A Study on Participants in Policy Agenda Setting - Focusing on the Multi-cultural Families Support Act - (정책의제형성에 있어서 참여자에 관한 연구 - 다문화가족지원법 중심으로 -)

  • The phenomenon of international migration since the 1980s comes to be born 'multi-cultural families support law' due to the foreign workers' inflow into labor market and to a rise in married female immigrants caused by globalization and diversification. Accordingly, the purpose of this study is to examine who are participants? given being led to the enactment of 'multi-cultural families support law' by which the social issue called multi-cultural family is highlighted as the public agenda. Also, the mobilization will be selected and explained among three types in mobilization model, outside initiative model, and inside access model in the process of driving by confirming it as the government's formal agenda out of social issues. With having the case characteristics in mind, the aim is to research by choosing a case analysis method that uses research theses & books, newspaper, daily newspaper, election pledges, civic group, internet, and seminar data based on the existing theory and model. The temporal scope is limited to the one from the time as saying "revise the Overseas Korean Act of opposing the banishment of migrant workers" in November 2003 to February 2008 when 'multi-cultural families support bill(alternative plan)' is legislated with agreement by the 7th plenary session for the 271th provisional session of the National Assembly.

Perceptions of the Security Management at Critical Facilities in South Korea: College students' attitudes toward increasing demand for security personnel and the alternatives to police (공공부문 정규직 전환 및 의무경찰제도 폐지에 따른 보안산업 변화에 대한 인식)

  • With the government policy on converting contract workers to full-time employees, there have been significant changes about the security personnel at the nation's critical facilities, including the National Assembly Building and airports. Moreover, the scheduled disbandment of the conscripted police force in 2023 has raised concerns about security management at different government agencies. To examine the college students' perceptions on the possible alternatives to fill the expected security gap, 234 undergraduate students of security management and protection in the Seoul metropolitan region were surveyed. Particularly, a comparative analysis was conducted on the legal bases and supervision, the employment types and salaries, and the scopes of responsibility and authority of suggested alternatives were compared. The results showed that utilization of private police forces was thought to be the most effective option. Based on the research findings, the university departments should develop and maintain a quality curriculum to educate their students to be prepared security professionals with a focus on emergency response capabilities and martial arts, including the courses on private police law and emergency rescue and cardiopulmonary resuscitation (CPR).

  • In order to establish an independent relationship between occupations in accordance with the abuse of doctor's orders and employment, the position of each physician and medical technician group, and the education system and laws of Japan, the United States, and England To promote the improvement of public health. The main differences in positions among related interest groups were analyzed, and the proposals and precedents of the National Assembly laws that were initiated after 1963 were analyzed and compared with the laws of developed countries. Among the OECD member countries, 26 countries except Korea have enacted a single law for medical technicians, and the meaning of instructions and supervision differs from country to country. The Medical Technician Act, etc., is inappropriate to apply the current and situation of the times as the laws of the 20th century to represent all the laws of the eight medical technicians. It is thought that a change in the word of direction and supervision under the control of the company is inevitable from a future-oriented horizontal perspective.

  • The all revision of the Road Name Address Act, which contains the contents to be used by expanding the road name address as a means of indicationg the location, has been resloved by the National Assembly. Addresses will be assigned to large-sized facilities (3D mixed-use complex spaces). Here, the 3D (Three-dimensional) address is assigned an indoor path section in the inner passage, dividing the section at intervals. The 3D address will be built on the address information map. For 3D address, data should be built and managed for a 3D complex space(indoor space). Therefore, in this study, the object of the 3D address is defined based on the address conceptual model defined in the international standard, and the 3D address data model is proposed based on IndoorGML. To this, it is proposed as a method of mapping the Core and Navigation module of IndoorGML so that the entity of the 3D address can be expressed in IndoorGML. This study has a limitation in designing a 3D address data model only, but it is meaningful that it suggested a standard for constructing 3D address data in the future.

Verification of the Star Tracker Sun Exclusion Angle of GEO-KOMPSAT-2A Through In-Orbit Operation (천리안 2A호 별추적기 태양 차폐각 궤도상 운영 검증)

  • The star tracker detects microscopic star light in space and compares it with a stored list of stars to calculate the satellite's position in the inertial coordinate system. If other light, such as the sun or the earth, enters the optical head, the star cannot be recognized and the star tracker cannot be operated. In particular, strong light such as the sun affects not only operation but also the performance of the star tracker. The sun exclusion angle of the star tracker is one of the important factors determining the performance of the star tracker. This paper performs the verification of the star tracker's sun exclusion angle. In order to verify the sun exclusion angle, we predict the sun exclusion time of the star tracker and compare it to the actual sun exclusion time of the GEO-KOMPSAT-2A star tracker. In addition, the performance of the star tracker is analyzed for normal operations against the sun exclusion in the optical head. It shows that the actual sun exclusion is maintained under the range of 26 degrees, the performance requirement of the star tracker, and the star tracker operates normally in spite of the sun exclusion.

An Analysis of Improvement and Compilation Issues of Mathematics Textbooks for Elementary Schools: Focusing on the 2015 Revised Elementary School Mathematics Textbook Government Published (초등학교 수학 교과서 개선과 편찬 상의 이슈 분석: 2015 개정 초등학교 수학 국정 교과용 도서를 중심으로)

  • In this paper, implications for future curriculum compilation were sought by analyzing the process and results of compiling books for elementary school mathematics textbooks government published according to the 2015 revised curriculum. The 2015 revised elementary mathematics textbooks government published was operated with a systematic compilation system so that academia and school field experts across the country could demonstrate their expertise. As improvements in content, the unit and time to strengthen basic computational skills were increased, and the mathematical concept and principle introduction method and algorithm presentation method were improved, and the internal connection between contents was strengthened. The learning period was adjusted, such as moving and arranging contents that are difficult for students to understand to the upper semester or the upper grade. In the 1st and 2nd graders, the amount of reading was drastically reduced to suit the students' level of Korean, and sentences and vocabulary were improved, and instructions were briefly revised. As for editing and design improvements, illustrations of each unit's introduction and contextual pictures were presented in detail, and the characters in the textbook were consistently presented across all grades, giving children characters a role to actively participate in learning in the textbook. In the process of compiling, the media, the National Assembly, and civic groups raised opinions that sentences and vocabulary in first-year textbooks are more difficult than students' level of Hangeul education, that reducing textbooks makes it difficult for students to understand. Accordingly, efforts to improve textbook compilation and the results were viewed. Through the overall analysis as above, for future compilation of state-authored textbooks and certified textbooks, a plan to improve textbook compilation for students and teachers and a plan to operate compilation was proposed.

The Effects of Whole Body Vibration Exercise on Balance and Gait Ability in Stroke Patients: A meta-analysis (전신진동운동이 뇌졸중 환자의 균형 및 보행 능력에 미치는 효과: 메타분석)

  • This study was a meta-analysis of previous studies that subjected stroke patients to the whole-body vibration exercise, in an attempt to evaluate the effectiveness of such exercise in improving their balance and walking ability. The electronic databases used for literature search were the National Assembly Library, Korean Educational Academic Information (RISS), Korean Academic Information (KISS), and Nuri Media (DBPIA). We also investigated a prior study of the whole-body vibration exercise applied to stroke patients from January 2010 to August 2020. In assessing the quality of the study, the RCT (randomized controls trials) study used the risk of bias 2 (RoB2) tool developed by the Cochrane group. Meta-analysis was performed using R software for statistical computing version 4.0.3. The results of the study confirmed that the overall effect size was 0.40, and the whole-body vibration exercise used had a moderate effect on the balance and gait of stroke patients, the effect size of balance was 0.44, and the effect size of gait was 0.36, showing a positive effect. These results indicated that the whole-body vibration exercise is an effective intervention for stroke patients, and further research is needed.

Perception Survey Study on High-level Radioactive Waste: Targeting Local Residents in Gijang-gun, Busan (고준위방사성폐기물에 대한 인식 조사 연구: 부산 기장군 지역 주민을 대상으로)

  • This study was conducted to investigate the awareness of spent nuclear fuel among residents in nuclear power plant areas and use it as basic data for establishing a disposal facility for high-level radioactive waste. 204 questionnaires collected online were analyzed using SPSS Window Ver 28.0. To verify differences between groups, t-test and one-way ANOVA were performed. And correlation analysis was conducted to confirm the relationship between variables. As a result, first, risk perception regarding nuclear-related accidents showed statistically significant differences depending on gender and educational level. The position on the construction of a permanent disposal facility for spent nuclear fuel showed a statistically significant difference depending on gender, education, and age, and the perception of the importance of each evaluation standard for establishing a spent nuclear fuel management plan showed a statistically significant difference depending on education and age. In terms of trust in information-providing institutions, trust in the National Assembly was found to be the lowest. Second, the results of the correlation analysis between variables showed that local residents are aware that an alternative to the current disposal of spent nuclear fuel is needed, and that financial support for the construction of a permanent disposal facility is needed. Therefore, in order to build a high-level radioactive waste disposal site, it is believed that it is necessary to increase trust in the government, collect opinions from local residents, and provide economic support.

The Current Status of the Discussions on International Norms Related to Space Activities in the UN COPUOS Legal Subcommittee (우주활동 국제규범에 관한 유엔 우주평화적이용위원회 법률소위원회의 최근 논의 현황)

  • The UN COPUOS was established in 1959 as a permanent committee of the UN General Assembly with the aims to promote international cooperation in peaceful uses of outer space, to formulate space-related programmes within the UN, to encourage research and dissemination of information on space, and to study legal problems arising from the outer space activities. Its members have been enlarged from 24 members in 1959 to 76 in 2014. The Legal Subcommittee, which has been established under COPUOS in 1962 to deal with legal problems associated with space activities, through its first three decades of work has set up a framework of international space law: the five treaties and agreements - namely the Outer Space Treaty, Rescue Agreement, Liability Convention, Registration Convention, Moon Agreement - and the five declarations and legal principles. However, some sceptical views on this legal framework has been expressed, concerning the applicability of existing international space law to practical issues and new kinds of emerging space activities. UNISPACE III, which took place in 1999, served as a momentum to revitalize the discussions of the legal issues faced by the international community in outer space activities. The agenda of the Legal Subcommittee is currently structured into three categories: regular items, single issue/items, and items considered under a multi-year workplan. The regular items, which deal with basic legal issues, include definition and delimitation of outer space, status and application of the five UN treaties on outer space, and national legislation relevant to the peaceful exploration and use of outer space. The single issues/items, which are decided upon the preceding year, are discussed only for one year in the plenary unless renewed. They include items related to the use of nuclear power sources in outer space and to the space debris mitigation. The agenda items considered under a multi-year work plan are discussed in working group. Items under this category deal with non-legally binding UN instruments on outer space and international mechanism for cooperation. In recent years, the Subcommittee has made some progress on agenda items related to nuclear power sources, space debris, and international cooperation by means of establishing non-legally binding instruments, or soft law. The Republic of Korea became the member state of COPUOS in 2001, after rotating seats every two years with Cuba and Peru since 1994. Korea's joining of COPUOS seems to be late, in considering that some countries with hardly any space activity, such Chad, Sierra Leone, Kenya, Lebanon, Cameroon, joined COPUOS as early as 1960s and 1970s and contributed to the drafting of the aforementioned treaties, declarations, and legal principles. Given the difficulties to conclude a treaty and un urgency to regulate newly emerging space activities, Legal Subcommittee now focuses its effort on developing soft law such as resolutions and guideline to be adopted by UN General Assembly. In order to have its own practices reflected in the international practices, one of the constituent elements of international customary law, Korea should analyse its technical capability, policy, and law related to outer space activities and participate actively in the formation process of the soft law.

Questions and Answers about the Humidifier Disinfectant Disaster as of February 2017 (가습기살균제 참사의 진행과 교훈(Q&A))

  • 'The worstest environment disaster', 'World's first biocide massacre', 'Home-based Sewol ferry disaster' are all phrases attached to the recent humidifier disinfectant disaster. In the spring of 2011, four of 8 pregnant women including 1 adult man passed away at a university hospital in Seoul due to breathing failure. Epidemiologic investigation conducted by the Korean CDC soon revealed the inhalation of humidifier disinfectant, which had been widely used in Korea during the winter, to be responsible for the disease. As well as lung fibrosis hardening of the lungs, other diseases including asthma, rhinitis, skin disease, liver disease, fetal disease or cancers have been researched for their relation with exposure to the products. By February 9, 2017, 5,342 cases had registered for health problems and 1,131 of them were already dead (20.8% mortality rate). Based on studies by government agencies and a telephone survey of the general population by Seoul National University and civic groups, around 20% of the general public of Korea has used these products. Since the market release of the first product by SK Chemical in 1994, over 7.1 million items from around 20 brands were sold up to 2011. Most of the products were manufactured by well-known large conglomerates such as SK, Lotte, Samsung, Shinsegye, LG, and GS, as well as some European companies including UK-based Reckitt Benckiser and TESCO, the German firm Henkel, the Danish firm KeTox, and an Irish company. Even though this disaster was unveiled in 2011 by the Korean government, the issue of the victims was neglected for over five years. In 2016, an unexpected but intensive investigation by prosecutors found that Reckitt Benckiser manipulated and concealed animal tests for its own brand and brought several university experts and company employees to court. The matter was an intense social issue in Korea from May to June with a surge in media coverage. The prosecutor's investigation and a nationwide boycott campaign organized by victims and environmental groups against Reckitt Benckiser, whose product had been used by more than 70% of victims, led to the producer's official apology and a compensation scheme. A legislative investigation organized after the April 2016 national election revealed the producers' faults and the government's responsibility, but failed to meet expectations. A special law for the victims passed the National Assembly in January 2017 and a punitive system together with a massive environmental epidemiology investigation are expected to be the only solutions for this tragedy. Sciences of medicine, toxicology and environmental health have provided decisive evidence so far, but for the remaining problems the perspectives of social sciences such as sociology and jurisprudence are highly necessary, similar to with the Minamata disease and Wonjin Rayon events. It may not be easy to follow this issue using unfamiliar terminology from medical and chemical science and the long, complicated history of the event. For these reasons the author has attempted to write this article in a question and answer format to render it easier to follow. The 17 questions are: Q1 What is humidifier disinfectant?
