  • The purpose of this study is to examine the effects of the factors that hinder innovation of SMEs on innovation activities of Korean firms. Many existing literature studies remain focused on factors that promote innovation activities. However, in order for companies to promote innovation, it is important to analyze the factors that hinder innovation as well as those that promote innovation. In this study, we analyzed the relationship between technological innovation inhibition factors and technological innovation performance of 4,075 SMEs in Korea using the Korea Institute of Science and Technology Policy statistical data. The research model and hypothesis test of this study consist of three stages. First, the reliability of the variables used was verified using exploratory factor analysis. Second, the proposed hypothesis was modeled using structural equation modeling. Finally, validity of the structural equation was verified using confirmatory factor analysis. As a result, the lack of need for innovation influenced innovation performance and the government support system mediated them. SMEs should establish technological innovation strategies to maximize the effect of technological innovation with limited resources, and government should make polices to promote innovation of SMEs. It's expected to be used in the case of establishing a support policy.

  • This study reviews the emergence of new innovation policy paradigm in advanced countries and their impacts on the development of innovation theories in 1980s and 1990s. It shows that the characteristics of new policy paradigm are the emphasis on the user-orientedness and the socio-economic aspects of innovation and the preference of capability enhancement of innovators over resource subsidy This new perspectives of innovation policies had effects on the emergence and development of 'the innovation system theory' which is based on the key concepts such as interactive teaming, innovating capability and national systems of innovation. In spite of the development of the innovation system theory, it has some problems to be solved for the innovation policy design because 'the social' is still peripheral factors in the constitution on the innovation system theory. This study makes some suggestions to incorporate the social dimension of innovation into the innovation system theory.

  • The policy of promoting innovation clusters aims to enhance the competitiveness of industries by strengthening the linkages between industry sectors and research sectors in specific regions. In Korea, after the concept of innovation clusters was introduced by the OECD in 1997, Korean government actively pursued policies based on this concept in the fields of industry, region, and science and technology. Previous policies and research on the activation of innovation clusters have tended to focus on the exchange and collaboration among members. However, this study focused on enhancing the competitiveness of industries and regions, in other words, strengthening the competitiveness of companies, which is the fundamental reason for fostering innovative clusters. Accordingly, this study aimed to analyze the impact of factors activating innovation clusters on the business performance of SMEs located in the Daedeok Innopolis. To achieve this, based on the essential concept of innovation clusters such as industrial agglomeration factors, networking factors, innovation generation factors, the study derived factors for activating innovation clusters and verified hypotheses using the survey results of 175 companies. Among the factors activating innovation clusters, industrial agglomeration and innovation generation were found to have a positive impact on the business performance of companies. However, networking factors were analyzed to have no significant influence on the business performance of companies. This study differentiates itself by addressing the factors for activating innovation clusters through empirical analysis, unlike previous case-based studies. Furthermore, considering the difference between intuitive judgments on networking factors in innovation clusters and their actual impact on business performance, the study raised the practical significance of conducting a comprehensive examination from various perspectives, such as the socially and culturally embedded structures in the region, the characteristics of specialized industries, and the needs of cluster members, to develop more effective policies for innovation clusters.

  • This paper summarizes the research results on the structural characteristics of the Korean innovation system. The Korean NIS has functioned well in the foreign technology imitation stage. However, there are many drawbacks to advancing to the stage of technological innovation. Weak infrastructure and linkages among technological institutions are detrimental factors that affect technological innovation. The immobility of professional manpower is a serious bottleneck to knowledge diffusion. Especially, the inactivity of university research prevents universities from being able to play a relevant role in the national innovation system. The drawbacks of the Korean innovation system are mainly associated with the public sector and social culture. Weak linkages among organizations are due to the lack of trust among people and organizations, and absence of demand-oriented management in public institutes. Weaknesses in technological infrastructure, university research and the social and cultural environment are tile result of the lack of government will. However, the private sector was evaluated as being relatively active in innovation. Particularly, Chaebols deployed aggressive strategies to acquire their own technological capabilities. The findings of this study suggest that to strengthen the Korean innovation system, the government continues to be important, as in the past, in order to shape social institutions and a culture that is learning friendly, diffusion friendly and, consequently, innovation friendly.

  • The 21st century is not only the knowledge-based society but also the unifie era for Korea. It implies that Korea should prepare for the unification, especially in the area of knowledge, science, and technology. Under this background, this paper deals with how we can prepare for the unification of South and North Korea in science and technology (S&T) area. There have been no sufficient theoretical studies in this area. This paper, therefore, argues that regional innovation system, which has been developed since the beginning of the 1990s, could be effectively applied to the S&T cooperation and unification between both Koreas. It argues that regional innovation systems can formulate sectoral innovation systems effectively, which lead to a competent national innovation system. According to this study, South and North Korean regions have complementary sectoral innovation systems that could effectively cooperate with each other. Such S&T cooperation could make a great contribution to the S&T integration between two Koreas in the future. This paper argues, therefore, that S&T cooperation between two Koreas should target the unification of South and North Korean regional innovation systems. This paper names it as the unified national innovation system.

  • Although many studies have stressed the importance of technology in service innovation, the roles of technology in service innovation are at the center of debates in the service innovation literature. One major research stream regards technology as a trigger for other innovation based on resource advantage theory. Conversely, another major stream considers it as an enabler of other innovations based on complementary theory. The contradictory situation induces the necessity to better understand the role of technology in service innovation. Therefore, this study aims to identify the role of technology in service innovation. This study investigates the role of technology in service innovation based on a service innovation orientation framework. Four service innovation orientations (i.e., service creation, service delivery, customer interaction, and technology) are identified on the basis of Den Hertog's 4D model. This study proposes a research model that examines the indirect effect of technology orientation on innovation performance through the service creation and service delivery orientations, and the effect of technology orientation on firm performance as a moderator between customer interaction orientation and firm performance. Based on empirical data from 193 knowledge-intensive business service firms in Korea, we explain the role of technology in service innovation. The results indicate that technology orientation influences both service creation and service delivery orientations as an antecedent but customer interaction orientation as an enabler. The three service innovation orientations, which are directly and indirectly influenced by technology orientation, positively affect firm performance. The findings also show that the role of technology is different depending on the type of service innovation orientation in this study.

  • This study examines each factor's effects on the firm's innovation method selection by comparing with EU countries and suggests policy implications for improving firm's innovation capabilities, confirming the changes with the latest data. We used similar data and model for this, and as a result, Korea is located between intermediate group and catching-up group in 2005. In 2014, we found partially positive changes; increase in R&D cost ratio along innovation expenditure, conducting in-house innovation, and R&D in high-tech sector. Therefore, it is required to support innovation expenditure and complement the system for high-tech firms, those that apply patent or conduct industry-university/government research institute linkage in order to improve innovation capabilities.

  • Although the technological innovation activities have depended on corporate, organizational and personal capabilities and activities, innovation resistance to practice was not actively considered in previous studies. This study is intended to the effects of corporate technology innovation capabilities and activities on intra-organizational innovation resistance and performance by compensating the limit of previous studies. To achieve this, a survey was empirically carried out to 293 domestic IT and BT companies. First, technological innovation competencies had a positive effect on technological innovation resistance, adopting hypothesis 1. Second, technological innovation activities had no positive effect on technological innovation resistance, rejecting hypothesis 2. Third, technological innovation resistance had a positive effect on technological innovation performance, adopting hypothesis 3. Fourth, technological innovation resistance was positively mediated in the relationship between technological innovation competencies and technological innovation performance, adopting hypothesis 4. Fifth, technological innovation resistance was not positively mediated in the relationship between technological innovation activities and technological innovation performance, rejecting hypothesis 5. Overall, the higher technological innovation competencies had a significant effect on technological innovation resistance. Consequently, technological innovation resistance can improve or reduce technological innovation competencies and performance depending on the level of resistance.
