Key Success Factors and Strategies from KM Practice (지식경영 실천기업의 프로젝트 성공요인과 전략)

  • Theoretical foundations of the knowledge management(KM) have been perceived still developing in the field. And, the literature shows many key success factors for KM, but, in more conceptual and abstract term. Companies interested in knowlege management demand for practical guidelines. Based on the constituent elements of KM, this study classifies key success factors identified from thirty three success cases, domestic and in other countries. Further, fifteen propositions are suggested and discussed for future research and project management in KM.

Systematic Review of Case Reports about Korean Medicine for Lung Cancer

  • Objectives: This systematic review aimed to put the case reports of lung cancer on Korean medicine (KM) together and adopt the results in clinical practice. Methods: Researches were searched using the PubMed, EMBASE, OASIS, KoreanTK, KISTI, RISS, KISS, and NDSL. The search term were 'lung cancer' and KM. There was no restriction in year. Results: 1. Among the 48 studies, 68 patients were reported in total. The types of lung cancer were non-small-cell lung cancer (n=41) and small-cell lung cancer (n=6). 2. The number of patients who received KM therapy alone was 40. On the other hand, 25 patients were treated with KM and chemotherapy simultaneously. All case reports used herbal medicine except 2 studies. Other types of treatment were acupuncture, moxibustion, pharmacopuncture, cupping, meditation, etc. 3. Several efficacy evaluation variables were used such as tumor size, changes of symptoms, duration of survival, the quality of life, and so on. The safety was evaluated by checking adverse effects using blood test. 4. Regarding the tumor response, partial response was reported in 12 cases, stable disease was in 22 cases, 50% of the total cases, which is a high level of tumor response. Furthermore, all 11 cases with the evaluation on the length of survival showed prolonged survival than the expectancy of corresponding stage, with the stable quality of life. Conclusion: We have found that the applicability of KM for treatment of lung cancer through this review. Evidence based medicine can be realized by checking cases and applying them in clinical practice.

A Study on the Risk of Conflict between Elderly or Non-elderly Pedestrians and Vehicles (고령/비고령 보행자와 차량간의 상충위험도 측정연구)

  • Traffic accident fatalities in Korea in 2016 was 4,292 and 1,732 cases were deaths of elderly people. In spite of this, the researches on behaviors of the elderly when crossing roads, are rather limited. The purpose of this study is to investigate and analyze road crossing behavior characteristics of the elderly, when crossing roads, especially focusing on the characteristics of pedestrians and vehicles. Cross-sectional data was collected from six different sites in two regions and the following results was identified. First, at road crossings, 528 cases(84.3%) out of 626 conflict situations of the elderly and 303 cases(63.3%) out of 478 conflict situations of the non-elderly pedestrians were found to be dangerous, respectively. The elderly tend to face a statistically significant risk of 3.11 times higher than that of non-elderly people. Second, 519 cases(82.9%) of jaywalking occurred in 626 conflict cases of the elderly and 375 cases(78.5%) of jaywalking in 478 conflict events of non-elderly persons, which indicates the elderly's 1.34 times higher trend compared with the non-elderly's. Third, the pedestrian safety margin (PSM) analysis showed that the PSM of the elderly and the non-elderly were 3.33 seconds and 4.04 seconds respectively, which is 17.5% high. Fourth, the difference in pedestrian safety interval was examined by dividing the speed of approaching vehicle into less than 30km/h, above 30km/h and less than 50km/h, and over 50km/h. There was no significant difference between the PSM of coming vehicles with the speed less than 30km/h and the PSM of approaching with the speed 30km/h~50km/h, but the conflicts with vehicle of the speed above 50km/h show significantly lower PSM than with vehicle speed of 30km/h~50km/h. Finally, when the risk threshold is set to less than 2.5 seconds, the analysis shows that older pedestrians tend to cross roads dangerously 1.59~2.53 times than younger pedestrians. The results set forth here can be used as a basis for constructing the elderly safety measures at present and a potential basis for autonomous vehicle safety application in the future for solving the issue of the difference in crossing behavior between elderly and non-elderly pedestrians.

Discussion on the Issues of the Modernization of the Fundamental Theories and Terms in Korean Medicine (한의학 기초이론의 현대화와 한의학 이론용어)

  • This study focuses on discussing several issues that we encounter when we 'modernize' the fundamental theories of Korean Medicine(KM): It is pertinent to set the boundaries of the "fundamental theories" of the KM. The boundaries can be set based on: a) setting the medicine and the philosophy of medicine apart and b) re-evaluating the traditional theories of KM based on the needs of the modern practitioners of KM. The fundamental theories of KM should focus on how effectively they can observe, explain, and predict the clinical cases. The clinical cases and observations should not be distorted in order to satisfy the theory. "The modernization of KM" can be defined as the change in traditional medicine to fit the needs of the contemporary world, while not losing the focus and the nature of the KM. The fundamental theories of KM will play a key role in modernizing the KM, as the focus and the inherent nature of the KM comes from these fundamental theories. The modernization of the fundamental theories of KM will be crucial to both possible models of future healthcare system-the plural healthcare system, or the western medicine-centric integrated healthcare system. The modernization will also help in advancing the future medical studies. The key to modernization of the fundamental theories of the KM is in translating the key terms of KM in modern light. As a solution, this study suggests paying attention to the 'scientific metaphors', and especially to the 'theory-constitute metaphors' among those. More in-depth studies need to be done on these.

Effects of Resolution, Cumulus Parameterization Scheme, and Probability Forecasting on Precipitation Forecasts in a High-Resolution Limited-Area Ensemble Prediction System

  • This study investigates the effects of horizontal resolution, cumulus parameterization scheme (CPS), and probability forecasting on precipitation forecasts over the Korean Peninsula from 00 UTC 15 August to 12 UTC 14 September 2013, using the limited-area ensemble prediction system (LEPS) of the Korea Meteorological Administration. To investigate the effect of resolution, the control members of the LEPS with 1.5- and 3-km resolution were compared. Two 3-km experiments with and without the CPS were conducted for the control member, because a 3-km resolution lies within the gray zone. For probability forecasting, 12 ensemble members with 3-km resolution were run using the LEPS. The forecast performance was evaluated for both the whole study period and precipitation cases categorized by synoptic forcing. The performance of precipitation forecasts using the 1.5-km resolution was better than that using the 3-km resolution for both the total period and individual cases. The result of the 3-km resolution experiment with the CPS did not differ significantly from that without it. The 3-km ensemble mean and probability matching (PM) performed better than the 3-km control member, regardless of the use of the CPS. The PM complemented the defect of the ensemble mean, which better predicts precipitation regions but underestimates precipitation amount by averaging ensembles, compared to the control member. Further, both the 3-km ensemble mean and PM outperformed the 1.5-km control member, which implies that the lower performance of the 3-km control member compared to the 1.5-km control member was complemented by probability forecasting.

A Stage Model of Organizational Knowledge Management: A Latent Content Analysis (조직의 지식경영 단계모델 : 잠재내용 분석관점)

  • This study developed an integrated management framework for KM, consisting of four major management objects and organizational initiatives: managerial and technical initiatives. Based on the developed framework, it proposes a stage model of organizational KM from Initiation, Propagation, Integration to Networking stage with detail explanations focusing on management goals and activities. To validate the proposed stage model, this study conducted a preliminary study with a latent content analysis of 15 KM cases. Form the results, though is could not validate the time sequence of each stage because of the limited information of cases, it shows meaningful findings in that there are a kind of relationship among management goals, activities and characteristics of management object of cases.

  • The purpose of this study is to find the diversification of the methodology of KM (knowledge management) Benchmarking which has been developed rapidly as a new managing paradigm all over the world for the 21th century. In particular, at the point of that it has been going to be inevitable for domestic companies to adopt and utilize a knowledge management system as the pending assignment for surviving in the 21th century, this study thus can enable them to support an adoption of KM and suggest directions for companies. Therefore, the successful cases of KM adoption all through the world have been analyzed by this study with the classifications of the industrial fields, work-flows from the view point of learning organizations and information technologies. As a result, the KM type bearing the specific of the respective industry has not been unrolled, and the common element in the analysis of work-flows has been found. Based on the result, it is desirable for the companies to adapt KM, extracting necessary work field for KM. Consequently speaking, they need to benchmark and adopt the KM methodology based on the extracted results.

Utilization Trends and Concentration Ratio of Korean Medicine: Based on the National Health Insurance Data

  • Objectives: Although Korean Medicine (KM) subsidized by the National Health Insurance (NHI) has been used for a long time, there has been no active analysis using claims data. Therefore, the purpose of this study was to examine the NHI KM utilization trend using NHI statistics and to measure the level of market concentration by year. Methods: By restructuring the contents of NHI Statistics for Pharmaceuticals for 2010-2019, the claim cases, costs, and annual growth rates of KM were demonstrated by year, sex, age group, region, therapeutic group, and KM treatment. The proportion of highly used k treatments in cost was calculated as the concentration ratio (CR) k and its trend by year was investigated. Results: In 2019, the NHI cost on KM amounted to ₩38.2 billion KRW, increasing by 11.6% per year on average in 2010-2019. Notably, KM was used more frequently among women and patients aged ≥ 65 years, and the mixed formulation accounted for 95% of the total cost of KM. The CR of the simple formulation increased rapidly, whereas that of the mixed formulation remained constant. In 2019, three simple formulation treatments- peony, licorice, and ginseng- accounted for 93.8% of the total cost for KM (CR3 = 93.8%). Conclusion: NHI KM is rapidly increasing. Investigating the CR of KM confirmed that KM prescriptions have been concentrated in small numbers over the past 10 years.

Failure Analysis of Underground Transmission Cable Systems (국내 지중 케이블 고장현황 분석)

  • In order to analyze failure rates of underground transmission power cable systems in Korea, the survey has been performed for the failure cases of cables, joints, and terminations in CV, OF and POF cable systems which occurred from 1983 to 1998. During 16 years, the failure cases due to trips of the systems were 47 among the total 108 cases, These 47 cases could be divided into internal reasons(manufacture/installation, corrosion and degradation) of 16 cases and external reasons (external mechanical damages, lightning, fire. etc.) of 31 cases. For the 154 kV cable systems during 12 years from 1987 to 1998, total failure rate was 0.0057 [case/100C-km/year] and internal reason failure rate was 0.0020 [case/100C-km/Year], which is similar to those of foreign countries. Also, the many cases of internal reason failures occurred in the early stage after the operations due to incorrect installations. This implies that the installation process is very important and some diagnostic tests such as PD measurement are needed besides after laying test.

Comparison with Dispersion Compensation Scheme Using 10 Gbit/s × 40 Channels Wavelength Division Multiplexing Transmission over 323 km of Field Installed Non-Zero Dispersion Shift Fiber

  • We experimentally investigated the transmission characteristics of 400 Gbit/s (10 Gbit/s ${\times}$ 40 channels) WDM signals with 100 GHz channel spacing over 323 km of installed NZ_DSF. The installed fiber has optical properties of 0.28 dB/km attenuation, 4.3 ps/nm/km dispersion, $0.083ps/nm^2/km$ dispersion slope and less than $0.05ps/km^{1/2}$ PMD coefficient. In this experiment, two cases of dispersion compensation schemes, the lumped type and the distributed type, were compared. The results implied that the distributed type dispersion compensation in which dispersion compensation devices are inserted at the end of the each span showed better transmission performance than the lumped one in which dispersion compensation devices are located at the transmitter and receiver sites. From the analysis of the experimental results, we verified that different transmission performance comes from the power penalty induced by XPM in the distributed scheme is lower than the lumped scheme case.
