  • Due to the recent mid- to long-term slump and falling growth rates in the global economy, interest in organizational structures that create new products or services as a new alternative to survive and develop in an opaque environment both internally and externally, and enhance organizational sustainability through changes in production methods and business innovation is increasing day by day. In this atmosphere, we agree that the growth of small and medium-sized venture companies has a significant impact on the national economy, and various efforts are being made to enhance the technological innovation capabilities of the members so that these small and medium-sized venture companies can enhance and sustain their performance. The purpose of this study is also to investigate how the technological innovation capabilities of small and medium-sized venture companies correlate with the performance of knowledge management and to analyze the role of network capabilities to organize the strategic activities of enterprise to obtain the resources and organizational capabilities to be used for value creation from external networks. In other words, research was conducted on the impact of technological innovation capabilities of small and medium venture companies on knowledge management performance by using network capabilities as parameters. Therefore, in this study, we would like to verify the hypothesis that innovation capabilities will have a positive impact on knowledge management performance by using network capabilities of small and medium venture companies. Economic activities based on technological innovation capabilities should respond quickly to new changes in an environment where uncertainty has increased, and lead to macro-economic growth and development as well as overcoming long-term economic downturns so that they can become the nation's new growth engine as well as sustainable growth and survival of the organization. In addition, this study was conducted by setting the most important knowledge management performance within the organization as a dependent variable. As a result, R&D and learning capabilities among technological innovation capabilities have no impact on financial performance. In contrast, it was shown that corporate innovation activities have a positive impact on both financial and non-financial performance. The fact that non-financial factors such as quality and productivity improvement are identified in the management of small and medium-sized venture companies utilizing their technological innovation capabilities is contrary to a number of studies by those corporate innovation activities affect financial performance during prior research. The reason for this result is that research companies have been out of start-up companies for more than seven years, but sales are less than 10 billion won, and unlike start-up companies, R&D and learning capabilities have more positive effects on intangible non-financial performance than financial performance. Corporate innovation activities have been shown to have a positive (+) impact on both financial and non-financial performance, while R&D and learning capabilities have a positive (+) impact on financial performance by parameters of network capability. Corporate innovation activities have been shown to have no impact on both financial and non-financial performance, and R&D and learning capabilities have no impact on non-financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance.

  • Korea has accomplished rapid industrial development based on the manufacturing industry. However, the growth potential has been slowing down lately due to some reasons including low employment creation rates. Also, competitions in the manufacturing industry with China and developing countries in Asia are constantly intensified. Advanced countries maintain economic growth based on the competitiveness secured by changing its industrial structure into service oriented economy. Accordingly Korean government announced various policies to promote service industry and stimulate R&D activity for the advancement of knowledge based service industry. For promoting R&D of private firm, R&D center accreditation system for knowledge based service firm is going to be introduced. However, the accreditation system needs to be revised because it was established based solely on manufacturing business. Under the existing system, subject firms for government support are selected based on R&D activities. However in service area, the difference between R&D activity and business activity is indistinctive due to its nature so that the range of subject firms can be expanded too much. So it is more practical to select major service businesses and operate the system with selected businesses. There also should be proper logic to select major service business from the whole service businesses. We have to consider Koean industrial structure which is heavily dependent on manufacturing business and has weak competitiveness in service business when preparing the logic. In this paper, we study how to set up the range of service business and the requirements for R&D center accreditation. For this, this paper analyzed the ripple effect on the economy of service businesses based on input-output analysis, R&D activity and capability to put the resource for R&D. Based on the analysis result, we suggest methods to screen subject companies for R&D center accreditation among service business and present possible measures on manpower and physical requirement for service industry's R&D center accreditation system.

  • This study examined the concepts of the Internet of Things(IoT), the major issue and IoT trend in the domestic and international market. also reviewed the advent of IoT era which caused a 'Paradigm Shift'. This study proposed a solution for the appropriate corresponding strategy in terms of Enterprise. Global competition began in the IoT market. So, Businesses to be competitive and responsive, the government's efforts, as well as the efforts of companies themselves is needed. In particular, in order to cope with the dynamic environment appropriately, faster and more efficient strategy is required. In other words, proposed a management strategy that can respond the IoT competitive era on tipping point through the vision of paradigm shift. We forecasted and proposed the emergence of paradigm shift through a comparative analysis of past management paradigm and IoT management paradigm as follow; I) Knowledge & learning oriented management, II) Technology & innovation oriented management, III) Demand driven management, IV) Global collaboration management. The Knowledge & learning oriented management paradigm is expected to be a new management paradigm due to the development of IT technology development and information processing technology. In addition to the rapid development such as IT infrastructure and processing of data, storage, knowledge sharing and learning has become more important. Currently Hardware-oriented management paradigm will be changed to the software-oriented paradigm. In particular, the software and platform market is a key component of the IoT ecosystem, has been estimated to be led by Technology & innovation oriented management. In 2011, Gartner announced the concept of "Demand-Driven Value Networks(DDVN)", DDVN emphasizes value of the whole of the network. Therefore, Demand driven management paradigm is creating demand for advanced process, not the process corresponding to the demand simply. Global collaboration management paradigm create the value creation through the fusion between technology, between countries, between industries. In particular, cooperation between enterprises that has financial resources and brand power and venture companies with creative ideas and technical will generate positive synergies. Through this, The large enterprises and small companies that can be win-win environment would be built. Cope with the a paradigm shift and to establish a management strategy of Enterprise process, this study utilized the 'RTE cyclone model' which proposed by Gartner. RTE concept consists of three stages, Lead, Operate, Manage. The Lead stage is utilizing capital to strengthen the business competitiveness. This stages has the goal of linking to external stimuli strategy development, also Execute the business strategy of the company for capital and investment activities and environmental changes. Manege stage is to respond appropriately to threats and internalize the goals of the enterprise. Operate stage proceeds to action for increasing the efficiency of the services across the enterprise, also achieve the integration and simplification of the process, with real-time data capture. RTE(Real Time Enterprise) concept has the value for practical use with the management strategy. Appropriately applied in this study, we propose a 'IoT-RTE Cyclone model' which emphasizes the agility of the enterprise. In addition, based on the real-time monitoring, analysis, act through IT and IoT technology. 'IoT-RTE Cyclone model' that could integrate the business processes of the enterprise each sector and support the overall service. therefore the model be used as an effective response strategy for Enterprise. In particular, IoT-RTE Cyclone Model is to respond to external events, waste elements are removed according to the process is repeated. Therefore, it is possible to model the operation of the process more efficient and agile. This IoT-RTE Cyclone Model can be used as an effective response strategy of the enterprise in terms of IoT era of rapidly changing because it supports the overall service of the enterprise. When this model leverages a collaborative system among enterprises it expects breakthrough cost savings through competitiveness, global lead time, minimizing duplication.

  • In knowledge based society, information technology (IT) has been playing a key role in economic growth. In recent years, it is surprisingly notable that the source of value creation moved from hardware to software in IT industry. Especially, among many kinds of software products, the economic potential of open source was realized by many government agencies. Open source means software codes made by voluntary and open participation of worldwide IT developers, and many policies to promote open source activities were implemented for the purpose of fast growth in IT industry. But in many cases, especially in Korea, the policies promoting open source industry and its ecosystem were not considered successful. Therefore, this study provides the practical reasons for the low performance of Korean open source industry and suggests the pragmatic requisites for effective open source policy. For this purpose, this study applies soft system model (SSM) which is frequently used in academy and industry as a methodology for problem-solving and we link the problems with corresponding policy solutions based on SSM. Given concerns which Korean open source faces now, this study suggests needs for the three different kinds of government policies promoting multiple dimensions of industry: research and development (R&D)-side, supply-side, and computing environment-side. The implications suggested by this research will contribute to implement the practical policy solutions to boost open source industry in Korea.

  • Quantifying the amount of carbon pools in forest ecosystems enables to understand about various carbon pools in the forest ecosystem. Therefore, this study was conducted in the Chilimo dry afromontane forest to estimate the amount of carbon stored. The natural forest was stratified into three forest patches based on species composition, diversity, and structure. A total of 50 permanent sample plots of 20 m × 20 m (400 ㎡ ) each were established, laid out on transects of altitudinal gradients with a distance of 100 m between plots. The plots were measured twice in 2012 and 2017. Tree, deadwood, mineral soil, forest floor, and stump data were collected in the main plots, while shrubs, saplings, herbaceous plants, and seedling data were sampled inside subplots. Soil organic carbon (SOC %) was analyzed following Walkely, while Black's procedure and bulk density were estimated following the procedure of Blake (Methods of soil analysis, 1965). Aboveground biomass was calculated using the equation of Chave et al. (Glob Chang Biol_20:3177-3190, 2014). Data analysis was made using RStudio software. To analyze equality of means, we used ANOVA for multiple comparisons among elevation classes at α = 0.05. The aboveground carbon of the natural forest ranged from 148.30 ± 115.02 for high altitude to 100.14 ± 39.93 for middle altitude, was highest at 151.35 ± 108.98 t C ha-1 for gentle slope, and was lowest at 88.01 ± 49.72 t C ha-1 for middle slope. The mean stump carbon density 2.33 ± 1.64 t C ha-1 was the highest for the middle slope, and 1.68 ± 1.21 t C ha-1 was the lowest for the steep slope range. The highest 1.44 ± 2.21 t C ha-1 deadwood carbon density was found under the middle slope range, and the lowest 0.21 ± 0.20 t C ha-1 was found under the lowest slope range. The SOCD up to 1 m depth was highest at 295.96 ± 80.45 t C ha-1 under the middle altitudinal gradient; however, it was lowest at 206.40 ± 65.59 t C ha-1 under the lower altitudinal gradient. The mean ecosystem carbon stock density of the sampled plots in natural forests ranged from 221.89 to 819.44 t C ha-1. There was a temporal variation in carbon pools along environmental and social factors. The highest carbon pool was contributed by SOC. We recommend forest carbon-related awareness creation for local people, and promotion of the local knowledge can be regarded as a possible option for sustainable forest management.

  • There is a growing interest in the technology transfer and commercialization both at home and abroad. Accordingly, this study looked at the concept of technology transfer and commercialization, identified the factors that should be taken into account in order to facilitate technology transfer and commercialization, and then performed a empirical analysis. As for the conventional technology transfer and commercialization, there was a tendency to limit its scope to the exploration, transfer and commercialization of technology itself. Here in this research, technology transfer and commercialization is defined the category to expand as various activities implemented in order to make sure that intellectual properties such as intangible technological developments, know-how, and knowledge are transferred between the relevant parties through a contract or negotiation, and the party to which the transfer is made can then further develop and exploit the technology into tangible products and other activities to obtain economic benefit out of that. In addition, the findings of the positive analysis of technology transfer and commercialization revealed that the focus of facilitating technology transfer has been on the technology itself, its management and securing efficiency of the systems and institutions involved in the technology transfer and commercialization. So there was lack of recognition as to the importance of financial support given to the phase of technology commercialization. This indicates that when it comes to the technology transfer and commercialization, quantitative performance has been the focus of interest such as patent application, registration, number of technology transfers, royalty, etc. So there was not enough understanding as to the issues of starting up a business, creating quality jobs through technology transfer and commercialization, which are directly related to the realization of the creative economy. In this regard, this research is expected to be used for the development for the future policies to boost technology transfer and commercialization as it suggests not only simply ensuring quantitative performance but also necessary to create the environment for the creation of the stable ecosystem for the parties involved in the technology transfer and commercialization and then to build circumstances in which creative economy can be realized.

  • This study focuses on the creation new jobs since it is considered as the national purpose recently. As this phenomenon regarded, this study is purposed to explore the effects of social network on entrepreneurial intentions and new venture. To promote an empirical analysis, the sample survey based on 208 domestic nascent entrepreneurs are collected and multiple regression analysis and mediated regression analysis are used. The results of an empirical analysis are as follow. First, the finding shows that social network of the strong ties and the week ties positively affect on entrepreneurial intentions. The strong ties more influence on entrepreneurial intentions. On the other hand, the week ties which are based on substantial business knowledge, information, and technology more affect on entrepreneurship. Second, entrepreneurial intentions play a role in the partial mediation effect between the strong ties and entrepreneurship, and the perfect mediation effect is indicated by between the week ties and entrepreneurship. The results suggest that nascent entrepreneurs have a lack of capital during business start-up period. As this regard, they tend to achieve related entrepreneurship resources through the strong ties such as family, relatives, and friends. Moreover, it is suggested that the potential nascent entrepreneurs should be aware of necessity of technological and economical support so that it can establish various social network. Furthermore, it encourages entrepreneurial intentions, fosters entrepreneurship, and indicates the direction of entrepreneurship through practical suggestions. it is expected that moderating effect of gender on nascent entrepreneurs and non nascent entrepreneurs leads to useful results for the future.
