“특구형 국제물류센터” 구축 전략에 관한 연구 (A Study on the Strategy to Establish “Specialized International Logistics Centre” in Korean Peninsula)

  • 본 연구는 한국경제의 장기발전모델로 한반도의 어느 구역에 “특구형 국제물류센터”를 설립하는 방안을 제시하고 있다. 이 제안의 요체는 인류(人流)와 물류(物流)가 원활히 흐르는 “물류 경제 특구”를 건설하여 한반도를 동아시아의 물류거점으로 재탄생시키자는 것이다. 설문조사로 물류센터 유치에 있어서의 한국의 경쟁력을 분석하였고 설문 조사시 수집되었던 각종 아이디어를 정리하여 “물류센터”의 성공적 지정 전략을 제시하였다.

Economic Integration and the Changes in Logistics Circumstances in Northeast Asia -Emphasizing the Strengthening of Competitive Power of Hub Ports-

  • This study focuses on analyzing the potentiality of economic integration and the changes in logistics circumstances in Northeast Asia. So far as the changes in logistics circumstances in it, it is emphasized a complex transport system by sea and by land, according to the connection with the Railroad of South-North in Korean Peninsula and the Railroad of the Continent of Siberia. It first considers the propriety of economic integration among Korea, China and Japan in Northeast Asia. The first stage of the economic integration in Northeast Asia means it is started from contracting of FTA(Free Trade Agreement) which just agreed at the Summit Conference among Korea, China and Japan in ASEAN+3(Korea China. Japan). At that time, the Summit Conference between the three countries have agreed to study on the propriety of FTA charging by own country's research organization. At first China has been hesitated to join with FTA in spite of high growth in his economy, because the time is not yet for it. After all, China also decided himself to participate to FTA together with Korea and Japan by reacted to the stimulus at the conference atmosphere between every country of ASEAN. The discussion on the changes in logistics circumstances also is needed to deal simultaneously with a situation in the economic integration in Northeast Asia. It is worthy to be paid our attention to the restoration of the Railroad of South-North in Korean Peninsula, which was disconnected for a long time from the dispute between South Korea and North Korea. Therefore, it needs to be investigated together with the movement of economic integration in Northeast Asia. The reaction on the restoration of the Railroad of South-North in Korean Peninsula is not only limited to the transport of trade cargo between South Korea and North Korea, but also it is reached to all of Northeast Asia, so far as to all of the area of Russia, Europe, and the other neighbor countries. Because this railroad is connected with the Railroad of the Continent of Siberia. The transport of trade cargo in Northeast Asia have been mostly depended upon the transport by sea until now. However, it would be divided into the transport by sea as well as by land from now. As its economic effect, the restoration of the Railroad of South-North in Korean Peninsula could be not only contributed to reduce the cost of logistics within South Korea and North Korea, but also within or without in Northeast Asia, Russia, and Europe. Consequently, it could be improved the power of international competitiveness of goods in Northeast Asia, according to the formation of a complex transport system together with the transport by sea and by land.

한반도의 동북아 육상물류체계 위상과 발전 전략에 관한 연구 (The Strategy for the Position and Development of the Land Logistics System of the Korean Peninsula)

  • 동북아 지역은 세계에서 가장 빠르게 발전하고 변화하는 지역중의 하나다. 세계경제에서의 위상이 점증되고 있으며 다양한 물류체계와 Network이 구축되고 있다. 한국,북한,중국,일본과 러시아, 몽골 등의 국가가 연해있는 동북아지역은 원활한 경제발전과 국제적 교역의 효율을 높이기 위해 체계적인 물류 체계의 구축과 발전전략이 요구되고 있다. 한반도는 분단으로 육상물류측면에서 매우 비효율적인 상태에서 오래 그 체제가 유지되어 왔고, 새로운 변화의 필요성이 강조되고 있다. 동북아 육상물류체계에서 남한은 하나의 섬으로서 인식되었고, 한반도도 대륙과 원활하게 연계되지 못하여 효율적인 물류체계의 구축과 발전전략에 대한 연구와 비전제시가 부족하였다. 동북아경제권(통일한국, 일본, 중국 동북3성, 극동러시아, 몽골)은 2050년 북미경제권, 유럽경제권에 버금가는 세계 최대 경제공동체를 형성할 것으로 전망되고 있다. 통일 한반도는 동북아경제권의 Land Bridge로서 그리고 동북아 물류 허브로서 중요한 역할이 기대된다. 본 연구에서는 동북아에서 한반도의 물류위상과 과제 및 문제점을 살펴보고 바람직한 발전전략과 비전을 모색해 보았다. 이를 위해 철도로 대표되는 육상물류체계 상의 문제를 파악하고 미래지향적인 발전 전략을 제시하였다. 궁극적으로 한반도가 동북아 물류중심 국가로 발전하고 육상 물류영역에서 주도적 역할을 담당하는 비전을 실현하기 위한 전략을 모색, 제시하고자 한다. 선행연구와 현장의 자료들을 통한 문헌적 연구로서 이론적 틀과 비전 및 전략의 제안에 의미를 찾을 수 있다. 넓은 연구범위로 세부적인 대안제시에 미흡한 부분들은 향후연구에 더 보완될 필요가 있다고 본다.

Future Northeast Asia Transport and Communications System

  • Korea has been at the forefront of efforts to enhance international cooperation in transport and communications within Northeast Asia. This effort is driven not only by the benefits that could accrue to the Korean Peninsula but also to all nations in the region. Mutual cooperation within Northeast Asia would reduce transport and communications costs and provide the basis for a regional transport and logistics network. Before progress can be made towards an integrated transport and communications system in Northeast Asia, however, there is a need to evaluate its prospects, outline a visionary plan, and detail a preferred strategy. The strategy to develop the Korean Peninsula as the gateway for Northeast Asia should harmonize with the region's common transport (and communications) policy The strategy adopted by South Korea is focused primarily on the development of an improved logistics infrastructure that would be extended to North Korea upon reunification. The seaport and airport developments In Korea will have to be supported by improved access to planned high-speed railways, expressways and freight distribution centers that, in turn, are to be integrated with new telecommunications and computer technologies. The benefits from these improvements will be lost unless existing government monopolies controlling seaport, airport, rail, road and expressway developments are commercialized to ensure that the price of transport reflects its actual cost. Technical harmonization between different modes should be promoted to facilitate efficient intermodal transport between the Korean Peninsula and the rest of Northeast Asia.

한국-유라시아간 해륙복합운송 문제점 및 해결 우선순위 분석 (Analysis on Barriers and Resolution Priority of Sea-Rail Multimodal Logistics among Korea and Eurasia Nations)

  • 2018년 남북정상의 4.27 판문점 선언으로 한반도의 평화 및 협력 분위기가 조성되고, 그해 6월에는 국제철도협력기구(OSJD) 가입으로 한반도를 포함하여 중국, 러시아 등 유라시아와 연계하는 복합물류체계 기반이 마련되었다. 본 논문에서는 한반도와 유라시아를 효율적으로 연결하는 복합물류 네트워크 구축하는데 애로사항을 파악하기 위하여 현재 대륙철도를 이용하고 있는 실무전문가를 대상으로 설문조사를 실시했다. 설문항목은 국경통과 절차, 기술, 시설, 운영, 정부지원 측면 등 5가지로 나누어 애로정도와 해결 우선순위 점수를 조사했다. 그 결과 한국-유라시아간 국제 복합운송 문제점 중에서 우선 해결해야 할 과제로는 환적 시설을 개선하고, 통과국마다 검사하는 것을 폐지하고 통관서류를 간소화해야 하며, 운임변동을 최소화하는 방안 마련 등이 선정되었다. 결론적으로 한반도와 대륙철도 연계 및 복합운송 활성화를 위해서는 첫째, 국경에서의 궤간 변경을 원활하게 하기 위한 환적 시스템 개발을 국제 공동으로 실시해야 하고, 둘째 남 북 중 러 철도시설 및 운영시설을 표준화해야 하며, 셋째, 통관간 소화, 정기 발차, 운임 변동 정보 공유 등을 위한 남 북 중 러의 국제협력이 필요하고, 마지막으로 정부 차원에서 블록트레인 구성을 위한 물량 확보 방안을 마련하고 새로운 비즈니스 모델을 개발해야 할 것으로 판단된다.

Study on Influencing Factors of Port Logistics Development Based on Configuration Analysis QCA

  • Purpose - In the context of economic globalization and the continuous development of international trade, as countries around the sea peninsula, port construction is particularly important. Based on the research on the influencing factors of port logistics development based on the allocation analysis, QCA (Qualitative Comparative Analysis) provides the basis for the planning and policy of port logistics development and has important theoretical value and practical significance for improving the level of port logistics management, reducing logistics operating costs and increasing economic benefits. In the tide of global integration for the development of port logistics, promote the growth of foreign trade economy of the city. It is also of great significance to the development and progress of commerce and trade. Design/methodology - Based on the relevant data samples of various ports in South Korea, this paper uses fsQCA (fuzzy set Qualitative Comparative Analysis) to integrate and analyze the influence mechanism of port logistics development and extracts five influencing factors of port logistics development, including the port's scale and infrastructure in the hard environment, port-neighboring enterprises in the soft environment, hinterland economy and government support. Findings - The five factors are unable to separately constitute the necessary and sufficient conditions of port logistics development, only a combined model can influence lake port logistics development. The scale and infrastructure of the port itself and port-neighboring ring enterprises are the main core conditions, which work together on the port, affect the throughput capacity of the port, and promote the development of port logistics. When the port-neighboring enterprises are not complete and the scale is low, the growth of port throughput will be restrained and the development of port logistics will be affected, whether the hinterland economic benefits are general, the development of port-neighboring enterprises is insufficient, or the government supports are limited. Originality/value - Through the research on the development of port logistics in South Korea from the perspective of configuration, this paper finds the configuration influence of hard environment and soft environment on the development of port logistics, which has important theoretical and practical significance for better promoting the development of port logistics in South Korea.

중국 동북3성의 물류현황 및 시사점 (Logistics of the Dongbei Area in China)

  • 본 연구의 목적은 중국의 동북3성지역의 물류현황과 우리에게 주는 시사점을 분석해보고 관련 기업들에게 간략한 시사점을 제시하는 것이다. 중국 본토는 광대하여 지역마다 사정이 각각 다르기 때문에 중국의 물류현황을 각 지역별로 별도로 연구하는 것이 필요하다. 본 연구의 대상인 동북지역도 면적이 한반도의 3배가 넘으며, 인구 또한 남북한을 합친 것보다 2배가 넘는 광활한 지역이다. 따라서 동북아의 물류허브를 목표로 하는 우리나라는 경쟁상대이며 우리의 주요 시장이 되는 중국에 대해 항상 주의를 기울일 필요가 있다. 본 연구에서는 관련정보의 부족으로 인해 동북3성 지역 중 랴오닝성을 중심으로 분석할 수밖에 없었다. 추후에는 랴오닝성 외에 지린성 및 헤이룽장성에 대한 심도 깊은 분석이 필요할 것이다.

광양항 및 광양만권 경제자유구역의 활성화 방안에 관한 연구 (The development device of Gwangyang port and Gwangyang bay in accordance with its free economic zone)

  • With the globalization of economy, there is keen competition among rountries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Korea competing with Northeast Asia countries is also working out strategies in order to make Korea peninsula a logistics center of Northeast Asia taking advantage of its geographical strength. Gwangyang port has designated as Free Economic Zone together with Pusan and Jinhae, Incheon from October 24th, 2003. However, the introduction of Free Economic Zone in Korea lagged behind other major countries and it has a lot of operational problems. Approximately 600 areas worldwide are designated and operated as a Free Economic Zone and Gwangyang port and its surrounding area has several points to be settled as one of FEZ. First one is its limited functions and related laws. Next is imperfection on development, investment and management system of the hinterland. Lark of promotion activities could be one of the problems. This paper analyzes the above problems and presents various measures to activate Gwangyang Port and Gwangyang Free Economic Zone as follows Benchmarking to promote Gwangyang Free Economic Zone as follows Benchmarking other countries' system, governmental support, introduction & logistics functions, early development of the hinterland, supply of effective one-stop service, investment attraction into the area and diversified promotion & marketing activities.

Economic Ripple Effect of the TKR on the Logistics Industry

  • Purpose: The purpose of this study is to analyze the economic ripple effect(ERE) of logistics industry by construction of Trans-Korea Railway (TKR) and present policy measures to minimize the economic loss of South Korea (SK). Research design, data and methodology: As the analysis method, exponential smoothing was used for demand forecasting, Input-Output analysis was used to estimate the economic ripple effect coefficient, and scenario analysis was used to an efficient way to invest in TKR to minimize SK's economic losses. Results: 1) the production(logistics fares) of TKR for 10 years after its completion is about 11.42 trillion won in positive relations, and 26.89 billion won in negative relations. 2) the ERE of SK in positive relations is 24.32 trillion won in production inducement effect, 8.1 trillion won in value-added inducement effect, 3.54 trillion won in import inducement effect, and 70,930 persons in employment inducement effect. But the ERE was insufficient in the negative relations. 3) SK's efficient investment method is providing materials and equipment by SK and building the TKR by North Korea in positive inter-Korea relations. Conclusions: For the successful operation of TKR, international cooperation, legalization and stable peace settlement on the Korean Peninsula are required.
