  • Objectives: Exposure Assessment for workplace hazards where the exposure level is below occupational exposure limits(OELs) has been performed without considering either the degrees of risk or exposure levels and has failed to lead to intervention in many cases. The objective of this study was to suggest and test an application framework for risk assessment methodology under the current exposure assessment system in Korea. Materials: First, we investigated the exposure assessment systems in Korea and other countries. To adopt some risk assessment techniques, we also analyzed risk assessment systems and compared them to exposure assessment systems. A few suggestions were made. We held a public hearing during an industrial hygiene conference and took surveys using a questionnaire. Results: The first suggestion was to implement the risk assessment and exposure assessment through a "one-stop" system. In that case, one expected question would be who has been doing the jobs so far. In most cases, industrial hygiene consulting services or laboratories have been performing exposure assessment for business owners. Business owners are required to perform risk assessment. As two different groups of people will be required to implement two things in a one-stop system, they need to share information. As an information vehicle to share information, commonly filed survey checklists were suggested. The second suggestion was to categorize exposure level into four groups instead of the current binary divisions based on OELs. In the risk assessment system, exposure level is divided into four groups utilizing the cut-points of 10%, 50%, and 100% of OELs. The same schema can be adopted in the exposure assessment system and different levels of requirements can be assigned for each group. The third suggestion was regarding the regulation system. To provide the suggestions some thrust toward being implemented in the field, changes should be made in the legal system. Two different types of new exposure assessment result reporting forms were suggested. Some investigations such as an ergonomic survey are officially accepted as risk assessment under the current legal system. A few items were suggested to be included in the exposure assessment result reporting to be accepted as risk assessment. A pilot study in two small factories was performed and pointed out the strengths and weakness of our suggestions. Conclusions: Discussions and studies on the improvement of the exposure assessment system have been held for decades and no tangible changes have yet been made. We hope this result can help realize healthy lives for workers in Korea.

  • The toxicity test of ammonium persulfate was conducted to ensure of its potential toxic effects according to the single-dose acute oral toxicity study (OECD Guideline 423) and 90-day repeated dose sub-chronic oral toxicity study guideline (OECD Guideline 408) for establishing national chemical management system, and matching in the Globally Harmonized Classification System (GHS) category. In acute oral toxicity study, pasty stool, perineal contamination and temporary body weight decrease were observed after dosing 1st and 2nd challenge (300 mg/kg body weight). All test animals were dead within 6 hours after dosing at 3rd challenge (2000 mg/kg body weight). Therefore, the GHS class of test substance is considered class 4. In sub-chronic toxicity study, body weight changes, food consumptions, hematological, biochemical and pathological examination did not show any noticeable and significant differences between the administered (5, 20, 80 mg/kg body weight) and control (vehicle only) group animals. Based on these results, the no observed adverse effect level (NOAEL) is considered above 80 mg/kg body weight.

  • Construction has been well known as the industry in which accidents occur more often than other industries. The efforts to eliminate the accidents at construction sites need to be continuously conducted because they tend to cause the social problems such as massive loss of life and property. According to the Korea Occupational Safety and Health Agency (KOSHA), 26,570 (29.3 percent) out of 90,656 workers in total industrial accidents have been occurred in the construction industry in 2016. Particularly, the falling victims are the largest number, which is about 8,699. This number is increasing due to the increase of the large scale, high-rise, and complex construction structures and the various construction methods. In reality, there is a lack of analysis on the risk factors of safety accidents and preventive measures. Therefore, in this study, we have selected risk factors by analyzing the accident cases at construction sites. Based on the results, we conducted a safety practitioner-focused survey and had an interview with safety managers. In analyzing the cases, we have categorized them into three groups such as upper, middle, and lower and compared their statistical results. This study are expected to provide safety management guidelines with workers and safety managers to prevent previously fall accidents at construction site.

  • Steel fiber reinforced concrete (SFRC) exhibits enhanced strength and superior energy dissipation capacity compared to normal concrete, and it can also reduce crack propagation and fragmentation of concrete even when subjected to blast loads. In this study, the parameters defining failure surface and damage function of the K&C concrete nonlinear model were proposed to be applied for the properties of SFRC in LS-DYNA. Single element analysis has been conducted to validate the proposed parameters in the K&C model, which provided very close simulations on the compressive behavior of SFRC. In addition, blast analysis was performed on SFRC columns with different volume fractions of steel fibers, and the blast resistance of SFRC columns was quantitatively analyzed with Korea Occupational Safety & Health Agency (KOSHA) guidelines.

  • This study was carried out to identify how a self-stretching exercise program affects pain for each body area, pain relief and job satisfaction for care workers. 20 of 40 care workers with musculoskeletal symptom were randomly selected and participated a self-stretching exercise program consisting of 15 motions. The intervention was done five times or more per weeks for 8 weeks and 1 session lasted within 15 minutes. 'Musculoskeletal symptom survey table' of the Korea Occupational Safety and Health Agency(KOSHA) and JDI(Job Descriptive Index) was used for pain on the musculoskeletal symptom and job satisfaction. Survey were done twice before and after the program. The result of this study showed that self-stretching exercise program group(SSPG) relieved from pain significantly in the shoulders(p<.01) and lumbar(p<.05), comparing to the non self-stretching exercise program group(NSPG). Although no significant difference on variations in the JDI appeared in SSPG, the significant reduction appeared from the colleague relationship and organization in NSPG(p<.05). SSPG showed the significant increase on variations in JDI from the job and organization comparing to NSPG. Especially, the improvement on satisfaction for the organization was shown(p<.05). Accordingly, the self-stretching exercise program for care workers can be said to positively affect the overall pain relief and increase on the JDI.

  • Objectives: This study identified the general characteristics of asbestos inspection/analysis laboratories in Korea and confirmed the actual situations in terms of technical aspects from these characteristics. In addition, given the background of the current problem, it offers preliminary data for determining future plans for improvement. Methods: A questionnaire was developed and distributed to the asbestos inspection/analysis laboratories that used the ISO/IEC 17025 for asbestos sampling and testing by UKAS(United Kingdom Accreditation Service) and the Korea Laboratory Accreditation Scheme(KOLAS). A total of 202 institutions in Korea were selected for the study and 145(71.8%) questionnaires were returned. Results: The number of personnel of the surveyed institutions averaged $4.2{\pm}2$ and 79.3% operated with less than five persons. In terms of education, the capital and other densely populated areas showed a high level of education(p<0.05). The level of education and facilities were determined by the magnitude of the institution(p<0.05). Institutions managed by highly educated directors were well-stocked with education and facilities(p<0.05). Institutions which had directors with considerable experiences received high scores overall and in particular higher scores in terms of education and facilities(p<0.05). At the level of the bottom five percent, the factor of education was 40.4% while the factor of measurement 49%, the factor of analysis 59%, the factor of facilities 61%, and the factor of survey 81%, respectively. Conclusions: To improve the quality of the institutions, in the short term, the problems identified in this study can be used to revise the related regulations. In the long term, a grading system of survey institutions needs to be established through the introduction of an accreditation system. However, the ongoing support of a government agency is required, including holding seminars and open education, suggesting guidelines for operation of asbestos inspection/analysis labs, and other means.

  • There are PFD(Process Flow Diagram) and P&ID(Piping and Instrument Diagram) for designing and managing chemical process efficiently. They provide the operation condition and equipment specifications of chemical process, but they do not provide the reliability of chemical process. Therefore, in this study, Reliability Flow Diagram(RFD) which provide the cycle and time of preventive maintenance has been developed using Directed Graph Analysis methodology. Directed Graph Analysis methodology is capable of assessing the reliability of chemical process. It models chemical process into Directed Graph with nodes and arcs and assesses the reliability of normal operation of chemical process by assessing Directed Graph sequential. In this paper, the chemical process reliability transition according to operation time was assessed. And then, Reliability Flow Diagram has been developed by inserting the result into P&ID. Like PFD and P&ID, Reliability Flow Diagram provide valuable and useful information for the design and management of chemical process.

  • The GO-FLOW methodology is capable of assessing system reliability. It models the system into a GO-FLOW chart with signal lines and operators and assesses the reliability of system by assessing the GO-FLOW chart sequential. But, as it models one component of system into several operators, the GO-FLOW chart which is different from the system flow diagram be modeled. Also, as it models the real operation time into "time point", it is hard to assess the reliability change according to the real operation time. Therefore, in this paper, the new GO-FLOW methodology which use the function(success/failure) of system components has been developed. It can assess the successful operating probability of system, regardless of the operating status of components. As it models one component of system into one operator, the GO-FLOW chart which is similar the system flow diagram can be modeled. Also, it is able to easily assess the successful probability of system according to the real operation time using the time in the operators.
