications for improving the Korean system in the future. The study was conducted using the literature review method, and the "country" was set as a unit for the case analysis. The three countries selected are Korea, Japan, and Germany. Recently in Korea, the insurance premium rates of all subjects have been rapidly rising, which can exacerbate the issue of intergenerational equity. On the other hand, Japan has responded to the aggravating finances for long-term care insurance due to aging by raising coinsurance for selected groups like the wealthy elderly. Germany is selectively raising the insurance premium rates by additionally increasing the premium rate for childless recipients. A more preventive and quality-oriented care service plan can be promoted by referring to the recent changes in Japan and Germany. In addition, a more effective and selective increase in payment burden in Japan and Germany could be considered in response to a recent equity issue in Korea.

A Study on the Establishment of the East German Public Libraries after Unification during 15 Years (통독 후 15년간 동독 공공도서관의 정착에 관한 연구)

  • This study focuses on how public libraries in East Germany adjusted themselves into new environments after the unification during 15 years(1990~2005). First, system and operation of East Germany's public libraries are studied and public libraries in West and East Germany are compared before the unification. After public libraries in East Germany became unified with West Germany, the structure of East Germany's public libraries changed, many of public libraries and labor libraries were closed and collection in those libraries was discarded or replaced. Thus, it is studied how libraries enhanced their capabilities and discovered their roles or identities in changing situations in this research.

  • Analysis of the case of the German school acceptance plan was to help complement the limitations of the nation's student accommodation plan will be judged. Therefore, the present study in order to determine what the content covered in the plan of the German student acceptance of Potsdam, Germany, which contains information from the Potsdam school development plan (Schulentwicklungsplan) were analyzed. A scheme suggested in this study was based on the analysis of survey to elementary school in Potsdam and actually surveyed data on educational environment, the result can be summed up as follows; Korea's plan to accommodate students and school development plan (Schulentwicklungsplan) is called, as shown in the case of this study in Potsdam(Germany) student acceptance of the educational environment plans, as well as accommodate students like us, school facility planning and school facilities dealing with the financial investment plan. In addition, the plan as a long-term plan that will ensure the predictability of long-term school facilities to finance investment plans. This study, there are limits to Potsdam, Germany, to analyze the characteristics of Germany's student accommodation plan to represent the characteristics of the students of other cities in Germany and an acceptance plan.

  • In this study, I investigate the critical evaluation elements at the architectural competition of the Rowhousing held nationwide in Germany. These evaluation elements, which can be regarded as the important design evaluation criteria, are selected by the design competition committee. Generally, in Germany the design competition committee consist of professors and famous architects who have theoretical and practical abilities with their own office. I classify and analyze the critical evaluation elements of 95 committee members, working on the selected 9 prize-winners in Germany from 1998 to 2002. I conclude that the critical evaluation elements, ordered by frequency are ; $\circled1$ context, $\circled2$ landscape & outside space, $\circled3$ arrangement of building, $\circled4$ circulation, $\circled5$ organization of plan, $\circled6$ economic aspects, $\circled7$ orientation of building, $\circled8$ parking, $\circled9$organization of form, $\circled10$ natural light. These design evaluation criteria for the Rowhousing in Germany also can apply to the korean case.

  • Environmental Impact Assessment (EIA) serves to identify a project's possible effects on the environment early enough sufficiently allowing for them to be taken into account in the decision-making process. The EIA in Germany is an instrument of environmental Policy which considers nature as an integrated system (ecosystem). In the german process of developing environmental policy, the EIA has been one of the instruments which introduced by law rather late. This means that the German Law of EIA has been made in 1900, 20 years after the beginning of the environmental policy in Germany. In the following paper I intend to ${\cdot}$ explain the basic concept of the EIA in Germany ${\cdot}$ describe the process of law building for EIA ${\cdot}$ give a short overview of applications and experiences with EIA ${\cdot}$ show the links between EIA and general environmental policy in Germany.

  • As eco-friendly energy is in the spotlight, lots of countries are out to develop and disseminate renewable energy. However, Korea still remains in relative newcomer position for renewable energy. To overcome the present condition, it is necessary to carry out a study of establishment of renewable energy policy that is appropriate the present situation of Korea from examples of advanced countries. Among several renewable energies, wind energy is known to be the most reliable energy. Germany that has increased the share of wind energy in total energy supply is a representative leading country for wind energy. Therefore wind energy policy in Germany will be a role model for that in Korea. In this study, as a research of portfolio for wind energy policy of advanced countries, a wide survey for current status of wind energy and energy policy in Germany is carried out.
