  • Due to rapid internet supply and the increase of electronic resources including network resources, there has been a sudden change in cataloguing fields. To deal with rapid changes, IFLA revised cataloguing rules for electronic and continuing resources; ISBD(ER) and ISBD(CR), JSC(Joint Steering Committee for Revision of AACR) has published the 2002 revision of Anglo-American Cataloguing Rules, Second Edition. Major changes in both content and format make the release of the 2002 revision momentous. This study is to analyze activities of JSC and rule revisions of AACR2R 2002 edition, expecially in regards with concepts of change to rule 0.24, new categories of bibliographic materials, changes to chapter 3(cartographic materials), chapter 9(electronic materials), chapter 12(continuing materials), definition of a new terminologies, changes in MARC 21 coding, and issues concerned with revision of KORMARC.

  • The RAK has in general adopted the provisions of the paris principles to a far greater extent than many other cataloguing codes. And the analyses confirm that the determination of the main entries in German cataloging rules is a rather complex process and one which can result in inconsistent, arbitrary decisions. And the selection of the main entry requires a considerable amount of decision making which is time-consuming and costly. From the point of view of computers, all entries are equal as points of retrieval. In light of the above considerations the most important recommendation to be made is that the main entry principle be abandoned from cataloging theory and practice and be replaced by the title entry. It would eliminate the need for personal judgments required by the present rule. In so doing, it would bring uniformity and Standardization to cataloging practice. Use of the title entry would reduce the time and effort spent on the selection of the main entry which serves no important purpose in the catalog. Therefore title entry is more developed finding device than author entry in direct approach for document retrieval.

  • The purpose of this study is to identify the problems of describing bibliographic elements such as edition, impression, and year of publication in the current Cataloging Rules, and to present improvements to the KCR and the KORMARC Format. According to changes in the information technology environment in the library, the level and scope of the cataloging that can be provided to users should be adjusted. As data is diversified and descriptive method of metadata develops, the development of bibliographic elements and the change of the descriptive method are changing the framework of the existing standardization. As a research method, we will examine the concept of edition and impression, examine the transition process of description of edition and impression targeting KCR. And we would like to present the methods of bibliographic description to be added or modified through cataloging examples, and examine the format reflected in KORMARC. This study is intended to be limited to the descriptive form of books. The bibliographic elements of the entry in the library must be fully consistent with the bibliographic elements of the material to be catalogued. This study suggests an improvement to the cataloging rules. First, the edition of the cataloging rules shall describe the edition statement and the impression statement. In addition, the description of the year of publication describes the latest year, not the first year of publication of the edition of the material to be catalogued. The descriptive scope of the year of publication is extended to the month of publication. Second, in the KORMARC format, the description of impression in edition statement is given to the identifier in the 250 field, and is numerically described as the second impression. When presenting the month and year of publication, one identifier in the field 260 describes the year of publication and the other identifier describes the month of publication. The description for the month and year of publication is stated the latest month and year on the title page and the colophon of the publication.

  • Resource Description and Access(RDA) was published in 2008, reflecting IFLA IME ICC's International Cataloguing Principles(ICP), conceptual model for cataloging of Functional Requirement for Bibliographic Records(FRBR), and conceptual model for authority data of Functional Requirement for Authority Data(FRAD). Therefore, new tags and fields have been added to MARC21 format, and researches about the prototype have been studied to implement FRBR as envisioned by the new RDA standard. According to the innovative international cataloging environments, KCR and KORMARC must be revised to accommodate RDA description. This study was to grasp occurrence rate of work and expression element of FRBR and RDA among MARC field of Hansung University library and to analyze limitation of MARC data for RDA. Based on this limitations, cataloging rules and tags and fields of KORMARC were suggested to accommodate RDA in national cataloging environment. This study reviewed cataloging rules such like representation, main entry and rule of three, preferred title, types of content, media and carrier. This study is to suggest the consideration of KCR and KORMARC for RDA in Korea.

  • Archival description in archives has an important role in document control and reference service. Archives has made an effort to do archival description. But we have some differences and problems about a theory and practical processes comparing with advanced countries. The serious difference in a theory is that a function classification, maintenance of an original order, arrangement of multi-level description are not reflected in practical process. they are arranged in shelves after they are arranged by registration order in a unit of a volume like an arrangement of book. In addition, there are problems in history of agency change or control of index. So these can cause inconvenience for users. For improving, in this study we introduced the meaning and importance of arrangement of description, the situation and problem of arrangement of description in The National Archives, and a description guideline in other foreign countries. The next is an example for ISAD(G). This paper has chapter 8, the chapter 1 is introduction, the chapter 2 is the meaning and importance of arrangement of description, excluding the chapter 8 is conclusion we can say like this from the chapter 3 to the chapter 7. In the chapter 3, we explain GOVT we are using now and description element category in situation and problem of arrangement of description in Archives. In the chapter 4, this is about guideline from Archives in U.S.A, England and Australia. 1. Lifecycle Date Requirement Guide from NARA is introduced and of the description field, the way of the description about just one title element is introduced. 2. This is about the guideline of the description from Public Record Office. That name is National Archives Cataloguing Guidelines Introduction. We are saying "PROCAT" from this guideline and the seven procedure of description. 3. This is about Commomon Record Series from National Archives of Australia. we studied Registration & description procedures for CRS system. In the chapter 5, This is about the example which applied ISAD to. Archives introduce description of documents produced from Appeals Commission in the Ministry of Government Administration. In the chapter 6, 7. These are about the problems we pointed after using ISAD, naming for the document at procedure section in every institution, the lack of description fields category, the sort or classification of the kind or form, the reference or identified number, the absence description rule about the details, function classification, multi-level description, input format, arrangement of book shelf, authority control. The plan for improving are that problems. The best way for arrangement and description in Archives is to examine the standard, guideline, manual from archives in the advanced countries. So we suggested we need many research and study about this in the academic field.

  • Archival materials in film archives is a memories and archival documents of human which is generated from cultural activities of human being, and provided long-term relevant information. However, it is different general public audio-visual records because main purpose of representing culture to create the contents of private sector rather than evidence of the factual information of public service activities. Therefore, should determine the description principle and rule in order to reflect specific physical, intellectual characteristics. So as to control the description, that is need in the textual standards to base the specific purposes and rules thus analyzed the international description standards as Dublin Core, ISAD(G), FIAF Cataloguing Rules For Film Archives. As a result, more effectively to describe archival materials in film archives required significant modifications in the organizations of the areas and the elements. This study argues that first, to divide existence the concept and the reality (work/item) of archival materials in film archives. Second, to need understanding and indicating their content, context, structure. Third, to establish of the areas and the elements including a characteristic of it. The final suggestion organizes separately to 6th and 8th areas, 22th and 25th elements in two parts. This conclusion does not prepare to refer the status and/or policy of a particular film arhicve, can be set accordingly to a specific elements or sub-elements by the film archives.

  • International circulation of cultural assets involves numerous countries thereby making an approach based on international law essential to resolving this problem. Since the end of the $2^{nd}$ World War, as the value of cultural assets evolved from material value to moral and ethical values, with emphasis on establishing national identities, newly independent nations and former colonial states took issue with ownership of cultural assets which led to the need for international cooperation and statutory provisions for the return of cultural assets. UNESCO's 1954 "Convention for the Protection of Cultural Property in the Event of Armed Conflict" as preparatory measures for the protection of cultural assets, the 1970 "Convention on the Means of Prohibiting and Preventing the Illicit Import and Transfer of Ownership of Cultural Property" to regulate transfer of cultural assets, and the 1995 "Unidroit Convention on Stolen or Illegally Exported Cultural Objects" which required the return of illegally acquired cultural property are examples of international agreements established on illegal transfers of cultural assets. In addition, the UN agency UNESCO established the Division of Cultural Heritage to oversee cultural assets related matters, and the UN since its 1973 resolution 3187, has continued to demonstrate interest in protection of cultural assets. The resolution 3187 affirms the return of cultural assets to the country of origin, advises on preventing illegal transfers of works of art and cultural assets, advises cataloguing cultural assets within the respective countries and, conclusively, recommends becoming a member of UNESCO, composing a forum for international cooperation. Differences in defining cultural assets pose a limitation on international agreements. While the 1954 Convention states that cultural assets are not limited to movable property and includes immovable property, the 1970 Convention's objective of 'Prohibiting and preventing the illicit import, export and transfer of ownership of cultural property' effectively limits the subject to tangible movable cultural property. The 1995 Convention also has tangible movable cultural property as its subject. On this point, the two conventions demonstrate distinction from the 1954 Convention and the 1972 Convention that focuses on immovable cultural property and natural property. The disparity in defining cultural property is due to the object and purpose of the convention and does not reflect an inherent divergence. In the case of Korea, beginning with the 1866 French invasion, 36 years of Japanese colonial rule, military rule and period of economic development caused outflow of numerous cultural assets to foreign countries. Of course, it is neither possible nor necessary to have all of these cultural properties returned, but among those that have significant value in establishing cultural and historical identity or those that have been taken symbolically as a demonstration of occupational rule can cause issues in their return. In these cases, the 1954 Convention and the ratification of the first legislation must be actively considered. In the return of cultural property, if the illicit acquisition is the core issue, it is a simple matter of following the international accords, while if it rises to the level of diplomatic discussions, it will become a political issue. In that case, the country requesting the return must convince the counterpart country. Realizing a response to the earnest need for preventing illicit trading of cultural assets will require extensive national and civic societal efforts in the East Asian area to overcome its current deficiencies. The most effective way to prevent illicit trading of cultural property is rapid circulation of information between Interpol member countries, which will require development of an internet based communication system as well as more effective deployment of legislation to prevent trading of illicitly acquired cultural property, subscription to international conventions and cataloguing collections.

(ASK hypothesis: Anomolous State of Knowledge), • The organization for managing records and archives did not emerge together with the founding of the Chinese Communist Party. Such management became active with the establishment of the Department of Documents (文書科) and its affiliated offices overseeing reading and safekeeping of official papers, after the formation of the Central Secretariat(中央秘書處) in 1926. Improving the work of the Secretariat's organization became the focus of critical discussions in the early 1930s. The main criticism was that the Secretariat had failed to be cognizant of its political role and degenerated into a mere "functional organization." The solution to this was the "politicization of the Secretariat's work." Moreover, influenced by the "Rectification Movement" in the 1940s, the party emphasized the responsibility of the Resources Department (材料科) that extended beyond managing documents to collecting, organizing and providing various kinds of important information data. In the mean time, maintaining security with regard to composing documents continued to be emphasized through such methods as using different names for figures and organizations or employing special inks for document production. In addition, communications between the central political organs and regional offices were emphasized through regular reports on work activities and situations of the local areas. The General Secretary not only composed the drafts of the major official documents but also handled the reading and examination of all documents, and thus played a central role in record processing. The records, called archives after undergoing document processing, were placed in safekeeping. This function was handled by the "Document Safekeeping Office(文件保管處)" of the Central Secretariat's Department of Documents. Although the Document Safekeeping Office, also called the "Central Repository(中央文庫)", could no longer accept, beginning in the early 1930s, additional archive transfers, the Resources Department continued to strengthen throughout the 1940s its role of safekeeping and providing documents and publication materials. In particular, collections of materials for research and study were carried out, and with the recovery of regions which had been under the Japanese rule, massive amounts of archive and document materials were collected. After being stipulated by rules in 1931, the archive classification and cataloguing methods became actively systematized, especially in the 1940s. Basically, "subject" classification methods and fundamental cataloguing techniques were adopted. The principle of assuming "importance" and "confidentiality" as the criteria of management emerged from a relatively early period, but the concept or process of evaluation that differentiated preservation and discarding of documents was not clear. While implementing a system of secure management and restricted access for confidential information, the critical view on providing use of archive materials was very strong, as can be seen in the slogan, "the unification of preservation and use." Even during the revolutionary movement and wars, the Chinese Communist Party continued their efforts to strengthen management and preservation of records & archives. The results were not always desirable nor were there any reasons for such experiences to lead to stable development. The historical conditions in which the Chinese Communist Party found itself probably made it inevitable. The most pronounced characteristics of this process can be found in the fact that they not only pursued efficiency of records & archives management at the functional level but, while strengthening their self-awareness of the political significance impacting the Chinese Communist Party's revolution movement, they also paid attention to the value possessed by archive materials as actual evidence for revolutionary policy research and as historical evidence of the Chinese Communist Party.
