A Study on the Diagnosis and Improvement of Present Superintendent Election and Education Standing Committee System (현행 교육감 선거 및 교육상임위원회제도 진단 및 개선연구)

  • This study is to diagnose the present superintendent election and education standing committee system for improvement based upon Constitutional values of local education system. The findings are the followings. To improve the election system of superintendent it is recommended to maintain present election system rather than change it drastically since the present system ensure relatively more autonomy, expertise, and political neutrality of local education system. However, the qualification such as years of educational experiences of superintendent candidates need to be restored. Regarding education standing committee it suggest that all or at least 2/3 members need to be educational representatives rather than general representatives. For superintendent as well as education standing committee election, it needs to elaborate the vote ballet such as change of candidates name order by voting place to reduce its effects to election results. It also needs to strengthen public management of election such as expenses and TV forums among candidates.

Election Promises on Library Fields of the Candidates and Implementation of Their Promises of the Elected Heads of Daegu Metropolitan City in the 5th Local Election (대구지역 자치단체장 후보자와 당선자의 도서관 공약 제시 및 이행 분석 - 2010년 제5회 전국동시지방선거를 중심으로 -)

  • This study explored election promises on library fields by the candidates for the mayor, the educational superintendent and the chiefs of districts of Daegu Metropolitan City and implementation of their election promises by the elected heads of Daegu Metropolitan City in the 5th local election of Korea. To do this, election promises of 36 candidates were analyzed by investigating the official gazettes for elections deposited in National Election Commission of Korea. Also, the implementation of their promises of 11 elected heads was analyzed by searching through the official websites, news databases and internet. As a result, election promises and implementation by the candidates for the mayor and the educational superintendent were mostly insufficient both in quality and in quantity. 54% of all candidates for the chiefs of districts presented election promises that were mostly related with construction of public libraries and installation of small libraries. Some elected chiefs actively implemented their promises, while the other elected chiefs did not fulfill their promises.

  • On May 9th 2017, the 19th presidential election was held. This election was historically significant because of the impeachment of the former president. This election was held in a relatively short period of time, unlike the normal presidential elections. Therefore, there was not enough time to deliberate pledges for candidates and review pledges for the people. South Korea has suffered from many healthcare problems associated with low-birth rate, population aging, and low economic growth rate. In this paper, we compared the '10 main pledge' of the major five candidates of the 19th presidential election and discussed focusing on the healthcare issue. As a result of comparing the 10 main pledge of the major candidates, it was difficult to find healthcare parts whereas there were lots of welfare parts existed. We need enough time to review and discuss pledges in the next election.

  • To date, the theoretical discussions on ‘Election Broadcasting Deliberation Systems’ have been made, but few researches have been made on the empirical cases of such broadcasting provisions. Therefore, this research thesis is to gather and analyze cases of the Election Broadcasting Deliberation, and then find out problems from the operation of the real Election Broadcasting Deliberation, and furthermore, seek a way to improve the provisions of Election Broadcasting Deliberation. Also, this thesis is to analyze the real cases of items of ‘Fairness’, as the key ones of Election Broadcasting Deliberation. This research thesis took up as a major agendum, the necessity of overhauling provisions of Election Broadcasting Deliberation/the problems that provisions and restrictions are inconsistent/the outstanding issue of the violated fairness rules. In this regard, this thesis maintained the importance of reconsidering fairness rules of news.

The History and Meaning of The Election Polls in Korea (선거여론조사의 역사와 의의)

  • Korean election polls has a history of fifteen years, which may seem too short while those of advanced countries such as the U.S and the UK has a history of one hundred fifty years. However, with various and creative attempts, some of the Korean research companies have developed election polls methods and theories which can be applied to Korean society. They also elevated accuracy of the election forecasts. In spite of short history the rational and scientific polls and forecasts done by some of the research companies including Gallup Korea are commented that they have improved the quality of Korean election culture. In the article, we will look into the process of the election polls which have been done seven times for 15 years, and then deal with the meaning of the election polls.

  • Since the results of the election forecasting survey that was executed jointly by T.V. stations and survey research companies in the 16th Korea General Election(April 13, 2000) had many errors, the reliability of the election forecasting survey was greatly damaged. Therefore, in order to recover the reliability and to increase the accuracy of the election forecasting survey I the future, we figure out the sources of the survey\\`s errors and suggest methods of reducing them through deeply analyzing the forecasting data from many angles. In addition, we discuss some problems and an improvable direction on exit poll executed for the first time.

  • The victory of Barack Obama in the presidential reelection, in which he got closer to voters by scientific election strategy based on data, is making a new paradigm of this scientific election mechanism. But it is within bounds to say that Korean election has developed based on emotional confrontation, rather than on the confrontation of policy or personal qualification. This study suggests a Big data-based election campaign strategy in an effort to reduce the harmful consequences of Korean election and to settle down a desirable campaign culture. To do so, this study examines the actual status and problems of Korean politics and election campaign. And then it designs a Korean election strategy model using Big data as an alternative to break through the problems. Last, it discusses the plan to utilize Big data.

Election Regionalism in the 18th Korean General Election : focusing on election campaign course and Voter's Choice (18대 총선에서 나타난 선거지역주의 -선거운동 과정과 유권자의 선택을 중심으로-)

  • The study was carried out to analyze election regionalism and to find out the spatial pattern of party support drawn in the 18th general election. Strongly biased pattern found to be caused by party strategies and voting behaviour preferring for the local party. Each party employed the strategies such as tactical and nepotic nomination, regional development pledges, and local instigation of regionalism. In consciousness survey done by the National Election Commission, primarily people tend to choose the representative by his(her) party and secondly, they consider their carrier and occupation. They vote for the same party in the local district and proportional representation. While election regionalism strongly found in voting behaviour of each party's main strongholds based on spatial pattern of major party support, voters of Seoul and Chungbuk tend to vote for their interests due to regional development pledges such as 'Newtown' Development and 'Multifunctional Administrative City' construction.

Dynamics in Election News Making: An Exploratory Study (선거보도의 역동성에 대한 탐색적 연구)

  • This study examines dynamics in election news making. It is important to understand when and how news media produce election news in order to grasp news making and voting behavior. The news media sometimes make election news by focusing on issues and policies. Often they frame elections as a game and focus on election strategies while covering elections. This article argues that as time goes by during the election period, the number of policy news tends to decrease while the frequency of strategic news is likely to increase. Also, TV's and newspapers show distinctive patterns of election news making. In order to examine the arguments, this study categorizes election news stories into policy and strategic news stories produced during the 2020 Korean congressional elections and constructs daily time-series data of them. The results of structural break and regression analyses partially support the arguments.

Fuzzy Logic Approach to Zone-Based Stable Cluster Head Election Protocol-Enhanced for Wireless Sensor Networks

  • Energy is a scarce resource in wireless sensor networks (WSNs). A variety of clustering protocols for WSNs, such as the zone-based stable election protocol-enhanced (ZSEP-E), have been developed for energy optimization. The ZSEP-E is a heterogeneous zone-based clustering protocol that focuses on unbalanced energy consumption with parallel formation of clusters in zones and election of cluster heads (CHs). Most ZSEP-E research has assumed probabilistic election of CHs in the zones by considering the maximum residual energy of nodes. However, studies of the diverse CH election parameters are lacking. We investigated the performance of the ZSEP-E in such scenarios using a fuzzy logic approach based on three descriptors, i.e., energy, density, and the distance from the node to the base station. We proposed an efficient ZSEP-E scheme to adapt and elect CHs in zones using fuzzy variables and evaluated its performance for different energy levels in the zones.
