  • Science and technology policy a lot of implicit usjustified assumptions. These assumption without being reflected may cause various social problems. In this paper, lit is shown that philosophy of science could make contribution to resolving these problems. In epistemological viewpoints, theory of science and technology policy has been analyzed. I argue that social kinds, social entities appeared in social science should be interpreted realisticaly. Realizing this realistic interpretation of social kinds, as one field of social sciences, theory of science and technology policy can deal with the causal relation among social entities and the causal influence of science and technology policy more objectively- scientific knowledge has two components. One belongs to coded knowledge and the other belong to tacit knowledge which cannot be coded. I analyze the content and characters of tacit knowledge appeling to Michael Polany. One of the important function of science and technology policy is to make tacit knowledge more fruitful. I argue that philosophy of science fit well this function. Finally I claim that philosophy of science can help science and technology policy to reduce the ethical problems caused by science and technology.

Hwang Doyeon's Medical Achievements and His Other Name, Hwang Dosun (황도연(黃度淵)의 의학과 그의 또 다른 이름 황도순(黃道淳))

  • Purpose : The purpose of this article is to make a clarification that Hwang Doyeon(黃度淵) was a official doctor(醫官) who even served as royal doctor(御醫), rather than merely a general doctor who worked in the private sector. The article also attempts to give a new perspective on the medical history about the late period of Joseon(朝鮮) Dynasty. Methods : In researching Hwang Doyeon's master work, the Gains and Losses of Medical Orthodoxy(醫宗損益), the article looks at his clinical medicines. Analyzing the historical records, the article makes an assumption that Hwang Doyeon and Hwang Dosoon(黃道淳), who was selected as an officer to discuss medicine with other medical officers(議藥同參), are the identical person. On this assumption, the article tries to reinterpret the medicine during the later Joseon Dynasty period. Result & Conclusion : The records, including the royal medical treatment records of the Gains and Losses of Medical Orthodoxy, the Daily Records of Royal Secretariat(承政院日記), the genealogy of Changwon Hwangs(昌原黃氏世譜), academic paper and government documents released posthumously, demonstrated that Hwang Doyeon and Hwang Dosoon are the same person. If so, we can have new historical interpretation about medical history of late Joseon Dynasty. First, during the late of Joseon Dynasty, there was an official and active medical knowledge interaction between government and private sector. Second, the Joseon's medicine has been established its own medical system based on the Treasured Mirror of Eastern Medicine(東醫寶鑑), trying to cope with cholera and other contemporary epidemics without relying on Chinese warm disease(溫病) medicine. Third, the Compilation of Formulas and Medicinals(方藥合編), is regarded not only as a must-read medical reading for medical doctors, also playing an important role on popularization of Korean medical knowledge.

The Crisis of British Imperialism in Southeast Asia: The (Mis)Representation of the Indigenous in Clifford and Conrad

  • In the late nineteenth century, British colonial activities became aggressive and annexationist in the tropics, including the Southeast Asian Archipelago, which reflected the historical circumstances of both increasing resistance from the indigenous and severe competition among European powers. Interestingly, the change in English colonial policy toward an annexationist or imperialist vision adopted the motto of a civilizing mission, which was founded on the anthropological assumption that the white English were civilized, while the non-white indigenous were savage. The assumption developed into colonial discourse through systematic gathering of anthropological knowledge about the peripheries of the Empire. The knowledge system was flawed, which stressed the differences of the peripheral populations from the English and served as an inverted discourse on the Imperial Self rather than the description of the Other. Furthermore, the natives were heterogeneous, which rendered indistinct the racial and cultural differences between the English and the natives. Still, the aboriginals called Malays, who were comprised of many ethnic subgroups, needed to be deemed savage or inferior by the English in order to justify the English civilizing work or imperial ambition. Put differently, the representation of the English as civilized necessitated the (mis)representation of the natives as savage. In this context, Clifford's works contribute to systematic misrepresentation of the Malays, on which colonial discourse is founded, though not without self-contradiction. On the other hand, Conrad's novels that are set in the Malay Archipelago resort to a strategic misrepresentation that reveals the relativity of the discourse. Exploring the dilemma of denationalization to various degrees, Conrad's Malay texts problematize the (mis)representation of the indigenous as inferior, which is the basis of English claim to superiority.

The Extent of EFL Adult Learners Access to UG

  • This paper is in line with the attempts to examine two assumptions implied about the role of Universal Grammar (UC) in nonnative language acquisition: Are the EFL learners at disadvantage in acquiring UC-driven knowledge? Are there critical period effects in EFL learning? Based on the research with the seven studies of ESL and EFL adult learners performance on the Subjacency violation sentences, the paper investigates the extent to which the EFL adult learners can attain UG-driven knowledge represented by the Subjacency Principle. It also makes comparison of the EFL learners level of access to UG with that of their counterparts, the ESL learners. The research findings suggests that the EFL environment doesn't prevent the learners from acquiring target grammar in UG domain. That is, the current paper strongly suggests that the EFL adult-learners be able to acquire UG-driven knowledge to a considerable extent, at least as high as the ESL adult learners can attain. For the interpretation of the research results of the seven studies, Constructionist Hypothesis (CH) supported by a Minimalist Program (MP) assumption is employed. CH seems more plausible to account not only for incomplete acquisition observed among the beginning and intermediate level learners but also for the native-like competence acquired by advanced level L2 learners.

A Case Study of English Teacher Development through Online Supervision

  • Little has been known about the process of the language teacher professional development. The present study aims to investigate an assumption that anybody who has subject matter knowledge will be a good language teacher. A teacher with rich linguistic knowledge started to question the effectiveness of his online class. The teacher, in collaboration with a teacher trainer, became involved in the critical examination of his online class, seeking for more effective ways of teaching. The trainer provided the teacher with clinical supervision, which is characterized as developmental, collaborative, non-judgemental, interactive, and teacher-centered. The data collected at the multi-facets of the online teaching shows how the process of the teacher's decision-making became principled on the basis of recent developments in English language teaching, and how the teacher has gained pedagogical knowledge through reflection upon his teaching. The feedback from the students reveals that such teacher professional development is beneficial to student learning. These findings suggest that language teacher's professional development can take place when they are engaged in reflective teaching and classroom investigation. It is also suggested that the process of teacher development can be enhanced through collaborative supervision with trust, openness and congeniality between parties involved.

A Fast and Secure Method to Preserve Anonymity in Electronic Voting (전자투표에서 익명성 보장을 위한 빠르고 안전한 방식)

  • Mix network plays a key role in electronic voting to preserve anonymity and lots of mixnet schemes have been proposed so far. However, they requires complex and costly zero-knowledge proofs to provide their correct mixing operations. In 2010, Seb$\acute{e}$ et al. proposed an efficient and lightweight mixnet scheme based on a cryptographic secure hash function instead of zero-knowledge proofs. In this paper, we present a more efficient and faster mixnet scheme than Seb$\acute{e}$ et al.'s scheme under the same assumption. Also, our scheme is secure.

  • The world faces a legacy of serious environmental problems such as exhaustion of natural resources and lack of landfill sites. To address these problems, recycling of materials and products has been proposed, but at present, it is realized only within a few fields. This is because most industrial products consist of various components made of different materials and their recycling are based on the assumption that they can be separated and classified easily, the actual situation however cannot satisfy this assumption. The issue in recycling the components and wastes of used cars, in turn, gives rise to emphasis on the disassembly process. For the efficient disassembly, the component materials and their easy separation as well as the recyclability must be taken into account as early as in the design process. It should be developed an almost perfect design catalogue with existing technologies by analyzing design characteristics, manufacturing, assembly and disassembly processes for major parts and components of automobiles in terms of existing and newly proposed recycling technologies. Also it is essential to provide more technical know-how and application methods that may be helpful to utilize different components and component groups.

Ad Ignorantiam Revisited (무지에의 호소 다시 보기)

  • Professor Hasuk Song argues that every argumentum ad ignorantiam, i.e. the argument from ignorance is not fallacious, and social contexts play a crucial role to judge whether the argument is fallacious or not. I generally agree with him, but I think we cannot have help from his position without knowing what those contexts are. In this paper, I argue that the concept of burden of proof is the crucial one to judge whether ad ignorantiam is plausible or not, and then present four criterions who have the burden of proof. There is a burden of proof on one who argues first, who insists the doubtful ones, who has powers, and who thinks that a situation is not dangerous.

A New Polynomial Digital Predistortion Method Based on Direct Learning for Linearizing Nonlinear Power Amplifier (비선형 앰프의 선형화를 위한 다항식 기반 직접 학습 방식의 디지털 사전왜곡 기법)

  • A new polynomial-based predistortion method for linearizing nonlinear power amplifier is proposed. The proposed method finds the predistortion parameter directly without the help of postdistorter whereas most existing polynomial-based predistortion methods calculate the predistortion parameter indirectly from the prostdistorter. First, a new predistortion algorithm is derived based on the assumption that the characteristic of the amplifier is modeled by piecewise linear function. Then it is modified into a proposed method which does not require any assumption or prior knowledge of the amplifier. The proposed method is derived based on the RLS (recursive least squares) algorithm. The proposed technique is simpler to implement than the existing methods and the computer simulation demonstrates that the proposed method is more robust to the initial condition and the saturation region of the amplifier.

The Effects of Nutrition Education on Dietary Behavior, Nutrition Knowledge and Weight Control of Middle School Students (영양교육경험이 중학생의 식행동, 영양지식 및 체중조절에 미치는 영향)

  • The purpose of this study is to find out the effect of nutrition education on dietaty behavior, nutrition knowledge and weight control of middle school students. The study is based on the assumption that students' dietary behavior, nutrition knowledge and weight-control are considerably influenced by whether they get nutrition education or not. A total of 495 students aged between $14{\sim}16$ (249 boys and 246 girls) were surveyed one middle school located Siheungsi, Gyeonggido. The survey reveals that 55.4% of the boy students and 63.0% of the girl students have been provided nutrition education in curriculum related to nutrition, for instance home economics, technology class, and/or some other classes. The results showed that the students who have been provided nutrition education don't skip breakfast and have three meals regularly(p<0.05). The score of dietary behavior is based on Mini-Dietary Assessment. The average score of the students who have been provided nutrition education is higher than the students who have never been provided nutrition education(p<0.01), meaning the nutrition education are affected positively on dietary behavior. The average score of students' knowledge of nutrition is as follows. The average score of the students who have been provided nutrition education is 5.0/10, while the average score of the students who have never been provided nutrition education is 3.9/10. The gap of the average score does come up to an inevitable conclusion that the students who have been provided nutrition education are supposed to get higher score than those who have never been provided nutrition education(p<0.0001). And the students who have been provided nutrition education are more satisfied with their body shape than those who have never been provided nutrition education(p<0.05).
