  • In Korea, the private education spending of the households accounted for about 3% of GDP and such a education fever has been associated with the financial burden of households. The main purpose of this paper is to investigate the effects of regional education environment on the private education expenditure of the households using the Korean Labor and Income Panel Survey(KLIPS) data. The quantile regression model is used to examine whether the effects of regional education environment such as the degree of education fever differ across the 'quantiles' in the conditional distribution of private education expenditure. The empirical results showed that the amount of private education expenditure is under the influence of the regions where the households reside. In addition, it was found that the private education spending of the households in the upper quantile groups are more likely to be affected by the regional education environments than those in the lower quantile groups.

  • The purpose of this study is to confirm a structural relationship on factors affecting ratio of public transportation spending to a car-owning household's total transportation expenditure. For this purpose, informations of household's attributes and activities were gathered using the 13th Korean Labor and Income Panel Study (KLIPS), and information of land-use and transportation conditions on their residential locations was collected and processed. A structural equation model (SEM) on determinants affecting ratio of public transportation expenditure was constructed, based on an execution result of factor analysis using the analyzing database. The latent variables were derived as land-use/transportation characteristic, household's attribute and household's activity. In the analyzing result of the SEM, the entire latent variables were significant. And, the first two latent variables had positive influences, and the last latent variable had a negative impact. To promote public transportation use of the car-owning households, this study suggests that the policies such as enhancement of convenience in public transportation use for the household's activities and improvement of the land-use/transport conditions are required.

  • This study examines changes in income inequality and income mobility associated with a transition to old age. In understanding the dynamics of income distribution over the later life course, it is important to explore the changes in income dispersion and the changes in relative income positions jointly. Data come from Korean Labor and Income Panel Study(KLIPS) 2nd, 7th, 12th wave. The results are as follows. First, a transition to old age is associated with an increase in income inequality. The Gini index of inequality increased steadily over the life course. Second, a transition to old age is associated with substantial income mobility. The Spearman's rank correlation coefficient between two periods was the lowest at the time of the transition. Increasing income dispersion and significant income mobility can be conceptualized as "income insecurity", since the older population are less likely to cope with income fluctuations. Third, in explaining such changes over time, changes in work life during old age and a subsequent decrease in earnings seem to be the most influential factor.

  • The purpose of this study is to compare the estimates of housework time by gender using two representative methods of time use study: Time Diary and Stylized Survey Questionnaire. Our analysis is based on the data from the Lifetime Use Survey(2004), which used time-diary questions, and the Korean Labor & Income Panel Study(KLIPS 2004), which used stylized questions on housework hours. The results show that men over-report their housework time in the stylized time use questions. In contrast, women under-report their housework time, which is unusual in the previous studies on response errors and reporting gap. Subgroup analysis shows that widowed/divorced men tend to over-report their contribution to housework more than other groups whereas among women, groups burdened with employed work, caring and housework underestimate their housework time. This reporting gap is explained by gendered norm and perception of time pressure. The theory to explain under-reporting of the housework time has been undeveloped in the previous studies. Our study suggests that perceptions of time pressure be an important factor to explain women's reporting gap of housework estimates.

  • This article tried to find out the individual wage effect of training. This Article used 1998, 1999 KLIPS(Korea Labor and Income Panel Study) panel data. The size of the individual wage effect of training was twice of tenure's, and had significance. Training had a good effect on the job satisfaction and carrier development. To overcome self selection bias, this article regressed the first difference of wage equations, but we didn't get the significant results. Dividing sample into quitters and non-quitters in order to investigate the relation between training cost and benefit, we regressed separately the each first difference of wage equation. On quitters, the individual effect of training appeared significantly, but on non-quitters, it didn't. This results mean that employer does not raise wage rate according to upgraded skill originated in incumbent's training. And the results also mean that the upgraded skill of employee who quit pre-employer is recognized by new employer, and his wage rate rises in his new job.

  • To investigate the interdependence of the decisions on when to retire and how much consume before and after retirement, we compare the pre- (or post-) retirement consumption conditioned on the retirement decision with pre- (or post-) retirement consumption regardless of retirement decision by using the Korea Labor and Income Panel Study(KLIPS). We employ the two-stage switching regression for the econometric method to investigate the interdependence of two decisions of retirement and pre- or post retirement consumption. Then we test the existence of the interdependence in terms of the significance of the estimated selection biases which appear in the pre- (post-) retirement consumption equations for early and late retirees. In those equations, we also compare the income elasticity of the consumption of the early retirees with that of the late retirees. The empirical results show that there is negative selection bias in early retirees' consumption. These results imply that due to the early retirement decision early retirees would have consumed less than they actually have. The income elasticities of the consumption of the early retirees is smaller than that of the late retirees in pre- (or post-) retirement consumption equation. This result shows that relatively longer retirement period due 10 the early retirement affect the pre-retirement consumption. early retirees' marginal propensity to consume should be lower than that of the late retirees.

  • In knowledge-based economy where the human capital has an strong compatibilities, the life cycle of technologies and skills get shorter, and the mobility of labor get greater, the role of the signal system of qualifications have greater importance. This article used the KLIPS(Korean Labor Institute Panel Study) data, and analysed the factors of the acquisition of qualifications and the employment and wage effects of the acquisition of qualifications by fixed effects logit model and random effects model. The lower school stratification acquired the more qualifications, and in the case of men the unemployed one acquired the more qualifications. The employment effects of the acquisition of qualifications are significant at first year and second year in women, but the men's of the employment effects of acquisition of qualifications are not significant. The wage effects of the acquisition of qualifications are not significant. The results of the regression suggest that in Korea the signal system of qualifications do not working, and that the qualifications in Korea need to reform.

  • Using the data from the KLIPS, this study categorizes unemployed women into the four mutually exclusive groups according to the two criteria (whether to have intention to work and the comparison of reservation and market wages), and investigates factors affecting the status of the unemployment of women. Heckman's sample selection regression and multinomial logit are applied for the estimation. The major results are: the proportion of unemployed women who do not have intension to work or whose reservation wages are greater than expected market wages is about 50%, and the proportion of unemployed women who have intension to work or whose reservation wages are less than expected market wages is about 50%; second, human capital, burden of child raising and household production, household economic status, the variables related to work experience are found to be the factors affecting unemployment status of women.

  • This paper attempts to find out the economic roots of the increasing tendency not to choose the science and engineering (S&E) fields in the colleges. The analysis shows that the relative economic position of the S&E graduates measured in terms of employment quality is not significantly different from that of the non-S&E graduates. But the S&E graduates earn relatively low wage and self-employment income. Furthermore, the relative income of the top 5% bracket of the S&E graduates has been declining in the recent five years. The paper concludes that low relative income of the average S&E graduates as well as the increasingly lower relative income of the most able S&E personnel, coupled with the increasing compensating differential required for the S&E jobs, is the main reason for the 'avoidance' phenomenon of the S&E fields.

  • After the economic crisis of Korea, the character of Korean Poverty has changed. Most notably, many people are working but poor. Therefore it is important to understand the characteristics of the working poor, especially the unstable work experiences of the working poor since one of the causes of poverty is that. Prior research about the working poor has not fully proven this issue. This study is to examine the job sequences of the working poor. Thus I utilized the KLIPS(Korea Labor and Income Study), and analyzed it by event sequence analysis and optimal matching methods. The job sequences are divided as follows: total years of working in the labor market, the number of gaps and the length of gaps in their careers, and the characteristics of experienced jobs since they have entered the labor market from age 15. As a result, there are no statistically significant in the total years of working in the labor market. And the number of gaps and the length of gaps in their careers, and the characteristics of experienced jobs show that working poor have been experiencing more unstable than non-poor. Thus, almost all of the male working poor has unstable jobs their whole lives, and the female working poor's job sequences show distinct features according to women's life course. These results can give political implications to the anti-poverty policy in Korea.
