To limit greenhouse gas emissions from ships, numerous environmental regulations and standards have been taken into effect. As a result, alternative fuels such as liquefied natural gas (LNG), liquefied petroleum gas (LPG), ammonia, and biofuels have been applied to ships. Most of these alternative fuels are low flashpoint fuels in the form of liquefied gas. Their use is predicted to continue to increase. Thus, management regulations for using low flash point fuel as a ship fuel are required. However, they are currently insufficient. In the case of LNG, ISO standards have been prepared in relation to bunkering. The Society for Gas as a Marine Fuel (SGMF), a non-governmental organization (NGO), has also prepared and published a guideline on LNG bunkering. The classification society also requires safety management areas to be designated according to bunkering methods and procedures for safe bunkering. Therefore, it is necessary to establish a procedure for setting a safety management area according to the type of fuel, environmental conditions, and leakage scenarios and verify it with a numerical method. In this study, as a feasibility study for establishing these procedures, application status and standards of the industry were reviewed. Classification guidelines and existing preceding studies were analyzed and investigated. Based on results of this study, a procedure for establishing a safety management area for bunkering in domestic ports of Korea can be prepared.

Due to the climate crisis, various environmental regulations including greenhouse gas reduction are in effect. This is not limited to any specific industry sector, but is affecting the entire industry worldwide. For this reason, the IMO and governments of each country are announcing strategies and policies related to the shipbuilding and shipping industries. The current regulations can be partially resolved through additional facilities such as scrubbers while using existing fossil fuels, but ultimately, the emission of greenhouse gases such as CO2 from the exhaust gases generated by ships must be restricted through energy conversion. To this end, it is necessary to develop fuels that can replace traditional fuels such as oil and natural gas. Among them, hydrogen is attracting attention as a clean energy that does not emit pollutants when used as a fuel. However, hydrogen has a wide explosive range and a fast dispersion speed, so research on this is necessary. Therefore, in this paper, when hydrogen leakage occurs in the fuel preparation room of a hydrogen-powered ship, the trend was analyzed and the ventilation characteristics were investigated.

The International Association Marine Aids to Navigation and Lighthouse Authorities (IALA) proposed guidelines for VTS manual operation in 2016 for safe and efficient operation of ship. The Korea Coast Guard (KCG) established and operated 19 VTS centers in ports and coastal waters across the country by 2022 based on the IALA VTS manual and VTS operator's education and training guidelines. In addition, IALA proposed the Inter-VTS Exchange Format (IVEF) Service recommendation (V-145), a standard for data exchange between VTS, in 2011 for efficient e-Navigation system services and safe and efficient VTS service support by VTS authorities. The IVEF service in a common framework for ship information exchange, and it presents seven basic IVEF service (BISs) models. VTS service providers can provide safer and more efficient VTS services by sharing VTS information on joint area using IVEF standards. Based on the BIS data, interaction, and interfacing models, this paper introduced the development of the cloud-based VTS integration services performed by the KCG and the results of the VTS integration platform test-bed for IVEF service implementation. In addition, the results of establishing a cloud VTS integrated platform test-bed for the implementation of IVEF service and implementing the main functions of IVEF service were presented.
Objective: The purpose of this study is to present the basic guidelines for preventing human error by measuring and analyzing the risk of collision perceived by the ship operator in the collision risk situation by using Korea Coast Guard patrol ships. Background: In the last 5 years, 97.5% of the causes of ship collision occurred at the sea was caused by human factors. However, the rate of marine accidents due to human error has not been reduced yet. Experiments and researches on the ship operators using the ships in actual operation are rarely performed. Method: Using two K.C.G Ships on the sea, the ship measured by 30 persons who are the subject of the ship (ship operator) when both ships approach and the relative distance gradually decreases in four encounter situations, perceived ship collision risk (PSCR) data were analyzed by statistical analysis. Results: The age and boarding career of the ship operator in the situation of ship collision risks encountered a negative impact on perceived collision risk in all four opposing encounter situations S1 ($000^{\circ}$), S2 ($045^{\circ}$), S3 ($090^{\circ}$) and S4 ($135^{\circ}$) respectively. That is, the higher the age of the ship operator, the lower the perceived risk of collision and the lower the age, the higher the risk of collision. Also, there was a difference between the average of group A (20~30 years) and group B (40~50 years) according to age of the ship operators at $000^{\circ}$, $045^{\circ}$ and $090^{\circ}$ and there was no difference at $135^{\circ}$. The mean difference of the experience of boarding career was also significantly different between group A (less than 4 years) and group B (more than 5 years), but there was no significant difference at $135^{\circ}$. Conclusion: The results showed that age and boarding career of the ship operators had negative impact on perceived collision risk and there was a difference in perceived risk of collision according to age and abundance of boarding career. As a result, by focusing on the ship operators who are in the age group of 20~30 years old and have less than 4 years of experience in boarding the ship. It is expected that the effect of prevention of marine accidents can be expected by avoiding collision avoidance. Application: The results of this study can be used as policy data of related organizations to prevent human error of ship operators and as training data of training institutes.

Of these accidents, designated anchorage of Korea coastal port, spcially open-sea anchorage, occurred dragging anchor and accidents are likely, due to failure to obtain a valid ship's holding power so that it is the situation unsatisfactory that ensuring the safety of the anchored ship and anchorage systematic safety management stadars for the efficent operation of the anchorage. also in case of open-sea anchorage vulnerable to external force of certain conditions due to geographical location and topographical characteristics of the port, accidents are likely dragging anchor by typoon or suddenly strong wind and secondary accidents are concerned. This paper shows standard of limit external force to ensure the safety anchorage each of ship's size through review marine accidents on Pohang port, also it is determined to be used as a basic reference for anchoring safety and efficient anchorage management.

Today, all the countries of the world newly recognize importance of sea on 70% area of the earth, which are focused on efforts for security of marine territory and fishes resources. Coastal states need to have proper state's jurisdiction and exercise it's jurisdiction to response effectively to a maritime security threat and illegal fisheries. Here, many of the coastal states strengthened the rights in Exclusive Economic Zone(;EEZ) naturally, there are made cooperation activities and keen competition in the sea because deepening of complex understanding of the relationship between the surrounding countries with marine surveys & continental shelf development, island territorial sovereignty & marine jurisdiction in overlap of sea area on EEZ. In these circumstances, foreign fishing boats invaded to our territorial waters and EEZ many times. in addition, Chinese fishing boats are going to illegal fisheries naturally. On this point, a powerful crackdown of maritime enforcement organization had no effect on them. Also more and more their resistance gathered strength and tendency of a illegal activities became systematization, group action and atrocity little by little. So this thesis includes a study on the regal regulation, the system and formalities on the control of illegal fishing. And the author analyzed the details of the activities of illegal fishing and boats controlled by Korea Coast Guard(KCG), fishing patrol vessels of Ministry of Maritime Affaires and Fisheries(MOMAF) and Navy etc. from in adjacent sea area of Korea. In relation to this, the policy and activity plan were devised to crackdown to illegal fisheries of foreign fishing boats and then it was enforced every year. According to this, analyze the present conditions of illegal fisheries of a foreign fishing boats on this study, also analyze the present conditions of maritime enforcement organization & found out problems to compared it. protect the territorial waters, at the same time protection of marine mineral resources & fishes resources of EEZ including continental shelf, which has want to study for the role & response of maritime enforcement organization for the protection of fisheries resources and a proper, a realistic confrontation plan of maritime enforcement organization against illegal fisheries of foreign fishing boats.

The importance of "Golden time", the early hours for saving lives in case of an accident, is being increasingly recognized day by day. Especially for marine accidents, it may take several hours for a rescue team to arrive, depending on location. Therefore, captains should always be prepared to handle situations independently. In this paper, in order to make better use of Golden Time in an emergency, we determined what the first consideration should be when selecting a ship evacuation route from perspective of the ship operator. To achieve this, we used maritime accident judgments and ship emergency response manual to identify ship evacuation priorities. AHP analysis (decision-making hierarchy analysis) was conducted for ship operators to determine consideration priorities. As a result, it was found that ship operator consider the safety of people about 6 times more important than that of the actual ship. In order to select an evacuation route, the location of coast guard ships, port of refuge, emergency anchorage, surrounding vessels, drifting and beaching factor are taken into consideration. By using these priority considerations, the decision-making processes of ship operators in emergency situations can be improved.

The Republic of Korea has a more rapidly aging society than any other country in the world. In order to prepare for the attendant challenges, this research provides basic data for policies related to aging ship officers, analyzing the relationship between elderly ship officers and marine accidents. The data used here spans 11 years, from 2006 to 2016, and the survey and regression analysis were conducted only on ship officers, excluding crew. As a result of this research, first, it was found that the number of employed ship officers older than 60 has increased 2.7 times over the past 11 years and the range of this increase was larger than for other age categories. Second, the number of elderly ship officers disciplined for marine accidents increased by around 2.6 times. Third, elderly ship officers had around 1.5 times the rate of marine accidents compared to non-elderly ship officers. Fourth, as a result of conducting regression analysis between the number of employed elderly ship officers and the number of officers disciplined, the degree of explanatory power of elderly ship officers for disciplined officials was 75.1%. Since our society will age quickly, policies such as license renewal education for elderly ship officers and regulation enforcing the quality of renewal will be needed.

The Ulsan anchorage has not secured a sufficient area than the anchorage demand, and the criteria for objective evaluation are not clearly defined. In this study, a general formula to solve the problems of the current anchorage density and occupancy concept was derived, and new adequacy evaluation criteria were proposed. The proposed criteria were applied to the Ulsan E anchorage to evaluate the suitability of the anchorage. The anchorage density and occupancy of the E1 anchorage were 129 % and 122 %, respectively, showing that both evaluation techniques exceeded 100 %, requiring anchorage expansion according to the evaluation criteria. A plan to expand the anchorage was reviewed considering the traffic pattern and the distance from the pilot boarding point. Therefore, a plan to open 35˚ on a sector at the end of the Ulsan No. 1 fairway was developed, and its suitability was verified. Base on the verification results, there was a part of the overlap between the extended area and the traffic track on the south of the E3 anchorage, but the possibility of affecting the marine traffic was minimal. In addition, it was confirmed that anchorage adequacy was achieved.
In ocean field, the spread of the Fourth Industrial Revolution based on information and communication technology requires high precision and stable PNT&D (Position, Navigation, Timing and Data). As the IMO (International Maritime Organization) and IALA (The International Association of Marine Aids to Navigation and Lighthouse Authorities) are requiring backup systems due to mitigate vulnerabilities and the increase of dependency on GNSS (Global Navigation Satellite System), Korea is conducting a research & development of R-Mode. An DGPS (Differentiate Global Positioning System) reference station that uses MF, an existing maritime infrastructure, and AIS (Automatic Identification System) base stations that use 34 integrity station and VHF will be utilized in this study to avoid redundant investment. Because there are radio shadow areas that display low signal levels in the west sea, the establishment of new R-Mode reference and integrity station will be intended to resolve problems regrading the radio shadow area. Because the frequency has a characteristic in that radio wave transmits well along the ground (water surface) in low frequency band, simulation and measurement were conducted therefore this paper to propose candidate sites for R-Mode reference and integrity station resulted through p wave's propagation characteristics analysis. Using this paper, R-Mode reference and integrity station can be established at appropriate locations to resolve radio shadow areas in other regions.
