Changing the Korean Agricultural Policy for Korea-USA FTA;From Public Money Investment to the Competitiveness Reinforcement (${\cdot}$미 자유무역협정에 대비한 한국농업정책의 방향 전환;공적자금투입에서 경쟁력 강화로)

  • Korea and USA reach an agreement with FTA. Korea's National Assembly will be to ratify the FTA. Korean agriculture was insufficiently competitive. FTA will be inflicted severe losses to Korean agriculture. But taking for granted that neoliberalism and economic globalization as the irrevocable currency of the international economic order, it is time to devote ourselves into discussing appropriate responses policy to minimize domestic agricultural loss and to improve agricultural competitiveness. There will never be another opportunity like this. It's now or never. Korean government and farmer have done various things, but basically their effort have to concentrate on three forms: fill the needs of an old market, create a need and a new export market, and adapt to a new market. This paper was an exploratory study of Korea-USA. FTA and paving the way for further studies on FTA in Korean agriculture. The objectives of this study Korea and USA reach an agreement with FTA. Korean government give a subsidy not to strengthen the competitiveness but to soothe the dissatisfaction. It is necessary for Korean government to switch from public money investment to strengthen the competitiveness.

  • We have compared and analyzed the definition of medical devices, classification, who treats, controls and sales the spectacle frames in South Korea, USA and European Union in this paper. South Korea classifies the spectacle frames as an industrial products while EU and USA regards it them as the medical devices. Sunglasses are industrial products in South Korea and EU but they are still the medical devices in USA. Assignment of spectacle frames and sunglasses as an industrial products could bring into several problems. Restricted classification of medical devices on spectacle frames and sunglasses will resolve the problem mentioned.

  • The somplest approximate confidence interval for the probability of success is the one based on the normal approximation to the binomial distribution, It is widely used in the introductory teaching, and various guidelines for its use with "large" sample have appeared in the literature. This paper suggests a guideline when to use it as an approximation to the exact confidence interval, and comparisons with existing guidelines are provided. provided.

  • Skyscrapers are often seen as a typically American phenomenon. This paper aims at demonstrating that in terms oif technology major developments are European and that, albeit in lesser number and not as high as in the USA, skyscrapers were also built in the late 19th century in countrries other than the USA. The paper concludes with an overview of late 19th century non-US skyscrapers.

  • This paper draws some implications from Logarithmic Mean Weight Divisia Method (LMWDM) on the sources of $CO_2$ emission changes in the manufacturing sectors of Korea, UK, and USA. The sources of change in industrial $CO_2$ emission of a country, as manifested by production scale factor, structural factor, and technical factor, summarizes the forces behind the change in $CO_2$ emissions in each country's manufacturing sector. There are three observations. First one is that Korea's emission is increasing while USA and UK are experiencing reduction or stabilization of $CO_2$ emission in the manufacturing sector. Second implication is that the technical factor affecting $CO_2$ emission in Korea does not help much, or even hinder, the reduction of $CO_2$ emissions, comparing to USA and UK. Third one, which is the combined result of the first and the second one, is that Korea's increasing trend in aggregate $CO_2$ emission throughout the periods in consideration is mainly due to the failure in technical progress, or the deterioration in the structure of within subcategories, or both. The policy implications is clear. The obvious prescription is to launch a nation-wide policy drive which can revert these adverse trends.

  • The objective of this study is to analyze, design and evaluate a new gas cleanup or sampling system that will remove erosive, corrosive, and fouling contaminants present in an effluent stream as either solid or liquid particles providing a clean gas stream. The gas clean-up or sampling system considered in this study is an irrigated, rotating element device. An Exploratory Study of Middle School Students' Motivation in Science: Comparing a STEM Education Program in Korea and the USA

  • This exploratory study is aimed at exploring the validity of the Science Motivation Questionnaire (SMQ) developed for university students, to measure the science motivation of middle school students and analyze the differences on gender and country factors of SMQ. A total of 371 students participated in this study: 171 middle school students from the USA and 200 secondary students from Korea. All participants were enrolled in the STEM program and activities in Utah, USA (for US students) and at a Korean university institute for gifted and talented students (for Korean students). In this study, exploratory and confirmatory factor analyses and latent mean analysis were used to analyze the gender and country differences. The results indicated that the 25 items of SMQ scale were theoretically meaningful and valid for middle school students. The latent mean difference by gender indicated that male students have higher intrinsic motivation, career motivation, grade motivation, and self-determination than female students. Moreover, a significant difference exists in these factors between the two countries. Further findings reveal that Korean students scored higher than US students in terms of the aforementioned factors. This study will provide significant insights in and contribution to science motivation issues in STEM education and the development of design-based engineering programs.

Analysis of Environmental Impacts and Alternative Scenarios of Transportation Stages on Food Miles for Major Imported Crops (푸드마일을 고려한 주요수입곡물의 운송단계별 환경영향 및 저감방안 분석)

  • Transportation and storage technologies, which are key drivers for trade, has increased global trade of agricultural products about 165% from 1995 to 2015. Korea imports 76.2% of grain from major food exporters such as USA, Australia, Brazil, and China. The expected long shipping distances from these countries can seriously cause environmental impacts on various environmental categories such as climate change, particulate matter, and acidification. The goal of this study is to assess the environmental implications focused on greenhouse gases (GHGs) and particulate matters (PMs) emissions of imported grains (wheat, corn, and bean) using food miles analysis and life cycle assessment (LCA). The environmental impacts of imported crops are estimated by transportation modes using the national LCI database provided by Korea Environmental Industry & Technology Institute (KEITI). The results of this study are as follows; (1) Imported wheat comes from USA (29%), AUS (27%), and URK (20%), corn is imported from USA (34%), BRA (29%), and URK (16%), and bean comes from BRA (57%), USA (40%), and CHN (2%); (2) the food miles of imported crops (wheat, corn, and bean) are 3.62E+10, 1.30E+11, and $2.20E+10ton{\cdot}km$, respectively; (3) the potential GHGs and PMs of wheat, corn, and bean are 5.02E+08, 1.67E+09, and 2.84E+08 kg $CO_2e$ and 5.89E+05, 1.83E+06, 3.07E+05 kg $PM_{10}e$, respectively. The outputs of this study could provide environmental impacts and carrying distances of imported agricultural products for preparing a plan to reduce environmental impacts.

A Study on Polybrominated Diphenyl Ethers and Organochlorine Compounds Residues Persistent in Korean Coastal Bivalves (한국 연안 이매패류에 잔류하는 PBDEs 및 OCs에 관한 연구)

  • Bivalve samples from 30 locations Korean coastal waters were analyzed to characterize the contamination with and distribution of polybrominated diphenyl ethers (PBDEs), polychlorinated biphenyls (PCBs) and organochlorine pesticides (OCPs). The congeners of PBDE in 30 bivalve samples were analyzed by high resolution gas chromatography with a high resolution mass detector. The levels of PBDEs in bivalve samples ranged from 0.092 to 13.5 ng/g wet weight. These values for PBDEs concentrations in bivalves from Korea were higher than or comparable to available values for bivalves from other countries. In the congener profiles, BDE-47 (mean contribution=42.2%) was predominant, followed by BDE-99 (23.1%), BDE-100 (11.9%) and BDE-154 (3.5%). Among the OCs analyzed, $\Sigma$PCBs and $\Sigma$DDTs levels were highest, followed by $\Sigma$HCHs, $\Sigma$CHLs and HCB. The wet weight based $\Sigma$PCBs and $\Sigma$DDTs ranged from 0.28 ng/g to 19.4 ng/g, and from 0.19 ng/g to 4.86 ng/g, respectively. The $\Sigma$PCBs and $\Sigma$DDT slevels in bivalves along the entire Korean coast were lower than those of the USA, and below the Food and Drug Administration (USA. FDA) limits for fish and shell fish. However, the human health criteria and wild life criteria of the USA. Environmental Protection Agency (USA. EPA) were exceeded for DDE and $\Sigma$HCHs at most of the sampling points.
