Geographic information system (GIS) based renewable energy resource map including potential analysis can play a crucial role not only to develop the national plan for renewable energy deployment but also to make strategic investment decision in the private sector. Korea Institute of Energy Research (KIER) has been developing domestic maps about several resources such as solar, wind, hydro, biomass, and geothermal, as well as conducting research on methodologies for potential analysis. Furthermore, the institute is trying to transfer related technologies and know-how to foreign countries, recently. In this context, the main purpose of this study is to introduce the business model of renewable energy resource map. From the value chain analysis, we focus on the government-side market in foreign countries, such as the development of the national level renewable energy resource map and the support of the national renewable energy plan. For about 180 countries, we segment the customers according to the consideration of economic capacity, renewable energy resource capacity, existence of renewable resource map, current portion of renewable energy facility capacity, and renewable energy policies, and we conclude that the target customers are non-Organization for Economic Co-operation and Development (non-OECD) countries or some OECD countries, their per capita GDP are under the average among OECD countries, that do not have renewable resource map yet. We segment the target customers into four groups, and suggest different strategies for market positioning and financing strategy based on Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. This study can help to develop the business strategy about the development of renewable energy resource map in foreign countries.
As the generation of renewable energy increases rapidly, the stability of the grid due to its intermittency becomes a problem. The most appropriate way to solve this problem is to combine and operate the renewable generators with the ESS(Energy Storage System). However, since the revenues of operating the ESS are less than the investment cost, many countries are implementing various incentive policies for encouraging investment of the ESS. In this paper we estimated optimal capacity of the ESS to maximize profits of renewable energy generation businesses under the incentive policy of Korea and analyzed the impact of the incentive policy on the future electric power system of Jeju island. The simulation results show that the incentive policy has significantly improved the profitability of the renewable energy businesses generation business. But the volatility of the net demand has increased as the energy stored in the ESS is discharged intensively at the time of the incentive application.
본 논문은 한국인의 에너지 절약의식이 TV 등 에너지관련 방송매체의 매개효과를 통해 에너지 절약행동에 미치는 영향을 분석하였다. 각 변수에 대한 구조화된 설문조사를 기반으로 Hayes(2013)의 PROCESS Macro를 이용한 회귀분석을 실시하였다. 분석의 결과 에너지 절약의식이 높은 사람일수록 에너지 절약행동을 많이 하고 있으며, 특히 에너지관련 방송미디어에 노출될수록 에너지 절약행동을 활발하게 하는 것으로 나타났다. 방송매체별 효과를 분석한 결과 에너지 공익광고 및 캠페인을 통한 효과가 15.3%로 가장 컸으며, 다음으로 에너지 뉴스를 통한 효과가 12.1%로 분석되었다. 이에 비해 에너지 다큐멘터리는 에너지 절약행동에 영향을 미치지 못한 것으로 나타났다. 이에 따라 에너지 절약행동을 활성화하기 위해서는 에너지관련 방송의 빈도를 높이면서, 에너지 절약행동을 유도할 수 있는 에너지 다큐멘터리를 강화하는 방송정책의 수립이 필요하다. 또한 향후 에너지 절약행동에 의한 실제 절약정도를 나타내는 전력사용 영수증이나 유류비 사용액 등 실증자료를 통해 분석의 신뢰도를 높이는 노력이 필요하다.
녹색성장정책은 환경(Green)과 성장(Growth)의 양립구조에서 벗어나 환경 그 자체를 새로운 성장동력으로 인식하고 환경과 성장의 선순환구조로 경제성장 패러다임을 전환시키는 것이다. 그러나 녹색성장정책은 국가에 따라 다소 상이하게 추진되므로 이러한 정책들을 살펴보고, 실제 일반인과 기업에서 이것을 어떻게 수용하는지 실증분석을 통하여, 우리나라 녹색성장전략을 제시하는데 그 목적이 있다. 실증분석 결과, 나타난 주요 시사점을 요약하면 다음과 같다. 첫째, 녹색성장정책은 단순한 환경문제를 해결하기 위한 정책이 아닌 범국가적인 전략 추진이 필요하다. 둘째, 녹색성장정책의 핵심부문으로서 에너지정책을 규정하고 단기적으로 성과가 가능한 에너지 사용의 효율화를 적극 추진하여야 한다. 셋째, 녹색성장정책에 IT활용을 적극적으로 추진하여 보다 장기적인 성과에 초점을 둔 전략 개발이 필요하다. 넷째, 우리나라의 실행계획의 수립은 녹색성장정책 추진에 따른 효율성과 직접적인 관련이 있으므로 매우 신중한 접근이 요구된다. 다섯째, 녹색성장정책을 사회변혁정책으로 다루어 범국민적인 여론 형성을 마련하여야 한다.
The purpose of this study is to review the U.S. renewable energy policies implemented by the federal government and the state governments to investigate potential barriers of renewable energy expansion and to develop policy implications for the successful renewable energy policy making in Korea. Recently, the restructuring in the energy supply chain has been being a new trend in many countries that shows a transition from traditional fossil fuels to sustainable renewable energy sources. The United States has enforced effective renewable energy policies (i.e., regulatory policies, financial incentives), which have led to the exploding growth of renewable energy facilities and productions over the last ten years. For example, many state governments in the U.S. are implementing Renewable Portfolio Standard (RPS) policies that require increased energy supply from renewable energy sources (i.e., solar, wind and geothermal). These RPS policies are expected to account for at least 10-50 percent of total electricity production in the next fifteen years. As part of results, in the recent three years, renewable energy in the U.S provided over 50 percent of total new power generation constructions. On the other hand, Korea initiated to develop climate change policies in 2008 for the Green Growth Policy that set up a target reduction of national Greenhouse Gas (GHG) emissions up to 37 percent by 2025. However, statistical data for accumulated renewable energy capacity refer that Korea is still in its early stage that contribute to only 7 percent of the total electricity production capacity and of which hydroelectric power occupied most of the production. Thus, new administration in Korea announced a new renewable energy policy (Renewable Energy 3020 Plan) in 2017 that will require over 95 percent of the total new generations as renewable energy facilities to achieve up to 20 percent of the total electricity production from renewable energy sources by 2030. However, to date, there have not been enough studies to figure out the barriers of the current policy environment and to develop implications about renewable energy policies to support the government plan in Korea. Therefore, this study reviewed the U.S. renewable energy policies compared with Korean policies that could show model cases to introduce related policies and to develop improved incentives to rapidly spread out renewable energy facilities in Korea.
Recently, LVDC(Low Voltage Direct Current) has been came into the newly spotlight with HVDC(High Voltage Direct Current) and as increasing digital load, DC power supply and high quality of demand is also getting extended. In accordance with the report of EPRI(Electric Power Research Institute), they expect digital load will grow to 50% of whole load in 2020. Subsequently, the use of DC equipment will grow dramatically. Therefore, the careful adoption of LVDC standardization policy is urgently required for the safety of people, prevention of confusion and occupancy of the market.
This study investigated the reference case in the UK where legality and sustainability were systematically established for forest biomass represented by wood pellets. The UK is the country that best utilizes the trade value of wood pellets based on sustainability, with bioenergy accounting for 31% of total renewable energy production. The UK imported wood pellet, estimated 8,697 thousand tons in 2019. The UK government has continuously improved the renewable generation policy system to ensure the sustainability of wood pellets. The weighted average greenhouse gas emissions of a UK biomass power plant that received a Renewable Obligation Certificate (ROC) in 2018-19 was 26.71 gCO2e/MJ. These power plants are expected to meet the upper limit of 72.2 gCO2e/MJ by 2025. To issue an ROC, the biomass power plant must demonstrate that 70% of its total biofuel usage is sustainable. The UK uses the Sustainable Biomass Program (SBP) certification system, which is gradually expanding to other European countries, to prove the sustainability of biomass energy fuels. Global wood pellet production with SBP certification in 2019 was 10.5 Mt. This trend has significant implications for introducing additional sustainability into the wood pellet policy of South Korea.
본 논문은 한국의 원자력발전소 가동에 따른 온실가스 저감 기여도와 국민경제적 효과를 평가하였다. 한국의 2009년 원자력 발전량과 국가에너지기본계획에 의거한 추정 발전량에 온실가스 배출계수를 적용한 결과, 원자력발전이 온실가스 배출량의 저감과 전기요금의 인상억제, 화석연료의 수입대체 등에 긍정적으로 기여하고 있는 것으로 분석되었다. 향후 국가에너지의 안정적 경제적 조달과 기후변화에 대응하기 위하여 원자력발전의 비중이 확대될 필요가 있는 것으로 보인다.
파리 기후변화협약에 따라 온실가스 감축의 대안으로 도시가스가 각광받고 있다. 본 논문은 한국과 일본 도시가스산업의 경제적 파급효과를 한국은행의 산업연관표(2013)와 일본 경제산업성의 산업연관표(2011)를 활용하여 비교분석하였다. 분석의 결과, 생산유발효과, 부가가치유발효과, 취업유발효과 등은 모두 한국이 일본보다 크게 나타났다. 그러나 공급지장효과와 물가파급효과 역시 한국이 일본보다 크게 나타나는 것으로 분석되었다. 이에 따라 한국의 도시가스산업을 활성화하기 위해 생산유발, 부가가치유발 및 취업유발효과 등을 확대하고, 공급지장과 물가파급효과 등을 예측하여 국민경제를 안정화할 수 있는 정책이 함께 마련되어야 할 것으로 판단된다.
