Data Linkage Method Using LOD in the Healthcare Big Data Platform (보건의료 빅데이터 플랫폼에서 LOD를 활용한 데이터 연계 방안)

  • Linked Open Data (LOD) is rated as the best of any kind of data disclosure, and allows you to search related data by linking them in a standard format across the Internet. There is an increasing number of cases in which relevant data are constructed in the LOD form in the global environment, but in the domestic healthcare sector, the disclosure of data in the form of LOD is still at the beginning stage. In this paper, we introduce a case of LOD platform construction that provides services by linking domestic and international related data by LOD method, based on the data of Korean medical research paper data and health care big data linkage platform. Linking all data from each DB into an LOD requires a lot of time and effort, and is basically an infrastructure task that government or public institutions should be in charge of rather than the private sector. In this study, ten domestic and foreign LOD sites were linked with only a portion of each DB, enabling users to link data from various domestic and foreign organizations in a convenient manner.

  • COVID-19 pandemic brings attentions to the nonmilitary and transnational non-traditonal security threats, as the scales of such damage by these threats are beyond expectation. The Republic of Korea Army tries to forecast non-traditional security threat which may be occurred in Korean peninsula by using collective intelligence platform. In coming years, climate change, social changes and technology development caused by the 4th industrial revolution will diversify non-traditional security threat. Considering urbanization, internet distribution rate, and geopolitical location where atmosphere from continent and ocean meet, Korea would may face the most lethal ones compared to those of other countries may face. Therefore, to predict such threats in pangovernment scale using collective intelligence platforms which embrace civil, public, military, industry, academy and research center is the most important than anything.

  • Purpose - The purpose of this study to explore factors consumers prioritize when purchasing seafood online. The originality of the study lies on adopting AHP-based approach in analyzing prioritized purchasing factors of seafood online. Design/methodology/approach - A survey was conducted targeting Korean consumers who have purchased seafood online. AHP method was applied to rank factors consumers prioritize before making decision. Findings - First, product's factor ranked first among other high level factors including delivery service, seller, online platform. Second, sanitation, taste, country of origin ranked first, second, third respectively, within product's factors. Third, safe delivery, timeliness, information accuracy ranked first, second, third respectively, within delivery factors. Fourth, consumer reviews, consumer response ability, promotion ranked first, second, third within seller factors. Fifth, Personal information management system, credibility, user-friendliness ranked first, second, third, within online platform factors. Research implications or Originality - To activate seafood online market, it is crucial to assure consumers that the seafood is well managed in a sanitary way from the production site to table. Existing government programs such as seafood traceability system, HACCP, and cold-chain infrastructure needs improvement. Due to highly perishable characteristic of seafood, delivery factors matter when purchasing online. Online platforms needs to continue to improve delivery service. Seafood products are mostly not branded and without objective information about their properties. Creating quality classification and seafood brands are likely to help consumers chose seafood online.

Examining conducting Hanbok fashion shows in the metaverse (한복 패션쇼의 메타버스 구현을 위한 탐색적 연구)

  • This study conducted in-depth interviews with experts to implement Hanbok shows on metaverse, which can contribute to the succession and development of Hanbok design and to establish a platform that fits the reality of the Hanbok industry and consumers. In-depth interviews were conducted to collect opinions from experts, and the derived contents were divided and analyzed using an affinity diagram. Experts were positive about the use of the metaverse platform of the Hanbok show in terms of impact, accessibility, exposure, virtual fitting, issuance of NFTs, and promotion of Hanbok brands. As a result of verifying the validity of the four components of metaverse, experts highly evaluated the possibility of using Hanbok shows in the order of virtual reality, augmented reality, mirror world, and lifelogging. Visuality, influence, marketing efficiency in virtual reality, immersion in augmented reality, fantasy and artistic elements, expression, diversity, and abundant experiences were expected. The platform's requirements emphasized realistic implementation equipment and technology, collaboration between Hanbok designers and producers, in addition to government support. Results of this study showed that appropriate target was analyzed to be in the 10-30s, and the appropriate price range was found to be able to sell at a discount of 40-80% compared to offline. This study provides useful implications for the service development of metaverse content, which will also be actively used in the Hanbok field, and can be used as basic data for reviving the Korean Hanbok industry and strengthening international competitiveness.

An IoT based Green Home Architecture for Green Score Calculation towards Smart Sustainable Cities

  • In the recent modernized world, utilization of natural resources (renewable & non-renewable) is increasing drastically due to the sophisticated life style of the people. The over-consumption of non-renewable resources causes pollution which leads to global warming. Consequently, government agencies have been taking several initiatives to control the over-consumption of non-renewable natural resources and encourage the production of renewable energy resources. In this regard, we introduce an IoT powered integrated framework called as green home architecture (GHA) for green score calculation based on the usage of natural resources for household purpose. Green score is a credit point (i.e.,10 pts) of a family which can be calculated once in a month based on the utilization of energy, production of renewable energy and pollution caused. The green score can be improved by reducing the consumption of energy, generation of renewable energy and preventing the pollution. The main objective of GHA is to monitor the day-to-day usage of resources and calculate the green score using the proposed green score algorithm. This algorithm gives positive credits for economic consumption of resources and production of renewable energy and also it gives negative credits for pollution caused. Here, we recommend a green score based tax calculation system which gives tax exemption based on the green score value. This direct beneficiary model will appreciate and encourage the citizens to consume fewer natural resources and prevent pollution. Rather than simply giving subsidy, this proposed system allows monitoring the subsidy scheme periodically and encourages the proper working system with tax exemption rewards. Also, our GHA will be used to monitor all the household appliances, vehicles, wind mills, electricity meter, water re-treatment plant, pollution level to read the consumption/production in appropriate units by using the suitable sensors. These values will be stored in mass storage platform like cloud for the calculation of green score and also employed for billing purpose by the government agencies. This integrated platform can replace the manual billing and directly benefits the government.

  • Recently, the South Korean government actively opens the public data to encourage people to use it in private sector. It is based on 'Government 3.0' that is the paradigm for government operation. According to this trend, a data platform is required for establishing and commercializing business models that utilizing geospatial data. However, it is currently insufficient to establish the geospatial data system using the text-based public open data. This study constructs a geospatial data supply system using the public data for the purpose of providing and using the public data of spatial reference type efficiently. It improves the accessibility of user and the usability to the public data having location information. Besides, this study suggests that the components of the appliance system that connects the public data from different public institutions for different purposes with producing the geospatial data in the type of a finished product.

  • This paper aim to propose and suggest for government to reinvent and re-steering the policy on the 4th industrial revolution in Korea. To do it, this paper annalize the advanced country's policies and hard-data sets from many international research institutes. So this paper emphasized the concept and frame of socio-technical system approach by Geels. According to this approach, this paper can get a conclusion that Korea government has to focus on the roles to solve the big social dilemma with high-tech tools from the 4th industrial revolution. And this paper point out the necessary of increasing the diversity and multidisciplinary in 4th industrial revolution policy of Korean government. These findings of this paper recommend for Korea to redesigns the governance mechanism and legislation platform and to design the future readiness.

Report on cases of misleading advertisements in the Korean oral hygiene products market (국내 구강위생용품 시장의 일부 허위·과장광고 실태 보고)

  • The purpose of this study was to investigate the status of exaggerated advertisements in the Korean oral hygiene product market and to urge dental hygienists to play the role of experts. The exaggerated advertisements on the largest online shopping platform in Korea were investigated. Searches were performed with keywords related to oral hygiene, such as "bad breath" and "tartar", and product names of 1,000 products listed at the top were investigated to select the suspicious ones. The situation was found to be grave; for example, a mouthwash capable of preventing coronavirus disease, which lacks scientific evidence, and a self-tartar remover that did not guarantee safety or performance were being sold. Strict government supervision is required, and dental hygienists must be urged to play an active role as oral health experts.

A Study on Introduction of Greenhouse Gas Emission Trading Scheme in Korea (우리나라 온실가스 배출권거래제도의 도입에 관한 연구)

  • This study aims to introduce greenhouse gas emission trading in Korea as a highly cost-effective mechanism for controlling emissions. The Basic Act on Low-Carbon Green Growth will cover methods of emissions allocation, national inventory, and trading systems (i.e. emissions trading platforms, national registry,and clearing and settlement platforms). The Korean emission scheme will be based on the Korean Climate Change Act proposed by the National Assembly and Government with a cap-and-trade scheme. The national allowances will be allocated by the hybrid system. To establish the national inventory, TRADEMARKS (Telemetering System) and emissions factors are effective for greenhouse gas emissions measurement. It will likewise be effective for the national registry to be implemented via a Korean Integrated Registry, the emissions trading platform via the KRX (Korean Exchange), and the clearing and settlement platform via the KSD (Korean Securities Depository). In other words, the KRX will manage product development and marketing for Korean Carbon Financial Instruments (including commodities, futures, and options contracts) listed and admitted to trading on the KRX. All emissions trades will be standardized and cleared by the KSD.

  • Awareness of Korean VR/AR industry has been spread via the success of PokemonGo syndrome. In accordance with the increase in interest VR/AR ecosystem in the domestic VR/AR industry is to equip the global competitiveness of C-P-N-D aspect is essential. This paper analyzes the state VR/AR industrial ecosystem status in the C-P-N-D perspective and examines the government and the local governments of VR / AR content policy in supporting ecological point of view. Especially, the importance of the platform and IP has been noted based on VR/AR industry.
