Examination on the Types, Characteristics, and Electoral Responsiveness of Legislator-sponsored Bills: Evidence from the 17~19th National Assembly of South Korea (의원입법의 유형, 특성 및 선거반응성 검토: 대한민국 제17~19대 국회 법률안 분석)

  • Under representative democracy, members of the National Assembly exercise their authority to propose, enact, and revise bills on behalf of the people, and the legislation of such lawmakers has a great impact on individuals and society. There exist criticisms that the quality of legislator-sponsored bills has not improved while the number of them has been expanding recently. This study examines the type, productivity, and efficiency of legislation in the 17~19th National Assembly, and empirical analysis is conducted on how the lawmaker's legislations respond to election-related variables such as voter turnout and election competition. The results show that legislator-sponsored bills are mainly produced in the area of governance, finance, macroeconomic policy, social welfare, and health. The number of legislator's proposals increases, while the passing rate decreases, and the processing period extends. Constituents' participation in voting has been shown to enhance legislative efficiency. Based on the results, the paper emphasizes the enhancement of transparency in the legislative process, the improvement of the people's political knowledge, and the revitalization of election functions for the improvement of parliamentary legislation.

Current Status and Improvement Measures for Records Management in the National Assembly Member's Office: Focusing on the Perception of the National Assembly Aides (국회의원실 기록관리의 현황과 개선방안 - 보좌직원의 인식을 중심으로 -)

  • This study was conducted to examine the current status of record management in parliamentary offices and identify areas of improvement. For this, in-depth interviews were conducted primarily with parliamentary aides to investigate their perceptions and needs. The research revealed that although the responsibility for record management in parliamentary offices lies with the aides, systematic record management is lacking because of inadequate awareness. While some aides recognize the importance of record management, there is still a need for a change in perception and practice. Furthermore, the study found that there is a lack of systematic education and support for effective implementation. The perceptions of aides were classified into three types: proactive (type A), pragmatically adaptive (type B), and those emphasizing the specificity of parliamentary records (type C). In particular, the change in perception of aides in types B and C is crucial, considering their pivotal role in parliamentary office record management. In response, this study suggests education and awareness improvement programs for record management, the introduction of an integrated record management system, and the establishment of policy and institutional support as key tasks.

In-Situ Analysis of Overpotentials in Direct Methanol Fuel Cell by Using Membrane Electrode Assembly Composed of Three Electrodes (삼전극으로 구성된 막전극접합체를 이용한 직접메탄올 연료전지의 실시간 과전압 분석)

  • In this study, a membrane electrode assembly(MEA) composed of three electrodes(anode, cathode, and reference electrode) is designed to investigate the effects of methanol concentration on the overpotentials of anode and cathode in direct methanol fuel cells(DMFCs). Using the three-electrode cell, in-situ analyses of the overpotentials are carried out during direct methanol fuel cell operation. It is demonstrated that the three-electrode cell can work effectively in transient state operating condition as well as in steady-state condition, and the anode and cathode exhibit different overpotential curves depending on the concentration of methanol used as fuel. Therefore, from the real-time separation of the anode and cathode overpotentials, it is possible to more clearly prove the methanol crossover effect, and it is expected that in-situ analysis using the three-electrode cell will provide an opportunity to obtain more diverse results in the area of fuel cell research.

Development of Force/Torque Sensor and Compliance Algorithm for Assembly Robots (조립용 로보트의 힘.토오크 센서 및 컴플라이언스 알고리즘의 개발)

  • The force/torque sensor for robot is developed. The compliance algorithm for peg-in-hole insertion task using the forec/troque sensor is developed. The system consists of an IBM PC, robot, force/torque sensor, strain meter, A/D board, and interface board. The IBM PC functions as a main processor and the robot controller as a slave processor. The sensor is constructed to measure $T_x$, $T_y$, $F_z$ which are necessary to precisely execute a peg-in-hole insertion task by SCARA type assembly robot. The outputs of sensor are analyzed. On the basis of the analysis, compliance algorithm for peg-in-hole insertion task is developed. Some comments concerning the development of wrist force/torque sensor and compliance algorithm are given.

  • Carbon-fluorine (C-F) bonds have been found ubiquitously in pharmaceuticals, radiopharmaceuticals, agrochemicals, and material science due to their unique properties such as thermal and oxidative stability and lipophilicity to improve bioavailability. For the past five years, there have been significant advances in F-18 fluorination of aromatic complex molecules combined with the development of late-stage fluorination reactions. More recently, direct incorporation of F-18 to fluorinated aromatic molecules via borylation of C-F bonds has been developed by Niwa and Hosoya. In this minireview, we will discuss the progress of C-F bondborylation of fluorinated arenes utilizing transition metal catalysts and the impact on the development of F-18 radiotracers for positron emission tomography (PET).

Electrochemical Characterization of Multilayered CdTe/PSS Films Prepared by Electrostatic Self-assembly Method

  • Multilayered CdTe/PSS films were prepared by the electrostatic self-assembly method in an aqueous medium. Positively-charged cadmium telluride (CdTe) nanoparticles and anionic polyelectrolyte, poly (sodium 4-styrene sulfonate) (PSS) were assembled alternately in order to build up a multilayered film structure. A linear proportion of absorbance to the number of bilayers suggests that an equal amount of CdTe was adsorbed after each dipping cycle, which resulted in the buildup of a homogenous film. The binding energies of elements (Cd and Te) in multilayered CdTe/PSS film shifted from those of the CdTe nanoparticles in the pure state. This result indicates that the interfacial electron densities were redistributed by the strong electrostatic interaction between the oppositely-charged CdTe and PSS. Electrochemical properties of the multilayered CdTe/PSS films were studied in detail by cyclic voltammetry (CV).

Thermal Characteristics of Rotating Anode X-ray Tube with Emissivity in Aging Process for Digital Radiography

  • We investigated the thermal characteristics of rotating anode X-ray tube to develop it for digital radiography by using computer simulation. The target which is the area of the anode struck by electrons is the most important component to get a long life of X-ray tube. So we analyze the thermal characteristics of the target and rotor assembly according to their emissivity by using ANSYS transient thermal simulation and then compare with the measured data of the target temperature operating in aging process of X-ray tube. Especially, keeping the lead coated layer as the role of metal lubricant on ball bearing enables to prevent the noise in rotating anode. The simulation result showed that its temperature was under the melting point of the lead in X-ray tube for digital radiography with 1.2 mm large focal spot 0.6 mm small focal spot and 150 kV tube voltage. We also investigated the relationship between the diameter of the anode shaft and the temperature of the anode and rotor assembly. It has been confirmed that the smaller anode shaft could be good for the rotor thermal characteristics.

  • DNA fragment assembly is a major concem in shot-gun DNA sequencing project. It is to reconstruct a consensus DNA sequence from a collection of random oritented fragments. We developed a computer program that is useful for DNA fragment assembly. Inputs to the program are DNA fragment sequences including IUB-IUPAC bases. The program produces the most probable reconstruction ot the original DNA sequence as a text format or a PostScript format. The program consists of four phases: the first phase quickly eliminates fragment pairs that can not possibly overlap. In the second phase, the quality of overlap between each pair is calculated to a score. In the third phase, overlap pairs are sorted by their scores and consistency of the overlaps is checked. The last phase determines consensus sequences and displays them. The performance of fragment assembly program was tested on a set of DNA fragment sequences which were generated from long DNA sequences of GenBank by a fragmentation program.

Layer-by-layer assembled graphene oxide films and barrier properties of thermally reduced graphene oxide membranes

  • In this study, we present a facile method of fabricating graphene oxide (GO) films on the surface of polyimide (PI) via layer-by-layer (LBL) assembly of charged GO. The positively charged amino-phenyl functionalized GO (APGO) is alternatively complexed with the negatively charged GO through an electrostatic LBL assembly process. Furthermore, we investigated the water vapor transmission rate and oxygen transmission rate of the prepared (reduced GO $[rGO]/rAPGO)_{10}$ deposited PI film (rGO/rAPGO/PI) and pure PI film. The water vapor transmission rate of the GO and APGO-coated PI composite film was increased due to the intrinsically hydrophilic property of the charged composite films. However, the oxygen transmission rate was decreased from 220 to 78 $cm^3/m^2{\cdot}day{\cdot}atm$, due to the barrier effect of the graphene films on the PI surface. Since the proposed method allows for large-scale production of graphene films, it is considered to have potential for utilization in various applications.

  • This paper suggests heuristic algorithm for single-model simple assembly line balancing problem that is a kind of NP-hard problem. This problem primarily can be solved metaheuristic method. This heuristic algorithm set the main-path that has a most number of operations from start to end-product. Then the clustering algorithm can be assigns operations to each workstation within cycle time follow main-path. This algorithm decides minimum number of workstations and can be reduces the cycle time. This algorithm can be better performance then metaheuristic methods.
