A Study on Detailed Nondisclosure Criteria for the National Assembly: Focused on National Assembly Information Disclosure Regulations (국회 비공개 대상 정보 세부 기준 연구: 「국회정보공개규정」을 중심으로)

  • This study aims to discuss the issues of the detailed criteria of information subject to nondisclosure of the current National Assembly Information Disclosure Regulations and provide alternative strategies for the issues. As a theoretical study, the relevant previous studies were analyzed, the history of the National Assembly Information Disclosure Regulations was summarized, and the legal and institutional concept of the detailed criteria was discussed. Subsequently, the detailed criteria were analyzed in three aspects, namely, composition, operation, and content. For this analysis, opinions were collected by conducting interviews with five experts related to information disclosure at the National Assembly. In conclusion, the study provides alternative strategies, including a comprehensive revision of the National Assembly Information Disclosure Regulations, the necessity of revising detailed criteria, and the formation of a temporary specialized organization for revising detailed criteria.

  • Assembly line has been recognized as an efficient production system in mass production. However, the recent production environment characterized as mass customization urges production managers to transform a long assembly line to a number of short assembly cells. To maximize the utilization of resources in an assembly cell, it is important to have the line balanced. This paper presents a bucket brigade-based assembly cell. Bucket brigade is a way of coordinating workers who progressively perform a set of assembly operations on a flow line. Each worker follows a simple rule: perform assembly operations on a product until the next worker downstream takes it over; then go back to the previous worker upstream to take over a new assembly job. In this way, the line balances itself. The bucket brigade assembly cell is analyzed and compared with traditional assembly lines and general assembly cells. The paper also discusses some prerequisite requirements and limitations when the bucket brigade assembly cells are employed.

  • In this paper, part features are classified and then its coding system is constructed by the considered characteristics of features in assemble process. Analyzing the characteristics of features, code values about part features are determined. Assembly process is divided into five functions such as transporting, handing, approaching, alignment and joining, and then the detail parameters of each functions such as determined. Code values about assembly process are determined according to detail parameters. The detail parameters are kinds of available working method and assembly tools when each assembly function is going on. By the coding system, available assembly process can be grasped and perceived for the part that it is difficult to assemble.

Process of the Legislation of the National Medical Services Law for Traditional Korean Medicine Practitioners in 1951 (1951년 국민의료법 한의사 제도 입법 과정)

  • Objectives: The aim of this study was to reflect upon the process of the legislation of the National Medical Services Law for traditional Korean medicine practitioners (TKM practitioners), especially at the Assembly plenary session of 1951. Methods: Various primary sources related to the legislation were examined, especially those in National Assembly Records and newspapers. Results: In 1950, the National Assembly wanted to establish the National Medical Services Law (國民醫療法) replacing the colonial medical services law (朝鮮醫療令), but it ended in failure. So in 1951, the National Assembly tried again. First, legislator Han Gukwon (韓國源), with 83 other legislators, introduced a bill for the new national health care system. The Society and Health (社會保健委員會) and the Legislation and Judiciary subcommittees (法制司法委員會) deliberated on this bill, and each proposed an amendment to the National Assembly. In the process of careful deliberation of these three proposals, the Ministry of Health and legislator Kim Ikgi (金翼基) each came up with a further amendment. Ultimately, Kim Ikgi's amendment was accepted by the National Assembly. According to his proposal, TKM practitioners were titled 'Hanuisa (漢醫師)', and the medical office name of TKM practitioners became 'Hanuiwon (漢醫院)'. Conclusions: The National Medical Services Law passed in 1951 was the beginning of the unique dual national medical license system of Korea. It recognized Western medicine and TKM practitioners equally under the national license system.

However, the legislature has a basic security system. so a lot of relative vulnerability. In this paper, study for security National Assembly and the National Assembly Secretariat, at Library of National Assembly on legislative National Assembly for information security and network configuration, network and external Internet networks is to divide the internal affairs. Network separation in accordance with the movement of materials to use secure USB memory, the user has the uncomfortable issues. Problem analysis and security vulnerabilities on the use of USB memory is study the problem. User efficiency and enhance security.

A Review on the Effectiveness of Selective Assembly by Simulation (선택조립방식의 효율성에 대한 시뮬레이션 검토)

  • Purpose: This paper compares the effectiveness of typical selective assembly criteria and suggests the most promising one. Based on the result of a computer simulation, the key issues of selective assembly are examined and the best criterion is recommended from the effectiveness perspective. Methods: Using JAVA program, production of ten thousand units for each pair of components are simulated for selective assembly of the two types. And the number of mismatching and the fraction nonconforming for each criterion are determined. Results: The best match criterion appeared to be most promising from the perspectives of both mismatching and nonconforming problems. Its effectiveness appears to be also good even when the precision of one component is different from that of the other. Conclusion: For designing an optimal method for selective assembly, the best match criterion is recommendable as the base criterion.

  • This paper introduces a simulation study regarding the operation of the Painted Body Storage (PBS) in an automobile factory. In the paint shop of the factory, same colored bodies are grouped together in order to increase the effectiveness of process, for example decrease the loss of cleaning the painting-gun when the color of body changes from one to another. However the production of automobiles in the assembly shop is a typical example of the mixed model assembly production. Therefore PBS locates between the paint shop and the assembly shop for control the input sequence of bodies to the assembly shop, and it enables to meet the smoothing requirement of assembly sequence. There are highly restricted constraints on the assembly sequence in a assembly shop. Those are spacing restriction and smoothing restriction. If such restrictions are violated, conveyor-stop or utility work will be necessary. Thus the major objective of PBS is to control the assembly sequence in a way to meet the two restrictions. In this paper a case study of PBS in an automotive factory is introduced. The storage/retrieval algorithms are suggested and the proposed system is verified using simulation models. Sensitivity analysis for operating factors is also conducted.

A Study on Online Services of the National Assembly's Archival Information (국회기록정보 온라인 서비스 발전 방안에 관한 연구)

  • The study aims at providing alternative strategies for the National Assembly's archival information services. In this context, it conducts a literature review and discusses current status of the National Assembly's archival information services. Furthermore, this study draws six critical problems of the National Assembly's archival information services, ranging from a lack of comprehensive archival information services to a deficiency of value-added contents. As a case study, it reviews legislative archival institutions in the US and the UK, and classifies their legislative records management services into 3 different types, including retrieval assistant services, contents services, and extensive services. Base on the case study, as a result, it provides 5 strategies for the development of the National Assembly's archival information services.

Design of a Magnet Assembly for an NMR Based Sensor Using Finite Element Analysis

  • A magnet assembly is a critical element of a nuclear magnetic resonance(NMR) based sensor. Magnetic flux density and homogeneity are essential to its optimum performance. Geometry and magnet material properties determine the magnetic flux density and homogeneity of the assembly. This study was carried out to develop the design for a magnet assembly. A 2-D finite element model for the magnetic assembly was developed using ANSYS and evaluated the effects of adding shimming frames and steel bars in the corners of the rectangular steel cover which surrounded the magnet. The assembly was manufactured and evaluated. According to the ANSYS model, modified pole frames increased magnetic flux density by 8.3% and increased homogeneity by 83%. Addition of steel bars in the corners increased the magnetic flux density by 1%, and improved homogeneity up to three times. The difference between simulated and measured magnetic flux densities at the center point of the air gap was within 2.4%.

  • This paper deals with a process planning problem in the flexible assembly system (FAS). The problem is to assign assembly tasks to stations with limited working space and to determine assembly routing with the objective of minimizing transfer time of the products among stations, while satisfying precedence relations among the tasks and upper-bound workload constraints for each station. In the process planning of FAS, the optimality of assembly routing depends on tasks loading. The integration of tasks loading and assembly routing is therefore important for an efficient utilization of FAS. To solve the integrated problem at the same time, in this paper we propose a new method using an artificial intelligent search technique, named 2-leveled symbiotic evolutionary algorithm. Through computational experiments, the performance of the proposed algorithm is compared with those of a traditional evolutionary algorithm and a symbiotic evolutionary algorithm. The experimental results show that the proposed algorithm outperforms the algorithms compared.
