혁신클러스터의 진화 : 대덕연구개발특구를 중심으로 (The Evolution of Innovation Cluster : Focusing on the Daedeok Innopolis)

  • 본 논문은 혁신클러스터의 수명주기에 관한 논의를 심화하는 연구이다. 이를 위해 국내 대표적인 혁신클러스터인 대덕연구개발특구의 성장과 발전 과정의 사례를 연구대상으로 한다. 본 연구는 선행연구를 통해 혁신클러스터 정책의 특징을 살펴보고 혁신클러스터 수명주기 이론에 기반하여 특정한 혁신클러스터가 성장 단계별로 어떠한 정책을 통해 구축되고 활성화되었는지의 현상과 각 주기별 유형적 특성을 진화론적 관점에서 고찰한다. 특히 대덕연구개발특구의 성장단계를 구분하고 각 단계와 발전과정에서 제도 및 정책의 변화를 실증적으로 분석한다. 본 연구결과, 첫째, 본 연구에서 대덕연구개발클러스터는 진화적 관점에서 잠재기, 출현기, 성장기, 성숙기의 단계(dimensions)적 특성을 가진다. 둘째, 대덕연구개발특구는 기본적으로 정부주도적 하향식 구조를 가지고 있어, 상당히 포괄적이며 유연한 우산정책적 특성을 가진 혁신클러스터 정책 구조(governance), 조치(measurements), 도구(tools)가 적용되고 있다. 셋째, 이와 같은 수명주기의 각 분면과 단계에서 혁신장애로 인식되는 점을 대상으로 정책적 기조를 재조정하면서 적응적 발전하는 것이 포착된다. 이성에서 혁신클러스터의 성장측면에서 구조적 접근보다 미세하게 정책이 적용되어야 하고 발전과정에서 변형(transformation)되어야 한다. 본 연구 결과를 통해 혁신클러스터의 진화론적 관점에서 각 단계별 유형적 특징 및 진화의 방향을 고찰하여 정부의 혁신클러스터 정책개입의 효과제고를 위한 시사점을 제안할 수 있다.

연령 다양성과 혁신성과 간 관계: 혁신 유형에 따른 효과와 조직문화의 조절효과를 중심으로 (Age Diversity and Organizational Innovation: The Effects of Innovation Types and the Moderating Role of Organizational Culture)

  • 오늘날 기업은 다양한 인력 구성을 바탕으로 조직혁신을 달성해야 함에도 불구하고, 기존 인력 다양성과 조직혁신 논의에 따르면 혼재된 실증 결과가 나타난다. 이에 본 연구에서는 이를 설명하기 위해 인력 다양성이 갖는 양면적 성격에 대해 논의한 뒤 혁신성과를 두 가지 혁신 유형인 활용적 혁신과 탐험적 혁신으로 구분하여 살펴본다. 특히 한국 기업에서 다양성 이슈가 가장 극명하게 나타나는 연령 다양성에 주목하여 살펴보고자 한다. 또한, 조직 구성원들에게 강력한 영향을 미치는 사회적 기제인 조직문화가 연령 다양성이 혁신성과 유형에 미치는 주효과를 어떻게 조절하는지 역시 추가적으로 검증하고자 하며, 특히 혁신적 조직문화와 응집적 조직문화를 중심으로 살펴본다. 인적자본데이터로 분석한 결과, 연령 다양성은 활용적 혁신에는 부(-)의 영향을, 탐험적 혁신에는 정(+)의 영향을 주는 것으로 나타났다. 또한 연령 다양성과 탐험적 혁신 간 정(+)의 관계는 강화시키는 것으로 나타났으나, 응집적 조직문화가 연령 다양성과 활용적 혁신 간 부(-)의 관계를 약화시키는 것으로 예측한 가설은 통계적으로 유의하게 나타났지 않았다.

도서관조직의 기술혁신 및 행정혁신에 관한 조직상황론적 연구 (A Study on the Technical and Administrative Innovation of Library Organization in the Perspective of the Contingency Theory)

  • The ability of any organization to innovate itself in a rapid change of environment means the existence of the organization. Innovative activity is achieved in different ways according to the objectives of organization. the characteristics of external environmental factors. and various attributes in organization. In the present study. all the existing approaches to the innovative nature of organization were synthetically compared to each other and evaluated: then. for a more rational approach. a research model was built and suggested by establishing the inclusive variables of the innovative nature of library organization and categorizing the types of such nature. Additionally. an empirical. analytical study on such a model was done. That is. paying regard to the fact that innovation has basically a close relation with the circumstantial factors of organization. synthetic, circumstantial relations were clarified. considering the external environmental factors and internal characteristics of organization. In the study. the innovation of library organization was seen in two parts i.e .. the feasible degree of technical innovation and the feasible degree of administrative innovation. Regarding the types of innovative implementation. according to the feasible degree of innovation, four types such as a stationary type. technic-oriented type, organization-oriented type. and technical-socio systematic type were classified. There were nine independent variables-i.e., the scale of organization. available resources of the organization, formalization, differentiation, specialization. decentralization, recognizant degree of the technical attribute. degree of response to the change of technical environment, and professional activities. There were three subordinate variables - i.e., technical innovation, administrative innovation. and the performance of organization. Through establishment of such variables, the factors which might influence the innovation of library organization were understood, and with the types of the innovative implementation of library organization being classified according to the feasible degree of innovation. the characteristics of library organization were reviewed in the light of each type. Also. the performance of library organization according to the types of the innovative implementation of library organization was analyzed. and the relations between the types of innovative implementation according to circumstantial variables and the performance of library organization were clarified. In order to clarify the adequacy of the research model in the methodology of empirical study, data were collected from 72 university libraries and 38 special libraries. and for a hypothetical test of the research model. an analysis of correlations, a stepwise regression analysis. and One Way ANOVA were utilized. The following are the major results or findings from the study 1) It appeared there is a trend that the bigger the scale of organization and available resources are, the more active the professional activity of the managerial class is, and the higher the recognizant degree of technical environment (recognizant degree of technical attributes and the degree of response t9 the change of technical environment) is, the higher the feasible degree of innovation becomes. 2) It appeared that among the variables influencing the feasible degree of technical innovation, the order from the variable influencing most was first, the recognizant degree of technical innovation: second, the available resources of organization: and third, professional activity. Regarding the variables influencing the feasible degree of administrative innovation from the most influential variable, it appeared they were the available resources of organization, the differentiation of organization. and the degree of response to the change of technical environment. 3) It appeared that the higher the educational level of the managerial class is, the more active the professional activity becomes. It seemed there is a trend that the group of library managers whose experience as a librarian was at the middle level(three years to six years of experience) was more active in research activity than the group of library managers whose experience as a librarian was at a higher level(more than ten years). Also, it appeared there is a trend that the lower the age of library managers is, the higher the recognizant degree of technical attributes becomes. and the group of library managers whose experience as a librarian was at the middle level (three years to six years of experience) recognized more affirmatively the technical aspect than the group of library managers whose experience as a librarian was at a higher level(more than 10 years). Also, it appeared that, when the activity of the professional association and research activity are active, the recognizant degree of technology becomes higher, and as a result. it influences the innovative nature of organization(the feasible degree of technical innovation and the feasible degree of administrative innovation). 4) As a result of the comparison and analysis of the characteristics of library organization according to the types of innovative implementation of library organization. it was indicated there is a trend that the larger the available resources of library organization, the higher the organic nature of organization such as differentiation. decentralization, etc., and the higher the level of the operation of system development, the more the type of the innovative implementation of library organization becomes the technical-socio systematic type which is higher both in the practical degrees of technical innovation and administrative innovation. 5) As a result of the comparison and analysis of the relations between the types of innovative implementation and the performance of organization, it appeared that the order from the highest performance of organization is the technical-socio systematic type, then the technic-oriented type, the organization­oriented type, and finally the stationary type which is lowest in such performance. That is, it demonstrated that, since the performance of library organization is highest in the library of the technical-socio systematic type while it is lowest in the library whose practical degrees in both technical innovation and administrative innovation are low, the performance of library organization differs significantly according to the types of innovative implementation of library organization. The present study has extracted the factors influencing innovation, classified systematically the types of innovative implementation, and inferred the synthetical, circumstantial correlations between the types and the performance of organization, and empirically inspected those factors. However, due to the present study's restrictive matters and the limit of the research design, results from the study should be more prudently interpreted. Also, the present study, as an investigative study of the types of innovative implementation, with few preceding studies, requires more complete hypothetical inference based on the results of the present study. In other words, if more systematical studies are given to understanding the relations, it will devote the suggestion and demonstration of a more useful theory.

Intellectual Property Rights (IPR) Regime and Innovation in a Developing Country Context: Evidence from the 1986 IPR Reform in Korea

  • Intellectual Property Rights (IPR) system is one of the major institutions for incentivizing innovation. However, a strong IPR regime does not necessarily encourage innovation every time. This is because a variety of factors come into play in configuring the ways the IPR system interacts with the dynamics of innovation. In the present study, we examine whether different degrees of absorptive capacity at the industry level bring about heterogeneous effects of a strong IPR regime on the innovation capability of innovators across different industries in developing country. Using the case of the 1986 IPR reform in Korea, which permitted patenting pharmaceutical products and copyrighting computer programs, we analyze the quality of patents produced by Korean applicants between 1982 and 1991. Our analysis finds no evidence that the IPR reform improved the innovation capability of innovators in the two aforementioned sectors, but rather affected their patenting behavior differently.

전사적 혁신을 위한 소집단활동에 대한 사례연구 (A Case Study on Small Group Activities for Total Innovation)

  • Six sigma innovation activities have been deployed in the engineering, management, and R&D sectors in an aerospace production company. For the success of total innovation, the company realized that it is necessary to involve the field workers in the six sigma innovation activities. In this paper small group activities in the aerospace production company is introduced. The implementation system, project evaluation and compensation system, and future directions are presented.

벤처기업의 오픈이노베이션: 외부 지식 탐색 전략과 한국 제조업의 혁신성과 (Open Innovation in Venture Firms: the Impact of External Search Strategy on Innovation Performance of Korean Manufacturing Firms)

  • 본 연구에서는 기업의 외부 지식 탐색 전략과 혁신활동 성과의 관계를 규명하였다. 광범위하고(external search breadth) 심도 있는 (external search depth) 외부 지식 탐색 전략이 제품혁신에 긍정적인 효과가 있다는 것을 밝힌 기존 연구를 확장하여, 혁신의 또 다른 중요 유형인 공정혁신과 조직혁신에 미치는 영향을 함께 살펴보았다. 특히, 외부 지식 탐색 전략이 혁신에 어떠한 영향을 미치는가를 벤처기업과 비벤처기업으로 구분하여 한국 기술혁신조사(KIS) 2010년 제조부문 자료를 사용해 실증적으로 분석하였다. 비벤처기업의 경우 광범위한 외부 지식 탐색과 심도 있는 외부 지식 탐색은 제품, 공정, 조직혁신활동 성과에 모두 긍정적 영향을 미치는 것으로 분석되었다. 반면 두 가지 외부 지식 탐색은 벤처기업의 조직혁신활동 성과에는 긍정적인 영향을 미쳤으나, 제품혁신과 공정혁신활동 성과에 있어서는 심도 있는 외부 지식 탐색만이 긍정적 영향을 미친다는 결론을 도출하였다.

국내중소기업의 R&D 노력이 혁신에 미치는 영향 - 정부정책지원의 조절효과를 중심으로 - (The Impact of Korean SMEs' R&D Effort on Innovation - The Moderating Effects of Government Policy Supports -)

  • 기업의 R&D 노력과 혁신에 관한 선행연구들은 주로 R&D 노력이 혁신에 어떠한 영향을 미치는지에 관한 분석에 집중하였는데, 이들 연구의 핵심결과는 일관적인 실증분석의 결과를 가져다주지 못하였다. 또한 기업의 혁신을 강화하기 위한 정부의 정책지원은 기업혁신을 창출시키기 위한 중요한 요소로써 간주되어 왔음에도 불구하고 정부정책지원이 기업의 R&D 노력이 혁신으로 이어지는데 있어서의 역할을 규명한 연구는 극히 드문 실정이다. 실제로 대부분의 정부정책지원에 관한 연구 역시 혁신에 직접적인 효과성이 있는지에 관한 연구에 편중되어 왔다. 본 연구는 과학기술정책연구원(STEPI)에서 조사한 2008년 제조업 기업의 기술혁신활동조사표(2008년도)를 이용하여 R&D가 기업의 혁신에 미치는 영향 및 그러한 관계에서 정부정책지원의 조절효과를 규명하려고 시도하였다. 실증분석의 결과는 R&D는 혁신에 긍정적인 영향을 미치는 것으로 나타났으며, R&D와 혁신간 관계에서 정부정책지원의 조절효과를 분석한 결과 역시 긍정적으로 나타났다. 이는 기업의 정부정책지원을 많이 받을수록 R&D와 혁신 간의 긍정적 관계가 더 높아진다는 것을 의미하는 것으로 정부정책지원의 긍정적 조절효과가 존재하고 있음을 보여준다. 따라서 기업에 필요한 혁신은 기업의 R&D 노력으로 달성될 수 있는데 R&D 노력이 보다 효율적으로 혁신과 연계되기 위해서는 정부정책지원이 필요가 있음을 시사하고 있다.

6 시그마와 SERVQUAL을 활용한 병원서비스 혁신지표 개발 (Developing Innovation Index of Hospital Service Using 6 Sigma and SERVQUAL)

  • Purpose: The purpose of this study is to develop innovation index of hospital service integrating 6 sigma and SERVQUAL. Methods: This study used DMA(Define, Measure and Analysis) from 6 sigma and 5 Factors from SEVQUAL. To test data, chi-squire text, association analysis and behavior analysis was conducted. Results: This study indicated the management index through CTQ (Critical to Quality) and Chosen few X using 6 sigma process. Finally, And this study developed 5 Factors; Equipment Utilization in Tangibility, Ratio of Patients/Disease/Behavior/Treatment in Reliability, Survival RAte, Canselation Rate of Reservation, Churn Rate, Interval of Treatment and Confidence in Responsiveness, Frequency of Patients/Disease/Behavior/Treatment in Assurance and Contrast to Best Department/Best Doctor/Best Doctor in Faculty/Average of Mine in Empathy. Conclusion: This study developed innovation index of hospital service. Managing this index, hospital is able to achieve the decline of total treatment cycle, adjustment of patients behavior and increase of equipment utilization. Ultimately, hospital is able to accomplish innovation of healthcare service.

산업주도권 변천과정 분석을 통한 산업주도기업의 혁신전략 도출: 한국 조선산업의 사례 (Innovation Strategy for the Korean Shipbuilding Industry Based on Analysis of the Shift in Industrial Leadership)

  • 본 연구는 우리나라 산업주도기업이 지속적으로 선두위치를 유지하게 하는 혁신전략을 도출하는 것이다. 이를 위해 조선산업의 산업주도권 변천과정을 사례로 연구하였다. 조선산업에서 주도기업이 쇠퇴하는 핵심요인은 현상유지적 경영치중, 급증하는 유력제품에서의 혁신부진, 변화에 저항하는 조직관성인 것으로 나타났다. 시장의 승자는 경쟁력의 우위보다는 변화에 누가 빨리 대응하느냐에 달려 있었고 과거의 성공전략으로는 선두위치를 유지할 수 없음도 밝혀졌다. 주도기업 쇠퇴의 근본원인은 과거의 커다란 성공으로 인해 경쟁상황의 변화에도 기존의 전략을 고집하고 대응을 지연시키는 혁신의 실패에 있었다. 연구결과, 우리나라 산업주도기업이 선두를 유지하기 위한 혁신전략으로 현재의 성공에 안주하지 않고 새로운 변화에 적합한 고객지향형 혁신을 중시하는 경영체계를 구축해야 하는 것과 불황기를 잘 대처하지 못해 재성장의 기회를 상실하였으므로 불황기에 대비한 전략수립 등을 제시하였다. 본 연구가 우리나라 다른 산업의 새로운 전략수립에 기여할 것으로 기대한다.

경영통제시스템의 이용 행태에 따른 지식경영 과정들의 활성화와 제조기업 혁신 : 혁신의 공개성 (The Usage Patterns of MCSs, and the Activation of Knowledge Management Processes for Corporate Innovations : Innovation Openness)

  • This study empirically examined the differences in degrees of product or process innovations according to the activation forms of all knowledge management (KM) processes (i.e., socialization, internalization, externalization, and combination), which are influenced by the usage patterns of management control systems (MCS)(i.e., interactive and diagnostic usage patterns). We empirically investigated and identified the links among usage patterns of MCS, the activation forms of KM processes, and the kinds of innovation promoted. Under high competitive conditions, it was found that the interactive usage of MCS is relatively more preferred and enhanced. However, when environmental uncertainty is high, it was shown that the diagnostic use of MCS is more emphasized. Thus, it is evident that the use patterns of MCS are determined by environmental conditions. From the results of this study, it was suggested that under high interactive use of MCS, the activation of socialization and internalization is more enhanced than the facilitation of externalization. It was also observed that when both interactive and diagnostic usage of MCS are high, KM processes are more activated and strengthened. The results indicated that under high activation of KM processes, product innovation as well as process innovation are more frequently occurred. Finally, the results of this study suggested that according to the levels of innovation openness, major innovations are more frequently occurred and promoted than minor innovations.
