  • It is widely known that the level of fire resistance of wooden structure is determined by a charring rate or charring depth, and these are adopted for fire design. In this study, specimens of domestic larch column with a lamination wooden type were prepared and the fire resistance properties such as the charring depth, load ratio and the specific charring rate suggested by EN Code investigated. Test results showed that as expected, the weakest part was the corner of the column, so that the charring depth of the corner was deeper than the other parts of the column. For the load ratio less than 0.9, it had little effect on the charring depth.

  • In this study, truck weight data and load effects of single truck on bridges are analyzed for development of new vehicular load model of the reliability-based bridge design code. Rational load model and statistical properties of loads are important for developing reliability-based design code. In this study, truck weight data collected at four locations are used as well as data from four locations in other studies. Truck weight data are collected from WIM or BWIM system, which are known to give reliable data. Typical truck types, dimensions and axle weight distribution are determined. Probability distributions of upper 20% total truck weight are assumed as Extreme Type I and 100 years maximum truck weights are estimated by linear regression on the probability paper. The load effects of trucks having estimated maximum weights are analyzed for span length from 10 m to 200 m.

  • Calibration of load-resistance factors for the limit state design of front covered caisson breakwaters were presented. Reliability analysis of the breakwaters which are constructed in Korean coast was conducted. Then, partial safety factors and load-resistance factors were sequentially calculated according to target reliability index. Load resistance factors were optimized to give one set of factor for limit state design of breakwater. The breakwaters were redesigned by using the optimal load resistance factor and verified whether reliability indices larger than the target value. Finally, load-resistance factors were compared with foreign country's code for verification.

  • Owing to causes such as population aging, increased use of various medical devices, long-term hospitalization of various patients with reduced immune function such as cancer, diabetes, and organ transplant patients, and the growing size of hospitals, hospital infections are continuing to increase. As seen in the MERS crisis of 2015, hospital infections have become a social and national problem. In order to prevent damage due to such hospital infections, it is necessary to first strictly implement measures to prevent hospital infections, while, on the other hand, providing proper relief of damage suffered due to hospital infections. However, the mainstream attitude of judicial precedents relating to hospital infection cases has been judged to in fact shift responsibility over damages due to hospital infections on the patient. In light of the philosophy of the damage compensation system, whose guiding principle if the fair and proper apportionment of damages, there is a need to seek means of drastically relaxing the burden of proof on the patient's side relative to conventional legal principles for relaxing the burden of proof, or the theory of de facto estimation. In relation to such need, the German civil code (Burgerliches Gesetzbuch), which defines contracts of medical treatment as typical contracts under the civil code, and has presumption of negligence provisions stipulating that, in cases such as hospital infections which were completely under the control of the medical care providers, if risks in general medical treatment have been realized which cause violations of the life, body, or health of patients, error on the part of the person providing medical care is presumed, was examined. Contracts of medical treatment are entered into very frequently and broadly in the everyday lives of the general public, with various disputes owing thereto arising. Therefore, it is necessary to, by defining contracts of medical treatment as typical contracts under the civil code, regulate the content of said contracts, as well as the proof of burden when disputes arise. If stipulations in the civil code are premature as of yet, an option may be to regulate through a special act, as is the case with France. In the case of hospital infection cases, it is thought that 'legal presumption of negligence' relating to 'negligence in the occurrence of hospital infections,' which will create a state close to equality of arms, will aid the resolution of the realistic issue of the de facto impossibility of remedying damages occurring due to negligence in the process of occurrence of hospital infections. Also, even if negligence is presumed by law, as the patient side is burdened with proving the causal relationships, such drastic confusion as would occur if the medical care provider side is found fully liable if a hospital infection occurs may be avoided. It is thought that, alongside such efforts, social insurance policy must be improved so as to cover the expenses of medical institutions having strictly implemented efforts to prevent hospital infections in the event that they have suffered damages due to a hospital infection accident, and that close future research and examination into this matter will be required.

  • In order to analyze ground relaxation and cavity formation mechanism due to deteriorated sewer pipe, field test was carried out and a numerical assessments were compared with the field test results. An artificial underground cavity was intended using the ice block overlaying the buried pipe and confirmed that the cavity and relaxation of the surrounding ground were gradually formed as the ice block starts to melt down. Such mechanism was highly suspected to be involved with soil particle interlocking as a soil compaction was a typical process for the buried pipes. In exploring such mechanism numerically, commercially available DEM (Discrete Element Method) code PFC2D was used and the interlocking induced cavern behaviors were successfully simulated and compared with field test results by utilizing the clump logic imbedded in PFC code.

  • This paper proposed a crack spacing calculation formulation which is an important parameter for calculating the crack width, that is the main factor for verification of serviceability limit states and durability performance evaluation of reinforced concrete members. The basic equation of average crack spacing is derived by considering the bond characteristics which is the governing equation for the analysis of cracking behavior in reinforced concrete members. In order to consider the effect of the cover thickness and concrete compressive strength, the crack spacing measured in 124 direct tensile tests performed by several researchers was analyzed and each coefficient was proposed. And, correlation analysis was performed from 80 specimen data where the maximum and average crack spacing were simultaneously measured, and a correlation coefficient that can easily predict the maximum crack spacing from the average crack spacing was proposed. The results of the proposed average crack spacing equation and maximum crack spacing correlation were compared with those current design code specification. The comparisons of proposed equations and the Korean design codes show that the proposed formulation for the average crack spacing and the maximum crack spacing improves the accuracy and reliability of prediction compared to the corresponding provisions of the Korean Concrete Structural Design Code and Korean Highway Bridge Design Code (Limit States Design).

  • In this paper, a series of experiments for the evaluation of flexural resistance of longitudinally stiffened plate girder with slender web were conducted. For the purpose, four plate girder specimens with and without longitudinal stiffener were fabricated for the web slenderness of 219 and 156. The test results were compared with the current AASHTO LRFD and Eurocode 3 codes, respectively. As presented in the previous paper by the authors, it was acknowledged that the AASHTO LRFD code could considerably underestimate the flexural resistance of longitudinally stiffened girder with slender web and the proposed method in the previous paper could estimate the flexural resistance reasonably.

  • Although nuclear power plant piping system is designed conforming to design specifications, the piping systems are deteriorated with increase in service life. In this study, monotonic and cyclic loading tests were carried out on TP316 stainless steel pipe specimens, and the effect of local wall thinning and cracking on failure behavior was investigated. In the tests, 0%, 35% and 75% wall thinning and cracking of initial thickness were artificially introduced to inside elbow and straight pipe specimens, and internal pressures of 20MPa were applied to simulate real operation condition. From the test results, the effect of local wall thinning and cracking on failure mode, ultimate load, number of cycle and strain energy was presented, and maximum bending moment was compared with allowable bending moment calculated by ASME code.

  • Recently, granular soils having a large particle size are frequently used as a filling material in the construction of foundation, harbor, dam, and so on. The shear behavior of this granular soil plays a key role in the stability of structures. For example, soil particle crushing occurring at the interface between structure and soil and/or within soil mass can cause the disturbance of ground characteristics and consequently induce an issues in respect of stability of structures. In order to investigate the shear behavior according to an existence and nonexistence of particle crushing, numerical analyses were conducted by using the DEM(Discrete Element Method)-based software program PFC(Particle Flow Code). Using the crushing model and non-crushing model which were created in this study, numerical analyses of ring shear test were conducted and their results were analyzed and compared. In general, landslide and slope stability are accompanied by a large displacement and consequently not only a peak strength but also a residual strength are very important in the analysis of landslide and slope stability. However the direct shear test which has been commonly used in the determination of shear strength parameters has a limitation on displacement therefore the residual strength parameters can not be obtained. The characteristics of residual shear behavior were investigated through the numerical analyses in this study.

  • The objective of this study is to standardize the calculation method of Palmer Drought Severity Index (PDSI) for the three Drought Management Agencies (DMA) in south Korea, and to evaluate the PDSI applicability. For comparison and review of the method, the code and input data of PDSI are collected from each DMA. The calculation method is the same, but the used input data (number of meteorological stations, normal year period, Available Water Capacity (AWC) of the soil) are different. Through discussions with drought experts and literature review, the standardized method is determined. 61 stations which have the data period more than 30 years are selected. Also the normal year is fixed for 30 years and updated every 10 years. The observed AWC is utilized using GIS data. Empirical equation of PDSI is re-estimated according to domestic climate characteristics. For evaluating the standardized PDSI, past drought events are investigated and drought indices including the existing SPI and PDSI are used for comparative analysis. As results, although the accuracy of standardized PDSI through ROC analysis is lower than SPI, the newly standardized PDSI is better than existing PDSI from DMA, Also it reasonably explain the spatial drought situation through the spatial analysis.
