A Study on the Globalization Strategy of Korean Spatial Information for Expansion into An Emerging Market -Focused on the Cases of Asian Developing Countries- (신흥시장 진출을 위한 한국 공간정보의 글로벌화 전략 연구 -아시아 개발도상국의 사례를 중심으로-)

  • Korean government has promoted the projects of National Geographic Information Systems since 1995 and the utilization level of Korean National Spatial Data Infrastructure based on them has also developed. However, due to the limit to domestic market size and the legal regulation on prohibition of large sized companies' expansion into domestic spatial information markets, Korean spatial information markets are tied up in term of industrial competitiveness. To overcome those problems and evade the domestic red oceans, it is necessary to find new one in overseas' blue ocean markets. It is estimated that overseas spatial information market will be grown to 125 billion-dollar size and the annual growth rate of it will be reached to 10.5% until 2015. Thus, Asian spatial information market has a huge growth potential and it is newly rising blue oceans for Korea. Advanced countries such as Finland, Germany, Sweden, and Japan have already expanded their market size into the newly industrializing countries. To step with advanced countries, it is time to set up the new globalization strategy of Korean spatial information for expansion into newly industrializing markets. The purpose of this study is to analyze the SWOT of domestic spatial information, investigate the status on spatial information of Asian developing countries, and suggest the globalization strategy of Korean spatial information for expansion into them. The globalization strategy can be labelled as K-FBI composed of 4 domains such as Knowledge sharing platform, Frontier, Back to the basic, and Internalization. In near future, the establishment and performance of road map based on the strategy will be the milestone for Korean spatial information companies' advance into Asian developing countries.

A Study on the Clustering Method of Row and Multiplex Housing in Seoul Using K-Means Clustering Algorithm and Hedonic Model (K-Means Clustering 알고리즘과 헤도닉 모형을 활용한 서울시 연립·다세대 군집분류 방법에 관한 연구)

  • Recent centrally the downtown area, the transaction between the row housing and multiplex housing is activated and platform services such as Zigbang and Dabang are growing. The row housing and multiplex housing is a blind spot for real estate information. Because there is a social problem, due to the change in market size and information asymmetry due to changes in demand. Also, the 5 or 25 districts used by the Seoul Metropolitan Government or the Korean Appraisal Board(hereafter, KAB) were established within the administrative boundaries and used in existing real estate studies. This is not a district classification for real estate researches because it is zoned urban planning. Based on the existing study, this study found that the city needs to reset the Seoul Metropolitan Government's spatial structure in estimating future housing prices. So, This study attempted to classify the area without spatial heterogeneity by the reflected the property price characteristics of row housing and Multiplex housing. In other words, There has been a problem that an inefficient side has arisen due to the simple division by the existing administrative district. Therefore, this study aims to cluster Seoul as a new area for more efficient real estate analysis. This study was applied to the hedonic model based on the real transactions price data of row housing and multiplex housing. And the K-Means Clustering algorithm was used to cluster the spatial structure of Seoul. In this study, data onto real transactions price of the Seoul Row housing and Multiplex Housing from January 2014 to December 2016, and the official land value of 2016 was used and it provided by Ministry of Land, Infrastructure and Transport(hereafter, MOLIT). Data preprocessing was followed by the following processing procedures: Removal of underground transaction, Price standardization per area, Removal of Real transaction case(above 5 and below -5). In this study, we analyzed data from 132,707 cases to 126,759 data through data preprocessing. The data analysis tool used the R program. After data preprocessing, data model was constructed. Priority, the K-means Clustering was performed. In addition, a regression analysis was conducted using Hedonic model and it was conducted a cosine similarity analysis. Based on the constructed data model, we clustered on the basis of the longitude and latitude of Seoul and conducted comparative analysis of existing area. The results of this study indicated that the goodness of fit of the model was above 75 % and the variables used for the Hedonic model were significant. In other words, 5 or 25 districts that is the area of the existing administrative area are divided into 16 districts. So, this study derived a clustering method of row housing and multiplex housing in Seoul using K-Means Clustering algorithm and hedonic model by the reflected the property price characteristics. Moreover, they presented academic and practical implications and presented the limitations of this study and the direction of future research. Academic implication has clustered by reflecting the property price characteristics in order to improve the problems of the areas used in the Seoul Metropolitan Government, KAB, and Existing Real Estate Research. Another academic implications are that apartments were the main study of existing real estate research, and has proposed a method of classifying area in Seoul using public information(i.e., real-data of MOLIT) of government 3.0. Practical implication is that it can be used as a basic data for real estate related research on row housing and multiplex housing. Another practical implications are that is expected the activation of row housing and multiplex housing research and, that is expected to increase the accuracy of the model of the actual transaction. The future research direction of this study involves conducting various analyses to overcome the limitations of the threshold and indicates the need for deeper research.

  • Geotourism is an essential sector of geopark, as it stimulates sustainable development, local socioeconomic development as well as educational effects, from which geo-scientific knowledge can be communicated between the local people and the public. It is also a rapidly growing paradigm of nature-based tourism and is attractive in terms of its year-round accessibility to the sites. Passing over a decade history, it is necessary to present how it can establish a platform for further development and improvement across the country. In this regard, this study is to demonstrate how to develop geotourism model that is effectively applicable to Korean environment based on the enhancement of geotourism. We apply the general geotourism organization model to Haegeumgang in Geojedo Island in this study. Although this area is well known for its small boat tours, privately-guided-tour on the boat is insufficient in terms of delivering geological and geographical information from the geotourism perspective. Therefore, in order to develop the desirable Korean geotourism model, boat tours at Haegeumgang have to be supported professionally by the local government through the geotourism department and the partnership with the stakeholders.

  • Cost information in the Korean construction industry is mainly controlled by the government agencies. However, there have been wild-spread speculations among participants on the adequacy of these unit prices and difference with the actual market condition. Korean public-led unit prices are developed using mainly a top-down approach by a few designated public institutions. Due to the rapid fluctuations in market prices and high-volume of information, it is impossible for a few public institutions to properly consider market conditions. However, there are almost none private cost reference while many are available in other countries to supplement the public cost references. Needs for private cost references have recognized, and this study can be seen as a pilot study to support them. This study attempts to identify the problem areas of Korean cost references and to provide guidance by benchmarking other countries. This study has confirmed the need of developing market-driven cost references by employing a bottom-up approach in which a large number of various construction participants are fostered to provide their own cost information and share with others. It is envisioned that this study provides foundations for further study on the development on-line construction market platform based on abundant and appropriate cost information.

A Study on Research Trends in the Smart Farm Field using Topic Modeling and Semantic Network Analysis (토픽모델링과 언어네트워크분석을 활용한 스마트팜 연구 동향 분석)

  • The study is to investigate research trends and knowledge structures in the Smart Farm field. To achieve the research purpose, keywords and the relationship among keywords were analyzed targeting 104 Korean academic journals related to the Smart Farm in KCI(Korea Citation Index), and topics were analyzed using the LDA Topic Modeling technique. As a result of the analysis, the main keywords in the Korean Smart Farm-related research field were 'environment', 'system', 'use', 'technology', 'cultivation', etc. The results of Degree, Betweenness, and Eigenvector Centrality were presented. There were 7 topics, such as 'Introduction analysis of Smart Farm', 'Eco-friendly Smart Farm and economic efficiency of Smart Farm', 'Smart Farm platform design', 'Smart Farm production optimization', 'Smart Farm ecosystem', 'Smart Farm system implementation', and 'Government policy for Smart Farm' in the results of Topic Modeling. This study will be expected to serve as basic data for policy development necessary to advance Korean Smart Farm research in the future by examining research trends related to Korean Smart Farm.

Analysis of Users' Inflow Route and Search Terms of the Korea National Archives' Web Site (국가기록원 웹사이트 유입경로와 이용자 검색어 분석)

  • As the users' information use environment changes to the Web, the archives are providing more services on the Web than before. This study analyzes the users' recent inflow route and the highly ranked 100 search terms of each month for 10 and half years in the Web site of National Archives of Korea, and suggests suitable information services. As a result of the analysis, it was found out that the inflow route could be divided into access from portal site, by country, from related institutions, and via mobile platform. As a result of analyzing the search terms of users for the last 10 and half years, the most frequently searched term turned out to be 'Land Survey Register', which was also the search term that was searched for with steady interests for 10 and half years. Also, other government documents or official gazettes were of great interests to users. As results of identifying the most frequently searched and steadily searched terms, we were able to categorize the search terms largely in terms of land, Japanese colonial period, the Korean war and relationship of North Korea and South Korea, and records management and use. Based on the results of the analysis, we suggested strengthening connection of the National Archives Web site with portal sites and mobile, and upgrading and improving search services of the National Archives. This study confirmed that the analysis of Web log and user search terms would yield meaningful results that could enhance the user services in archives.

Liberalization of Telemedicine in Germany (독일 원격의료 합법화와 법개정 논의)

  • Until recently the German and the South Korean medical associations reacted cautiously to the introduction of telemedicine between doctor and patient which is exclusively on the platform conducted. But the General Assembly of German Physicians voted to lift the ban on remote treatment with the amendment to Section 7 (4) MBO-Ä(Medical Association's Professional Code of Conduct) in 2018 and the situation has been fundamentally changed in Germany. From then until now 16 of 17 rural medical associations have changed their professional code to allow telemedicine. In addition the legislature started to prepare the basis for the introduction of the electronic health card (eGK) and the telematics infrastructure. So far, various laws such as Medicinal Products Act, Drug Advertisement Act and Social Code have been changed to support legalization of telemedicine and digitalization of health care. Unlike in Germany, the social circumstances such as excessive centralization of the big hospitals in Seoul and the resulting concern of small medical practices for profitability are the main obstacles to the introduction of telemedicine. However the German approach how to legalise the telemedicine and to prepare for legal and technical infrastructure is also interesting in South Korea. The discussions for and against the changes in the law and the telematics infrastructure attempted by the German government for several years indicate that not only lifting the ban on remote treatment, but also harmonization of all the related legal system could guarantee successful implementation of telemedicine.

Detecting Weak Signals for Carbon Neutrality Technology using Text Mining of Web News (탄소중립 기술의 미래신호 탐색연구: 국내 뉴스 기사 텍스트데이터를 중심으로)

  • Carbon neutrality is the concept of reducing greenhouse gases emitted by human activities and making actual emissions zero through removal of remaining gases. It is also called "Net-Zero" and "carbon zero". Korea has declared a "2050 Carbon Neutrality policy" to cope with the climate change crisis. Various carbon reduction legislative processes are underway. Since carbon neutrality requires changes in industrial technology, it is important to prepare a system for carbon zero. This paper aims to understand the status and trends of global carbon neutrality technology. Therefore, ROK's web platform "www.naver.com." was selected as the data collection scope. Korean online articles related to carbon neutrality were collected. Carbon neutrality technology trends were analyzed by future signal methodology and Word2Vec algorithm which is a neural network deep learning technology. As a result, technology advancement in the steel and petrochemical sectors, which are carbon over-release industries, was required. Investment feasibility in the electric vehicle sector and technology advancement were on the rise. It seems that the government's support for carbon neutrality and the creation of global technology infrastructure should be supported. In addition, it is urgent to cultivate human resources, and possible to confirm the need to prepare support policies for carbon neutrality.

The Historic Value of Photographic Records in the News and Culture Magazine 'Sasanggye' (시사교양잡지 『사상계』의 사진기록물과 기록학적 가치)

  • The monthly news and culture magazine, 'Sasanggye,' established by Jang Jun-ha from 1953 to 1970, served as a platform for government criticism and intellectual representation. The magazine created photographic-essays covering a variety of topics and utilized images as a visually impactful tool with news value. This paper aims to critically examine the photographic-essays within 'Sasanggye' as archival records, shedding light on their intrinsic value. Before delving into this assessment, the paper thoroughly explores the developmental process and characteristics of these photographic-essays. And based on the content divisions within the main text, the paper categorized the themes captured in the photographic essays into politics, economics, society, culture, and miscellaneous topics. It then introduced representative photographicessays. From an archival perspective, looking at photographs involves elucidating that photographs carry meanings beyond mere data. The photographic essays in 'Sasanggye' serve as photographic records providing evidence of 1960s Korean society and encapsulating crucial visual information. Furthermore, the photographic essays in 'Sasanggye' hold a historical significance in the aspect of Korean magazine documentary photography. The photo-essays in 'Sasanggye' carry worth in the history of photography and encompass evidential and informational values as photographic records.

Living Lab as Transition Arena: Case Analysis and Implication (시스템 전환 실험의 장으로서 리빙랩: 사례분석과 시사점)

  • Current Korean innovation system is facing a new turning point while the growth-oriented and S&T provide-oriented development strategy. Accordingly, there are needs for not only system transition in various area, such as sustainable energy, agriculture, and rural area but also STI policy paradigm shift to create a new innovative pathway. Living lab is being discussed in European country as a new innovative model based on user participation and as a niche experiments for sustainable system transition. This study attempts to analyze the living lab cases which are for the purpose of energy transition, agriculture rural areas system transition, and STI policy paradigm shift. Based on this analysis, the implications were derived in Korea. European Suslab project, C@R project, and Taiwan living lab, promoted diverse transitional experiments successfully by collecting users' background and experiences from pre-planning stage and by maintaining the user-driven innovative actions within the whole development process. This result provides various suggestions to current Korean situation that central government and local governments are considering the introduction of living lab. Living lab can also be utilized as a strategic niche experiments for socio-technical system transition in region or country, as a mean of policy integration, and as a new regional innovation model. In addition, it can be an important platform to realize the policy integration reflecting the user and demand-side which are highlighted in recent innovative policy paradigm.
