Effect of International Trade and Business for Approval Mediated by Relationship Capabilities on Korea's Export Growth

  • Purpose - This study analyzed the effect of obtaining international products and qualification certification on exports according to the suitability evaluation system. Recently, non-tariff barriers have emerged as technical barriers, and the Biden administration is trying to achieve export growth and economic growth by utilizing the demand for conformity assessment following the Fourth Industrial Revolution and the free trade system from the perspective of Korea. Design/methodology - This study analyzed the effect of a manufacturer's product certification acquisition on a company's export performance using Resource-Based View-based multiple regression analysis. To this end, concentration validity was confirmed through Factor analysis and Cronbach's alpha, and correlation analysis was performed to verify discriminant validity. Findings - Product certification and qualification have a positive impact on the company's export performance. In particular, technological dynamism and relationship control have had a significant impact. Originality/value - Considering that the Conformity Assessment Management Act will take effect in earnest in 2022, this study is believed to suggest that companies that have been certified to meet international standards may improve their export performance and increase their value in the future.   • It is a right time to improve the Korea Foreign Trade Act(KFTA) as a fundamental law on Rules of Origin(RoO) in the global trade circumstances which are summarized FTA and WTO. The KFTA's RoO constitutes the labelling system of the Country of Origin, the criterion of it, the issuing of certificate of origin and the punishing offender mainly around the importing goods. This study has focused on the problems of KFTA's RoO at the macro and practical level, and proposed the programs to improve the KFTA's RoO about importing, exporting and domestic production goods. KFTA need to create a purpose clause to protect consumers and industries also, and has to be located a general and top position in the RoO of Korea. In the concrete, the labelling system of the Country of Origin has to set limited in the point of minimum necessity view. The criterion of the Country of Origin also has to improve the wholly obtained criterion, the changing in tariff classification criterion, value added criterion and processing operation criterion to harmonize WTO Rules of Origin and FTA Rules of Origin. The punishment ceiling against offender has to raise to guarantee the effectiveness of RoO.

Comparative Analysis on the Competitiveness between Busan New Port and Shanghai's New Yangshan Port (상하이 양산항과 신항(Busan New Port)의 경쟁력 비교분석)

  • The purpose of this paper is to analyze the competitiveness between Busan New Port and Shanghai's New Yangshan Port, on an island 20 miles off the Chinese mainland coast. For this aim, the paper examines backgrounds of Yangshan Port construction and its related projects, namely, Donghai Bridge and Luchao Logistics Park including operation strategies of Yangshan New Deepwater Port. The main results of this paper are as follows: Busan New Port has competitive advantage over Yangshan Port in terms of ideal location, especially in Asia-North America route, and connection between terminal and hinterland logistics park. Because Busan New Port is operated by fully on-dock system. Nevertheless, Yangshan Port has more strength in its centrality, port tariff and port productivity, which are represented by crane productivity, quay productivity and area productivity. Therefore, Korean ports are recommended by transformation from cargo attraction-type to cargo generation-type port through early activation of port logistics center along with Free Economic Zone.

A study on the Logical Reclassification of Parcel Service Tariffs (택배요금기준의 합리적 재설정에 관한 연구)

  • In Korea, the parcel delivery service was launched officially in 1992, and the market has grown to 13.2 billion units, or 3.5 trillion won, as of 2011. The service companies accept small packages under 30 kg and deliver them on the next day in most domestic areas. This service plays an important role in business and personal activities. The parcel service companies have themselves designed the tariff for the delivery service based on two criteria: weight and the sum of three side lengths. Further, the tariff is graded in steps of three or four rate structures based on size (small, medium, large, and extra-small). However, the basic freight rate is generally decided according to the cargo's weight or measurement size, and an extra rate is added according to some factors (handling, stowability, liability, and so on). The parcel service tariff adopted by the companies is illogically designed, and this study was carried out to assess the need for redesigning the tariff structure. The cargo volume cannot be logically reflected by three side lengths. For example, two parcels measuring 160 cm based on three side lengths may have different volumes, one measuring 0.152 cbm (53.33 cm × 53.33 cm × 53.34 cm) and the other 0.05 cbm (100 cm × 50 cm × 10 cm). A small package of less than120 cm (sum of three side lengths) may have a volume of as much as 0.064 cbm (40 cm × 40 cm × 40 cm). Sample comparison showed that 17% of medium-size parcels (based on the sum of three side lengths) are small-volume packages, 24% of large-size parcels are small- or medium-volume packages, and 40% of extra-big-size parcels are big- or under-size packages. Therefore, if parcel service companies rate their services for volume cargo based on the three side lengths standard, users may have to pay higher than normal rates, particularly because a large percentage of parcels are volume cargo. According to this study, the average weight per 1 cbm is less than 300 kg. Therefore, users face an increasing risk of paying higher than logical freight charges. Generally, transportation companies are called "public interest enterprises," and parcel service companies operate as postal services. Public interest enterprises must provide the delivery service to all customers without discrimination at a reasonable service level and logical service charges. Therefore, parcels service tariffs must be designed and adopted logically. In this study, freight theories and prior research findings were used to consider the importance of freight rates, and distortion of parcel service rates based on the three side lengths system was verified through regression analysis of a parcel sample and sample comparison. In conclusion, volume sizes based on three side lengths have a higher correlation to the rate level than does the sum of three side lengths. Further, compared to the sum of three side lengths, volume size has a higher correlation to cargo weight, which is the most basic factor determining transportation cost. Therefore, the existing parcel service tariff should be changed to weight- and volume-based rates, and the tariff must be graded in steps of 8 to 10 higher rate structures for a logical freight schedule based on service cost.

  • The agricultural sector's economic structure in Korea is regarded to encounter major barriers on the way toward revitalizing its economic prosperity. Among many, the energy-related problem is one of prime nuclei embedded in the country's agricultural sector. The ought-to-come structural changes in the country's agricultural energy system hinge upon the central government's policy direction as well as efforts of local governments and local farming community members. The indirect aids via 'cross subsidy' of electricity tariff rate and 'tax-exempt price' of oil fuels are two notable causes of the unsustainable energy consumption pattern in the country's agricultural sector. As measures, demand-side management(DSM) and energy-efficiency promotions are regarded to be the most attractive methods for energy conservation and economic productivity as well. Development of renewable energy sources are also receiving a great deal of attention for the long-term alternatives to the country's existing oil-based agricultural production mode. This study examines the contributive potential of DSM approaches and renewables-based technologies. With the critical evaluation on the concurrent adversities of the country's agricultural energy system, various sources of renewable energy-solar power, wind power, biomass, etc.-are examined for the purpose of technological and economical viability. As sufficient potentials of renewable energy sources are being estimated, both the system production cost and the installation cost for the county's rural areas are expected to lower in the long term. DSM options are also evaluated to be fruitful even in the short term. Both the public and civil arenas must galvanise each side's effort in order to promote these policy options and community potentials.

  • The photovoltaic(PV) industry has been growing around the PV advanced countries such as Japan, Germany, Europe and USA. In recent years, China became a strong performer in the world PV market share, increasing solar cell production rapidly The global photovoltaic (PV) market grew by over 40% in 2007, with approximately 2.3GW of newly installed capacity. The global cumulative installed capacity has reached 9GW. The cumulative installed power of PV system in Korea tremendously increased to 74.7MW at the end of 2007. Up to Sep. 2008 The cumulative installed power of PV system in Korea is approximately 377MW. The value chain of photovoltaic in Korea is creating actively. Thus Korea is predicted to see 800MW of modules installed in 2010. Korea's renewable energy is also targeting to take 5% of the total energy consumption by 2011.

  • Due to the reinforcement of government's DSM(Demand Side Management) policy. Solid State Meter was introduced in Korea since 1993 and it is applied to the high voltage customer exceeding 100kW in order to equalize daily load curve. In recent days, KEPCO has a Plan to use the Solid State Meter which has a data recording and remote meter-reading function for low voltage customer to introduce the real-time pricing system and reduce peak power in the near future. So, this paper suggests the specification and function of Solid State Meter.

  • Global trade protectionism has increased further and U.S. priorities and protectionism have strengthened since Trump took office in 2017. Trump administration is actively implementing tariff measures based on U.S. domestic trade laws rather than the WTO rules and regulations. In particular, the American government has recently been imposing high tariffs due to national security and imposing economic sanctions on other countries' imports. According to the U.S. Trade Expansion Act Section 232, the American government imposed additional tariffs on steel and aluminum imports to WTO member countries such as China, India, and EU etc. on march 15, 2018. Thus, this study aims to investigate whether the U.S. Trade Expansion Act Section 232 is consistent with GATT/WTO rules by comparing the legal basis of US / China / WTO regulations related to Section 232 of the U.S. Trade Expansion Act, and gives some suggestions for responding to the Section 232 measure. As the Section 232 measure exceeded the scope of GATT's Security Exceptions regulation and is very likely to be understood as a safeguard measure. If so, the American government is deemed to be in breach of WTO's regulations, such as the most-favored-nation treatment obligations and the duty reduction obligations. In addition, American government is deemed to be failed to meet the conditions of initiation of safeguard measure and violated the procedural requirements such as notification and consultation. In order to respond to these U.S. protection trade measures, all affected countries should actively use the WTO multilateral system to prevent unfair measures. Also, it is necessary to revise the standard jurisdiction of the dispute settlement body and to explore the balance of the WTO Exception clause so that it can be applied strictly. Finally, it would be necessary for Chinese exporters to take a counter-strategy under such trade pressure.

  • It is a common and prevailing Construction that recent environmental problems such as earth's warmer climate and depletion of ozone layers can never be solved by the efforts of any one nation. That is why the international conventions have been held more often lately in order to discuss the matter of environment protection and there has been increased tendency of using economic activities of any nation especially their international trades as means for achieving the purpose of environment protection. Furthermore, there is an ample possibility for the advanced countries to use the regulatory restrictions for environment protection as an another measure of none-tariff barrier against countries including Korea which has high dependence on international trade with not very high technological capability of environment protection. Some of the developed countries have recently moved toward the creation of a new system of international regulatory measures on world trade in the name of Environment Protection. They Plan to impose strict control over the process and technology of production of good they are importing from other country. However, ever though the international regulatory measures, in a short term, could play a negative role on our trade capability, they could, in the long run, also play a role of helping hands if we usefully work out positive countermeasures as a result of hand-working government supported by industry and all the society as a whole.

  • The Korean DR market proposes suppression of peak demand under reliability crisis caused a natural disaster or unexpected power plant accidents as well as saving power plant construction costs and expanding amount of reserve as utility's perspective. End-user is notified a DR event signal DR execution before one hour, and executes DR based on requested amount of load reduction. This paper proposes a DR energy management algorithm that can be scheduled the optimal operations of chiller system and ESS in the next day considering the TOU tariff and DR scheme. In this DR algorithm is divided into two scheduling's; day-ahead operation scheduling with temperature forecasting error and operation rescheduling on DR operation. In day-ahead operation scheduling, the operations of DR resources are scheduled based on the finite number of ambient temperature scenarios, which have been generated based on the historical ambient temperature data. As well as, the uncertainties in DR event including requested amount of load reduction and specified DR duration are also considered as scenarios. Also, operation rescheduling on DR operation day is proposed to ensure thermal comfort and the benefit of a COB owner. The proposed method minimizes the expected energy cost by a mixed integer linear programming (MILP).
