A Study on the Agricultural Research and Extension Systems in the USA, Japan, & the Netherlands (미국, 일본, 네덜란드의 농업연구와 지도체계 고찰)

  • The objectives of this study were to review on the characteristics of the Agricultural Research-Extension Systems in the USA, Japan, and the Netherlands, and to draw up its implications on Korean agricultural extension system. This study was conducted by literature reviews. Based on the reviews, the following implications and recommendations should be considered at national and local level for improvement of agricultural extension system in Korea; (1) a systemic approach on the linkages of agricultural research, extension, and farmer education, (2) strengthening on-farm utilization of newly developed agricultural technology so as to promote agricultural research and development, (3) strategic partnership with agricultural administration, (4) close networking with stake-holders, (5) setting up the flexible organizational structure for carry out agricultural extension programs, (6) integration of agricultural extension service domain, (7) introduce a IPM(integrated performance management) system, (8) establish a long-term super-vision and strategic management, (9) setting up the customer-centered extension system.

The Direction for Improvement of Agricultural Extension System Reorganization by Public Opinion (여론을 통해 본 농촌지도 체제 개편의 방향)

  • Agricultural extension has contributed enormously to agriculture and farmers, since Rural Development Administration(RDA) was founded in Korea. However, as the decentralization got started and world environment has changed, agriculture extension shrank by transferring the function of agricultural extension to local government. According to public opinion appeared on the bulletin boards of RDA web site, many people suggest that agricultural extension should be improved from the current system and services. Findings in the transfer of the extension system from national status to local government showed some advantages and disadvantages; 1) Agricultural extension services was decreased sharply by a large dropping in the number of extension educators. 2) The identity of agricultural extension services was disappearing. 3) The extension projects when matched with local features could be better implemented. 4) The lives of extension educators were better stabilized. Rural Development Administration intends to transfer the director of the local Agriculture Technology Center to the national status. This would return all current extension educators step by step to national positions. By doing so, agricultural extension scholars and farmers are welcoming this agenda. On the other hand, the extension educators themselves were divided by contradictory opinions Therefore, government should search for the better alternatives to establish more effective system with considerations of various aspects in activating the agricultural extension services.

  • It is nearing the establishment of KAC(Korean Agricultural Chamber) as an institution for intensive reflection of farmer's public opinions in agricultural administration. In this study, researchers examined the management of Agricultural Chambers in France and Japan, which have experienced the action of Agricultural Chamber in advance of Korea. And discussed the anticipated change in agricultural extension taking advantage of departure of KAC. Discourses and movements to establish KAC is putting pressure the existing agricultural extension system into innovation. Taking a side view that there were little contribution of agents belonging to the existing agricultural extension agencies, the problem of restructuring agricultural extension system has assumed very serious dimensions. Therefore, agents in agricultural extension agencies should lay their own view before the probable reorganization of agricultural extension system.

Current Status of Cooperative Agricultural Extension Services in Japan and Its Implication for Korean Extension System (일본의 농촌지도사업 현황과 우리에게 주는 시사점)

  • The objectives of this study were 1) to review the current status of cooperative extension services in Japan, and 2) to draw implications for improving Korean agricultural extension system. Faced with various problems since its localization of extension services in 1997, Korean agricultural extension needs to be improved and strengthened in order to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers. The results of the study revealed the major characteristics of agricultural extension services in Japan as follows; 1) Each agricultural extension centers were administratively and technically coordinated by the prefectural (provincial) government, 2) There were 11 public corporations with agricultural extension functions under the MAFF(Ministry of Agricultural Forestry and Fisheries) financed by government subsidies 3) Agricultural experiment stations at provincial level were responsible for developing agricultural innovations for farmers' adoption, 4) The functions and operation of the agricultural extension centers were independent from the local agricultural administration. Some of the implications drawn from the study were as follows; 1) In order to accomplish major objectives of agricultural extension services in Korea legal status of agricultural extension centers should be changed from city/county to provincial government, 2) It would be desirable to establish public corporations concerned with agricultural extension under the Rural Development Administration, 3) Provincial Rural Development Administration should be reinforced in terms of applied farming research and diffusion of new technology, 4) Agricultural extension centers should be independent from administrative function and be separated from administration at the city/county level.

  • This study examines the characteristics of agricultural extension in developed countries to provide the direction for the development of Korean agricultural extension system. The study, then, examines the validity for the localization of agricultural extension system. The study undertakes mil surveys of 314 persons in extension offices, administration offices, National Agricultural Cooperative Federation, agricultural school and colleges. The study justifies the localization of extension system in the long run but not in the short run. It finds the localization within next two years as suggested by central government is not appropriate and suggests the localization after the local government has settled down.

  • The purpose of this study uses agricultural knowledge system theory to explore how the extension system in South Korea was developed and have worked well. By agricultural knowledge system we emphasized the dynamic networks of actors, processes of negotiation, and the diverse ways in which knowledge is constructed and performed. It was possible that individuals may participate in and utilize multiple knowledge systems. The knowledge systems reflected the idea that the boundaries between knowledge groups were not closed and that there could be considerable overlap between knowledge systems. The constructions of agricultural knowledge systems thus included social interactions, communication, and the diverse processes individuals employ to create, use, and evaluate multiple types and sources of information. As such, there were six priorities to development agricultural extension system; the linkage between agricultural colleges, Rural Development Administration(RDA), branch of RDA, establishing the research institution of research and extension linkage. exchange research agent with extension agent, developing information technology system, bottom-up approach, the linkage between national project and regional within extension projects, enforcement of informal learning.

  • Agricultural extension services in Korea need to build new extension system to cope with the digital age and especially with shortage of extension educators which has been originated from the changing status from central to local government. The new trends including development of multi-media, wide-spreading of internet, and advent of internet broadcasting are offering the opportunities for new agricultural extension service. Utilization of agricultural internet broadcasting could be a new alternative for enhancing the efficiency of agricultural extension services. Agricultural internet broadcasting could support decision making of farmers by forwarding unique agricultural data which have been collected, compiled and processed by the Rural Development Administration. Farmers will be able to search useful agricultural data through agricultural internet broadcasting for more efficient farm management and marketing farm products. Agricultural internet broadcasting could utilize more prompt and abundant agricultural technology and management data compiled by the Rural Development Administration, and through this process, agricultural internet broadcasting could compensate the shortage of extension manpower. Through feedback process of agricultural internet broadcasting. farmers will be able to communicate more efficiently with extension educators to increase agricultural production and income. Agricultural Internet broadcasting could be an alternative to prevent farmers from being shunned in the information-based society.

The Characteristics and meanings of the Agricultural Extension Work during the Period of Japanese Rule (일제시대 농촌지도사업의 성격과 의의)

  • Objective of the study was to investigate characteristics and meanings of the agricultural extension work during the period of Japanese $rule(1906{\sim}1945)$ through historical review on the work. The agricultural extension work during the period of Japanese rule was categorized into six patterns such as agricultural extension work by (1) government agricultural administration system, (2) agricultural experiment/research institute, (3) public school, (4) through the movement of rural development(Nong-chon-Jinheung Undong), (5) pro-government private organization, and (6) pure private organization. In conclusion, the characteristics of the extension work were defined; 1) a tool and/or method for colonial rule, 2) non-democratic and top-down extension work by administration, 3) authoritative and coercive work initiated by governmental system, 4) nation wide work of cooperation with public and private organization, 5) extension work focused on production increasing food and industrial materials, and 6) extension work initiated by government system without participation of pure private organization. The meanings of the extension work were reviewed in two ways. Firstly, in macro point of view, the work has negative meaning that was utilized as a tool and/or method for Japanese colonial rule, since the extension work was implemented under the direction of agricultural policy and was also directly related to the policy of Japanese colonial government. Secondly, in micro point of view, the work has significant meaning either negative or positive such as 1) beginning of modernized extension work based on experiment and research, 2) introduction of forcible agricultural extension work, 3) inducement of distrust tendency to agricultural policy and agricultural extension work, 4) establishment of basis in hardware of agricultural extension work, 5) production of experience in software of agricultural extension work, and 6) improvement of recognition toward scientific farming and improvement of level in agricultural techniques.

Trends and Directions of Agricultural Extension Services under the Local Autonomy Period in Korea (지방자치시대의 농촌지도업무의 변화와 방향)

  • The purposes of the study were to identify the present status of the agricultural extension services in Korea and its surrounding environment, and to search the desirable ways of improvement under the serious restructuring period occurred by the nation-wide localization, globalization and development of information technology. Agricultural extension services have made great accomplishment in the education for rural people and agricultural technology diffusion, but agricultural extension service system no longer well fits in the changed environment. Agricultural extension services in Korea should restructure the system, function and methods in order to cope with the changing technology and rural society. The objectives of the extension services should be clear and simplified so that the extension workers can understand their role and duty more clearly. The local governments should encourage the extension workers to carry out their services diligently and with the pride. Also, the extension workers should change their mind to fit in the changing world and should improve their capability for their services.
