한-미 FTA 시행에 따른 로봇산업의 환경 분석 및 경쟁력 향상 전략 (A Environment Analysis and Competition Improvement Strategy of the Robot Industry according to Enforcing Korea-USA FTA)

  • 본 논문은 한-미 FTA 체제하에서 한국의 로봇산업 수출 경쟁력을 조사하고, 로봇산업의 역량 강화를 위한 전략을 제시하고자 한다. 이러한 목적을 위하여 한국과 미국의 로봇 산업의 현재 상황과 환경 그리고 한-미 FTA의 핵심 요인들을 분석한다. 그리고 한국 로봇산업의 SWOT 분석을 통하여 우리나라 로봇산업의 특징을 분석하고, 분석결과를 바탕으로 한-미 FTA 협정 발효에 따른 로봇 산업의 경쟁력 향상 전략을 도출한다. 이러한 분석과 전략을 통하여, 한-미 FTA는 한국의 로봇 산업이 미국 시장으로의 진출하는데 다양한 이점을 가지게 하며, 한국의 수출 역량을 강화할 수 있는 기회를 제공함을 발견하였다. 결론적으로 현재의 상황을 개선하고, 경쟁력을 확보하기 위하여 로봇산업관련 정부부처 및 업체들은 한-미 FTA 효과를 중요하게 인지하고 활용하여야만 한다.

한국 해군의 전략 수립 방향 연구 - 미군의 JOAC, ASB 개념 분석과 한국 해군에의 함의- (This paper asks whether the Republic of Korea (ROK) Navy should Study on ROK Navy's Strategy Planning - Concerning to JOAC, ASB Concept of US Armed Forces -)

  • The purpose of this thesis is to suggest how to plan ROK(Republic of Korea) Navy's strategy concerning to JOAC(Joint Operation Access Concept) and ASB(Air-Sea Battle) concept of US(United States) armed forces. Since 2006, US armed forces has been developing CONOPS(Concepts of Operations), JOAC & ASB. These concepts will not only affect security environment for Korea Peninsula and West Pacific Area, but also will be affected to ROK Navy's Strategy. Therefore, Korea Navy has to consider and review those concepts and should discuss the way to secure peace of Korea Peninsula. JOAC & ASB have been developed for securing operational access ability of US armed forces against enemy forces. A2/AD(Anti-Access, Area-Denial) is the strategy of possible enemy forces against US forces' approaching into the operation area and impede operations within area. US forces had to overcome enemy's A2/AD strategy in coming century to protect national interest and sustain global leadership. The main concept of JOAC & ASB is "Cross-domain Synergy", which means 'to eliminate duplicate and improve joint operability containing space and cyber operation area.' Korea Navy's acceptance of JOAC & ASB without any revising is not a rational choice. Without the amendment some problems can be occurred by the Korea navy's acceptance for the original version of JOAC & ASB. Those are "Missing differences of operation environment between Korea and US", "Impediment from neighbor nations, especially PRC (People's Republic of China)", and "Impediment inside from Korea armed forces". Therefore, Korea Navy has to evaluate and find out the way to solve for JOAC & ASB to apply for their strategy and minimise those possible problems above. This thesis is expected to be the solution.

미군정 초기 미국 연수를 다녀온 한국인 의사 10인의 초기 한국보건행정에서의 역할 (The Role of 10 Medical Doctors Trained in the US under the US Military Government in Korean Public Health Administration)

  • On September 24th of 1945, the existing Health Department under the Bureau of Economy and Trade was abolished complying with the Article 1 of the Ordinance of US military occupation "Establishment of Health Bureau". After the establishment of the Health Bureau, one of its first priorities was to select South Korean medical doctors and send them away to the US for training "in order to educate the talents necessary for the Health Bureau to address the public hygiene and health issues of Korea". Under the sponsorship of Rockefeller Foundation, the US Military Government sent 10 Korean medical doctors to three universities. After they came back to Korea from the training in the US, they played significant roles in building and managing the Korean health and medical system under the US Military Government as well as during the post-war of Korea and in the 1960s-1970s. Furthermore, they made a great contribution to expanding and transplanting the 'American-style' health and medical system in heath administration, health research and medical education in Korea. On the one hand, this means the limitation and elimination of an independent, progressive idea in the health and medical field as the influence of the US within the country after the liberation expanded. The lives of 10 doctor represent an important symbol of how the Korean health and medical field has been established under the domestic and overseas political conditions, 'colonization-liberation-military occupation of the Powers', and one part of the concrete history.

초음파/과산화칼슘(US/CaO2)을 이용한 하수슬러지 가용화 (Sewage sludge solubilization using ultrasonic combined with calcium peroxide)

  • 초음파/과산화칼슘 처리(US/CaO2)에 따른 하수슬러지의 가용화 정도를 확인하고자 과산화칼슘의 주입량(0.01, 0.02, 0.03, 0.04 및 0.05 g CaO2/g VSS)에 따른 처리 효율을 비교하였다. 가용화의 주요 지표인 VSS 감량화율, 가용화율, SCOD/VSS, SCOD 증가속도 및 미생물의 세포벽이 파쇄되었는지 확인하기 위하여 LB-EPS와 TB-EPS를 측정하였다. 실험결과, US/CaO2(0.05 g CaO2/g VSS) 조건에서 가용화율은 50.7%로 US 처리(23.4%)보다 높은 효율을 나타내었으며, VSS 감량화율도 US/CaO2(0.05 g CaO2/g VSS) 조건에서 17.7%, US 조건에서는 7.1%로 가용화율과 유사한 경향을 나타내었다. 조사시간 10분부터 90분까지 SCOD의 증가속도는 US/CaO2(0.02 g CaO2/g VSS) 조건에서 0.0151 min-1으로 가장 빠른 속도를 나타내었다. TB-EPS는 US/CaO2(0.05 g CaO2/g VSS)조건에서 59.0%, US 조건에서 36.4% 감소하였다. TB-EPS는 초기 10분동안 빠르게 감소하였으며, 이후부터 상대적으로 완만하게 줄어드는 것을 확인할 수 있었다. 과산화칼슘의 주입량에 따른 TB-EPS의 감소량은 큰 차이가 없는 것으로 나타났다.

미국의 광역경제권과 생활권 -한국의 광역경제권 및 농촌지역 생활권 구축에 대한 함의- (Implications of the US Metropolitan Economic Zone on the Association of Rural Living Area and Metropolitan Economic Zone in Korea)

  • The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.

Consumer Income and Expenditure Influenced by Business Cycles: A Comparison of Korea and the US

  • This research is concerned with comparing fluctuation in the Korean and the US economies in order to ascertain the degree to which the former is influenced by changes in the latter. The aim of this research is to explore business cycles, to examine consumer expenditure in Korea and the US, and to discover the relationships between business fluctuation indexes and overall expenditure. Statistical data from the national statistics of Korea and the US during period from 1990 to 2015 were used. The instrument included a measure of GDP, unemployment rates, GDP deflator rate (inflation rates), and household income and expenditure. For the average annual household expenditures, food, apparel and transportation expenditure data were compared across the two countries. Data were collected separately from different (though comparable) sources and were analyzed using relatively straight forward statistical techniques. It was found that Korean and the US consumers' income and expenditure were greatly affected by economic fluctuations. Total expenditure and the expenditures for food and transportation were much influenced by business fluctuation in the US, whereas, the expenditures for apparel were much influenced by business fluctuation in Korea.

Estimating China's Capital Flows-at-risk: The Case of Potential US Financial Sanctions

  • The arena of strategic competition between the US and China is expandable from international politics, trade and commerce to finance. What would happen if financial sanctions against China are imposed by the US? Would US financial sanctions lead to a sudden outflow of foreign capital and a liquidity crisis in China? We try to address these questions by estimating China's capital flows-at-risk with the CDS premium on Chinese sovereign funds. We follow Gelos et al. (2019) in setting up a quantile regression model from which China's foreign capital flow-at-risks are estimated. Based on our analysis of China's monthly capital flow data, we find that a rise in the CDS premium has statistically significant negative impacts on China's foreign capital flows-at-risk, mainly in banking flows. However, the analysis also found that due to favorable global conditions, an increase in the CDS premium is unlikely to trigger a shift to a sudden outflow of foreign capital at the moment. Meanwhile, this study found no statistically significant correlation between Korea's capital flows-at-risk and the CDS premium, suggesting that the negative impact of US financial sanctions on China would not increase the probability of capital flight from Korea in a significant manner.

미국 민간항공보안 법규정에 대한 고찰 (A Study on US Civil Aviation Security Legislations & Regulations)

  • 미 911 사건으로 전 세계 민간 항공보안 시스템이 획기적으로 변화하였다. 특히 미국정부는 기존의 항공보안 시스템을 완전히 개선한 새로운 항공보안 시스템을 구축하였다. 이러한 변화중 가장큰 변화는 항공보안 법 규정이다. 새로 2001년 제정된 항공교통보안법에 따라. 미국의 항공보안 강화를 위하여 관련된 연방항공보안 규정이 개정되었다. 이러한 법규정을 근거로 하여 공항보안 프로그램, 항공사보안프로그램, 탐지견 프로그램, 행동탐지요원 프로그램, 기내 무장보안요원 프로그램 등 새로운 항공보안 프로그램을 개발하게 되었다. 이러한 프로그램을 통하여 미국 항공보안 시스템은 더욱더 개선 발전되었다. 또한 항공교통보안법을 근거로 하여 설립된 미 교통보안청은 미국의 항공보안 발전에 크나큰 기여를 하게 되었다. 본 논문의 목적은 미국의 항공보안 시스템, 특히 항공보안 법령에 대한 연구를 하며 이를 한국의 항공보안 법령과의 비교 연구하여 한국 항공보안 시스템의 발전을 제공하고자 하였다.

남중국해를 둘러싼 미·중간의 갈등과 한국의 대응 (Conflicts between the US and China over the South China Sea and Korea's Responses)

  • This paper is to analyse conflict between the US and China over the South China Sea and Korea's responses. To this end the paper is composed of 6 chapters titled instruction; the current status of South China Sea sovereignty disputes; changes in US and Chinese maritime security strategies and the strategic values of the South China Sea; key issues and future prospects for US-China conflicts in the South China Sea; South Korea's security and diplomatic responses; and conclusion. The recent East Asian maritime security issue has evolved into a global issue of supremacy between the US and China, beyond conflicts over territorial disputes and demarcation among the countries in the region. China is pursuing offensive ocean policy to expand economic growth. The core of the maritime order that the United States intends to pursue is the freedom of navigation in the oceans and the maintenance of maritime access. China is making artificial islands in the South China Sea, claiming the sovereignty of these islands, building strategic bases in East Asia, and securing routes. The United States has developed several "Freedom of Navigation Operations" to neutralize the declaration of the territorial sea surrounding Chinese artificial islands. We can not be free from marine conflicts in the South China Sea and the East China Sea. Regarding the South China Sea dispute, it is expected that the strategic competition and conflict between the two countries will intensify due to China's failure to make concessions of core interests and adherence to the US compliance with international norms. In the midst of conflict over the South China Sea, we need a harmonious balance between our alliance security and economic diplomacy. We must continue our efforts to strengthen the ROK-US alliance but not to make China an enemy. Considering the significant impacts of the oceans on the survival and prosperity of the nation, we must continue to develop our interest in the oceans, appropriate investments and tactical strategies.
