The purpose of this study is to analyze the needs of KOICA learners and to suggest some points to be considered in the development of a Korean language curriculum for KOICA Scholarship Program participants. For this purpose, the researcher first constructed questionnaires for analyzing learner needs based on the primary characteristics of learners that can be observed in actual education sites, and conducted a questionnaire survey for 71 trainees from the 'Graduate School of International Studies'(GSIS) and the 'Graduate School of Public Administration'(GSPA) in Seoul National University. Based on the analysis of the results, the researcher proposed several points to consider in terms of objectives, contents of education, methods of teaching, distribution of class time, textbooks and etc. in the development of a Korean language curriculum for KOICA learners. The 'KOICA Scholarship Program' is expected to continue to be implemented in the future, and it is expected that the development of a customized curriculum and corresponding textbooks for KOICA learners will soon be provided by governmental agencies. The researcher hopes that the results of this study can serve as useful reference.

The purpose of this study is to analyze the ex-post evaluation reports of KOICA's grant aid project in terms of criteria, methods, and contents. To this end, we will examine the evaluation history and process with particular reference to EDCF and KOICA. Our key research questions are: 1) How are the evaluation standards of the OECD DAC reflected in the KOICA ex-post evaluation reports? 2) Whether did Korea's practices of development evaluation change after its entry into the OECD DAC. The paper attempted an content analysis on the key words used in findings and recommendation section of the reports since 1998 that ara available on the website of KOICA. The main results can be summarized as follows. First, the frequency of OECD DAC criteria(relevance, efficiency, effectiveness, impact, sustainability) and the use of quantitative methods have been increasing after joining the OECD DAC. Second, in the ex-post evaluation reports issued after 2010, the reference indices including the Project Design Matrix (PDM), baseline data, and performance have increased exponentially.

We developed the world's first wireless ultrasound diagnostic device. For the smooth delivery of pregnant women, the WHO requires four prior examinations, and the use of ultrasound diagnostic devices is essential for this purpose. However, income levels and medical facilities in developing countries are falling short. We conducted KOICA's CTS program in Vietnam using a self-developed radio ultrasound diagnostic device. We supplied Sonon300C, a portable wireless ultrasound diagnostic device, to health centers and hospitals in Huong-Hoa district, Vietnam, and conducted an outreach program in an effort to further enhance business performance. As a result, the rate of ultrasound diagnostics in the region reached 100% and the percentage of trained graduates increased to 59%.

외국 정부가 공여한 기록관리 프로젝트를 통해 몽골 기록분야가 발전했다. 이 글은 외국의 기여에 의한 기록프로젝트의 내용과 결과를 소개한다. 몽골은 20세기에 들어와서 마이크로 필름제작을 통한 기록보존 등 외국의 발달된 기록보존제도를 성공적으로 받아들였다. 몽골민주화 이전에는 러시아와 동독의 공헌이 있었으며, 민주화 이후 일본, 중국 등으로부터 기록보존 장비를 지원받았다. 1990년대 후반 이후 정보통신기술의 미비로 인한 곤란을 겪었으며, ICA와 EASTICA에 참여하는 국제협력활동을 통해 기록관리 선진 지식과 국제표준을 접하고 이를 번역하여 기록관리 업무에 활용했다. 2006년에 한국 KOICA로부터 지원받아 디지털아카이브즈 프로젝트를 수행했다. 이 KOICA 지원프로젝트는 주로 장비를 지원했으며 외국이 지원한 몽골기록관리분야의 최대 프로젝트였다. 2010년에는 KOICA의 의회기록프로젝트가 수행되었다. 내각기록은 터키정부의 협력으로 대규모 디지털화프로젝트가 수행되었다. 외국정부의 지원에 의한 기록프로젝트는 몽골정부의 기록관리 정보화 계획과 이행으로 이어지고 있다.

ODA is administered with the promotion of the economic development and welfare of undeveloped countries provided by developed countries. Entering the 2000s, the paradigm of ODA is gradually diverted from economic aids to cultural aids. The purpose of this research in cultural field of ODA aims to analyze the current ODA status in order to build a base for next research. Eradicating poverty and leading the development in culture that could be a base for the development of a country through conservation of traditional culture and protection of heritage can be an universal value realization.
